Interested institutions/firms are requested to apply in the enclosed formats along with their Annual Reports for last 3 years and CVs of key professionals to be involved in this assignment to the undersigned along with a bank draft of Rs 5,000/- drawn on any scheduled bank towards application processing fee in favour of Chief Executive, OREDA, Bhubaneswar. The application along with other documents as prescribed in the EoI document can be submitted in sealed envelopes in the manner described therein either in person or by post so as to reach the undersigned on or before by 2.00 PM. Back Ground: Empanelment of Consultants for Preparation of District Renewable Energy Plans In view of their cost competitiveness and adaptability, renewables are rapidly getting entwined in the socio-economic fabric of communities. In order to promote and execute Renewable Energy Projects in a planned manner OREDA intends to prepare District Renewable Energy Plans for all 30 districts of the state. Initially those districts where infrastructural work and development works are getting affected due to lack of reliable grid power supply and where adequate financial resources are available for supporting renewable energy projects will be covered under this initiative. 2. Objective To assess the requirements of renewable energy across various technology platforms and applications and prepare time bound action plans for implementing the same vis-à-vis availability of the required physical and financial resources. 3. District Renewable Energy Plan: The District Renewable Energy Plan is conceptualized as a well justified Physical and financial work plan for execution of renewable energy projects in the district within the policy period that extends up to Apparently it entails 1. Capturing the current power scenario of the district. 2. Identifying power starving areas. 3. Mapping the present levels of development activities in these areas vis-à-vis those in non-power starving areas. 4. Identifying development activities in the above areas that need RE interventions. 5. Suggesting the type of RE intervention needed 6. Preparing physical and financial plans for the interventions 7. Aggregating the plans and preparation of implementable work plans vis-à-vis the schemes and programs of GoO and GoI in force. 8. Recommending indicative time lines for execution of the work plans 9. Enumerating the expected out comes/impacts of the interventions. 3

4 10. Cost and benefit analysis of each of the proposed interventions. 11. Relevance of the interventions in view of MDG and State CCAP. 4. Scope of the study: The broad scope of the study will include 1. Study and analysis of District Development Plans 2. Stakeholders consultative meetings at District, Block/GP levels. 3. Detailed Survey of select project areas. 4. Identification of relevant RE interventions. 5. Critical analysis of the proposed intervention in view of the socio economic fabric of the project areas. 6. Preparation of post installation project management plans. 7. Cost and benefit assessment of each and every proposed intervention. 8. Presentation of the plan at block / district and state level. 5. Selection Process The selection will be done in two parts. First the technical, commercial and managerial capabilities of the organization to handle the assignment will be assessed by a selection committee. For this the institutions/ firms are required to make a case of their eligibility and present their proposals for undertaking the work before the Selection Committee. The committee will assign a score to each of the presentation based on predetermined criteria. The date of and time for making the presentations will be communicated to all shortlisted institutions/ firms by s only. The commercial proposals of the top five scorers will only be opened by the selection committee in presence of the authorised representatives of the concerned institutions/firms on the same day at least one hour after the presentations are over. All those institutions/firms whose commercial proposals will be opened will then be requested to match the lowest price offered for the assignment and those who accept shall be empanelled. 4

5 The committee will however engage the empanelled institutions/firms as per requirement of OREDA. 6. Pre-qualification Criteria: The Institutions/firms must have five years experience in energy sector as a whole. The institutions/firms must have worked on energy poverty issues and livelihood projects. The Institutions/firms must have conducted social surveys specifically for renewable energy applications. The institutions/ firms must be familiar with the issues and geography of the districts in question. Familiarity with issues and challenges concerning energy in general and role of RE in mitigating those challenges is a must. The institutions/firms must be familiar with the technological platforms available as options for each intervention. 7. Deliverables: The Institutions/ firm is expected to deliver a District RE Plan Document containing inter-alia a general discussion on the energy scenario, challenges faced by the district in meeting the unmet power and connecting the unconnected areas and the rationale of selecting various interventions, sustainability aspects of the proposed energy plan etc. The district plan document should be an aggregation of village plans which are considered as the basic intervention units. A discussion on the various usage and applications of RE interventions and the benefits to be derived out of them at both individual level and community level. Making the community infrastructure more effective and functional by energising them should be in the focus. The village report should capture the energy aspirations of the community, community infrastructures, their need for energy, local livelihood options and assess the capacity to pay for the services to meet the immediate and future. 5

6 Detailing the individual and community entities with their unique identifiers and evidences like photographs is a must for each report. 8. Duration of the assignment: The assignment has to be completed within 21 days (three weeks) from the date of award of the contract. 9. Instructions for submission of tender : 1. The tenders should be submitted in two parts in two separate sealed envelopes put inside a large envelop superscribed tender for empanelment of consultants for preparation of District Energy Plans. 2. The first envelop should be superscribed Technical bid and should contain the following a. Duly filled in application form b. Annual reports of the institution / firm including auditor s reports. c. CVs of key personnel to be engaged for the extant assignment. d. Bank draft for Rs 5000/- drawn in favour of Chief Executive, OREDA from ay scheduled bank. e. Any testimonies in favour of completed assignments given by other organization within or outside the state. f. Any other document that the institution firm wishes to submit to prove their credential for handing the given assignment. 3. The Second Envelop Superscribed Price Bid should contain the price bid only. 4. The large envelop superscribed tender for empanelment of consultants for preparation of District Energy Plans should be dropped in the drop box available at OREDA on or before by 2.00 PM. Applications received late due to any reasons what so ever shall not be entertained. 10. Acceptance of District Energy Plans The draft district plans should be first presented to OREDA. After necessary validation the same should be presented to the district administration for their 6

7 views and opinion. After incorporating their views and opinions a final presentation will have to made to OREDA following which the plans will be accepted. 11. Costs: The financial proposals (Costs) quoted by the firms should be firm and fixed and should cover all expenditure of the total assignment including taxes etc. No deviation at a later point shall be allowed. 12. Payment 100% payment will be made after final presentation and acceptance of the assigned District Energy Plan. 13. IPR The finally accepted project report will be the IP of OREDA only. The consultants cannot have any right to the same in any manner what so ever. 14. Dispute: Any dispute arising out of the above assignment between the selected consulting firm and OREDA will be subject to court having jurisdiction in Bhubaneswar only. -sd- Chief Executive 7
