4 Contact & Cover: From Minor Violations to Terrorism Recognition with Air Soft Training Lockport Police Department 1212 Farrell Road, Lockport, IL Monday, April 1, 2013 This eight hour course will allow officers to review and practice their basic building search skills in real-time, live scenario based situations. Course content works as an excellent primer and refresher for officers who have or will be attending Rapid Deployment Training. Officers will work in teams of two and three, to mirror real patrol situations. Scenarios will include lit and unlit buildings, residential, retail and commercial occupancies, and weapon choices (handgun, shotgun, long gun). Course Content Includes: Review of purposes of building searches Review of laws and cases regarding building searches o Alarms, exigent circumstances, dispatched, on-site probable cause Review techniques for challenging o spotted suspected, unknown suspect Review of methods for maintaining cleared space when removing suspect Proper application and use of flashlights o Multiple lights, Team techniques Officers need to bring their duty belts and flashlights for scenarios. Officers are encouraged to wear Tee-shirts with POLICE or SHERIFF logos for practical exercises, and have either sweatshirts or long sleeve shirts available to wear. No live weapons will be allowed during any portion of this training. Officers will be required to secure their weapons, ammunition, and knifes in their personal vehicles for the duration of the training (classroom and practical). This is an Air Soft training. All students must sign a liability waiver holding the instructors and host/sponsoring agency harmless as to any injuries or damage incurred in the training process. The instructors: The instructors are Michael Drumm and Rick Emerson both are certified, full-time police officers, and have extensive practical and teaching experience street-related and tactical response training. H. Michael Drumm, D.P.A, the primary instructor, is a member of the Monee Police Department. Lieutenant Rick Emerson is a member of the Beecher Police Department. Both instructors are experienced street and tactical response training specialists and are certified as instructors with the Illinois Law Enforcement Training and Standards Board. Drumm is also an approved instructor for the Department of Homeland Security. This project is supported by Homeland Security funds, awarded by the Illinois Terrorism Task Force through the Illinois Law Enforcement Training and Standards Board. 5 Close Quarter Handgun Skills: Level I Will County Sheriff s Range & Training Facility 2402 Laraway Rd., Joliet, IL Tuesday & Wednesday, April 9 & 10, 2013 This intensive 2 day program will enhance an officer s ability to both survive and WIN against deadly force threats. This course focuses on the use of simple but effective close quarter combative shooting skills and defensive tactics. Geared for both first line and undercover officers, this course will provide core skill development exercises that lay a foundation for more advanced tactics to be learned as students progress. Throughout the course, officers will develop high stress marksmanship and weapons handling skills through the use of exercises requiring them to move, shoot, and communicate when and where required by circumstances of the fight. Justifiable and necessary force options will be discussed on the range by an experienced use of force attorney. Topics to be addressed will include the following: Range safety and operations Identifying and developing a WINNING mindset Foundation handgun fighting skills Identifying best suited equipment Introduction to the Shield Technique Moving off the line of force concepts Verbal skills development Developing high level accuracy on demand Multiple shot placement at increased speed Stoppage reduction / Malfunction clearance under stress Reloading system / fast and effective magazine exchange Single aggressor engagement from different angles of attack Finish the fight tactics / movement, scanning for additional threats Final certification test / live fire STUDENTS MUST BRING THE FOLLOWING EQUIPMENT TO CLASS: 500 rounds of factory full metal jacket or hollow point ammunition Ball Cap with bill to protect face and eyes from hot ejected brass. Eye protection Pencil/pen and notebook Duty leather and pistol with a minimum of three pistol magazines Soft body armor Comfortable clothing and boots, NO SHORTS (fatigues/bdus suggested) NOTE: Students will participate in multiple tactical exercises and can expect to get dirty. Water to drink during tactical exercises A packed lunch Certificates of participation will be given to all attending. Those able to qualify on the certification course of fire will be awarded a Level I Qualification Certificate. PLEASE NOTE: This training takes place on an outdoor / covered range. The range is partially enclosed but proper clothing and gear is required to address variable weather conditions. A heated air conditioned classroom will be used for non-live fire portions of class. 6 Illinois DUI and IVC Legal Update Romeoville Police Department 1050 West Romeo Road (at Sunset Pointe Drive), Romeoville, IL Thursday, April 11, 2013 This course is design and instructed by an experienced and practicing assistant state s attorney to give police officers, first line supervisors and command level personnel a review and update in the area of DUI and many of the associated issues. In addition to the DUI update, recent legislation and case law involving other aspects of the Illinois Vehicle Code will also be examined. Topics to be covered include: Updates on DUI/Traffic laws (both statutory and case law) Legal issues associated with fatal/life threatening crashes with and without evidence of impairment Summary suspension issues Trial and courtroom issues Chemical testing Updates on other issue pertaining to the Illinois Vehicle Code Instructor: Deborah Mills had been a prosecutor for 14 years, 5 years with the Milwaukee District Attorney s Office and the remaining 9 years with the Will County State s Attorney s Office. Deborah has supervised the DUI/Traffic Unit in the Will County State s Attorney s Office since 2004 and has primarily prosecuted DUI/Traffic cases since Additionally Deborah has trained officers and prosecutors in both Illinois and Wisconsin on various DUI and traffic issues. 7 Rapid Medical Response Self-aid/Buddy-aid (SA/BA) Monee Police Department, 5356 W. Main Street, Monee, IL Wednesday, April 17, 2013 Patrol officers are at greater risk than ever before due to escalating violence, better trained terrorists, and offenders who have military or paramilitary style training. The ever increasing intent of these criminal elements is to kill first responders in military type ambushes and wreak havoc in urban environments. Our medical and police first responders are not adequately trained or equipped to deal with the critical moments during these horrific events. Paramedics are not allowed into combat zones while shooting is still occurring. The police, therefore, are on their own to treat themselves and others for wounds sustained during a response to multiple shooters. Consequently, this workshop incorporates military style responses to active shooters with combat medical support that parallels the tactics required. This workshop familiarizes patrol officers with the basic uses of the Israeli bandage and other methods of emergency self-medical care during active shooting incidents or terrorist attacks. The workshop features use of combat tourniquets and pressure dressings similar to those used by the U. S Military in Iraq and Afghanistan. Course Summary: This 1-day course provides officers with the skills to provide life-saving self-aid/buddy-aid (SA/BA) in the event of serious injury. What differentiates this training from a standard first-aid course is the focus on providing proven tactical medical concepts in an austere and hostile patrol environment. During the morning session, officers will receive lecture and practical instruction in the core concepts SA/BA; airway/breathing, bleeding control/shock, assessment, high-threat evacuation. In the afternoon, officers will participate in multiple law enforcement based scenarios. These scenarios allow each officer to apply the SA/BA concepts learned in a dynamic patrol based setting. Mental/Physical Response to Trauma Airway/Breathing Management Bleeding Control/Shock Management Rapid Casualty Evaluation High-Threat Casualty Evacuation Hands-On/Practical Training Scenario Training Each participant will receive law enforcement self aid equipment for training and future use. PROTEC specializes in providing tactical EMS consulting/contracting services and medical training to law enforcement agencies. 8 Sex Offender Registration and Sex Offender Restriction Enforcement JJC, Weitendorf Agricultural Education Center W. Laraway Rd, Joliet, IL Friday, April 19, 2013 The primary focus of this course will be to instruct officers on how to pro-actively use sex offender registration and restriction violations as an intelligence and street level enforcement tool. Officers will be provided with an overview and understanding of sex offender terminology. The course will provide an explanation and overview of sex offender and violent offender registration in Illinois, along with the application of sex offender registration violations at the federal level. Officers will also be provided an outline of the sex offender and violent offender registration process, along with explanation of the forms used to complete registration. An overview of notification issues and special considerations as it concerns sex offenders will also be presented. This will include issues with health care providers (HIPAA), Illinois Department of Human Service programs, notification to school officials, and other aspects of community notification and record keeping. The course will provide officers with a standardized approach to conducting address verification checks and investigation of sex offender complaints within the community, while addressing problems or issues specifically related to sex offender registration or restriction investigations. Instructor: Officer Shawn Albert, Bloomington (IL) Police Department; started in law enforcement in 1994 as a correctional officer and dispatcher for the Menard County Sheriff's Department. He has worked as a police officer starting in 1997 with the Petersburg Police Department and University of Illinois Springfield Police Department. He has been with the Bloomington Police Department since Shawn also teaches Verbal Judo, and has been a field training officer, OC instructor, and previously served on the department's hostage negotiation team. Shawn currently is assigned to investigate sex offenses and sex offender violations. Shawn also holds a law enforcement position on the Illinois Sex Offender Management Board, (SOMB). SOMB is established by Chapter 20 Illinois Compiled Statues 4026/15 and is composed of twenty-two persons. One function of the Board is to provide education and training to parole, probation, law enforcement, treatment providers, and others involved in the management of sex offenders. 9 Crisis Intervention Team Training (CIT) 40-Hour State Certified Course Plainfield Fire Protection District (Headquarters) W. 135 th Street; Plainfield, Illinois Monday-Friday, April 22-26, :00 am till 5:00 pm Purpose: Law enforcement officers are generally the first responders to crisis events. This course is also open to local and county sworn corrections officers. It is important to have individuals in law enforcement who can utilize effective strategies, insuring public and personal safety. The Crisis Intervention Team (CIT) training provides officers with education about mental illness and other behavioral disabilities as well as providing skills and tools for effectively and safely interacting with someone who is experiencing a crisis. Crisis Intervention Team training is an in-depth 40-hour specialized course of study for uniformed patrol law enforcement officers and sworn corrections officers who, in addition to their regular service calls, will be required to respond to crisis calls involving people who have behavioral disabilities. CIT officers will use their acquired knowledge and skill to effectively handle crisis situations and make the most appropriate disposition, which will best serve the individual and the community. The key components of this course cover the following: Officers are exposed to the dynamics of mental illness, developmental disabilities, child and adolescent disorders, elderly individuals with behavioral issues, returning combat veterans, people who have excited delirium, and people with substance abuse/co-occurring disorders. This training will allow officers to make quick and effective decisions utilizing options they have to resolve the crisis. Officers are exposed to the experiences, viewpoints and concerns of persons with mental illnesses (consumers). Officers will meet with consumers in order to gain their perspective and learn from them. Officers receive instruction and demonstrations in basic listening and responding skills along with crisis interventions strategies. Real life crisis scenarios provided by trained professional actors with the assistance of state-certified CIT officers are presented to officers for them to demonstrate their resolution skills. About the Instructors: The course will be conducted by a diverse group of law enforcement and behavioral health professionals, including active CIT officers from various parts of the State of Illinois. 10 Bloodstain Pattern Evidence Analysis for Crime Scene Reconstruction JJC, Weitendorf Agricultural Education Center W. Laraway Rd, Joliet, IL Tuesday - Thursday, April 23 25*, 2013 (*8:00 am-noon on Thursday) To give investigators and crime scene personnel a basic foundation in identifying and documenting bloodstain pattern evidence. It is not expected nor should you expect to be an expert or considered an expert in the field bloodstain pattern analysis and reconstruction upon completion of this course. You should however, be able to recognize and properly document bloodstain pattern evidence at crime scenes. This training will give you the basic tools needed to establish parameters in bloodstain pattern identification and crime scene reconstruction. In addition, you will learn how to work with blood and should be able to carry on additional experiments upon return to your department. Bloodstain pattern analysis from a crime scene may provide investigative leads as well as supportive or nonsupportive evidence for victim's, suspect s, and witness s statements. If you are using bloodstain pattern analysis to assist in a crime scene reconstruction, it is critical that complete documentation of the blood take place. A person who was not present at the scene, should be able to reconstruct from your documentation what occurred. Without adequate documentation, later reconstruction may not be possible and your analysis may not be verified. Instructor: Tom Martin; New York State Police (Retired).Tom Martin is a career crime scene investigator, retiring from the New York State Police after 22 years of service. As the senior investigator in charge of the forensic crime scene unit, Tom holds several certifications, and regularly provides expert forensic testimony in various state and federal courts. Tom s training and experience encompass several fields of expertise, including: forensic crime scene processing, latent print processing and identification, blood stain pattern analysis, forensic composite art, excavation of human remains, forensic entomology collection, digital imaging technology and photo enhancement. He has served as a consultant for National Institute of Justice, and is currently a member of the National Institute of Justice s Technical Working Groups for Sensor and Surveillance and General Forensics Technology. Tom is a nationally recognized speaker who has instructed at numerous forensic training seminars across the United States, including the American Academy of Forensic Sciences, The National Institute of Justice Annual Conferences and Technology Fairs, and the Smithsonian Institute. Tom is a faculty member of the National College of District Attorneys and a former instructor for the International Association of Chiefs of Police, (IACP). 12 Tri-River Police Training Region - MTU 16 Tactical Vehicle Stops: From Minor Violations to Terrorism Recognition with Air Soft Training Lockport Police Department 1212 Farrell Road, Lockport, IL Monday, May 6, 2013 Recent events have placed local, police officers at risk from not only everyday encounters with traffic violators, but also with suspected terrorists and domestic groups intent on killing patrol officers. Vehicle stops are one of the most hazardous duties performed by police officers; no two traffic stops are ever the same. This one day, scenario-based seminar is designed to teach officers the tactical tactics for making traffic stops from positions of advantage and safety. Officers will learn to recognize and respond to the presence of IEDs in vehicles and on subjects. This block will include both classroom and scenario activities. Officers will review Department of Homeland Security protocols for local department contact with suspected and known terrorists, as well as scene safety and personnel safety protocols. Officers will examine their role as local agencies in the Joint Terrorism Task Force (JTTF) network. The scenarios will include IED mockups and hostage situations Participants will actively participate as both officers and subjects/offenders in the scenarios. Officers will use and encounter handguns and long guns. Role players will also have IEDS, Meth lab equipment, WMDs, and other contraband items. Officers will find clues to possible criminal and terrorist activity. The scenarios are real-time, and can rapidly accelerate, based on the officer s control (or lack of control) of the encounter. Command Presence will be emphasized as a tool for safety and maintaining control of subjects during traffic stops. This class is a soft air, weapons training course. Officers need to bring their duty belts and should have their department vehicles (not required) for scenarios. Officers are encouraged to have either sweatshirts or long sleeve shirts available to wear. Face protection and Air Soft type weapons will be issued at the training site. Instructors: The instructors are Michael Drumm and Rick Emerson. Both are certified, full-time police officers, and are members of the Illinois Tactical Officers Association and the International Law Enforcement Educators and Trainers Association. This twenty-four hour course is also certified by the Illinois Law Enforcement Training and Standards Board. 21 Rapid Medical Response Self-aid/Buddy-aid (SA/BA) JJC, Weitendorf Agricultural Education Center W. Laraway Rd, Joliet, IL Tuesday, June 25, 2013 Patrol officers are at greater risk than ever before due to escalating violence, better trained terrorists, and offenders who have military or paramilitary style training. The ever increasing intent of these criminal elements is to kill first responders in military type ambushes and wreak havoc in urban environments. Our medical and police first responders are not adequately trained or equipped to deal with the critical moments during these horrific events. Paramedics are not allowed into combat zones while shooting is still occurring. The police, therefore, are on their own to treat themselves and others for wounds sustained during a response to multiple shooters. Consequently, this workshop incorporates military style responses to active shooters with combat medical support that parallels the tactics required. This workshop familiarizes patrol officers with the basic uses of the Israeli bandage and other methods of emergency self-medical care during active shooting incidents or terrorist attacks. The workshop features use of combat tourniquets and pressure dressings similar to those used by the U. S Military in Iraq and Afghanistan. Course Summary: This 1-day course provides officers with the skills to provide life-saving self-aid/buddy-aid (SA/BA) in the event of serious injury. What differentiates this training from a standard first-aid course is the focus on providing proven tactical medical concepts in an austere and hostile patrol environment. During the morning session, officers will receive lecture and practical instruction in the core concepts SA/BA; airway/breathing, bleeding control/shock, assessment, high-threat evacuation. In the afternoon, officers will participate in multiple law enforcement based scenarios. These scenarios allow each officer to apply the SA/BA concepts learned in a dynamic patrol based setting. Coil Plus Drive, Plainfield, IL Monday-Friday, August 5-9, :00 am till 5:00 pm The Basic School Resource Officer Course is a forty-hour block of instruction designed for any law enforcement officer with two years or less experience working in an educational environment and school administrators. The course emphasizes three main areas of instruction: Functioning as a police officer in the school setting Working as a resource and problem solver Developing teaching skills Attendees will gain a solid working knowledge of the School Resource Officer concept and how to establish a lasting partnership with their schools.
