2 Secretary Chu on the Bloc Grants The Bloc Grants are a major nvestment n energy solutons that wll strengthen Amerca s economy and create jobs at the local level. The fundng wll be used for the cheapest, cleanest and most relable energy technologes we have energy effcency and conservaton whch can be deployed mmedately. The grants also empower local communtes to mae strategc nvestments to meet the naton s long term clean energy and clmate goals. - Secretary Steve Chu 2

11 NEPA Natonal Envronmental Polcy Act NEPA requres federal agences to ntegrate envronmental values nto ther decson mang processes by consderng the envronmental mpacts of ther proposed actons and reasonable alternatves to those actons All EECBG actvtes are subject to NEPA revew Some actvtes wll lely qualfy for a categorcal excluson whch means that nether an envronmental assessment nor an envronmental mpact statement s requred Some actvtes wll need an envronmental assessment or an envronmental mpact statement, whch could delay the award process More detaled nformaton starts on page 18 of the FOA Need to consder NEPA when developng strategy 11

14 Lmtatons on the Use of Funds States Sub grant at least 60% to nelgble ctes and countes Cap on admnstratve costs, ncludng reportng: 10% Local Governments and Trbes Cap on admnstratve costs, excludng reportng: 10% or $75,000, whchever s greater Cap on revolvng loan funds: 20% or $250,000, whchever s greater Cap on sub grants to non governmental organzatons for assstance n mplementaton of strategy: 20% or $250,000, whchever s greater 14

15 Staged Dsbursement of Funds Award Range Amount Oblgated Requrements $0 to $250K 100% of allocaton wll be dsbursed at tme of award. $250K to $2 mllon Applcants may receve up to $250K for development of the EECS and approved actvtes. Over $2 mllon Applcants may receve up to $250K at tme of award for development of the EECS and approved actvtes or 50% of the total allocaton f an acceptable EECS has been submtted wth the applcaton and has been approved by DOE. No EECS s requred pror to award, but EECS must be submtted wthn 120 days of the effectve date of the award. If the EECS s not submtted wth the applcaton, t s requred wthn 120 days of the effectve date of the award The balance of the allocaton wll be oblgated upon DOE s approval of the recpent s EECS. The balance of fundng wll be oblgated after one or more progress revews n whch the recpent must demonstrate that t has oblgated funds approprately, compled wth reportng requrements, and created jobs. 15
