1 2017 K.T.O.A. TRAINING CONFERENCE COURSE DESCRIPTION Sixteen (16) hour blocks of training: Monday & Tuesday Class Title: High Angle Team/Suicide Jumper Rescue Team Cadre: Sr. Cpl. Christian D Alessandro Dallas PD SWAT (ret) Sr. Cpl. Scott Mcdonnold Dallas PD SWAT Tuesday, August 29, 2017: Training Hours: 16.0 (2-Day Class) Course Description: This class is designed to provide the HAT (High Angle Team) operator with a template on the handling of a suicidal jumper. You will be provided with multiple scenarios in which to apply your craft and to better assess and understand the when, the how and the why of Suicidal Jumpers and HAT". Negotiators will see and understand the positive attributes of the interaction with the subject and how it affects the crisis intervention / negotiation process Terminal Performance Objective (Goal): Using the information provided, the student / HAT operator will be given the opportunity to handle a given situation that involves high altitude, extreme angles, ropes, potentially dangerous subjects, and operations. The student will be tested by utilizing the skills in practice scenarios monitored by the instructor cadre. Interim Performance Objective: The student will be able to: 1. Establish needed personnel for teams required 2. Set up lines for each team member as needed and define positions 3. Coordinate the separate groups and integrate the teams as needed Target Audience: High Angle Team, Crisis Negotiators, Commanders, Supervisors, Tactical Operators, and Patrol Officers. Basically, any person that could respond to a suicidal jumper call for service. Goal of the Class: To expose the student to the intricacies of suicidal jumpers and their specificity in the operational environment. Equipment Needs: Each student should have a rescue belt (the type instructors wear) not a rappel seat. 1

2 Class Title: N.T.O.A. Elements of Team Leader Cadre: Jeff Selleg, N.T.O.A. Cadre Tuesday, August 29, 2017: Training Hours: 16.0 (2-Day Class) Course Description: This course is designed for law enforcement personnel who are responsible for deploying in the capacity as a SWAT Team Leader or as a supervisor who is responsible for the training and deployment of tactical teams. The focus of this training will be on pre-incident training, planning, organizing, and the tactical decision-making process used in the resolution of high-risk operations. Also included in the curriculum is an overview of SWAT training topics including selection and testing, training issues and liability, national SWAT standards and critical incident reviews. Practical applications will consist of scouting and planning warrants, small team planning, tactics used in the resolution of critical incidents, and the review of tactical incidents and videos. Equipment Needs: Note taking materials Class Title: Tactical Patrol Officer Course (TPOC) Cadre: Norse Tactical Cadre Tuesday, August 29, 2017: Training Hours: 16.0 (2-Day Class) Course Description: The Tactical Patrol Officer Course is a 2-day course which features 8 Hours of Firearms Training, and 8 Hours of Close Quarters Tactics. Firearms training will focus on enhancement of marksmanship fundamentals, weapon manipulation within interior spaces, and shooting techniques specific to close quarters environments. Close Quarters Tactics training will focus on 2-man room entry, utilizing clearance techniques applicable to barricaded suspect, warrant service, and active shooter scenarios. Students who complete this course will be able to clear interior spaces with enhanced officer safety, and reduced chance of forced engagements. Equipment Needs: Standard Duty Uniform to include body armor Full load out gun belt to include your handgun Eye/Ear protection 600 rounds ammunition for handgun 2

3 Eight (8) hour blocks of training: Monday, August 28, 2017 Class Title: Breacher 101 Cadre: Norse Tactical Cadre Course Description: The Breacher 101 course is a 1 day course for mechanical breaching. Students will utilize the basic breaching tools, Sledgehammer, Ram, and Halligan tool. The course of instruction will feature, proper tool selection, efficiency of technique, and kit set up for tool transport. Emphasis on team configuration, actions at the door, and movement of the breacher, pre-and post-breach. Students who complete this course will be able to effectively solve entry problems, and enhance the capacity of the entry team upon primary entry. Equipment Needs: Standard Tactical Uniform (Long Sleeves) Ballistic Helmet and Body Armor with Full Tactical Loadout Primary (shoulder fired) and Secondary (handgun) weapon systems Gloves Optional Equipment: (Team Breaching Tools) Ram Halligan Sledgehammer 3

4 Class Title: Intro to LE Low Visibility Handgun Operations Course Cadre: Bryan Hillis of Alexander Global Strategies, Inc. and Staff Course Description: This course is designed for plain clothes and or undercover officers who are operating in a low profile capacity. In this course we review the challenges and advantages officers face when choosing to carry concealed to maintain a low signature. AGS knows it s not often LE departments are conducting separate firearms drills and practical exercises for officers not wearing a conventional uniform. Our goal is to create a better understanding of handgun deployment from a concealed carry position in a variety of environments the UC and plain clothes officer operates in on a daily basis. Topics Covered: Holster types/configurations On body holster placement Low visibility LE operations Drawing from concealment (standing/seated) Positional shooting Low visibility clothing Low visibility vehicle operations Working in and around vehicles (the UC and plain clothes officer s office) Counter ambush (while on surveillance) Equipment Needs: Note Taking Materials Jacket/Cover Garment Handgun/Holster (IWB or OWB) Minimum of 3 handgun magazines Handgun Ammunition (350 rounds) Ear Protection Range Clothing (for any weather) Open mind and positive attitude 4

5 Class Title: Safariland Distraction Device Munitions Instructor Program Cadre: M.L. Sandy Wall from the Safariland Training Group Course Description: This class focuses on the planning and tactical deployment of Distraction Device products. This 1 day course is separated into two sections, with a half-day of lecture-based studies, followed by a half day of deployment testing and evaluation in the field. Unlike many classes on this topic, the Information provided is direct from the manufacturer of the products used. This information includes nomenclature of modern distraction (diversionary) device, decibel ratings, tactical considerations, psychological/physiological effects, handling/storage/render safe procedures and criminal and civil liabilities, policies and procedures with a focus on preparing the student to return to their agency and provide in-service training and documentation. Throughout the class, students will participate in discussions with instructors who are nationally recognized for their experience in real world deployments of Distraction Device munitions. Upon completion of the course and successfully passing the final exam, the student may provide in-service training to their agency in specific areas for 36 calendar months from the testing date. Students will receive a CD containing presentation materials and videos to be utilized by the student when training their own departments. Equipment Needs: Eye protection Ear protection Duty gear normally utilized when deploying Distraction Device munitions Flame/cut-resistant gloves, Body armor (concealable or tactical) Proper footwear NOTE: Each attendee must be physically fit for duty and able to perform the physical skills associated with tactical applications with the use of these products. The Safariland Training Group trains only sworn law enforcement officers, correctional personnel, state-licensed security personnel (OC only) or active military personnel. 5

6 Eight (8) hour blocks of training: Tuesday, August 29, 2017 Class Title: Analyzing Attacks and Assassination Attempts on Dignitaries/VIP s Cadre: Bryan Hillis of Alexander Global Strategies, Inc. and Staff Class Time: Tuesday, August 29, 2017: Course Description: The first half of this course consists of a classroom portion where we will review actions on contact when a protection detail is compromised. We will break down videos of recent attacks and assassinations around the world on high net-worth individuals, foreign, and US government officials. The second half of the day we will move to a live fire evolution. Students will walk through attack on principal drills, ranging from a one-man protection detail up to a 5-man team. We will conduct live fire drills from on body concealed carry positions during both low and high profile formations. Students will learn proper communication, movement in close proximity to other team members, and principal evacuations to secure locations. Equipment Needs: Cover garment (jacket/un-tucked shirt) Ear Protection 200 rounds handgun ammunition Class Title: Vehicle Engagements Cadre: Norse Tactical Cadre Class Time: Tuesday, August 29, 2017: Course Description: The vehicle engagement course is an eight-hour course that will instruct students in shooting techniques involving a vehicle platform. Topics will include weapon manipulation within the confines of a vehicle, shooting while occupying a vehicle, and engaging a vehicle from the outside. Movement around vehicles, and utilization of vehicle as cover and/or concealment will be featured in practical application. Students who complete this course will understand mitigation of limitations regarding vehicles, and be able to utilize a vehicle to their advantage in an engagement. Equipment Needs: Full Tactical or Duty Uniform (Long Sleeve Required) Primary and Secondary Weapon Systems Full Loadout Tactical Body Armor, or Duty Belt Ear Protection Gloves 500 Rounds Primary Weapon System (shoulder fired) 500 Rounds Secondary Weapon System (handgun) 6

7 Class Title: Safariland Less Lethal Impact Munitions Instructor Program Cadre: M.L. Sandy Wall from the Safariland Training Group Class Time: Tuesday, August 29, 2017: Course Description: With a focus on the planning and tactical deployment of Less Lethal Munitions, this course includes a half day of lecture-based studies, followed by a half day of deployment testing and evaluation. Unlike many classes on this topic, the information provided is direct from the manufacturer of the products used and includes information on launching platforms, tactical considerations in the use of Less Lethal munitions, psychological/physiological effects, blunt trauma and ballistic energy, criminal and civil liabilities/policies/procedures and instructor development for in-service training and documentation. Throughout the class, the students participate in discussions with instructors who are nationally recognized for their experience in real world deployments of chemical agents. Upon course completion and successfully passing the final exam, students are allowed to return to their agency and provide in-service training in specific areas for 36 calendar months from the testing date. Students will receive a CD containing presentation materials and videos to be utilized by the student when training their own departments. Equipment Needs: Ear protection Body armor is required for LLIMs Duty gear normally utilized when deploying less lethal products Flame-resistant gloves Gas mask 37mm/40mm Gas Launcher (not mandatory, but the student is asked to bring the gas launcher that their host agency uses) NOTE: Each attendee must be physically fit for duty and able to perform the physical skills associated with tactical applications with the use of these products.
