4 Welcome Welcome Firefighters and Emergency Responders, The Colonial Park Fire Company is extremely excited to once again welcome you to our annual training conference Makin the Stretch at the Best Western Premier in Harrisburg, PA. Whether you are a repeat attendee or a first timer, you are sure to have a great experience. This year promises to be everything last year was and more. We have added Editor in Chief of Fire Engineering Bobby Halton s American Fire Command class, brought back Deputy Chief Frank Viscuso for his Step Up Your Teamwork class, and added many prominent regional instructors making this an even more diverse conference for emergency services. We are looking to provide firefighters and emergency responders from around the country the ultimate emergency responder s training experience. Why are you here? There are many answers to that question. First and foremost, we believe you are here because you care about the public we are all sworn to protect. Emergency services are here for the people we swore to serve, and we must understand the hazards associated with emergency services before taking the oath to protect others. This year s conference slogan is Training Today, Ready Tomorrow. The slogan is to help firefighters focus on training, leadership and tactics; so that when we are called to duty we are ready to respond at a moment s notice. Last year s conference focused on leadership because everything begins and ends with strong leadership. This year we are focusing on both leadership and tactics by having regional instructors teaching street smart tactics and national instructors teaching cutting edge leadership skills for the emergency services. The first night will consist of opening ceremonies, two speakers, dinner, and a networking social hour. William Schnaekel from Holding 1 & 1 will be presenting Embracing the Barriers: Applying Common Sense to Strategies and Tactics, and key note speaker Bobby Halton from Fire Engineering will offer opening comments. The second day will include Bobby Halton presenting American Fire Command, lunch, and your choice of one of four breakout sessions. 9 Saturday October 22, 2016: American Fire Command, Chief Bobby Halton This year Makin the Stretch is proudly hosting Chief Bobby Halton, Editor in Chief of Fire Engineering and Chief (Ret.) of Coppel, Texas. Chief Halton is presenting his American Fire Command class. This is a unique course that covers the basics of command. Not command as a fire ground function but command as a way of life for the American fire officer and senior firefighters. Officers learn the area of command from their seniors in their first days as firefighters and cadets. Learning how to counsel, advance skills and the knowledge in the art and science of firefighting is the basics of command. In this interactive program Chief Halton will cover an overview of the command phenomena. Students will participate in analysis of today's field issues, look at a list of major trends in each topic, discuss potential research work and books on those specific topics, and engage in reflection and discussion regarding command issues in the American fire service. Chief (ret.) Bobby Halton is currently editor in chief of Fire Engineering magazine and education director of the Fire Department Instructors Conference (FDIC). Chief Halton is a native New Yorker. He began his career in structural firefighting with the Albuquerque (NM) Fire Department and rose through the ranks to include chief of training. Bobby was chief of operations until his retirement from Albuquerque in He then became chief of the Coppell (TX) Fire Department, Bobby left Coppell to assume the duties as editor in chief of Fire Magazine. Chief Halton is a graduate of the University of New Mexico, left a member in good standing with the International Association of Fire Fighters, is a member of the International Association of Fire Chiefs, and has served on several of the National Fire Protection Association technical committees. He is active with the National Fallen Firefighters Life Safety Initiatives. He has done extensive speaking and training for the fire service in the United States, Canada and internationally. 9
10 Sunday October 23, 2016: Step Up Your Teamwork, Deputy Chief Frank Viscuso Makin the Stretch is proudly welcoming back Deputy Chief Frank Viscuso to present Step Up Your Teamwork. This class is a leadership and team building seminar that is focused on building a championship caliber team in the quickest way to reach our goals. Far too many people in leadership positions fail when it comes to team building. It's not from a lack of desire or effort. On the contrary, they may put more than sufficient time and sweat equity into their cause. Most people simply do not know how to develop and motivate a team, and many who do, have not been able to maximize the results that can be derived from a group of people who come together to work towards a common goal. This course will cover the materials featured in Frank Viscuso's book Step Up Your Teamwork. Topics include: Stages of Team Development, Team Building Exercises, Why Teams Fail, How People Learn, How to Lead Through Change, Resolve Conflict, Serve Others and much more. Teamwork is essential for the survival of an organization. One degree of effort may be the difference between success and failure. Frank Viscuso is a career Deputy Chief from Kearney, NJ and co-creator of FireOpsOnline.com. He is a nationally recognized instructor and speaker, and the author of six books including Step Up Your Teamwork, Practice Scenarios, Common Valor, and industry bestselling Fire ground Operational Guides and Step Up and Lead. Over the past decade Chief Viscuso has spoken to audiences (in and out of the fire service) on many topics, including officer development, leadership, team building, and customer service. Frank has the ability to move people to action. It has become his trademark as a speaker and motivator. His seminars are designed to equip students with the necessary skills they will need to excel in their chosen field. 10
11 Friday October 21, 2016 Session Information Embracing the Barriers: Applying Common Sense to Strategies and Tactics This program is designed to prepare personnel with a more effective decision-making process at structure fires. It will incorporate the use of sound strategies and tactics as well as the building's barriers or construction features. Born and raised in Erie, Pennsylvania, William (Bill) Schnaekel is a fifth generation firefighter who has had eight other relatives in the fire service since He served as a volunteer for six years prior to getting hired in 1998 by Fairfax County (VA) Fire and Rescue Department, one hundred years after his great-great grandfather had joined the service. 11
12 Saturday October 22, 2016 Session Information Get Inside: A One of a Kind Forcible Entry Class Get Inside!! Fire department operations can't begin until we gain entry. In this hands-on training class, students will hone forcible entry skills required to Get Inside! Conventional Forcible Entry Students will learn different techniques for inward and outward opening doors. Instructors will teach how to size up doors and to formulate multiple forcible entry plans. Each student will get to force multiple doors using different techniques learned such as single person forcible entry, restricted space forcible entry, and how to overcome fortified metal doors. Saw Operations Students will learn techniques for using a rotary saw to gain entry in commercial fortified doors, overhead doors, overcome window bars, and defeat security locks and chains. ***Full PPE, without SCBA, is required for this class*** Carl Weiss and James O'Brien are both Captain's currently working on Sixty-Nine Truck in York County PA. Both are Pennsylvania State Fire Academy instructors that enjoy being around passionate firefighters who love the trade of firefighting. James and Carl pride themselves on their knowledge of truck operations, forcible entry, and engine company operations (yes the basic firefighting stuff). Both have a background in building construction trades and enjoy sharing their experience and knowledge with anyone who has the same passion to leave the fire service a little better then they found it. 12
13 MAYDAY! A Systems Approach to Avoiding a Firefighter Emergency Nationally, it is estimated that firefighters find themselves in MAYDAY situations on over 800 incidents annually. In addition to providing the student with the knowledge and skills necessary to safely manage resources and personnel during a "MAYDAY" event, this course also addresses common fire department practices to assist a fire department in limiting the potential for a firefighter emergency. Topics include command and control techniques such as situational awareness, tactical benchmarking, effective communications, effective and accurate accountability, and strategic on-going evaluation. Chief Nick Sohyda is a thirty year member of the fire service, currently serving as the Fire Chief of the Mt. Lebanon, Pennsylvania, Fire Department. As an adjunct & suppression instructor with the PA State Fire Academy, Chief Sohyda has been training fire fighters for the past twenty years, placing major emphasis in the areas of fire fighter safety and survival, rapid intervention, fire ground command, and leadership. As a hands-on training instructor for Rapid Intervention Training Associates, Chief Sohyda has conducted hands-on rapid intervention training at numerous national events. Chief Sohyda obtained his Associate's Degree in Fire Science Technology from the University of Cincinnati and Bachelor's Degree in Fire Administration from the Empire State College. The chief is a graduate of the National Fire Academy's Executive Fire Officer Program and a credentialed Chief Fire Officer. 13
14 Knowin What You re Stretchin, Stretchin What You re Knowin This program will focus on the knowledge and skills to make the engine company successful while stretchin' on your bread and butter residential building fires. The engine company is the backbone of the fire service; no other company is responsible for extinguishing building fires and buying other companies' critical time to complete their tasks. Attendees will learn what makes an engine company successful when they arrive at the most critical time with fire showing. Regardless of how many people arrive on the first engine company, civilians expect, and deserve, a hand line stretched to the fire. All lecture-based scenarios will be based on two and three man crews with emphasis placed on the most critical elements of stretches. Practical skill time will include best practices to speed up basic hose line stretches by working smarter and more efficient with every step. Attendees will stretch and flow various hose lines and nozzles to understand body positioning, nozzle reaction, flow testing, and extinguishment techniques. Instructors will stress the importance of the nozzle man and company officer in gaining control of the fire while instilling that no fireman should ever die with a hose line in his hand. ***Full PPE, without SCBA, is required for this class*** John Fogg is a career Fire Captain of Rescue Company 69 at the New Cumberland Army Depot Fire Department in York County Pennsylvania. He is also a volunteer Assistant Chief with the Colonial Park Fire Company in Harrisburg, PA. John currently teaches for the Pennsylvania State Fire Academy as an Adjunct Instructor and also through Harrisburg and Bucks County Community Colleges. Floyd Wise is currently an acting Battalion Chief for the City of Harrisburg Bureau of Fire. Floyd is also the lead representative for Harrisburg Rescue 1 and special operations and training for the Bureau. Floyd is a Pennsylvania State adjunct fire instructor. Floyd's mantra is that students must learn the foundation skills of the fire service; the bread and butter operations that get the job done. 14
15 Smoke and Mirrors, Developing Front Seat Riders Primary focus of the SMOKE & MIRRORS presentation is to provide company leaders with a low cost inhouse apprenticeship program dealing with the development of strong front seat rider skills, which are consistent with progression within the organization. Reading Smoke through Stress Induced Simulation exercises in conjunction with the use of video recording of the student provides an excellent means of coaching, counseling & mentoring the apprentice. Michael Horst is a 40-year veteran of the Fire Service with over 34 years as a career firefighter and is the President of Trident Training Specialists L.L.C, and Co-Founder of Gold Front Training L.L.C. Chief Michael Horst retired from the Harrisburg Bureau of Fire as the Acting Fire Chief after serving in all ranks with the Bureau. Michael served as an Adjunct Fire Instructor with Harrisburg Area Community College and played major roles in developing curriculum outside the box. Today, Chief Horst plays an integral role as a private consultant/instructor. Jeremy Rebok is a 23-year veteran of the Fire Service and the proud Co- Owner of Gold Front Training L.L.C. Jeremy is a career Assistant Fire Chief of Operations with USAG Picatinny Arsenal Fire and Emergency Services. Jeremy has served in both Career and Volunteer capacities since 1992, previously serving as a Volunteer Assistant and Deputy Fire Chief for 11 years. 15
16 Sunday October 23, 2016 Breakout Session Information Passion in Leading Passion in Leading is a Leadership development course designed for all leaders & aspiring leaders in Emergency Services. The course's main objective is to motivate leaders to incorporate passion in their leadership abilities while inspiring their crew to seek to be the best that they can be. It is designed to bring you back to that day when you first became a Firefighter and remind you of that feeling you had, the pride, and eliminate the complacency that has developed over the years. Passion is a double edged sword, knowing which side of the sword to use and when to use it is what defines us as leaders and as public servants. Passion is our fuel to drive us to accomplish great things, this course is designed to help us find that fuel. Dave McGlynn has been in the Fire Service for over 15 years, having served in both Municipal and Federal Fire Departments as well as is a Volunteer and Career Firefighter. He currently holds the title of Fire Protection Specialist Training Officer for the US Army Military Academy in West Point, NY and is a Department of Defense Fire Instructor. Captain McGlynn is the Owner/Operator and Lead Instructor for Passion in Leading and is a regular blogger on the Fire Engineering community. 16
17 Doing More Because of Less It's no secret that in 2015 whether career or volunteer, the majority of companies are going out the door with 4, 3, and even 2 on a Truck Company. This class will discuss the importance of staffing, and prioritize the responsibilities to safely and effectively "do more with less." Richard Brocius is a career fire captain for the York Area United Fire Rescue (PA). Captain Brocius is also a PA State Fire Instructor with 18 years in the fire service and also serves as an instructor for the career fire academy at HACC. He also specializes in "Back to Basics" live fire attack programs. Jason Greer is a lieutenant in the Lancaster City (PA) Bureau of Fire, assigned to Engine Company 3, and a 20-year veteran of the fire service. He is a Pennsylvania State Fire Academy adjunct instructor and delivers local level fire programs for several community colleges. Keith Cerzullo, started his fire service career in Keith currently serves as a Captain with Fairfax County Fire and Rescue and has spent three years assigned to the Academy as the Field Training Officer for C shift. This entailed work with the shift Deputy and each Battalion Chief to develop, facilitate and organize training. 17
18 Our Precious Cargo: Strategies and Tactics for Bus Extrication This class will address all aspects of Fire & EMS responses to accidents involving school buses. We will cover legal concerns, school official concerns, accountability of students, SMART Triage, extrication concerns, the mechanics of a school bus, as well as several other topics. *** Helmet, foot, eye, and hand protection is required for this class*** Mike Hurley, a Pennsylvania Registered School Business Official (PRSBO), has served as the Director of Safety and Security for the Carlisle Area School District since Mike has over 30 years of experience in Emergency Management Planning, and was founder of the Cumberland County Safe Schools Association. Mike is also currently serving as President of the Holy Spirit EMS Executive Board. John-Walter Weiser, a Pennsylvania EMS Instructor and PA State Constable, has served in the emergency services arena for over 16 years. John is currently the Continuing Education Coordinator for Holy Spirit Emergency Medical Services and is one of their full-time Communications Specialists. John currently serves as the Vice- President of the Adams County Constable's Association and is a member of various community based non-profit organizations. 18
19 Air Monitoring Meters: What is Shows, What it Means, How it Relates to Our Plan This class will provide the basics of how to interpret meter readings on the 4 or 5-gas meter. Attendees will learn what meter readings mean in real world responses. Chief Dennis Harris is a 24-year member of emergency services, currently serving as the Assistant Chief of Training and Operations for the Centre Region Fire Protection, State College, PA; as well as the Assistant Chief of the Pennsylvania State University's Hazardous Materials Response Team, University Park, PA. As an adjunct instructor with the Pennsylvania State Fire Academy, Chief Harris has been training firefighters and hazardous materials responders for the last twelve years. Chief Harris has several fire service professional certifications, including Fire Officer II, Fire Instructor II and Hazardous Materials Technician. Chief Harris obtained his Bachelor's Degree in Industrial Health and Safety from the Pennsylvania State University. Firefighter Brian Markovchick has 30 years of fire and hazmat experience. He is currently assigned to York County Rescue 69 at the New Cumberland Defense Logistic Base serving as a firefighter & hazmat technician. Through his career, Firefighter Markovchick served with several other Department of Defense fire departments. As a Pennsylvania State Fire Academy adjunct instructor, he has instructed firefighters and hazardous materials responders throughout Pennsylvania for sixteen years. Firefighter Markovchick holds several fire service professional certifications, including Fire Officer II, Fire Instructor III and Hazardous Materials Technician. 19
20 Operations at Garden Apartment Fires This class will discuss the characteristics and construction of a garden apartment building, pre-fire planning, initial company operations, rescue concerns, post fire critiques and class involvement with several apartment fire scenarios. The discussion will include the characteristics of the garden apartment, building construction and design of buildings and complexes, fire behavior, fuel loads, pre-fire planning/mapping, onsite training, engine, truck and rescue squad operations, the necessity and value of post fire critiques and the need for standard operating procedures, and a review and critique several videos with class participation. John Woods is a fourth generation firefighter currently retired. Starting in the Federal system and becoming a shift commander in Prince Georges County, Maryland until retirement in Currently John is appointed as Battalion Chief of York Area United Fire and Rescue services. 20
