1 CHAPTER 1 PURPOSE OF AND NEED FOR THE PROPOSED ACTION Ths chapter provdes background for the Supplemental Envronmental Impact Statement (SEIS) for the Guam and Commonwealth of the Northern Marana Islands (CNMI) Mltary Relocaton (2012 Roadmap Adjustments) SEIS, and descrbes the purpose and need for the proposed acton to develop a cantonment area, famly housng, a lve-fre tranng range complex (LFTRC), and supportng nfrastructure. 1.1 INTRODUCTION In September 2010, the U.S. Department of the Navy (DON) sgned a Record of Decson (ROD) (75 Federal Regster [FR] 60438, September 30, 2010) (DON and U.S. Department of the Army 2010) regardng the 2010 Fnal Envronmental Impact Statement (EIS) for the Guam and CNMI Mltary Relocaton; Relocatng Marnes from Oknawa, Vstng Arcraft Carrer Berthng, and Army Ar and Mssle Defense Task Force (DON 2010). The ROD documented the DON s decsons regardng the 2006 Roadmap for Realgnment Implementaton, ncludng the selecton of specfc alternatves analyzed n the 2010 Fnal EIS for the man base (cantonment area), avaton, and waterfront operatons to support relocaton of approxmately 8,600 Marnes and 9,000 dependents from Oknawa to Guam. The ROD deferred a decson on the specfc ste for an LFTRC. Regardng the establshment of the cantonment area, the ROD selected an area on federal lands under the custody and control of the Department of Defense (DoD) located at the Naval Base Guam, Telecommuncatons Ste at Fnegayan 4 (herenafter Fnegayan ) and the nearby South Fnegayan Navy Housng ste, as well as non-federal land known as the former Federal Avaton Admnstraton (FAA) parcel. The 2010 Fnal EIS dentfed ths combned area as the preferred alternatve for establshment of the cantonment area, ncludng famly housng. In the months followng ssuance of the ROD, the DON formally commtted that f the Route 15A area was selected for the LFTRC, the DON would provde for 24 hours a day, 7 days a week access to Pågat Vllage and Pågat Cave hstorcal stes, to nclude the exstng tral from Route 15A leadng to both (DoD 2011, DON 2011; and see Appendx A). The DON, to meet ths commtment, appled a probablstc methodology to more precsely model the sze of the surface danger zone (SDZ) assocated wth the Mult-Purpose Machne Gun (MPMG) Range, whch would be part of the LFTRC. Applcaton of ths methodology reduced the sze of the overall footprnt and enabled the DON to take another look at potental LFTRC locatons on Guam, ncludng those locatons prevously consdered but not carred forward for detaled analyss. Ths reevaluaton resulted n the dentfcaton of addtonal LFTRC prelmnary alternatves. In lght of ths nformaton, the DON ntally elected to prepare an SEIS lmted solely to the evaluaton of potental mpacts assocated wth the constructon and operaton of the LFTRC on Guam (herenafter LFTRC SEIS ). The DON ssued ts Notce of Intent (NOI) to prepare the SEIS n February 2012 (77 FR 6787, February 9, 2012) (see Appendx B). In the NOI, the DON prelmnarly dentfed fve potental alternatves for the range complex: two were adjacent to Route 15 n northeastern Guam, and three were located at or mmedately adjacent to the Naval Base Guam, Muntons Ste n southern Guam 4 The names used throughout ths SEIS for specfc DoD propertes on Guam were chosen to mantan consstency n plannng and envronmental documents, and may not be the offcal ste names. 1-1

2 (herenafter Naval Magazne [NAVMAG] ). Publc scopng meetngs were conducted for the LFTRC SEIS n March 2012, and the publc scopng comment perod closed on Aprl 6, After the close of the publc scopng comment perod, on Aprl 27, 2012, the U.S.-Japan Securty Consultatve Commttee ssued a jont statement announcng ts decson to adjust the plans outlned n the May 2006 Roadmap for Realgnment Implementaton. In accordance wth these 2012 Roadmap Adjustments, the DoD adopted a new force posture n the Pacfc provdng for a materally smaller and reconfgured force on Guam. In conjuncton wth changes to the mx of personnel nvolved n the relocaton, the force adjustments would reduce the orgnally planned relocaton of approxmately 8,600 Marnes wth 9,000 dependents to a force of approxmately 5,000 Marnes wth approxmately 1,300 dependents. That decson prompted the DON s revew of the actons prevously planned for Guam and approved n the September 2010 ROD. Ths revew concluded that whle some actons reman unchanged as a result of the smaller force sze, others, such as the sze and locaton of the cantonment and famly housng areas, could sgnfcantly change as a result of the modfed force. Therefore, the DON publshed a new NOI on October 11, 2012 (77 FR 61746, October 11, 2012) and amended the scope of the ongong LFTRC SEIS to add those actons that materally changed as a result of the new force posture (see Appendx B, and avalable for revew at: SCOPE OF THIS SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT The DON prepared ths SEIS n accordance wth the Natonal Envronmental Polcy Act (NEPA) (42 U.S. Code [USC] 4321, et seq.) and the Councl on Envronmental Qualty s (CEQ s) mplementng regulatons (40 Code of Federal Regulatons [CFR] Parts ). Pursuant to 40 CFR , the DON prepared ths SEIS for the purpose of supplementng the portons of the 2010 Fnal EIS regardng the establshment on Guam of an LFTRC, a cantonment area, famly housng, and assocated nfrastructure to support the relocaton of a substantally reduced number of Marnes and dependents than was prevously analyzed. By supplementng the 2010 Fnal EIS, ths SEIS advances NEPA s purpose of nformng decson-makers and the publc about the envronmental effects of the DON s proposed acton. Pursuant to 40 CFR , ths SEIS ncorporates by reference the entre 2010 Fnal EIS and the September 2010 ROD. Compared to the 2010 Fnal EIS, ths SEIS evaluates the potental envronmental mpacts of constructng and operatng a smaller U.S. Marne Corps (herenafter Marne Corps ) cantonment area, a smaller famly housng area, a smlarly szed LFTRC that has a smaller SDZ footprnt (based on SDZ reducton acheved by applyng the probablstc methodology to the desgn of the MPMG Range), and nfrastructure requrements to support a reduced number of relocatng Marnes and dependents than orgnally planned. The followng consderatons allowed for the development and evaluaton of addtonal stng alternatves that were not consdered feasble under the condtons evaluated n the 2010 Fnal EIS: Reducton n acreage requrements for the cantonment and famly housng areas. Reconfgured SDZ footprnt for the requred LFTRC. Consderaton of publc nput. Refnement of range desgns. Reassessment of operatonal requrements, conflcts, and opportuntes. Ths Fnal SEIS evaluates fve alternatves for the cantonment/famly housng component of the proposed acton, all of whch are entrely contaned wthn federally owned land parcels and two of whch nclude locatons on Guam other than Fnegayan. In comparson, the 2010 Fnal EIS evaluated four ste alternatves for cantonment that all nvolved the use of Fnegayan (plus varous combnatons of non- 1-2

3 contguous parcels to accommodate the needed famly housng) and three of the four requred the acquston of non-federal land. Ths Fnal SEIS evaluates fve alternatves for the proposed LFTRC, all of whch nclude a proposed stand-alone Hand Grenade (HG) Range at Andersen South. In comparson, the 2010 Fnal EIS evaluated two ste alternatves for the LFTRC, ncludng a separate proposed locaton for an HG Range at each ste alternatve. The proposed change n sze and composton of the new force structure and the reconsderaton of the LFTRC SDZ footprnt dd not affect all of the decsons that were made n the September 2010 ROD. For example, the locaton of the Avaton Combat Element (ACE), the ar embarkaton facltes (Ar Moblty Command Complex), the development of the North Gate and access road at Andersen Ar Force Base (AAFB), the wharf mprovements at the U.S. Navy (herenafter Navy ) base at Apra Harbor, and the non-lve fre and maneuver ranges on Andersen South reman unaffected by the changes n force structure resultng from the Aprl 2012 Roadmap Adjustments. These actons are not dependent on (and would not be affected by) the ultmate locatons of the cantonment/famly housng areas and LFTRC on Guam. The potental envronmental effects of these actons were fully and accurately consdered and analyzed n the 2010 Fnal EIS. For those decsons that are not affected by the new force structure, the September 2010 ROD stands as the fnal agency acton for those actons. The expanded scope of ths SEIS does not nclude the transent arcraft carrer berthng n Apra Harbor or the U.S. Army (herenafter Army ) Ar and Mssle Defense Task Force (AAMDTF). The decson regardng tranng ranges on Tnan s not affected by the 2012 Roadmap Adjustments, and remans fnal and s not subject to reanalyss n ths SEIS. However, n Aprl of 2015 the DON publshed a combned Draft EIS and Overseas EIS (OEIS) for proposed CNMI Jont Mltary Tranng (CJMT) (herenafter CJMT EIS ) on the slands of Tnan and Pagan. If mplemented followng completon of the CJMT NEPA process, the decson regardng proposed tranng ranges as evaluated n the CJMT EIS would supersede the 2010 ROD wth regards to Tnan range projects. Consequently, the DON has deferred any mplementaton of the Tnan tranng ranges from the 2010 ROD pendng the outcome of the CJMT EIS. 1.3 BACKGROUND Overvew of the 2010 Fnal Envronmental Impact Statement The 2010 Fnal EIS examned the envronmental effects of a varety of complex mult-servce actons, ncludng components nvolvng the Marne Corps, Navy, and Army, as well as exstng U.S. Ar Force (herenafter Ar Force ) assets on Guam. Gven ther temporal and geographc proxmty, these actons were addressed n the same EIS. However, each component s based on a dfferent natonal securty objectve, has an ndependent need for and ndependent utlty from each other, and decsons were reached or wll be reached on each component ndependently of the others. The three prmary components of the proposed actons addressed n the 2010 Fnal EIS are brefly descrbed below for each servce. A detaled overvew s contaned n the 2010 Fnal EIS (Volume 1, Chapter 2: Overvew of Proposed Actons and Volume 6, Chapters 1 and 2: Related Actons - Utltes and Roadway Projects). Marne Corps. The Marne Corps component of the 2010 Fnal EIS focused on the 2006 Roadmap for Realgnment Implementaton to relocate Marne Corps forces, and ncluded proposed development and operatons on Guam and on the sland of Tnan n the CNMI. The acton ncluded constructon and operaton of facltes and nfrastructure to support approxmately 8,600 Marnes and ther 9,

4 dependents to be relocated to Guam (ncludng cantonment, famly housng, communty support, and base support and admnstratve functons). These are the elements of the 2010 Fnal EIS that were revsed n the 2012 Roadmap Adjustments and are reanalyzed n ths SEIS. The 2010 Fnal EIS also ncluded constructon and operaton of other requred facltes and nfrastructure to support the Marnes relocaton to Guam (e.g., non-lve fre and maneuver ranges, lve-fre ranges on Tnan, avaton tranng areas, and several waterfront functons). These components of the acton were not affected by the 2012 Roadmap Adjustments and are not reevaluated n ths SEIS. Navy. The Navy component of the 2010 Fnal EIS ncluded constructon of a new deep-draft wharf wth shoresde nfrastructure mprovements, creatng the capablty n Apra Harbor to support extended arcraft carrer vsts. Ths component of the 2010 Fnal EIS was not affected by the 2012 Roadmap Adjustments and s not reevaluated n ths SEIS. Army. The Army component of the 2010 Fnal EIS ncluded development of facltes and nfrastructure on Guam to establsh and operate an AAMDTF to protect aganst the threat of ballstc mssle attacks on Guam. Ths component also ncluded the relocaton of approxmately 600 mltary personnel and ther 900 dependents. Ths component of the 2010 Fnal EIS was not affected by the 2012 Roadmap Adjustments and s not reevaluated n ths SEIS. Related Actons - Utltes and Roadway Projects. The 2010 Fnal EIS (Volume 6: Related Actons - Utltes and Roadway Projects) also evaluated a seres of related actons assocated wth the nfrastructure requrements of the varous acton components. The EIS consdered alternatves to satsfy both mmedate and long-term needs of the relocaton and to mtgate the effects of the ncreased demand on exstng utltes and roadways systems on Guam. The 2010 Fnal EIS dentfed and evaluated the potental envronmental mpacts of several alternatves wthn each of the above categores of man components and related actons, and recommended preferred alternatves for possble ncluson n the ROD. In some cases, the scope of these requrements changed as a functon of the 2012 Roadmap Adjustments, so utlty and other nfrastructure projects to support the Marne relocaton are reevaluated n ths SEIS Overvew of the 2010 Record of Decson In September 2010, the Assstant Secretary of the Navy for Energy, Installatons and Envronment sgned the ROD documentng the DON s decsons relatve to the Marne Corps and Navy components of the Proposed Acton. The Commandng General for the 94 th Army Ar and Mssle Defense Command also sgned the ROD on behalf of the Army relatve to ts project component. The results of the ROD are descrbed below and shown n Fgure Marne Corps. In general, the ROD documented the DON s overall decson to proceed wth the Guam and CNMI Mltary Relocaton (2006 Roadmap for Realgnment Implementaton), as descrbed n the 2010 Fnal EIS. Implementaton of the relocaton would nclude: (a) development and constructon of facltes and nfrastructure to support approxmately 8,600 Marnes and approxmately 9,000 dependents beng relocated from Oknawa to Guam; and (b) development and constructon of facltes and nfrastructure to support tranng and operatons on Guam and Tnan. For some elements of the proposed acton that dd not requre a choce of alternatves, such as the proposed tranng and maneuver facltes and operatons at the NAVMAG area and at AAFB-Andersen South (herenafter Andersen South ), the ROD approved the proposed development and operatons by vrtue of ther ncluson n the overall proposed acton analyzed n the 2010 Fnal EIS. The ROD focused more specfcally on the elements of the proposed acton for whch choces needed to be made from the range of alternatves presented n the 2010 Fnal EIS. 1-4

6 Specfc ROD decsons for alternatves descrbed n Volume 2 of the 2010 Fnal EIS ncluded the followng: (1) selecton of a cantonment area utlzng federal lands at Fnegayan and South Fnegayan and acquston of non-federal land known as the former FAA parcel; (2) access to the NAVMAG area usng the exstng hkng tral as the access road; (3) use of Parsons Road for the locaton of addtonal ammunton storage at NAVMAG area; (4) the beddown of the Marne Corps ACE and constructon of assocated ACE facltes at AAFB North Ramp, constructon of ar embarkaton facltes at AAFB South Ramp, and constructon of the North Gate and access road at AAFB; and (5) waterfront functons at Apra Harbor to support embarkaton, ncludng wharf and utlty upgrades, assocated dredgng and dredge dsposal management, relocaton of mltary dog kennels, and constructon of a medcal/dental clnc. The ROD deferred a decson on the locaton of the LFTRC on Guam. Decsons made n the ROD relatve to Volume 3 of the 2010 Fnal EIS (Marne Corps Relocaton - Tranng on Tnan) ncluded the constructon and operaton of a Platoon Battle Course and Automated Combat Pstol/Mltary Polce Frearms Qualfcaton Course, an Automated Feld Frng Range, and a Known Dstance (KD) Rfle Range. Decsons made n the ROD relatve to Volume 6 of the 2010 Fnal EIS (Related Actons - Utltes and Roadway Projects) and solutons to meet requred utltes mprovements necessary to support the mltary buldup on Guam ncluded the followng: (1) power solutons, ncludng recondtonng of up to fve exstng Guam Power Authorty (GPA) combuston turbne power generaton unts, upgrades to power transmsson and dstrbuton lnes to serve mltary needs at Apra Harbor, Fnegayan, and AAFB; (2) potable water solutons, ncludng the provson of addtonal potable water capacty of 11.3 mllon gallons per day (MGd) va the development of up to 22 new DoD water wells at AAFB, rehabltaton of exstng wells, nterconnects wth the Guam Waterworks Authorty (GWA) water system, and constructon of assocated treatment, storage, and transmsson systems; (3) wastewater solutons, mprovements to acheve secondary treatment standards, and expanson beyond the current desgn capacty at the Northern Dstrct Wastewater Treatment Plant (WWTP), mprovements to the Northern and Central wastewater collecton systems, and mprovements to the Agan a WWTP to acheve secondary treatment standards; (4) sold waste solutons that would contnue the use of the exstng Navy Apra Harbor landfll untl completon of the new Government of Guam (GovGuam) publc landfll at Layon (snce completed); and (5) roadway mprovements, ncludng roadway wdenng, ntersecton mprovements, brdge replacements, pavement strengthenng at specfc locatons sland-wde, and mltary access ponts. Navy. The DON elected to defer selecton of a specfc ste for the constructon and operaton of a vstng arcraft carrer berth wthn Apra Harbor. The DON decded that the analyss presented n the 2010 Fnal EIS, ncludng the marne resources mpacts analyss, provded suffcent nformaton to allow the DON to make a programmatc decson to locate a vstng arcraft carrer berth generally wthn Apra Harbor, whch s the only deep draft harbor on Guam that could support such a berth. A fnal ste selecton would not occur untl a ste-specfc NEPA analyss s conducted. There are currently no plans to conduct such an analyss. Army. The Army selected the preferred alternatve as descrbed n the 2010 Fnal EIS (Volume 5: AAMDTF) and determned that t best represented how the Army could mplement the acton on Guam f the decson s made to assgn the msson to the Army and f Guam s selected from those stes under consderaton for an AAMDTF locaton. Snce the 2010 ROD, the Army has deployed a Termnal Hgh Alttude Area Defense (THAAD) Battalon, whch would have been one of the three elements comprsng the AAMDTF, as part of an expedtonary force to strengthen defense capabltes for Amercan ctzens 1-6

7 and U.S. Forces statoned on Guam. Any future plans to expand capabltes beyond the current expedtonary status to a permanent statonng would requre a separate NEPA analyss from ths SEIS. Ths separate NEPA analyss would be completed by the Army. 1.4 PURPOSE OF AND NEED FOR THE PROPOSED ACTION The purpose of the proposed acton evaluated n ths SEIS s to ensure that the relocated Marnes are organzed, traned, and equpped as mandated by 10 USC 5063, to satsfy ndvdual lve-fre tranng requrements as descrbed n the 2010 Fnal EIS and assocated ROD, and to establsh an operatonal Marne Corps presence on Guam n accordance wth the Aprl 2012 Roadmap Adjustments. The purpose remans unchanged from the 2010 Fnal EIS, albet to support a materally smaller relocatng Marne Corps force. The proposed acton s needed to ensure consstency wth the new force posture adopted by the DoD n accordance wth the Aprl 2012 Roadmap Adjustments, whch provde for a materally smaller force on Guam than was orgnally proposed n the 2010 Fnal EIS, whle fulfllng U.S. natonal securty oblgatons to provde mutual defense, deter aggresson, and dssuade coercon n the Western Pacfc Regon. 1.5 NATIONAL ENVIRONMENTAL POLICY ACT COMPLIANCE NEPA requres federal agences to examne the envronmental effects of the reasonable alternatves to mplement a proposed acton. The DON prepared ths SEIS to dentfy and assess the potental envronmental effects assocated wth the proposed constructon and operaton of an LFTRC on Guam that allows for smultaneous use of all frng ranges to support tranng and operatons of the relocated Marnes, a cantonment area of suffcent sze and layout to provde mltary support functons, and famly housng. The DON s the lead agency for preparaton of ths SEIS. The Offce of the Secretary of Defense drected the DON to establsh a Jont Guam Program Offce (JGPO) to serve as the acton proponent for the proposed acton. As the lead agency, the DON s responsble for consultaton wth other agences, for coordnaton of approprate envronmental studes and evaluatons, and for preparaton of any NEPA-related determnatons or documents n cooperaton wth other federal agences Cooperatng Agences - Consultaton and Coordnaton Per 40 CFR , a cooperatng agency means any federal agency other than a lead agency whch has jursdcton by law or specal expertse wth respect to any envronmental mpact nvolved n a proposal (or a reasonable alternatve) for legslaton or other major federal actons sgnfcantly affectng the qualty of the human envronment. The followng federal agences accepted the DON s nvtaton to partcpate as cooperatng agences for ths SEIS (see also Appendx C): FAA Federal Hghway Admnstraton (FHWA) U.S. Department of the Ar Force U.S. Department of Agrculture (USDA) U.S. Department of the Interor (DOI), Offce of Insular Affars 1-7

8 U.S. Envronmental Protecton Agency (USEPA) Regon 9 The cooperatng agences partcpaton n the NEPA process ncludes: (1) partcpatng n a tmely and effectve manner; (2) advsng JGPO on the scope of the proposal and analyss to be ncluded n ths SEIS; (3) provdng comments on workng drafts of ths SEIS n a tmely manner; (4) respondng to JGPO requests for nformaton; (5) partcpatng, as necessary, n dscussons on SEIS related ssues; and (6) adherng to the overall schedule as set forth by JGPO. The FAA provded consultaton and advce on matters related to arspace management durng the alternatves development process and provded comments on the Draft SEIS. The USEPA commented extensvely on the Draft SEIS and met wth the DON n a seres of meetngs to receve and comment on addtonal nformaton to address concerns on water and wastewater nfrastructure, Northern Guam Lens Aqufer (NGLA) management, coordnaton wth Guam Waterworks Authorty (GWA), and groundwater montorng. The USEPA also provded advce and techncal revew of the Northern Dstrct WWTP upgrades and assocated mpacts to the marne envronment n support of DON s effects determnaton consultaton wth the Natonal Marne Fsheres Servce (NMFS) under the Endangered Speces Act (ESA) and Magnuson-Stevens Fshery Conservaton and Management Act for lsted speces and Essental Fsh Habtat (EFH). A smlar process was undertaken wth U.S. DOI agences, ncludng the Natonal Park Servce (NPS), U.S. Geologcal Survey (USGS), U.S. Fsh and Wldlfe Servce (USFWS) and Offce of Insular Affars to address most major comments related to water and wastewater nfrastructure, publc servces, terrestral and marne bologcal resources, Guam Natonal Wldlfe Refuge (NWR) msson and management actvtes, and cultural resources, among others. These cooperatng agency engagements occurred from September 2014 through November The USFWS declned the DON s nvtaton to be a cooperatng agency, but has contnued to collaborate wth the DON wth respect to the ESA secton 7 consultaton process, the Natonal Wldlfe Refuge System Admnstraton Act, and relevant nteragency agreements. The secton 7 formal consultaton nvolved the preparaton of a Bologcal Assessment (BA) by the DON and wll result n the ssuance of a Bologcal Opnon (BO) by the USFWS. The DON provded ts BA to the USFWS on October 1, 2014, and as of the publcaton of ths Fnal SEIS contnues to partcpate n the secton 7 consultaton process wth the USFWS. The DON has also engaged and receved nformaton from GovGuam agences and other local organzatons n conductng the studes necessary to develop ths SEIS. As descrbed n Secton 3.10, the 2011 Programmatc Agreement (PA) establshed a process for the revew and analyss of potental effects to hstorc propertes and other cultural resources for all alternatve LFTRC locatons. Begnnng n October 2014, the DON consulted wth the partes to the PA and the publc on the Tranng Ranges Revew and Analyss (TRRA), whch provded nformaton on potental adverse effects resultng from the constructon and operaton of the LFTRC alternatves to support consultaton wth the PA partes and the publc Notce of Intent and Publc Scopng 40 CFR defnes scopng as an early and open process for determnng the scope of ssues to be addressed and for dentfyng the sgnfcant ssues related to a proposed acton. Scopng s an mportant aspect of the NEPA process. Scopng not only nforms governmental agences, nterest groups, and the general publc about the proposed acton, but also helps the lead agency dentfy the ssues and 1-8

Notng the flexblty afforded by 40 CFR (c), the DON held publc scopng perods for both the LFTRC SEIS and ths SEIS for the 2012 Roadmap Adjustments due to the communty s nterest n the mltary buldup and the recognton that publc nput would be valuable n helpng to shape the range of alternatves that would be analyzed n ths SEIS. The DON publshed an NOI for the LFTRC SEIS on February 10, 2012 (77 FR 6787, February 9, 2012), ntatng a 56-day scopng perod, whch ncluded three scopng meetngs on Guam n March Over 300 people attended the three meetngs and the DON receved 151 comment letters (delneated nto 348 unque comments) over the course of the scopng perod. Of the 348 comments, approxmately 24% of the comments related to the proposed actons and prelmnary alternatves, followed by 16% about concerns wth future recreatonal opportuntes. Other concerns ncluded potental mpacts to real estate, hstorc propertes, terrestral bology, nose, transportaton, publc health and safety, and socoeconomcs. A Scopng Summary Report was prepared and made avalable to the publc followng the February 2012 scopng perod. It s ncluded as an appendx to the Scopng Summary Report for the November 2012 scopng perod for ths SEIS (avalable on the project webste at After the scope of ths SEIS was expanded to address the 2012 Roadmap Adjustments, scopng was rentated wth the publcaton of an NOI on October 11, 2012 (77 FR 61746, October 11, 2012). The DON held three scopng meetngs on Guam at the begnnng of November 2012, whch were attended by a total of 241 people. Durng the 60-day scopng perod, the DON receved 398 comment letters, ncludng 10 duplcate comments, 131 dentcal form letters from members of the Communty Advocates of the Raceway, and 52 comments from Communty Advocates of the Raceway that attached sgned pettons (collectvely totalng over 13,000 sgnatures). Durng scopng for ths SEIS, comments were receved from a varety of stakeholders and nterest groups focusng prmarly on the prelmnary alternatves and/or specfc resource ssues. The hghest percentage of comments (48%) related to concerns about the prelmnary alternatves, wth most comments focusng on the LFTRC prelmnary alternatves. Many commented on the locaton of the prelmnary LFTRC alternatves relatve to populated areas. Some comments suggested that the LFTRC should be located on federal land. Others noted the potental mpacts assocated wth the Northwest Feld (NWF) and Route 15 LFTRC prelmnary alternatves to hstorc or cultural stes (ncludng n partcular Pågat near the Route 15 alternatves), and potental mpacts to recreatonal and commercal boatng, dvng, and fshng areas. Several commenters, ncludng those assocated wth the Communty Advocates of the Raceway, commented on the possble loss of the Guam Internatonal Raceway f the Route 15A area were selected for mplementaton and specfcally dentfed the Fnegayan and South Fnegayan areas as preferred locatons for proposed cantonment and NWF as a preferred locaton for the proposed LFTRC. Several comments suggested other alternatves, such as the CNMI, use of exstng ranges on Guam, use of exstng off-sland ranges, and an opton to splt the LFTRC nto separate ranges that could be bult on exstng federal land. Comments regardng the cantonment area prelmnary alternatves offered a varety of ndvdual preferences for a preferred alternatve. Overall, the comments recommended the use of exstng federal land for the cantonment area. Other comments suggested the use of green buldngs and renewable energy. A Scopng Summary Report was prepared and made avalable to the publc on the project webste for ths SEIS ( 1-9

10 1.5.3 Draft Supplemental Envronmental Impact Statement A Draft SEIS was prepared n accordance wth NEPA and the CEQ s mplementng regulatons and dstrbuted for publc and agency revew on Aprl 18, 2014 Eastern Daylght Tme (EDT) (Aprl 19, 2014 Chamorro Standard Tme [ChST]). Concurrently, a Notce of Avalablty of the Draft SEIS was announced n the Federal Regster (FR , Aprl 18, 2014 EDT) and local newspapers. The notce ndcated locatons (e.g., publc lbrares) where the Draft EIS was avalable to be revewed, the duraton of the publc revew and comment perod, the avalable optons for submttng comments, and the tme and locaton of three scheduled publc nformaton meetngs and publc hearngs on Guam. The publc meetngs/hearngs provded an opportunty for nterested partes to comment on the content of the Draft SEIS, whch formed the bass for makng subsequent changes n the Fnal SEIS. The Draft EIS evaluated the potental envronmental mpacts of four alternatves for constructng and operatng a cantonment area and famly housng on Guam, fve alternatves for constructng and operatng an LFTRC, related utltes and nfrastructure, and the No-Acton Alternatve. Project alternatves (ncludng the No-Acton Alternatve) are descrbed n Chapter 2. The publc comment perod for the Draft SEIS was ntally scheduled to last 60 days, wth a publshed end date of June 16, 2014 EDT (June 17, 2014 ChST). The Draft EIS was made avalable for revew on the SEIS webste ( and copes were sent to regulatory agences, the Neves M. Flores Memoral Lbrary (Hagåtña) and the Unversty of Guam (UoG) Robert F. Kennedy Memoral Lbrary (Manglao), elected offcals (Governor, Legslature, and Mayors), and to ndvduals who requested copes durng scopng. The DON held three open house style meetngs combned wth three publc hearngs to both nform the publc about the proposed acton and dentfed mpacts, and to receve wrtten and verbal feedback about the Draft SEIS from the publc. Informatonal posters were dsplayed, fact sheets about the project (ncludng one translated nto Chamorro) were handed out, and subject matter experts were avalable durng each open house to answer questons on the Draft SEIS. Comment forms, a stenographer, and a Chamorro language translator were avalable durng the open house porton of each meetng to receve wrtten and oral comments. Oral comments were recorded durng the publc hearng porton of each meetng and transcrpts of each hearng were later prepared for the record. The publc meetngs/hearngs took place between May 17 and May 20, 2014 ChST as follows: Saturday, May 17, 2014 ChST at Okkodo Hgh School n Dededo, wth an open house from 1:00 p.m. to 3:00 p.m. and a publc hearng from 3:00 p.m. to 5:00 p.m. Monday, May 19, 2014 ChST at the Father Dueñas Memoral School Phoenx Center n Chalan Pago, wth the open house from 5:00 p.m. to 7:00 p.m. and the publc hearng from 7:00 p.m. to 9:00 p.m. Tuesday, May 20, 2014 ChST at the former McCool School Gymnasum (Naval Base Guam - Santa Rta Annex, Naval Magazne Road, Santa Rta, wth the open house from 5:00 p.m. to 7:00 p.m. and the publc hearng from 7:00 p.m. to 9:00 p.m. In addton to opportuntes to submt ether wrtten or verbal comments durng the three publc meetngs/hearngs, other optons for submttng comments durng the publc comment perod ncluded drect entry of wrtten comments va the project webste (ncludng attachment of pre-wrtten electronc fles) and submttal of comment letters va mal. In response to publc comments the DON extended the publc comment perod for the Draft SEIS by 15 days to July 2, 2014 (ChST). Followng the end of the extended publc comment perod, the DON 1-10

11 revewed all wrtten and verbal comments on the Draft SEIS and prepared responses to all comments (see Appendx G, Responses to Publc and Agency Comments on the Draft SEIS). A total of 906 comment submssons were receved from agences and members of the publc, ncludng 286 va the project webste, 36 wrtten and 123 verbal comments at the three publc meetngs/hearngs, and 461 comment letters va mal. An addtonal 20 comments were exact duplcates of comments already submtted by the same person, and two comments were entered by DON to test the webste database. These 22 comments were not ncluded n the total number of comments above. Of the total number of comments receved (by all methods and at all venues), three verbal comments were expressed n the Chamorro language. All three of these comments were translated nto Englsh by a professonal translator and responses are provded n Appendx G Fnal Supplemental Envronmental Impact Statement The DON prepared ths Fnal SEIS by ncorporatng responses to publc and agency comments on the Draft SEIS, refnng and/or conductng addtonal project plannng and analyss, and ncorporatng updated nformaton. The Fnal SEIS was crculated n the same manner as the Draft SEIS. The followng lsts key changes mplemented between the Draft SEIS and the Fnal SEIS: Addton of a new cantonment/famly housng Alternatve E, whch conssts of a combnaton of the man cantonment at Fnegayan that was prevously analyzed n the Draft SEIS under Alternatves A and B, and the famly housng at AAFB that that was analyzed n the Draft SEIS under Alternatve C. Revsons to the descrpton of the LFTRC Alternatve 5 at NWF (and relevant analyses of mpacts as approprate) to reflect addtonal or adjusted plannng features: o access to the beach and a vehcle access gate at the ntersecton of Beach Road and the SDZ; o four groundwater montorng wells wth access roads; o a thrd range observaton tower and access road; o addtonal water and wastewater utlty lnes wthn the project boundary; and o removal of the exstng USFWS facltes and a proposed water tank from the mpacted area. A small adjustment n the constructon area footprnt for the proposed HG Range, representng an ncrease of one acre compared to the area consdered n the Draft SEIS. Expanson of the Land and Submerged Land Use sectons to specfcally address publc access restrctons as they relate to fshng and other recreatonal actvtes. Addton of an analyss of potental mpacts to the Guam Customs and Quarantne Agency s key professonal staffng requrements at the Port of Guam n the Socoeconomcs sectons. Revson of the mpact assessment regardng the Northern Dstrct Wastewater Collecton System n lght of newly avalable nformaton from closed-crcut televson footage on the sewer lne condtons from AAFB to the Northern Dstrct WWTP along Routes 3 and 9. Ths concrete renforced ppe s n a state of deteroraton that requres rehabltaton or replacement. Thus, ths mpact assessment has been revsed to sgnfcant but mtgable. Update to the potental layout of the proposed water well area at AAFB. Addton of Appendx G to provde a record of all comments receved durng the Draft SEIS publc comment perod and the DON s response to each comment Record of Decson The DON wll prepare a ROD that reflects the fnal decsons on the proposed acton, the ratonale behnd those decsons, and any commtments to montorng and mtgaton. The DON wll ssue the ROD 1-11

12 followng the ssuance of the Fnal SEIS and a 30-day watng perod. The ROD wll be publshed n the Federal Regster, dstrbuted to agences and nterested partes, and posted on the SEIS webste. An announcement regardng the avalablty of the ROD wll also be publshed n local newspapers and the project webste. 1.6 ORGANIZATION OF THE SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT Ths Fnal SEIS descrbes the affected envronment and the mpact analyses for all alternatves. The organzaton of ths SEIS, focusng n partcular on the nterrelatonshps between Chapters 1 through 7, s shown n the dagram below, followed by a short descrpton of each chapter. 1-12

13 Chapter 1 explans the background of the Guam and CNMI Mltary Relocaton (2012 Roadmap Adjustments) SEIS, and descrbes the purpose of and need for the proposed acton to develop a cantonment/famly housng area, an LFTRC, and supportng nfrastructure. Chapter 2 dentfes the alternatves that are carred forward for analyss n ths SEIS, ncludng the No- Acton Alternatve, dentfes the DON s preferred alternatve, and explans why certan alternatves were consdered but then elmnated from further analyss. Ths chapter also ncludes an overvew of the Best Management Practces (BMPs) that would be ncorporated nto the proposed acton and that were factored nto the mpact analyses n ths SEIS. Chapter 3 ntroduces each of the envronmental resources on Guam that are evaluated n ths SEIS. Each resource s defned n terms of ts key characterstcs and relevant ssues of concern gven the nature of the proposed acton (e.g., faclty constructon, mltary base operatons and tranng) and publc nput provded durng the scopng process. The regulatory framework that exsts to preserve, protect, and dentfy potental mpacts to each resource s also descrbed, followed by the approach and mpact assessment crtera that were appled n the analyss of potental effects on each resource. Chapter 4 descrbes the affected envronment and envronmental consequences assocated wth the mplementaton of each of the cantonment/famly housng alternatves. Chapter 5 descrbes the affected envronment and envronmental consequences assocated wth the mplementaton of each of the LFTRC alternatves. Chapter 6 evaluates the addtve mpacts (.e., those n addton to the mpacts descrbed n Chapters 4 and 5) that would result when a partcular cantonment/famly housng ste alternatve s pared wth a partcular LFTRC alternatve (ncludng the effects of nstallng communcatons nfrastructure requred to connect a cantonment/famly housng area to an LFTRC and to lnk both facltes to other DoD facltes on Guam). Chapter 6 also addresses the collectve mpacts of combnng the proposed actons evaluated n ths SEIS wth those actons whch reman fnal under the 2010 ROD and are not subject to further analyss n ths SEIS (e.g., ACE facltes at AAFB, Apra Harbor wharf mprovements, ar embarkaton facltes at AAFB, tranng ranges at Andersen South). Chapter 7 dscusses the cumulatve effects of mplementng the 2012 Roadmap Adjustments n conjuncton wth those projects that reman fnal under the 2010 ROD and other past, present, and reasonably foreseeable future projects on Guam. The DON acknowledges a general trend towards ncorporatng the cumulatve analyss nto the dscusson of drect and ndrect mpacts of an acton. However, because of the unque nature of ths SEIS (.e., t supplements a majorty of the orgnal 2010 acton, presents numerous feasble combnatons of cantonment and LFTRC alternatves, and acknowledges relevant addtve and collectve mpacts), the DON decded to address cumulatve effects n a separate chapter to facltate readablty. Chapter 8 addresses addtonal consderatons requred by NEPA. Chapter 9 provdes a lst of the references cted n ths SEIS. Chapter 10 provdes a lst of preparers of ths SEIS.
