This 2014 guide (fifth edition) has been compiled by RIDE Respite Information and Development in the East and was current at the time of printing. 3 What does RIDE mean, and what can the RIDE program provide? RIDE stands for Respite Information and Development in the Eastern Region. The RIDE Program provides current disability respite information to people with disability, carers and service providers across the Eastern Region. RIDE shares respite information in seven ways: Respite Resource Guide (the guide you are reading) website e-newsletter annual expo telephone enquiry line EMR Respite Network education sessions. Website The RIDE website is updated with news, events, training opportunities and many other useful links every week. If you are looking for a specific type of service, the RIDE website offers Respite Finder, which allows you to search for respite service providers by respite type, travelling distance, age, disability and other criteria.

4 E-newsletter RIDE collates the newly updated articles from the RIDE website into an e-newsletter, which you can choose to have ed to your account fortnightly. 8 What is respite? Respite can mean many different things. It could mean: having a break from your usual caring role and responsibilities pursuing interests and hobbies spending time with friends, a family member or partner looking after your own health and wellbeing relaxing, reading a book or having a sleep. Respite is often a rewarding experience for the person with a disability. It provides an opportunity to meet new people, pursue interests and have new experiences independent of their family. Respite can be planned, regular, one-off or emergency. It can be for a few hours, a few days or longer. Who can access respite? Respite services funded by the Department of Human Services (DHS) can be accessed by: people with disability, as defined by the Disability Act (2006); and living with a primary carer. Many services have their own eligibility criteria. Each service can provide further information about their program criteria upon request. 8 Eastern Region Respite Resource Guide 2014

9 Types of respite In this guide, respite types are grouped into the following categories. 10 Local government area services Recreational activities Every local government area (LGA) has a Home and Community Care (HACC) program that provides subsidised respite for people with disability. There may be a waiting list for the service in your area; it is best to discuss this with the HACC program in your LGA. Please read through the frequently asked questions (p. 127), the questions to consider when assessing whether a service is right for you (p. 14) and make use of the carer notes (p. 143) before you decide to act upon any of the information. 14 Questions to consider There are questions to consider when assessing whether a service is right for you. The following questions were suggested by carers during RIDE consultations. Some, or all, of their suggested questions may be relevant to you and your situation: Does the Department of Human Services recognise the service as a registered service provider? What, if any, are the associated costs? Is there a waiting list for the service? How is the waiting list reviewed? Does the service have accreditation? How do I access/refer to this service? Am I able to visit the service? What are the program hours? What activities are available? How many people are in the group? What is the age range? Is it a suitable peer group? What is the level of support and care provided? What is the distance from home? Is transport accessible? What qualifications and training do the staff have? Do staff undergo mandatory checks, such as the Working With Children Check, National Police Record Check, references, etc? 15 Planning for school holidays Wherever possible, plan well ahead of the school holidays. The following steps may help: Mid term, contact your local council and find out who to talk to about school holiday programs. Ask for information on school holiday programs to be sent to you. Ask your child s school if they are running school holiday programs or if they know of programs available in the area. 17 Respite information services Respite Information and Development in the East Respite Information and Development in the East (RIDE) provides families and carers of people with disability, service providers and the local community with information about respite options in the Eastern Metropolitan Region. 18 Department of Human Services Disability Information and Triage Information and Triage (I and T) is the divisional entry point into the disability service system. It provides information to community members and professionals about disability matters and where necessary provides triage support to stabilise or more fully understand a situation in order to refer to an appropriate response point. 19 Emergency When urgent assistance is required (after normal hours) contact the following service. Annecto Emergency After-Hours Response Service (EARS) For emergency after-hours response service call: (5.00 pm to 9.00 am Monday to Friday and 24 hours on weekends) EARS provides free support in the home and emergency after-hours assistance to eligible people finding themselves in unexpected times of need. EARS provides assistance for people with disability, older people and their carers. Assistance includes short-term personal care and telephone and in-home support, at no cost, after hours. For more information during business hours 9.00 am to 5.00 pm Monday to Friday, please contact a co-ordinator on This program is for older people, people with disability, or those who care for a person who is older or who has a disability. 20 Local government area services Every local government area (LGA) has a Home and Community Care (HACC) program that provides subsidised respite for people with disability. There may be a waiting list for the service in your area; it is best to discuss this with the HACC program in your LGA. City of Boroondara Ageing and Disability Services The City of Boroondara Home and Community Care (HACC) program can provide trained home support staff for respite care in the home and local community for people with disability. This enables carers to have a break for a few hours during the day, evening or weekend. Personal care and home care may be offered to eligible clients. An in-home assessment is required to determine eligibility, hours and fees in accordance with the HACC guidelines. These services are known as Home and Community Care (HACC) services and are provided to assist eligible residents of the City of Monash to remain living in their homes and in the community and, importantly, to maintain their wellbeing, independence and dignity. 21 Inclusion Support Agency East Middle Melbourne Inclusion support facilitators (ISFs) work directly with the eligible childcare services when a request is made. The ISF aims to build the service s capacity to create an environment inclusive of all children. 22 Inclusion Support Agency East Outer Melbourne An initiative of the Inclusion and Professional Support program funded by the Australian Government and provided by local government. Under the Knox City Council as lead agency in partnership with the Shire of Yarra Ranges, the East Outer Melbourne Inclusion Support Agency covers the municipal areas of Knox, Maroondah and Yarra Ranges. Inclusion support facilitators (ISFs) work directly with eligible childcare services to build their capacity to create an environment inclusive of all children, including children with additional needs, children of Aboriginal and Torres Strait Islander background and children of refugee and recent migrant backgrounds. The Inclusion Support Agency supports services where families are eligible for Child Care Benefit (CCB). If the family is using any care for respite, the service is not eligible for inclusion support funding. The family needs to be accessing care due to work or study commitments. Services that are approved for CCB include long day care, occasional care, outside school-hours care, vacation care, family day care, and Mobile Attendant Care Service (MACS). 23 Knox City Council In-Home Respite Knox s respite care service allows carers of the frail aged or of people with disability the opportunity to have a break. This service is provided in the client s home. Clients are initially assessed in their home for services appropriate to their individual needs. Access to services is subject to client eligibility and the availability of staff. Service cost depends upon client income. Respite care may be provided in the home or in the community. Respite care may be planned regular respite or occasional respite. Respite for carers of children and young people with disability is available during school holidays through the Manningham Activities for Special Kids (MASK) program. 24 Maroondah City Council Home and Community Care Maroondah City Council s respite care service supports carers by enabling them to take a break from their responsibilities in caring for frail older people and people with disability. Personal care and home care can also be offered to eligible consumers. An in-home assessment is required to determine eligibility, hours of service and fees according to the Victorian HACC guidelines. MetroAccess workers are based in all 31 local councils across metropolitan Melbourne. These workers plan and develop strategies across the full range of community infrastructure, including education and training, transport, health, accommodation and housing, physical access planning, sport, recreation and the arts. MetroAccess is part of the Disability Services Community Building Program funded by the Department of Human Services. This program is a core feature of the Victorian State Disability Plan , which has as its vision a more-inclusive Victoria where disability is not a barrier to participation in community life. 26 Whitehorse City Council Home and Community Care Respite care is provided to the carers of frail older people and people with a disability to allow carers to take a short break from their caring responsibilities. Respite care can be provided in the community to attend an activity or social event (where safe to do so) or in the client s home. Respite care can be provided on a regular or occasional basis. Access to services is determined during an in-home assessment and is subject to eligibility, availability of suitable staff and prioritised need. Planned activity groups are provided to frail and older isolated people, people with disability and their carers to support their connection to the community. Activities are designed to provide meaningful social and recreational activities that address individual physical, social, cultural, emotional and recreational needs and are offered in a supportive environment. 27 Support groups Support groups provide the families and carers of people with a disability with advice, information and the opportunity to network with others in similar circumstances. Amaze (formerly known as Autism Victoria) Amaze is an information and advice service. Services include phone advice, a magazine, information sheets, library and information about the Helping children with autism package. Amaze also provides parent support, including assistance with family issues, understanding autism and navigating services. Carers Victoria works to improve the lives of carers by building awareness of carers needs and issues. We do this through our research and policy submissions, by representing carers in meetings with politicians and policy makers and by working with the media. Our services for carers include information, counselling, workshops and referrals to other services and supports. 28 Chinese Community Social Services Centre Carer Support Through its carer support services, the Chinese Community Social Services Centre provides: a support group for families of children with a disability seminars, workshops and interest classes for carers term-break programs for the whole family. Activities and programs can be available on any other weekdays. Commonwealth Respite and Carelink Centre (CRCC) Young Carers Program The Young Carer Program aims to support young carers to balance their caring role with school and with life. A young carer is defined as a young person aged 25 years or under who has a caring role for a family member or a friend who has a disability, mental illness, chronic illness, alcohol or other substance dependency or are frail aged. The Young Carer Program targets young people who are completing their primary or secondary education or vocational equivalent. The young person can be a primary or secondary carer but must be providing regular, significant and sustained care and assistance on an ongoing basis or likely to be ongoing for at least six months. This is a 24 hour, 7 days a week service. There are three parts to the Young Carer Program: immediate and short-term respite (time out from their caring role) carer support (short-term one-on-one support) activities and camps. 29 Deaf Children Australia Eastern Deaf Children Australia is a national provider of support services for deaf children, young people and their families. Support aims to minimise any barriers faced by deaf children and young people to their personal development and social inclusion. Services include family case management, youth support, language resources, mentoring programs, school-based information workshops, recreational and artsbased activities, parent support groups, family camps, skills training, information helpline, website, regular newsletter, youth grants program, employment support services and local community development initiatives. 30 Down Syndrome Victoria Support for Families and Individuals with Down Syndrome Down Syndrome Victoria is the state-wide peak membership organisation representing individuals with Down syndrome and their families. It is a not-for-profit organisation established in 1978 to provide support, encouragement, information and resources to people with Down syndrome, their families and the broader community. Down Syndrome Victoria are a whole-of-life service offering: personal support and information to families, especially when a new baby is born established person support groups around the state, including Club 21 a peer support group for adults with Down syndrome My Time groups and Family Network groups, a 15+ parent support group and a men s support group a comprehensive information service and regular workshops for families professional development training and conferences for professionals in different sectors the Down Syndrome Inclusion Support Service to assist students with Down Syndrome and their teachers in mainstream schools advocacy, information, support, mentoring and training for adults with Down Syndrome member events including an annual Family Fun Day a regular members journal and DNews e-newsletters a library of resources relating to Down Syndrome. Down Syndrome Victoria is an active member of the Down Syndrome Australia network of state associations. 53 Mobile Overnight Support Service (MOSS) The Mobile Overnight Support Service (MOSS) is a Department of Human Services Eastern Metropolitan Region initiative managed by Australian Home Care Services Pty Ltd. MOSS aims to assist people with disability to increase or maintain their independence through the provision of overnight (after hours) attendant care support in their own or their family s home. MOSS is seen as an extension of an individual s existing supports. The support provided is designed to enable a person remain to in their home and to allow increased opportunities for people with disability to access the community. The social group programs provide meaningful respite opportunities for parents and carers of young people with disability. The aim of the program is to give community groups the initial support to integrate people with disability into their programs, which are chosen by the participant based on recreation, hobby, sport, interest and desire. Inclusion support workers can work alongside the community group to assist the integration and inclusion of the ACTIV8 participant. Once the community and the participant and their family feel confident to carry on without support, the inclusion support worker no longer provides direct support. The program for children 13 to 18 years of age runs from Heatherwood School throughout the school holiday periods. 117 Autism Plus Care Exchange Program The Care Exchange Respite Service Program provides opportunities for family units to share respite supports with a view to nurturing ongoing supports and friendships. The initiative represents a significant departure from traditional respite options and is designed to reduce family isolation and extend social contacts for all members of a family unit with a member with an Autism Spectrum Disorder. Care Exchange Clusters, each comprised of up to six carefully matched family units residing within reasonable proximity to each other, will be defined by age, by family values and by cultural and religious background. 122 Knox Community Arts Centre All-Abilities Dance and Drama Classes The Knox Community Arts Centre offers dance and drama classes for people of all abilities. Currently, the classes coincide with the school terms and break for the school holidays. The drama classes on Wednesday are conducted with tutors Kathy Rooke and Sarah Mckenzie. Sarah s classes focus on self-expression, selfawareness, inclusion, group participation and lots of creativity. The dance class on Thursday is conducted with with tutor Kathy Rooke. Kathy has taught dance at the arts centre for many years and encourages participants to let their bodies move to the rhythm of the music. 127 Frequently asked questions Where do I start? The Department of Human Services Disability Information and Triage Service is the place to start. It provides information about supports and services and can also provide assistance with planning. It can also assist with short-term support for people with disability, their families and carers in their local area. Who can get assistance? People with disability, their family or carers can request disability supports. You can request disability supports if: you have a disability the disability impacts on your mobility, communication, self-care or self-management your request for support meets the specific requirements of the service you are seeking. It is important to remember that the supports available from the Department of Human Services may not always be suitable. For example, a person with a chronic health issue may have their needs better met through health services. You may get assistance if you meet the criteria as determined under the Disability Act This Act is available from Victorian Legislation and Parliamentary Documents at What will the Disability Information and Triage Service need to know? They will ask you a range of questions to determine access. They will ask some general questions about your circumstances and why you are requesting disability supports. They will ask you about any supports you may already be using, including funded supports as well as informal supports such as help from family members. Frequently asked questions 127

128 If your needs can be better met by a community service, they will give you contact information for the service. If you need specialist disability supports, they will explain the next steps, which may include assessment and a referral to a planner or case manager who will work with you to explore a range of ways your needs can be met. Do I get a say in the type of supports I receive? The Department of Human Services uses a self-directed approach to disability supports. This means you and your family will be supported to plan what you need to meet your goals and to decide how the supports will be managed. Where can I find out more? To make an enquiry or for more information about disability support, you or a person who supports you can contact the Department of Human Services Disability Information and Triage Service. Telephone: or TTY between 9 am and 5 pm Monday to Friday. How can I access ongoing disability support? If you have support needs related to your disability that cannot be met by family, friends or other services in the community, you can ask for ongoing disability support from the Department of Human Services. There are two types of ongoing disability support you can ask for: 1. An Individual Support Package 2. Supported Accommodation What is the DSR? DSR stands for the Disability Support Register. The DSR is a database of all the people with a confirmed need for funding (Individual Support Package) to purchase supports that meet their disability needs or for supported accommodation. 129 Human Services to allocate these supports in a fair and efficient manner when funding or vacancies become available. Can I apply to be on the DSR? Applying for support on the DSR is a four-stage process. Step 1: Access Contact Disability Information and Triage or a disability service provider to confirm you have a disability under the Disability Act This means that you have an intellectual disability or a physical, sensory, neurological or acquired brain injury (ABI) that significantly affects your daily life. You may need to provide information or documents to help determine whether you have a disability according to the Act. Step 2: Planning Consider how your needs can be met in other ways, for example, through your family and friends, community services like community health services; hospitals; general practitioner services; schools; transport services; housing agencies; family services; sport, leisure and recreation activities; and services for people who are ageing. Think about how your needs can be met through disability service providers in the community. Step 3: Application Complete the application documents using the DSR help guide. To complete the application, you will need to provide information about: your support needs and how you are currently being supported your support needs that are not currently being met Frequently asked questions 129

130 other options you have explored to meet your needs how the support you are requesting will meet your needs. Step 4: Registration You will be advised within four weeks whether your application for support has been successfully registered on the DSR. If you receive a letter advising you that your need for support has been registered on the DSR, this means that you have met the requirements for registration and that the details of the support you need have been added to the database. It does not mean you have been allocated funding or a vacancy. When funding or a vacancy in accommodation becomes available, all people registered for that type of support are considered in the allocation process. Making sure you have met the requirements outlined in Steps 1 to 3 will make it easier for you to answer the questions in the application form. It will also help the department to make a quick decision about your application. 131 What is an ISP? ISP stands for Individual Support Package. Individual Support Packages are funds that are allocated to a person to meet their disability-related support needs. The funding may be used to buy a range of disability-related supports chosen by the person to assist them achieve their goals. The funding may complement existing informal support from family and friends and/or generally available community services. People can receive assistance from a facilitator to bring together the important people in their life, such as family, friends or advocates, to think about and document the required supports and how they should be provided. Individual Support Packages enable people with disability to: direct the planning process as much as possible and make their own choices about how they wish to live their life plan in a way that respects the needs of family members and carers and their role in the person s life be assisted to identify goals and the way these can be achieved explore supports that are flexible and wide-ranging be included in and fully participate in community life. NDIS stands for the National Disability Insurance Scheme, a new way of providing community linking and individualised support for people with permanent and significant disability, their families and carers. When will the NDIS be available in my area? From July 2013, the first stage of the scheme in the Barwon area commenced for residents living in the local government areas (LGAs) of City of Greater Geelong, the Colac-Otway Shire, the Borough of Queenscliffe and the Surf Coast Shire. By July 2016, all Barwon area residents with significant and permanent disability will be able to access the scheme.
