Cities identify opportunities for innovation across issues like education, health, poverty, workforce and environment. Local government executives scope highimpact projects, participate in trainings and serve as citywide champions. FUSE recruits, trains, coaches and supports extraordinary midcareer professionals from the private sector. Insights and impacts are disseminated in order to inspire replication and create bright spots to catalyze a movement. 4

12 Rebecca Foster is an advisor to the Mayor on innovative financing. She previously worked as an investment banker in the Public Sector & Infrastructure group at Goldman Sachs for the eight years. She has raised over $13 billion in capital for city and state governments, universities, non-profits, and utilities working in the New York and San Francisco offices. Rebecca s experience ranges from managing multi-billion dollar debt offerings to prepare Florida for hurricanes to leading financings for unemployment insurance deficits postrecession for Idaho and Colorado.
