The curriculum addresses the application of basic adult learning theory and the instruction skills needed to deliver this training. In the SFST instructor-development training program, the principal participants are law enforcement officers who have demonstrated proficiency in the administration of the standardized field sobriety tests (SFSTs), and are actively involved in detecting and apprehending impaired drivers. Participants should be well versed and comfortable with the SFSTs, including the HGN test. Primary reasons for attending this training are: a desire to develop or strengthen effective presentation skills. a desire to develop or strengthen skills as an SFST instructor. a desire to learn how to conduct interactive participant-centered training. a desire to become more familiar with the SFST curriculum available through NHTSA and the International Association of Chiefs of Police. The most significant learning activities are the presentations made by the participants. The participants will use NHTSA course materials to prepare their practice teaching presentations. Participants are expected to become thoroughly familiar with content, learning activities, training aids, etc. related to delivery of the SFST course. Instructors: Lead instructor will be Tony Lebron (Retired M/Sgt; Illinois State Police). We will learn how to investigate social media and find out who the perpetrators are in many different types of online criminal cases. We will examine the simple 3 step process of investigating internet crime according to the Electronics Communications Privacy Act (ECPA). We will examine a host of open source tools involving the Search.org investigative tool bar. Students are encouraged to bring their laptops as well as at least a 4 GB flash drive to download a wealth of GO BY information to conduct such investigations. Instructor: Detective Richard Wistocki (Ret.) had been a law enforcement officer for 30 years and 28 years with the Naperville Police Department. In his last 22 years as an Internet Crimes Investigator with the Naperville Police Department, he has forged numerous partnerships with the community and other Law Enforcement Agencies. He has been a SWAT operator / Sniper for the past 22 years. He is one of the founding members and an affiliate member of the Illinois Attorney Generals High Tech Crimes Bureau (ICAC). Rich s passion is concentrated in teaching parents how to parent their children while online. He takes his juvenile investigations experience and applies it to teaching parents how to be better parents. He is an instructor for the Department of Justice and various Law Enforcement Mobile Training Units and POST units across the United States. He is also the creator of the Illinois Sexting Law. Recently, Detective Rich Wistocki has developed a FREE Online tool for SRO s and School Officials to use in cases of Sexting, Cyber-Bullying and the new Illinois SB100 legislation. Center Course Description: This course covers the concepts and practical application of Tactical Emergency Casualty Care and Officer-Citizen High Threat Casualty Extraction in the patrol environment. Officers will learn to identify and treat the most commonly encountered wound patterns and plan/execute an Officer-Citizen Extraction, then demonstrate the concepts and techniques learned during scenario-based exercises. Students are required to bring their duty belt/gear and wear clothing appropriate for physically demanding scenario training. Course exercises will allow each student to apply critical lifesaving skills in a dynamic patrol-based setting. On completion of the course, each participant will receive a North American Rescue Products Individual Patrol Officer Kit (IPOK) for duty use. Each sealed kit contains: One C-A-T Combat Application Tourniquet, an ETD Emergency Trauma Dressing, a packet of Z-Fold Gauze, and a pair of trauma gloves. The latest testing methods will be demonstrated. Horizontal Gaze Nystagmus (HGN) techniques for improved probable cause standard for DUI arrests will be taught. 6 Illinois General Explosives Recognition and Requirements JJC, Weitendorf Agricultural Center W. Center This course complies with the guidelines of the following mandate(s): Law Updates Course Description: This is a one day 8-hour class being provided by the Illinois Department of Natural Resources, OMM-Explosives and Agg. Division. The class will provide hands on education for recognizing the different types of high/low explosives and their requirements at both the State of Illinois level, as well as the BATFE (Federal) level. In addition to general explosive recognition, the specifics and differences of consumer fireworks (1.4) vs. professional grade fireworks (1.3G) and the laws that pertain to them will be discussed in great detail. This class is being provided by the IDNR to help educate law enforcement and to provide direct assistance, on scene, when dealing with explosive situations. The IDNR regulates / investigates high and low explosives including 1.1, 1.2, 1.3, and 1.5. Too many times law enforcement does not have the education to know how to identify an explosive and/or if a bomb squad needs to be called. Bomb Squads, Explosives Breaching SWAT Teams, and BOMB Dog Handlers already possess the IL Individual Explosives License. The IDNR must be notified immediately upon any recovery of a regulated explosive and/or device to pursue the information necessary for enforcement. If the Officer and their respective department so desire; after completing the class and passing the exam they can receive an IL IDNR Individual Explosives License, to be used in association with their law enforcement duties. A random monthly bank of test questions will administered at the end of the class which will consist of 50 questions that will be multiple choice and/or True-False. Each officer receiving the license will fill out an application and must pass the test with an 80% or higher. Officers who do not pass the test will be provided an opportunity to retest in the near future. Licensing is recommended but not required to attend. There are eight chapters covered in the presentation and each officer will be provided a packet of information from the IDNR consisting of a copy of the IL Explosives Act, the Admin Codes that Apply to the Act, a general explosives safety packet, a packet for note taking as the presentation is given, and a small 4-page packet for officers to keep available as a quick reference guide for explosive identification purposes, while on duty. Division. Mr. Sterling s current territory includes Cook, Lake, McHenry, DuPage, Kane, Kendall, Gundy, and Will Counties. Sterling has been with the Department for four years and inspects/investigates all explosive storage facilities (Law enforcement and Non-Law Enforcement), explosives accidents, explosives incidents, and performs random checks/investigations on both licensed and unlicensed individuals. Sterling has 18 years of high explosives experience and teaches the IL Individual Explosives License Class on a regular basis. Over the past few years Mr. Sterling has noticed a lack of education when law enforcement agencies are dealing with explosives related issues, and hopes to help prevent these issues in the future through education and assistance. 8 Tri-River Police Training Region & Northwestern University Center for Public Safety Full Crash Investigation 1 Frankfort Police Department Lincoln-Way Lane, Frankfort, IL Monday Friday; March 12-23, :00 am till 4:00 pm This course complies with the guidelines of the following mandate(s): Civil Rights Law Updates Constitutional & Proper Use of LE Authority Lead Homicide Investigator Course Description: In most jurisdictions, traffic crashes account for more lives lost, more injuries and more property damage than all criminal activity combined. To effectively implement crash prevention programs and improve quality of life, law enforcement agencies need to know the who, what, where, when and why of crash occurrence. The moments immediately following a traffic crash are crucial, and only a well-trained crash investigator knows how to identify and collect the necessary information at the crash scene and to begin the interpretation of that evidence. Crash investigators must work quickly and confidently to preserve significant physical results before the crash scene is altered or evidence disappears. They must anticipate what information will be needed for enforcing traffic laws, planning crash prevention programs and possible case litigation. In addition, they must properly document the at-scene information and evidence because once the scene is cleared, the evidence might be impossible to recover. Crash Investigation 1, based on J. Stannard Baker's world-renowned text, Traffic Crash Investigation, is an in-depth study of the skills needed to systematically investigate a traffic crash. Techniques for recognizing and properly recording roadway and vehicle crash evidence are thoroughly presented. Students learn to take measurements and photographs of the crash scene and to create sketches and after-crash diagrams. Crash Investigation 1 also addresses how the collected data are used to reconstruct crashes. Finally, the use of electronic devices to collect and record at-scene data is also introduced. 11 Apply several different solvability factors to any investigative situation Identify key differences between interviews and interrogations, correctly set up an interview room, guide a conversation using various questioning techniques, and correctly accept a written statement from a suspect Evaluate cold homicide cases to determine solvability Managing high profile cases and methods that help solve the case Managing and debriefing Confidential Informant Instructor: Before his recent retirement; Larry Rafferty was the Commander of the Criminal Investigations Division for the Cook County Illinois Sheriffs Police Department. Larry had been with the Cook County Sheriffs Police Department for 28 years. During that time, he had worked as a patrol officer and detective. Larry spent 13 years as a detective and was assigned to investigate property crimes, violent crimes and then to the homicide team. Larry also spent 16 years as a member of the South Suburban Major Crimes Task Force. He began as a task force investigator and later became a team leader, squad leader and for six years the commander of the homicide team. As commander of the task force, Larry commanded 85 investigators and 15 supervisors. Larry oversaw the entire criminal investigation including crime scene technicians, search warrant teams, leads and case managers and the social media team. Larry worked on and supervised over 150 homicides with the task force. Larry as a Detective Sergeant supervised the Cook County Sheriffs Police Departments Cold Case Squad for three years. Larry supervised four detectives and his unit was recognized by the Chicago Crime Commission for an outstanding Cold Case Criminal Investigation. When he retired, Larry held the rank of Detective Division Commander and oversaw the entire Investigation Division. Larry spent 22 years in the Detective Division and has worked on more than 250 murder cases. He has conducted dozens of Overhear wiretapped homicide investigations involving the use of Confidential Informants and jail inmates. He has also been involved in many high profile media cases. Larry instructed at the Cook County Sheriffs Police Training Academy and is an instructor for North East Multi Regional Training. 13 Instructors: Donna Norton served as an Assistant State s Attorney and Supervisor in Cook County for over 28 years. She received her Bachelor of Arts degree from Marquette University and subsequently attended The John Marshall Law School. She spent 24 years in the Criminal Prosecutions Bureau, and her extensive trial experience includes hundreds of bench trials and 56 felony jury trials. Donna has prosecuted an entire range of offenses, including traffic, property, financial, narcotics, sexual and violent crimes. The last 10 years of her prosecutorial career focused on prosecuting First Degree Murder cases. She currently serves as a State of Illinois Court Administrator and judicial staff attorney for the Office of the Chief Judge. Dan Calandriello is a former Cook County State s Attorney with extensive trial experience. He worked with many police departments, not only in the courtroom but during investigations. Dan has presented on topics including Animal Cruelty Prosecutions and Criminal Procedure. A graduate from the John Marshall Law School, Dan owns his own law firm focusing on Civil Litigation, Criminal Defense and Real Estate. This is an advanced level class that goes beyond the uniformed patrol officer "bar check walk-through" and focuses on specific liquor license inspection regulations and procedures. The one-day program will focus on the inspection of by-the-drink liquor establishments (taverns) for compliance with state and local regulations governing licensing, signage, restricted sales, advertising, sanitation, and prohibited practices. Special license inspections for seasonal festivals and one-time/special liquor events will also be discussed. Standardized documentation of violations that comply with state commission standards will accompany a legal review. The 2015 revised Illinois Happy Hour Law will be presented along with a detailed review of the Illinois Law Enforcement Training and Stands Board guidelines on conducting age compliance enforcement operations. 16 Current Trends in Drug Abuse Romeoville Police Department 1050 West Romeo Road (at Sunset Pointe Drive), Romeoville, IL Friday, March 23, :00 am till 4:00 pm This course complies with the guidelines of the following mandate(s) Law Updates; Constitutional and Proper Use of Law Enforcement Authority Course Description: This one-day seminar is designed law enforcement officers tasked with street drug enforcement. The program concentrates on the newest drugs of abuse including synthetic stimulants (e.g... alpha-pvp "Flakka"), narcotics (e.g... U "U- 4"), hallucinogenic (e.g. 25I-NBOMe "N-Bomb") cannabinoids (e.g... 5F-ADB "Smacked"), and counterfeit prescription drugs seen on the streets (e.g... Lemmon 714). The latest drug seizure data focused on the local counties from the Illinois State Police Forensic Crime Lab will be presented. Updates on recent drug law changes will also be discussed. Many of these synthetic drugs will not be detectable using standard drug screening tests and many police officers are unfamiliar with the effects these new drugs can produce. This seminar will include the physical symptoms of under the influence of synthetic drugs currently appearing in Illinois. The program will also offer updates on other street drugs of abuse such as Kratom, Molly, and will include an update on the changes to the Illinois Medical Cannabis law. Upon completion of this seminar, participants will be able to: Define the term "designer synthetic drug" in the context of street drug abuse. List the top designer synthetic narcotic, stimulant, depressant and cannabinoid activating drugs in the MTU-16 area. Discuss the new Illinois Designer Synthetic Drug Act and its application as an effective control measure. Describe the physical symptoms displayed by a person under the influence of narcotics, depressants, stimulants, and designer synthetic cannabinoids. Discuss the reason for a spike in the unregulated narcotic drug Kratom. Review the changes to the Illinois Medical Marijuana Law and its impact on community substance abuse. Continued next page:

Talbot holds a Master of Public Administration degree from Roosevelt University, a B.S. degree in law enforcement from Southern Illinois University, is a graduate of The School of Police Staff and Command at Northwestern University and has more than 25 years of experience teaching drug/alcohol recognition and prevention classes nationwide. He has been qualified as an expert witness in Illinois and Texas criminal courts and has been called to testify as a subject matter expert witness before U.S. Congressional committee hearings. Talbot has co-written scientific research on drug control and has appeared on public opinion programs including the NBC TODAY Show, CNN Talk Live, ABC A Closer Look, CBS news Eye On America, and the BBC Science Frontiers. Talbot has been a frequent speaker at state and national conferences including the National GHB and Designer Drug Conference and the Illinois Alcoholism and Drug Dependence Association conference. A veteran police officer, Sergeant Talbot has supervised both street patrol as well as the investigative unit, community policing unit, and the DARE drug education program. The course includes; interview and interrogation preparation, behavior symptoms, the Reid Behavior Analysis Interview (B.A.I.) and The Reid Nine Steps of Interrogation which include: Interview and Interrogation Preparation The style, appearance and approach of the successful interviewer and interrogator will be covered, as will the room settings conducive to these activities. Behavior Symptoms Differences in verbal and nonverbal behavior between innocent and deceptive persons often can be observed, and are thus indicative of whether or not a suspect is telling the truth. A guilty suspect makes a conscious decision to resist your effort to get at the truth. In trying to maintain a structure of verbal lies, however, that suspect most often develops internal conflicts and tensions which manifest themselves in nonverbal behavior. Thus, body movements, facial expressions, eye contact, attitudes, posture and grooming gestures can indicate whether the subject is telling the truth or lying. Nonverbal indicators can also be used to determine whether the suspect under interrogation is listening, maintaining a defiant attitude or is ready to confess. You will learn how to observe and assess critical behavior symptoms and use those assessments to determine whether to move on to the next step of the interrogation. Reid Behavioral Analysis Interview (B.A.I.) The information developed through use of the standard investigative questions of who, what, when and how is often not adequate even in combination with physical evidence to identify the wrongdoer. The Reid Behavioral Analysis Interview is a technique that uses a structured set of non-accusatory behaviorprovoking questions developed as a result of many thousands of interviews. The B.A.I. makes it easier to determine whether the suspect is telling the truth about involvement in the matter under investigation, and is flexible enough to be used in cases ranging from employee theft to homicide. The Reid Nine Steps of Interrogation The nine step approach to a successful interrogation has been developed by John E. Reid and Associates through extensive research and practical experience over a period of 60 years. Because of the subject s importance, approximately half the classroom time in the seminar is devoted to the interrogation process and detailed examination of each of the nine steps.
