2 Moton by Counclman Neal Bourque, seconded by Counclman Tyler Turner to approve a Specal Event Permt request of Mr Sonny Iyasere wth Marvelous Lght Mnstres Outreach to host a" Musc and Prayer" Outreach Event, at Jambalaya Park on December 16, 2017 from 11: 00 AM 1: 00 PM Moton by Counclman Harold Stewart, seconded by Counclman Tyler Turner to Introduce Ordnance No 4040: AN ORDINANCE AMENDING THE CODE OF ORDINANCE CHAPTER 2 ADMINISTRATION* ARTICLE IV BOARDS AND COMMISSIONS*( CHANGE) TO( ADD) DNISION 5 MAYOR' S YOUTH ADVISORY COUNCIL SEC CREATED; COMPOSITION; APPOINTMENT OF MEMBERS; TERM ( a)( fl, TO READ: BE IT ORDAINED, by the Mayor and Counclman of the Cty of Gonzales, Lousana: That the Code of Ordnance of the Cty of Gonzales be hereby amended to read: CHAPTER 2 ADMINISTRATION* ARTICLE IV BOARDS AND COMMISSIONS* DIVISION 5 MAYOR' S YOUTH ADVISORY COUNCIL Sec Created; composton; appontment of nembers; term a) There s hereby created a youth councl commsson, whch shall consst of ten( 10) members I b) The commssoners shall be apponted for a term of one( 1) year, but can serve up to 3 years and shall serve wthout compensaton The commssoners shall be n the 9`h, 10`h or llth grade and attendng a hgh school n the Cty of Gonzales, Parsh of Ascenson, Lousana, or Rver Parsh Communty College, and shall be apponted by the Gonzales Cry Councl and shall be a nonvotng commsson c) The youth advsory councl shall be domcled n the Cty of Gonzales, Ascenson Parsh, Lousana, and t shall have the authorty to accept grants of donatons of every type and to do all thngs necessary for the promoton and advertsement and publcaton of nformaton relatng to the youth councl commsson wthn ts jursdcton However, the commsson shall not exercse any functon whch results n competton wth the cty' s governng body Such youth advsory councl shall not be construed to be a poltcal subdvson of the state or of the cty d) The commssoners so apponted shall elect from among themselves a charman The charman of the commsson shall be elected by the board of commssoners to serve a term of one( 1) year In addton to the charman, the commsson shall elect from the membershp a vcepresdent and a secretary/ treasurer The offce of the secretary/treasurer shall be combned e) The commsson shall annually submt to the governng autharty of the cty a budget for ts operaton durng the ensung year, and the sad governng authortes shall have the rght to approve or dsapprove such budget Upon approval of the budget, the commsson shall proceed to act thereunder It s expected that commsson' s prmary source of revenue wll be through fundrasng actvtes fl The books of the commsson shall be audted by an ndependent certfed publc accountant annually, and sad accountant shall make a wrtten report of hs audt to the authortes of the cty and the commsson Such report shall be furnshed not less than thrty( 30) days pror to the submsson by the commsson of ts budget 2018 Moton by Counclman Krk Boudreaux, seconded by Counclman Davd Gutreau to ntroduce Ordnance No 4041:
