Grant Application to Office of Criminal Justice Planning; Authorize the Chief Probation Officer to Submit Required Letter of Denial; and Adopt Resolution Approving Application for Juvenile Crime Enforcement and Accountability Challenge Grant II- Demonstration Grant, as Recommended by the Chief Probation Officer. Dear Board Members: The Probation Department is requesting authorization for participation in a new grant opportunity and the adoption of a resolution approving application for the Challenge Grant II - Demonstration Grant, as described below: Pajaro Valley Prevention and Student Assistance, Inc. Grant Proposal to The Office of Criminal Justice Planning for Watsonville Juvenile Offender Diversion Program The California Office of Criminal Justice Planning (OCJP) recently released a number of grant opportunities, among which is a youthful offender diversion project designed to impact disproportionate minority confinement. Pajaro Valley Prevention and Student Assistance, Inc. (PVPSA), a dedicated, non-profit, student assistance agency which provides services to the students of the Pajaro Unified School District, is applying for a $200,000 per year, 3 year grant from OCJP. The Probation Department is hereby requesting your Board s authorization to participate in the PVPSA grant project application. Currently, Watsonville Police Department is the only city jurisdiction in the County which does not have a diversion project. The PVPSA grant project would fund one full-time, bilingual Deputy Probation Officer II at top salary step to provide diversion services for first offenders living within the City of Watsonville. The Probation Officer would be housed at the Police Department where he/she could screen all referrals and see all first offenders in person. High risk first offenders would receive Probation case management, as well as a wide array of counseling and intervention services provided by staff from PVPSA. The project funds would also include reimbursement for indirect costs, mileage and travel, equipment, and training funds for the Probation Department. There is no cash match requirement. Additionally, new Federal guidelines require the submission of a letter of denial from a unit of local government signifying that County funds have not been available to fund a youthful offender diversion project in the target area. We are therefore requesting that your Board authorize the Chief Probation Officer to submit the attached letter of denial, which is a technical requirement of the grant application. The grant submission is due to the Office of Criminal Justice Planning on March 3 1, When completed, it will be on file with the Clerk of the Board for review. An announcement regarding mnding is expected in May, The Project, if selected, would begin July 1, Juvenile Crime Enforcement and Accountability Challenge Grant Resolution On February 23, 1999 your Board approved the submission of the Probation Department s Local Action Plan and Application to the California Board of Corrections for an implementation grant to support the establishment of two Day Treatment Centers (North and South) for high risk Probation Wards. The Board of Corrections requires a standard Resolution as part of the implementation proposal. This Resolution was not completed in time for your Board s approval on February 23, 1999 and is therefore submitted at this time. IT IS THEREFORE RECOMMENDED that your Board: Authorize the Probation Department to participate in the Pajaro Valley Prevention and Student Assistance Inc. application to the Office of Criminal Justice Planning; Authorize the Chief Probation Officer to submit a required Letter of Denial to the Office of Criminal Justice Planning; and 3. Adopt the Resolution Approving Application for the Juvenile Crime Enforcement and Accountability Challenge Grant II - Demonstration Grant. Sincer /JkQ&. The County of Santa Cruz has not had sufficient resources available to fund a youthful offender diversion project in the target area of the City of WatsonvilIe. On the motion of Supervisor Duly seconded by Supervisor The following resolution is adopted: RESOLUTION APPROVING APPLICATION FOR JUVENILE CRIME ENFORCEMENT AND ACCOUNTABILITY CHALLENGE GRANT II - DEMONSTRATION GRANT BE IT RESOLVED that the Board of Supervisors of the County of Santa Cruz hereby: Approves and authorizes the Chief Probation Officer, or his designee, to sign Santa Cruz County s application for State funding under the Juvenile Crime Enforcement and Accountability Challenge Grant, as well as related grant contracts, amendments, or extensions with the State of California; and Appoints Chief Probation Officer John P. Rhoads, or his designee, as the Chair of the Santa Cruz County Juvenile Justice Coordinating Council; and Identifies the following individuals or their designees as members of the Santa Cruz County Juvenile Justice Coordinating Council: John P.
