1 COON RAPIDS CITY COUNCIL MEETING MINUTES OF MAY 1, 2018 CALL TO ORDER The first regular meeting of the Coon Rapids City Council for the month of May was called to order by Mayor Jerry Koch at 7:00 p.m. on Tuesday,, in the Council Chambers. PLEDGE OF ALLEGIANCE TO THE FLAG Mayor Koch led the Council in the Pledge of Allegiance. ROLL CALL Members Present: Members Absent: Mayor Jerry Koch, Councilmembers Brad Greskowiak, Wade Demmer, Jennifer Geisler, Brad Johnson and Steve Wells Councilmember Bill Kiecker ADOPT AGENDA MOTION BY COUNCILMEMBER GEISLER, SECONDED BY COUNCILMEMBER JOHNSON, TO ADOPT THE AGENDA AS PRESENTED. PROCLAMATIONS/PRESENTATIONS 1. OATH OF OFFICE FOR NEW POLICE OFFICER Police Chief Wise introduced newly hired Police Officer Derek Berggren to the City Council and discussed his employment and educational background. He welcomed Officer Berggren to the Coon Rapids Police Department. Mayor Koch administered the Oath of Office to Police Officer Derek Berggren and his badge was pinned on. A round of applause was offered by all in attendance. 2. NATIONAL PUBLIC WORKS WEEK PROCLAMATION Mayor Koch read a proclamation in full for the record declaring May 20 through May 26, 2018 to be National Public Works week in the City of Coon Rapids. Public Works Director Himmer invited the public to attend the Public Works Open House on

2 Page 2 Saturday, May 12, 2018 at the Public Works Facility from 10:00 a.m. to 12:00 p.m. 3. POPPY DAYS PROCLAMATION FOR AMERICAN LEGION POST 334 & AUXILIARY Mayor Koch read a proclamation in full for the record on behalf of the American Legion Post 334 and Auxiliary proclaiming May 18 and May 19, 2018 as Poppy Days in the City of Coon Rapids. A round of applause was offered by all in attendance. 4. POPPY DAYS PROCLAMATION FOR VFW POST 9625 & AUXILIARY Mayor Koch read a proclamation in full for the record on behalf of VFW Post 9625 and Auxiliary proclaiming May 18 and May 19, 2018 as Poppy Days in the City of Coon Rapids. A round of applause was offered by all in attendance. APPROVAL OF MINUTES OF PREVIOUS MEETINGS 5. APRIL 7, 2018, COUNCIL MEETING GRESKOWIAK, FOR APPROVAL OF THE MINUTES OF THE APRIL 7, 2018, COUNCIL MEETING. CONSENT AGENDA/INFORMATIONAL BUSINESS 6. ACCEPT RIGHT OF ENTRY AND OPERATIONS & MAINTENANCE AGREEMENTS WITH RLB NORTHWEST, LLC 7. APPROVE ONE YEAR EXTENSION OF SITE PLAN FOR VANMAN ARCHITECTS FOR SPIRIT OF GRACE CHURCH - PC: ADOPT RESOLUTION 18-64, ESTABLISHING NEW POLLING LOCATION FOR PRECINCT ADOPT RESOLUTION 18-65, ACCEPTING THE DONATION OF $3,817 FROM COMMUNITY STRENGTH FOUNDATION FOR THE PURCHASE OF REPLACEMENT SNOWFLAKE DECORATIONS MOTION BY COUNCILMEMBER GEISLER, SECONDED BY COUNCILMEMBER WELLS, FOR APPROVAL OF THE CONSENT AGENDA AS PRESENTED. Councilmember Demmer thanked the VFW for their willingness to assist the City by providing polling locations.

3 Page 3 PUBLIC HEARING None. BID OPENINGS AND CONTRACT AWARDS 10. CONSIDER RESOLUTIONS 18-1(9) AND 18-1(12) AWARDING CONTRACT AND ADOPTING ASSESSMENTS FOR STREET RECONSTRUCTION PROJECT 18-1 The updated Staff report was shared with Council. JOHNSON, TO ADOPT RESOLUTION NO. 18-1(9) AWARDING A CONTRACT TO INCLUDE ALTERNATE 1 TO NORTH VALLEY, INC. IN THE AMOUNT OF $3,240,329.41; AND RESOLUTION NO. 18-1(12) ADOPTING THE ASSESSMENTS FOR PROJECT Councilmember Geisler questioned when work would begin on this project. Public Works Director Himmer reported work was scheduled to begin on Monday, May 14 th. 11. CONSIDER RESOLUTIONS 18-2(9) AND 18-2(12) AWARDING CONTRACT AND ADOPTING ASSESSMENTS FOR STREET RECONSTRUCTION PROJECT 18-2 The Staff report was shared with Council. Mayor Koch questioned when the neighborhood meeting would be held. Public Works Director Himmer reported the Neighborhood Meeting would be held on Thursday, May 10 th at Thorp Park from 4:30 p.m. to 6:30 p.m. MOTION BY COUNCILMEMBER GEISLER, SECONDED BY COUNCILMEMBER GRESKOWIAK, TO ADOPT RESOLUTION NO. 18-2(9) AWARDING A CONTRACT TO NORTHWEST ASPHALT, INC. IN THE AMOUNT OF $2,546,838.95; AND RESOLUTION NO. 18-2(12) ADOPTING THE ASSESSMENTS FOR PROJECT THE MOTION PASSED UNANIMOUSLY. 12. CONSIDER RESOLUTION 18-6(9) AWARDING CONTRACT FOR MISCELLANEOUS

4 Page 4 PARK AND TRAIL IMPROVEMENTS The Staff report was shared with Council. GEISLER, TO ADOPT RESOLUTION NO. 18-6(9) AWARDING A CONTRACT TO NORTH VALLEY, INC. IN THE AMOUNT OF $104, FOR THE MISCELLANEOUS TRAIL IMPROVEMENTS. Councilmember Demmer asked if North Valley, Inc. would be able to complete both this project and another project in the City. Public Works Director Himmer reported North Valley would be mobilized to the area and would be able to complete both projects. Councilmember Greskowiak questioned if the 20% contingency for testing was within the engineer s estimate. Public Works Director Himmer reported this was the case. OLD BUSINESS None. NEW BUSINESS 13. PC 18-5: CONSIDER RESOLUTION 18-63, APPROVING REGISTERED LAND SURVEY TO SUBDIVIDE 7.47 ACRES INTO 8 TRACTS PORT RIVERWALK The Staff report was shared with Council. JOHNSON, TO ADOPT RESOLUTION NO APPROVING THE PROPOSED REGISTERED LAND SURVEY WITH THE FOLLOWING CONDITION: 1. ALL COMMENTS OF THE ANOKA COUNTY HIGHWAY DEPARTMENT BE ADDRESSED. Councilmember Geisler stated she was happy to see this area finally being developed.

5 Page 5 OPEN MIC/PUBLIC COMMENT Mayor Koch reviewed the rules of order for the Open Mic/Public Comment portion of the meeting. A resident from th Avenue NW, requested information on the construction of the Hanson Boulevard Bridge. Public Works Director Himmer explained construction had begun today. He explained work on this project would carry over to 2019 in order to complete all of the necessary utility and bridge work. REPORTS ON PREVIOUS OPEN MIC None. OTHER BUSINESS Councilmember Johnson provided the Council with an update from the Fire Protection Council. He commented on the benefits of the North Metro Specialized Rescue Team, noting this group was started by the City of Coon Rapids. He reported the County has been asked to share in the expense of this county-wide effort. Councilmember Greskowiak further discussed the road construction work that would be completed on Hanson Boulevard during 2018 and He explained a Neighborhood Meeting regarding this project would be held on Thursday, May 10 th at the Civic Center. Fire Chief Piper reported the City had partnered with the Red Cross to hold a blood drive today. He thanked all of the residents that participated in this event and for donating the gift of life. Mayor Koch thanked the Public Works Department for getting out and sweeping the City s streets. Councilmember Geisler stated the kids fishing clinic would be held on Saturday, May 5 th at the Coon Rapids Dam from 9:00 a.m. to 12:00 p.m. She noted this event was being sponsored by Anoka County. Councilmember Geisler reported a rabies vaccination clinic would be held at all Coon Rapids Fire Station from 1:00 p.m. to 3:00 p.m. on Saturday, May 5 th. Councilmember Geisler invited the public to attend the Public Works Open House on Saturday, May 12 th at the Public Works Facility from 10:00 a.m. to 12:00 p.m. Councilmember Demmer encouraged the public to participate in the Race for Youth at the Bunker

6 Page 6 Hills Golf Course on Friday, May 4 th. Councilmember Greskowiak questioned when work would begin on the Hanson water tower. Public Works Director Himmer reported work on this project began on Monday, April 30 th and would take six weeks to complete. Councilmember Geisler commented the Family Health Fair was being held on Saturday, May 5 th at Oakview Middle School from 12:00 p.m. to 3:00 p.m. ADJOURN JOHNSON, TO ADJOURN THE MEETING AT 7:50 P.M.
