APPROVAL OF REGULAR LIBRARY DISRIC BOARD OF RUSEES MEEING MINUES OF JULY 28, (FOR POSSIBLE ACION) rustee Carabott questoned the rustee tranng provded by the State Lbrary that was mentoned n the July 28, 2015 meetng mnutes. Lbrary Drector Forrest Lews sad he would dstrbute the tranng nformaton whch was an onlne program purchased by the State Lbrary and avalable to all Lbrary rustees throughout the State of Nevada. Drector Lews sad f desred, each rustee could complete the course at ther lesure whch was approxmately 45 mnutes n length. rustee Carabott referred to a statement n the mnutes whch pertaned to the selfcheckout machnes. She stated the frst bullet outlne tem stated there were problems wth the gate nstallaton; and the sub-bullet of the second bullet outlne tem stated that Envsonware would be nstallng the gates at the Lbrary the week of October 5-9, She questoned f there were ongong ssues wth the nstallaton. Drector Lews was unaware of ssues and sad Envsonware was scheduled to perform the nstallaton durng the frst week of October. He sad the nstallaton had been scheduled for an earler tme but there was an ssue wth the door adjacent to the proposed gate. Buldng Mantenance would be removng the door and nstallng a drop down gate smlar to the one n the lobby of Cty Hall.

Senor Deputy Cty Attorney Clauda Aguayo stated the Lbrary Board could make the decson. rustee Carabott sad there were mnor correctons to the mnutes that she would submt. Charwoman Rose questoned whether changes could be made to the mnutes. Deputy Cty Attorney Clauda Aguayo sad the changes needed to be artculated. rustee Carabott requested the followng changes: Page 7; Frend of the Lbrary should read Frends of the Lbrary. Page 4; rustees Powers should read rustee Powers. rustee Carabott sad a draft of the mnutes pror to the meetng would prevent the need to make changes at the meetng. PRESENAION AND/OR DISCUSSION ON HE DIRECION OF HE GRAN FUNDED SRAEGIC PLAN. (FOR POSSIBLE ACION) Drector Lews ntroduced Mr. Marc Futterman of CIVICechnologes, a consultant retaned by the Cty, funded through the Lbrary Servces echnology Act Grant, to work on the Strategc Plan for the Lbrary Dstrct. He would be gvng a presentaton on the status of the strategc plan. Followng the presentaton, Drector Lews requested approval to move forward wth the plan. Marc Futterman, CIVICechologes, stated the frm was based n Los Angeles, Calforna. He explaned the presentaton would cover the scope of work for the strategc plan; how the work on the plan began; update on the process; and the next steps.
4 Page 4 September 22, 2015 Mr. Futterman was mpressed wth the Lbrary Dstrct on the ablty to work wth 230,000 people wth 16 full-tme employees n three branches. He explaned resource comparsons were beng made wth other lbrares of the same populaton sze. He sad a strategc plan was needed and would brng changes to the Lbrary Dstrct. Mr. Futterman explaned he had a background n Archtecture and Urban Plannng. he frst lbrary project was completed n the year 2000 for the County of Los Angeles Publc Lbrary. In 2008, the frm ncreased nvolvement wth the publc lbrary market but due to the downturn n the economy the number of projects decreased. Begnnng n 2010 the company was successfully workng wth publc lbrares natonally. CIVICechnologes had worked on several projects wth the Las Vegas-Clark County Lbrary Dstrct for the last fve years. Mr. Futterman sad he met Drector Lews through a Statewde Database purchase of the frm s Communty Connect software. CIVICechnologes worked wth lbrares on developng and delverng software to connect wth the communty. Several strategc plans were created wth lbrares; the most recent strategc plans were completed for publc lbrares n Denver, Colorado; Mlwaukee, Wsconsn; San Antono, exas; and Omaha, Nebraska. Other strategc plans were n the fnal stages for the Gal Borden Lbrary Dstrct n Elgn, Ilnos; Huntsvlle Madson County Publc Lbrary; and Vrgna Beach, Vrgna. he ctes were comparable or larger than the Cty of North Las Vegas. Currently, CIVICechnologes was workng on strategc plans for the Ctes of South San Francsco and Dallas Publc Lbrares along wth the Cty of North Las Vegas. Mr. Futterman explaned when the Lbrary Servces echnology Act Grant was revewed by the State Lbrary, t was stated the Strategc Plan needed to be mplemented and the work accomplshed demonstrated by the end of the year. On July 1, 2015, work began on the Strategc Plan wth an estmated completon date of January Mr. Futterman explaned there was a seres of phases that would occur such as: Dscover Analyze & Converse Vsualze, Strategze & Plan Document & Approve Act & Adjust here were four major elements that worked wth the phases: Communty Issues, Outcomes and Engagement Organzatonal Development Customer Drven Servces and Customer Experence Brand Strategy Mr. Futterman explaned the frst phase was the pont of begnnng for the strategc plan whch related to the communty. he approach was not what the communty could do for the lbrary but rather what the lbrary could do for the communty. By understandng the communty through data and conversatons, the role of the lbrary could be understood. He sad the needs of the communty were the frst prorty followed by the servces. Mr. Futterman explaned that Organzatonal Development was an mportant part of any strategc plan. He sad Staff could not be asked to do more; they would be asked to follow the strategc plan whch needed to grow from conversatons wth Staff, among others.

Mr. Futterman sad he would ensure the opportuntes were utlzed. Drector Lews sad the Lbrary Dstrct was takng advantage of the opportuntes made aware to the Dstrct. Mr. Futterman sad he would be meetng wth the Drector of Las Vegas-Clark County Lbrary Dstrct to dscuss future plans. He sad Las Vegas-Clark County Lbrary Dstrct utlzed the program Collecton HQ. Drector Lews sad the Cty of North Las Vegas joned the endeavor to use Collecton HQ. Mr. Futterman explaned that understandng the communty was dfferent than understandng the customers. he communty were locales around the Cty as a whole; and customers were ndvduals or famles. Understandng the ndvdual ssues was crtcal n understandng how to provde lbrary servces. he concept of customer relatonshp management was mportant. He explaned data was avalable whch ndcated who utlzed the lbrary and dd not. Mr. Futterman sad the process conssted of meetngs and workshops, authorty revew and project management. Movng forward there would be producton of memos and papers whch would eventually develop nto the Dstrct Fve Year Framework Plan whch ncluded: Msson, Vson, Values and Outcomes Statements Communty Engagement, Outreach and Partnershp Plan and Implementaton Gudelnes Organzatonal Development Plan and Implementaton Gudelnes Servce Plan and Implementaton Gudelnes (Dstrct-wde, Branch Servce Areas, Vrtual) Implementaton Roll-out Plan Publc Document and PowerPont Mr. Futterman dscussed the followng: Approach: Movng Publc Lbrares to a Demand Based Approach Lbrares have hstorcally taken a supply based approach Usng data and onlne software tools, we are helpng publc lbrares natonally move to a demand based approach Demand based s market drven Market drven means beng customer-drven; talorng servces for ther needs, nterests and concerns We take a page out of the prvate sector book
7 Page 7 September 22, 2015 Four Components of a Customer Drven Approach Responsve Brand Promse Dalog & Engagement Communty Intellgence he ablty of the Lbrary, as an organzaton, to regularly scan the socal, economc and technologcal envronment and quckly adapt to changng crcumstance. Create an dentty and messagng that s meanngful to represent the msson, vson and mpact statements. Make a publc commtment to do ths. Dalog s a commtment to lsten to the communty; engagement s a commtment for nvolvement. Uses data and analytcs to predct customer needs and measure servce responses. Mr. Futterman explaned that a logo was not a brand but rather a representaton of the brand. A brand was a promse that the Cty, as an organzaton, made to the consumers or consttuents. he Cty would be makng a promse to the consttuents about what servces would be delvered to them. If the promse was broken, the brand or mage of the Cty would be tarnshed. he Cty had a lmted number of branches. Research was beng completed to determne the number of ctes n the country provdng servces to 230,000 people wth three branches. Mr. Futterman stated that communcaton was extended through the use of vrtual and dgtal servces. he challenge to reach to lower ncome famles was due to the lack of access to dgtal servces. he dgtal dvde needed to be overcome because t was essental to the economc future of the Cty. rustee Roundy sad she was a teacher at a tle 1 School. She explaned the ssue was not just fnancal but also the lack knowledge and desre to connect wth dgtal servces. Mr. Futterman provded an example: he strategy was to prmarly focus on chldren ages 0-8, so the chldren would be readng at grade level three. He sad wth that strategy, trade-offs would be needed. If there was a fully developed strategy around chldren beng healthy, chldren readng and chldren havng crossed the dgtal dvde, then t meant fundamentally workng wth famles. he strategy meant makng choces about what was done and what was not done. Mr. Futterman sad hs job was to lay out the ssues and the choces.
8 Page 8 September 22, 2015 Mr. Futterman explaned a story would be bult whch was coherent, cohesve, based on data and fundamentally employed a dscusson about values. Data was not value free. he way data was analyzed and nterpreted, polcy or servce optons on data, the way the decsons were made, were about values. rustee Martn questoned f the choces would also offer tmely choces so the Lbrary Dstrct could do the best they could wth the avalable customers at the present tme and could buld somethng that would mature n the future. Mr. Futterman concurred wth the statement. Mr. Futterman sad a compellng story was needed to relay to the Cty Government, the local busnesses, non-proft organzatons and the Clark County School Dstrct. He explaned when a story was matched wth a vson and ponts n tme, requests could be made. Mr. Futterman sad there were three questons asked when developng a strategc plan:! Who are we servng and not servng?! Are there any surprses?! What are servce mplcatons wth respect to?: " Patron development " Checkouts and collecton development " Programs " Staff algnment " Use of facltes " Marketng and communcatons " Partnershps " Consumer technologes He explaned the reason the queston are there any surprses? was asked, was because t was frequently found there were three responses to data: A learnng response whch was: I ddn t know that; that s great An ntutve response whch was: I knew that but I ddn t have any data to back t up Denal whch was: Data s wrong ; there s not enough data ; we don t have the rght data
9 Page 9 September 22, 2015 he queston asked was used for two reasons: o fnd objectons and/or weaknesses that were legtmate; and Avod beng taken nto analyss paralyss Mr. Futterman dscussed algnng the Lbrary s role n the communty; the ablty to perform customer servce and the collecton development around the software whch was the data porton. He sad the key was the algnment. Frequently lbrares came out of strategc plannng processes wthout matters n algnment. Mr. Futterman explaned a type of data used n the strategc plannng. Lbrary Data Data was brought n from Lbrary Mllennum ransacton Base whch was operated by Las Vegas- Clark County Lbrary Dstrct for the Cty. he data ncluded patron data and checkout data. he patron data was placed on a geo-map to ndcate where the patrons resded. he nformaton was ted to the checkout data to revew the materals beng borrowed from the lbrary. he data was then broken down and analyzed at the household level; and aggregated by census block group and servce area to allevate prvacy concerns. Mr. Futterman explaned that block groups were smaller than census tracts. he Census Bureau created block groups so they could dvde the populaton. he block group was the smallest statstcally vald level of census data and the smallest sold data avalable. Mr. Futterman sad Segment Data was also used n Strategc plannng. Most companes utlzed market segmentaton whch dscerned the dfference between how customers appeared versus how they acted. He revewed the followng: Market Segmentaton he categorzaton of exstng or potental customers nto groups based on common characterstcs such as age, gender, ncome and geography or other attrbutes relatng to consumpton behavor. < Combnes cluster analyss wth latest data mnng technques < 65 segments natonally - some subset are n your lbrary s servce area

Other maps depcted the block groups and census tracts around each of the Cty s lbrares. Analyss of each of the areas was n progress. Segments surroundng the Alexander Lbrary conssted of: Up and Comng Famles Asprng Young Famles Mlk and Cookes Areas south of Cheyenne Avenue ncluded: Southwestern Famles Industrous Urban Frnge Famly Foundatons Modest Income Homes He showed a smlar map of the Alante Servce Area. he Cty Hall Servce Area ncluded segments such as: Industrous Urban Frnge NeWest Resdents Southwestern Famles Las Casas he Cty Hall Servce Area contaned largely Hspanc segments. Mr. Futterman sad one of the components, when developng a strategc plan, was Stakeholder Insght ntervews whch were desgned to meet wth people n the Cty. What actvtes do you regularly perform that you beleve contrbute lttle or no value to delverng excellent servce at the lbrary? Why? 4. What do you thnk you could be dong that would mprove customer servce and the lbrary experence? 5. Please take a moment to desgn your poston descrpton of the future - lst the actvtes that you beleve are of hghest value to the lbrary experence both physcal and vrtual. Incorporate your areas of greatest strength or nterest. 6. What does not work about the exstng operatons or use of space n the lbrary (that you would lke to see changed)? Why doesn t t work? Lst as many examples as you would lke. 7. What types of tranng and professonal development do you feel you need to do the future work of lbrares? 8. Is there anythng else you would lke to tell us? 9. (Check all that apply) rustee Martn confrmed the questons were not just sample questons but the actual questons presented to the Staff. He asked about Staff Development. Mr. Futterman explaned the questons regardng Staff s ssues and concerns were addressed n the survey and durng nteractve staff plannng workshops. Mr. Futterman showed maps of the ntal vews nto usage patterns: customers and checkouts. he map showed customer densty by block group. He explaned there was a gravty effect that occurred around the lbrary. Mr. Futterman questoned how other resdents could be reached. rustee Martn questoned f the nformaton was compared to data regardng populaton densty whch was confrmed by Mr. Futterman. Mr. Futterman revewed the plannng process and scope of work and sad the team was nvolved n the process of Analyze and Converse. here was a workshop planned for the followng week at the Lbrary. rustee Powers questoned whether the strategy was beng bult on the best practces of other lbrares. Mr. Futterman sad there was a broad knowledge of what lbrares were dong. he most challengng was dealng wth the unque condtons of the North Las Vegas lbrares.

Mr. Futterman sad t was a strong topc and would be handled by Ms. Sam McBane Mulford from Ideaton Collaboratve. Jeff Alpert, 3828 Fuseler Drve, North Las Vegas, asked when the frm s role ended wth the Cty. He asked f the frm remaned n contact wth the lbrares durng the fve year plan. Mr. Futterman sad approxmately 80% of the frm s role would be completed by January 2016 when the plan was submtted. Durng mplementaton of the plan, the frm would be avalable for conversaton and dscussons untl the Lbrary Servces echnology Act grant ended. he Cty would contnue to utlze the frm s software through the Statewde grant. rustee Roundy asked how the relatonshp would be contnued fnancally and how the Cty could further the relatonshp. Mr. Futterman sad t depended on what arose from the strategc plan. rustee Roundy asked whom CIVICechnologes had the longest relatonshp wth. Mr. Futterman sad there were numerous repeat customers. he frm was stll workng wth Omaha, Nebraska for the past four years; and Cty of Las Vegas had been a customer snce rustee Roundy questoned how long CIVICechnologes had been workng wth Denver, Colorado. Mr. Futterman sad they began workng wth the Cty of Denver n rustee Martn sad one of the largest ssues for the Cty was fundng sources. He asked to what extent CIVICechnologes could help and f the frm had access to grant opportuntes. Mr. Futterman explaned the ssue would be dscussed durng the plannng process. He explaned Dell Computers promoted the new vrtual system the Cty utlzed and donated a $20,000 server for the Lbrary Dstrct to begn the program. he Lbrary Dstrct also receved a $28,000 grant from NV Energy to cover the cost for the remander of the computers. Drector Lews explaned the Cty worked wth the Lbrary Dstrct to assst wth the cost for the lcensng. Due to the success of the computers at Cty Hall, the Lbrary Dstrct wanted to move forward wth replcatng the vrtual system at the Alante and Alexander lbrares. If approved, the grant would provde fundng for two servers (one for each branch), the equpment and requred lcensng. he new system would provde updated computer access for the resdents. rustee Martn questoned the 10% n-knd match. Drector Lews explaned the grant allowed the applcant to cover 100% of the n-knd match wth staff salares and wages. He was workng to get a prvate company to fund the n-knd match wth the promse of promotng the company s logo n the Lbrary. rustee Martn questoned the cost of the servers. Drector Lews sad the cost of each server was $20,000 and once nstalled would reduce electrc costs due to the elmnaton of ndvdual towers at each computer staton. He explaned there was an off-ste faclty that contaned all the Cty s servers whch were operated from fber optc nfrastructure. rustee Martn confrmed any addtonal costs were ncluded n the budget. Drector Lews explaned a yearly total cost of approxmately $16,000 would cover the lcenses for all the computers movng forward. rustee Roundy asked how long the system would reman current wth the technology.
