STATEMENT OF PUBLIC ORAL COMMUNICATIONS: Members of the public interested in addressing the Agency during this Special Meeting may only address the items which have been described in the notice of this Special Meeting in accordance with Government Code Section (a). If you wish to speak on said item, please fill out a form provided at the door, and turn it in to the Secretary prior to the beginning of Oral Communications so that you will have an opportunity to speak before or during consideration of that item. This also includes any request for Public Oral Communications on items listed for Closed Session prior to the Agency recessing into Closed Session. APPROVAL OF CALIFORNIA OFFICE OF TRAFFIC SAFETY, SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT FUNDS UTILIZATION AND BUDGET APPROPRIATION RESOLUTION COMMENT: The Montebello Police Department has received a STEP grant from the Office of Traffic Safety in the amount of $240,000. The grant award will enable the department to conduct traffic safety and enforcement operations. Because the monies are completely reimbursable, the department is able to deploy officers and conduct high visibility campaigns. These efforts will continue to remind the public of the Departments commitment to traffic safety. Staff recommends the City Council consider approving the use of the Selective Traffic Enforcement Program (STEP), Office of Traffic Safety (OTS) - Grant Number PT Additionally, staff recommends that the City Council approve a budget appropriation from General Fund Reserves. The appropriation would be $240,000 in the current fiscal year (FY ). The funds are to be distributed to a specific OTS-STEP account which will reflect the following budget: 1. Hardware- $73,500 Following City Council approval of grant funds, the purchase of equipment will follow all city and grant requirements and a request for proposal (RFP) will be released at a later date. The use of this grant will have no fiscal impact on the General Fund. Although, the City must pay the upfront costs, all such expenditures will be reimbursed by the grant on a quarterly basis. RECOMMENDATION: It is recommended that the City Council approve the use of grant funding awarded to the Police Department by the California Office of Traffic and Safety (OTS) through the Selective Traffic Enforcement Program (STEP) Grant number PT19069, in the amount of $240, DECLARATION OF SURPLUS PROPERTY GRANDFATHER CLOCK COMMENT: That the City Council declare the grandfather clock located in the City Council Office as surplus, and approve the dedication of the grandfather clock to Councilmember William M. Molinari in recognition of his service as a member of the Montebello City Council. This item will have no adverse impact on the General Fund. RECOMMENDATION: That the City Council declare the grandfather clock in the City Council Office as surplus property, and release the grandfather clock to Councilmember William M. Pasmant, Acting City Manager Brad Keller, Chief of Police SUBJECT: Approval of California Office of Traffic Safety, Selective Traffic Enforcement Program (STEP) Grant Funds Utilization and Budget Appropriation Resolution DATE: November 28, 2018 RECOMMENDATION It is recommended that the City Council approve the use of grant funding awarded to the Police Department by the California Office of Traffic and Safety (OTS) through the Selective Traffic Enforcement Program (STEP) Grant number PT19069, in the amount of $240,000. The grant has been awarded under two categories; traffic enforcement and operations, and the purchase of electronic citation (e-cite) machines and software. It is recommended that the City Council allocate the funds as follows: 1. Traffic Enforcement and Operations $109, Electronic Citation Machines $130,500 a. Software and Services $57,000 b. Hardware $73,500 BACKGROUND On August 21, 2018, the Montebello Police Department was awarded an OTS-STEP Grant in the amount of $240,000. The time period of the Grant is October 1, 2018, to September 30, Funding from this grant has been approved for traffic operations and the purchase of e-cite devices and software. While the number of overall traffic collisions and injury collisions in the City has slightly increased over the years, the years of 2014 and 2015 saw disturbing increasing in regards to traffic-related fatalities in the City. Local collision data from 2012 to 2015 indicates that there has been an alarming increase in fatal collisions from 0 in 2012, to 5 in 2013, and 8 in OTS records indicate that traffic collisions caused 1 fatality and 1 ITEM #5

4 injuries to 20 pedestrians in the City during 2015, which is an improvement compared to 2014 statistics. The Montebello Police Department has focused on reducing alcohol and speed related collisions, along with increased pedestrian and bicyclist safety. The department is currently expanding staff in the traffic unit and has added traffic safety equipment and training. This also includes better data tracking and focusing on problem areas. Despite the reductions in overall number of injury-related traffic collisions over the past few years, there has been an alarming trend in the increase in more severe traffic collisions. In 2017 the Police Department actively concentrated on working towards decreasing fatalities and bicycle/pedestrian related incidents and concentrating on known primary collision factors. The Department knows that it must continue to focus on traffic safety in the community and continues to actively work toward educating the community. The goal for 2018/2019 is to continue with a focused enforcement plan designed through a Strategic Traffic Enforcement Program, while utilizing operations that are data driven and that our department can handle given our current staffing situation. ANALYSIS Best practice strategies will be conducted to reduce the number of persons killed and injured in crashes involving alcohol and other primary collision factors. The funded strategies may include impaired driving enforcement, enforcement operations focusing on primary collision factors, distracted driving, night-time seat belt enforcement, special enforcement operations encouraging motorcycle safety, enforcement and public awareness in areas with a high number of bicycle and pedestrian collisions, and educational programs. These strategies are designed to earn media attention thus enhancing the overall deterrent effect. Pasmant, Acting City Manager SUBJECT: Declaration of Surplus Property Grandfather Clock DATE: November 28, 2018 RECOMMENDATION That the City Council declare the grandfather clock in the City Council Office as surplus property, and grant the grandfather clock to Councilmember William M. Molinari in recognition of his many years of service to the City of Montebello and as a member of the Montebello City Council. BACKGROUND On October 16, 1995, resident Ruth Minter donated a grandfather clock to the City of Montebello. This donation was made in honor of dedicated service to the community by Councilmember William M. Molinari. Due to his impending retirement from the City after almost 30 years of city service, Councilmember Molinari has asked that the grandfather clock be granted to him. The intent of the gift was to recognize Councilmember Molinari and it is only fitting that the clock be granted to him as intended by the donor, Ms. Minter. FISCAL IMPACT This item will have no adverse impact on the General Fund.
