8 Yamhill County Sheriff s Office 8 Integrity * Trust * Loyalty * Honor 2013 SPECIAL EVENTS ~8~ In 2013 Sheriff Jack Crabtree continued his commitment to the citizens of Yamhill County with his deputies participating in several events in and around the county. Some of these were Shop-With-A- Cop, Tip-A-Cop, the National Drug Take Back program, an array of community parades and festivals, and the Yamhill County Fair. The most memorable events Sheriff s staff participated in were the Special Olympics Torch Run and Opening Ceremonies, and the Yamhill County Sheriff s Office Toy Drive. The Sheriff s participation in Shop-With-A-Cop is an opportunity for deputies and families from within the community to get to know each other in a fun and friendly environment. This program pairs families in need with our deputies to shop for Christmas presents, developing stronger relationships between the Yamhill County Sheriff s Office deputies and our youth. During this year s Tip-A-Cop event, the Sheriff along with his deputies helped to raise over $2,900 by waiting and busing tables at the Golden Valley Brew Pub. This event is a great fundraiser for Special Olympics and another opportunity for the citizens of Yamhill County to get to know their Sheriff s Office personnel Tip A Cop The Yamhill County Sheriff s Office participates in the National Drug Take Back program. This program utilizes Sheriff s deputies and volunteers in assisting citizens by making an opportunity available to turn in unused prescription and nonprescription medications, including vitamins and pet medications, that would normally be flushed into our waterways or thrown away and possibly fall into the hands of children. The Sheriff s Office also has drop boxes located at the County Courthouse, Amity City Hall, Dayton City Hall, Lafayette City Hall, and the Sheridan City Hall. During the Yamhill County Fair & Rodeo the Sheriff s Office provided security for the Rodeo, Demolition Derby and the evening concerts. The Sheriff s services to the Fair & Rodeo provide its patrons with a sense of safety and security each year and is Fairgoer takes a seat in a YCSO Charger

9 ~9~ one more opportunity for positive interaction with Yamhill County citizens. Sheriff s employees proudly carried the Special Olympics torch from McMinnville to Newberg sparking the start of the 2013 Special Olympics. YCSO Staff not only enjoy carrying the torch, but appreciate the privilege of acknowledging and recognizing the athletes for their tremendous accomplishments. At the conclusion of our 10th annual Toy Drive, the Office was able to raise enough money to provide a very Merry Christmas to 250 children throughout our community. Cards were made and presents were wrapped by inmates who were allowed the opportunity to give back to their community for this great event. Each year the deputies and volunteers load up presents and personally deliver them in uniform, again building that bond between children and our office. When a child comes in contact with law enforcement, it is often because of an unpleasant situation. 10 OPERATIONS ~10~ The Operations Division is dedicated to the enhancement of the livability and quality of life for the citizens and visitors of Yamhill County. Our deputies patrol 718 square miles, which includes over 60 river miles, 24 hours a day, 7 days a week. Within the Operations Division, we have several specialized areas including K-9, Dog Control, Marine Patrol, Special Investigations Unit, Community Response Team, Yamhill County Interagency Narcotics Team, and Search and Rescue. The Patrol Division utilizes 27 Deputies, 2 Dog Control Officers, 6 Sergeants, 3 Detectives, and 2 Reserves to perform the following divisional operations: traffic enforcement, K-9 support, fulfilling contractual law enforcement with designated cities, special investigations, dog control, forest and ATV patrol, Search and Rescue, and marine patrol. Our teams of highly qualified and well trained certified law enforcement professionals provide the primary law enforcement for the unincorporated areas of Yamhill County. As a part of the Sheriff s Office focus on customer service, anyone having contact with our deputies and Office staff can expect they will be treated with courtesy, respect and professionalism. They will be shown fairness, equitability, and decisiveness in all decisions. They will be provided with quick and dependable responses to calls for service, and they will be given clear and concise information that will assist all customers contacted. The training includes practical exercises, interactions with mental health clients and their families, presentations from professionals and communication techniques. We continue to partner with the Marion County Sheriff s Office to provide our staff with this vital training. The training is offered twice a year and since 2007 we have been fortunate enough to have sent over 27 Deputies, 12 Sergeants, and 2 Captains. Our office will continue to partner with Yamhill County Health & Human Services to help improve relationships with this vulnerable percentage of our population. Yamhill County Sheriff s Office 13

15 YCSO CONTRACT CITIES ~15~ The Yamhill County Sheriff s Office continues to provide contractual law enforcement services with the full support and resources of the Sheriff s Office to the cities of Dayton, Lafayette, Sheridan, Willamina, and the Sheridan School District. In comparison to 2012 the City of Dayton has seen an overall decrease in crime of almost 6% in The City continues to employ 1 full-time deputy to patrol the City, while assisting as needed for code enforcement and has also been exploring the possibility of bringing back its School Resource Officer position, as it is very interested in doing so. The contract deputy assists in community events throughout the year and participates in community outreach committees such as Dayton Together. This committee is committed to reducing substance abuse amongst the youth and the community of Dayton in general. The City of Lafayette increased their contract to 2 full-time deputies in As a result, they have seen an overall decrease in crime of almost 4%. The Lafayette contract Deputies will be shifting their schedule to allow for 7 days of coverage for 10 hour shifts. This will allow for more coverage and information sharing between both assigned deputies and other deputies within the Sheriff s Office. The added coverage and continuous information sharing should result in an even greater reduction in crime within in the City for The city of Sheridan was incorporated on October 26, 1880; the city was named after Civil War General Phil Sheridan by the city s founder, Absolem B. Faulconer. The city of Sheridan had its own law enforcement services until it contracted with the Yamhill County Sheriff s Office on January 1, The city employee s 3.5 deputies and a.5 sergeant, and the Sheridan School District employee s a.5 School Resource Deputy. Last year, the City of Sheridan added a half time code enforcement deputy. In partnership with the city, the code enforcement deputy will seek voluntary compliance and work with people to resolve violations of city ordinances; the issuing of a citation is the last option. The City of Willamina has rich pioneer history dating back to A settler woman named Willamina Williams fell off a horse and into a creek, and the creek was given her name. Families settled farms on the Willamina Creek near the rich timber lands and soils of the Willamette River Valley, the town that formed took the name of the creek. Willamina became a thriving community and incorporated in The City of Willamina contracted with the Yamhill County Sheriff s Office for law enforcement services in 1993; currently Willamina employ s 1.5 deputies and a 19-hour code enforcement officer. 16 Yamhill County Sheriff s Office 16 Integrity * Trust * Loyalty * Honor ~16~ Yamhill County Interagency Narcotics Team & Community Response Team Early 2013 was spent finalizing several quality of life cases in the West Valley area of Yamhill County. Methamphetamine houses were identified by citizens and deputies in both Sheridan and Willamina. The activity at these residences resulted in unwanted behavior taking place in business and residential neighborhoods. YCINT conducted a three month investigation that culminated in the service of five search warrants surrounding drug sales and use. Ten people were arrested for drug crimes as a result of the operation. This was a good example of the citizens working with law enforcement to better their community. Heroin continued to gain a foothold in YCINT identified and arrested several dealers of various levels. One such case resulted in the seizure of 2 ounces of heroin within 1,000 feet of a McMinnville grade school. This subject was already on probation for delivery of heroin and cocaine within 1,000 feet of a school. Another heroin case led YCINT to serve a search warrant to a Gresham apartment where approximately five ounces of heroin was recovered along with several ounces of methamphetamine. The investigation showed that Yamhill County was one of the eventual locations these drugs would have landed. Unlawful delivery of methamphetamine was addressed throughout In fact, 75% of the cases worked by YCINT in 2013 involved methamphetamine either by itself or with another controlled substance. YCINT targeted meth dealers of all levels and the result was a significant impact on the availability of drugs in our communities. During the course of these investigations, several children were referred to the Department of Human Services and removed from drug homes. Over 4 pounds of methamphetamine was seized in Broken down to street level prices the value of these drugs was over $180,000. The implementation of a new tip system has allowed YCINT Supervisor Sergeant Chris Ray to disseminate tips where they can be worked more effectively. Now, tips that do not fit the criteria for a detective, are now distributed to patrol supervisors. Patrol supervisors can then assign the tips to deputies under their command for follow-up. The result is better information sharing regarding criminal activity, more arrests, and more drugs off the streets. YCINT continues to provide drug prevention and educational training to civic groups, teachers, administrators, city councils, and future police officers. They are available upon request to provide this training. Throughout the year, YCINT was assisted in no small part by members of the Yamhill County Sheriff s Office Community Response Team (CRT). Sheriff Jack Crabtree, who also Chairs the Board for YCINT, has continued to support their mission and allowed the CRT deputies to assist YCINT when needed.

17 K-9 Program ~17~ The K-9 program deployed by the Yamhill County Sheriff s Office in late 2008, has shown to be a vital addition to our regular enhanced patrols. The communities within Yamhill County recognize the value of our K-9 detection team in combating drug trafficking and showing a visual deterrence to criminal drug elements in our communities. The Sheriff s Office currently deploys one well-trained German Wirehaired Pointer named Remi. In 2013, the K-9 program assisted with the seizure of over 1.5 pounds of methamphetamine, 5.2 ounces of heroin, and 22.5 grams of marijuana in 72 deployments. Remi and handler, Deputy Marc Deputy Brodeur and K 9 Remi Brodeur provided community demonstrations at Dayton and Willamina schools. In addition, they worked the Yamhill County Fair and Sheridan Days. Before a dog is selected to begin the training, they are vetted for their temperament and the ability to work with people. Through the years, almost all of Yamhill County Drug Detection canines have been rescue animals found at local Oregon shelters. For more information or to make a donation to our K-9 program please contact us at , sheriff@co.yamhill.or.us, or visit our website at: Marine Patrol The Marine Patrol program is under contract to the Oregon State Marine Board OSMB for patrol responsibility on the Willamette River at the Polk County line downstream to the end of the Newberg Pool at Willow Island near River Mile 32. The contract includes the Yamhill River up to Lafayette Locks County Park as well as an overlap with Clackamas County from Willamette Falls to the area of Champoeg State Park. The primary functions of the Marine Patrol are to provide education, enforcement, emergency search and rescue, and other forms of assistance to the boating public. These components and the staff we place on the water serve to increase the quality of the boating public s experience on our waterways. Good weather in June, July and early August appeared to bring an increase in river traffic and all of the launch sites and access points along our patrol area seemed to be well used by members of the public. Our patrols continue to regularly contact boaters from Salem, Tigard, Beaverton, Portland and other cities outside of Yamhill County. Marine patrols regularly aid boaters in distress and frequently interact with non-motorized watercraft as the use of kayaks, Yamhill County Sheriff s Office 17

18 ~18~ canoes and paddle boards increases. We have been called several times to assist or rescue paddlers who ve underestimated the currents in the river and become stranded or caught in debris. The Chehalem Paddle Launch saw a good deal of activity from the paddling public and seems to be steadily gaining popularity. Construction on the Newberg- Dundee Bypass may limit some of the activity at this location during the upcoming season, but there are multiple alternative launch sites in the vicinity. The website for Chehalem Paddle Launch can be viewed at: chehalempaddlelaunch.shtml The area down river from Rogers Landing (toward Wilsonville) has a special wake restriction zone that has been modified on a trial basis to include the area from Champoeg State Park to Willow Island. Previously the zone began at the Highway 219 Bridge. The reasoning behind this zone is to prevent or reduce damage caused by boats with wake enhancing devices used in wake surfing and wake boarding. This special zone has been in place for several years now and the number of complaints has been on the decrease. There are still issues and concerns that are addressed annually and this area requires increased attention from our marine patrol. During the current fiscal year the Yamhill County Marine Patrol was able to obtain Special Emphasis Funding from the Oregon State Marine Board. This funding will go toward training marine deputies on how to detect wake enhancing devices and paying overtime to our marine certified patrol deputies to work enhanced patrol shifts in this special zone in the month of June The hope is to show a strong presence in this special zone and educate the boating public early on as to what is and is not acceptable. Last spring / summer the Marine Patrol had a total of 393 enforcement contacts including 19 HIN inspections, 111 motorized boat examinations, 29 motorized citations, 44 motorized warnings, 227 non-motorized boat examinations, 5 non-motorized warnings, 1 nonmotorized citation and one subject being tested for impairment. 19 Yamhill County Sheriff s Office 19 In 2013 the Yamhill County Dog Control staff remained vigilant in their effort and commitment to providing a safe and healthy community for our four legged friends. Our office remains selffunded, relying on licensing fees, citations and the many donations from our community to help cover operating costs. Not only are we committed to providing safety for the dogs of Yamhill County, but through our efforts of controlling vicious dogs, we are having an impact on the safety of our citizens as well. During this past year our office observed a Integrity * Trust * Loyalty * Honor DOG CONTROL significant decrease in licensing with only 11,920, and a rise in citations and dog bites. We stand committed to making every effort possible to adopt out healthy dogs and reuniting lost pets with their families. Our office has been very active with local adoption organizations in getting the word out to those looking to adopt a pet into their family by posting profiles and photos of available dogs on Pet finder at: ~19~ Dog Control Statistics

20 Changing of the Guards.. The end of 2013 brought leadership changes to the jail for the first time in 10 years. Captain Ron Huber retired from the Sheriff s Office after serving as the Jail Captain from 2003 until his retirement in December. Administrative Sergeant Jason Mosiman was appointed Jail Commander by Sheriff Crabtree after serving in that position for five years. The control room of the Jail operated with an outdated control panel that utilized mechanical switches for each individual door. It was improved with an updated system. Paired with this was the advancement of the facility s video monitoring/camera system. Captain Huber had also overseen a major retrofit of the Jail kitchen to include the addition of modern industrial cooking equipment and dish washing facilities. The biggest project completed by Captain Huber was the expansion of the facilities booking and medical areas. These areas of the Jail, constructed in 1991, were inadequate for today s Jail population. The booking area had one small holding area and one isolation cell. The medical unit was only able to house two inmates. In 2008, the booking area and facility sallyport were expanded to include four holding cells and two isolation cells. Prior to the upgrade, the sallyport was comparable with a two car garage. It is now a secure modern drive through style that can accommodate up to six patrol vehicles at one time. The medical unit now has a secure housing area with six individual cells for inmates with an inclusive shower and phone. Sally Port constructed in 2008 ~20~ Previous to this, medically isolated inmates didn t have the same access to these minimal necessities as those in general population. This million dollar expansion was accomplished without using any Yamhill County taxpayer money as it was built with revenue from Benton County bed rentals. 21 ~21~ Jail Bed Rental Revenue Since 2001 the Yamhill County Jail has rented 10 Jail beds per day to the Benton County Sheriff s Office. In 2013, the Yamhill County Jail provided 4024 daily bed rentals to Benton County inmates which produced $339, in revenue. This income is used for capital improvements such as the booking, medical, and kitchen upgrades in our facility that otherwise would fall on the taxpayers. Food Service Following the Sheriff s Office Mission Statement, the Jail looks for ways to be fiscally responsible with taxpayer s funds. To help facilitate this, the Jail contracts all kitchen operations to an outside food service provider. The average cost to provide an inmate breakfast, lunch, and dinner is $4.47 per day. All menus are reviewed by certified dietitians who verify that each inmate receives 2500 calories per day. Over-all, the Jail kitchen served 193,710 meals in Kitchen operations within the Jail are supervised by corrections staff that prescreen inmates who are assigned to work under the oversight of civilian employees. As part of this program, inmates may be able to earn a food handlers card while incarcerated. YCSO Jail Kitchen Because of this, inmates may be eligible for more employment opportunities once they leave custody. Yamhill County Sheriff s Office 21

22 ~22~ Medical Services The Jail medical unit provides medical services to inmates. It is comprised of 2 Registered Nurses, 2 Medical Technicians, and a part-time Registered Nurse. A physician is also contracted, and oversees the medical treatment of inmates. The Jail medical unit operates under the premise that the standard of care for those incarcerated is the same as anybody in the general public. The Jail contracts with a dentist who comes into the facility once weekly to treat acute dental issues. Many inmates in custody have some sort of mental health issues. The Jail contracts with Yamhill County Health & Human Services to provide services to inmates with mental health needs. During 2013 there were 531 mental health counseling sessions conducted and 186 psychiatric consultations. On average, in 2013, 32 inmates a day were prescribed some sort of psychotropic medications. Historical information about the Yamhill County Jail JAIL POPULATION The first prisoner to be housed in the Yamhill County Jail built in 1888 was Henry Tripp. Henry was also the first person to escape from the Jail. He was never caught. The first traffic offender was lodged in the Yamhill County Jail on June 12 th, 1892, charged with driving his horse faster than a walk while crossing a bridge. During the Prohibition years there were 246 people arrested for operating a still, running illegal liquor or selling illegal liquor in Yamhill County. This figure is equal to approximately 8% of the total county population of the time. In November 1980 the Yamhill County Jail went away from the old fashion booking ledger and began its first ever computer booking system. In 1961 the average daily population was 9 inmates; in 1981 Yamhill County Sheriff s Office 22

23 ~23~ it was 32; in 1993 it was close to 100; and today it s 176, with a capacity for 259 inmates. Looking toward the future... During 2013 the Jail began the process of upgrading the Jail management system from EAGLE to Advanced Technology Information Management Systems, ATIMS. As a part of this process, numerous different systems were considered. The Jail first began using the EAGLE management system in mid-2001 and continued until December One of the primary reasons for the change from EAGLE, was the unsupported Fox- Pro operating system. ATIMS is a SQL web based operating system that s capable of processing more data and is highly configurable. Once the system is fully configured deputies will have a much more flexible tool to help streamline the booking process. Patrol deputies will able to access more inmate information in the field from their mobile data devices and the sharing of information with other law enforcement agencies will be done with much more ease. Another reason for switching was so that other State and County agencies we partner with are able to extract data to aid in evidence based decision making. This enables the agencies to provide better services to inmates in need of mental health and drug/ alcohol dependency support. The Jail staffing levels have been maintained at 1 Captain, 1 Administrative Sergeant, 1 Program Manager, 21 full-time Corrections Deputies, 3.8 Operational Sergeants, 5 Records Clerks, 2 Registered Nurses, 2 Medical Technicians, 3 Maintenance Workers, and part-time Reserves. Courthouse/Campus Security Services The Courthouse/Campus Security Division is comprised of.2 Sergeant, 1 Deputy and 4 Reserve Deputies throughout the year. Deputies assigned to Courthouse/Campus Security are responsible for the safety and security off all staff and citizens while in the courthouse and its campus. Campus perimeter checks are done on a daily basis. A special system is utilized if a deputy is needed immediately at any county or state court locations. Deputies also patrol the bus stop to help alleviate potential problems. An office next to the security office is used by the Sheriff s Office and the Courts for book and release purposes for people who have not yet been fingerprinted or photographed on alleged crimes. Along with ensuring a safe environment for employees and visitors, Courthouse/Campus Security is responsible for escorting all in-custody inmates to court from the Jail and supervising them during their court appearances. In addition, they are responsible for the transportation of inmates to and from the Yamhill County Jail and other Federal, State, and County facilities around Oregon, or special trips to other states for extraditions. 24 ~24~ ADMINISTRATIVE SUPPORT SERVICES Administrative, Fiscal & Support Services Administrative, Fiscal & Support Services provides a range of administrative and financial support to the operating divisions of the Sheriff's Office. This division encompasses budget preparation for both the Sheriff s Office and YCOM, contracts accountability, grants, accounts payable and receivable, civil support, payroll, accreditation, asset management, labor relations, policy maintenance and development, quartermaster, purchasing, office personnel management, records management, CJIS compliance, LEDS, training, volunteer programs oversight, and fiscal accountability services. The focus of this division is to ensure that taxpayers funds are expended in the most efficient, and effective manner, to support the best in local law enforcement. The Sheriff s Divisional Budgets for fiscal year are: Division Budget $ FTE Jail $4,815, Marine $ 129, Patrol $5,887, YCINT $ 215,190 Courthouse/Campus Security $ 228, Dog Control $ 475, Jail Capital $ 272, Funding for the Jail consists of direct revenue (grants, fees, assessments, bed rental) and county discretionary. Over the past three years, federal grant dollars have been declining as have court assessment fee collection. The Marine Division received the majority of its funding from the Oregon State Marine Board. The remaining needed revenue came from county discretionary. Patrol contracts 10 deputies for direct law enforcement services in the cities of Dayton, Lafayette, Sheridan, Willamina, the Sheridan School District and Yamhill County Sheriff s Office 24

25 ~25~ Forest Patrol. Those contracts generate over $1,000,000 in revenue for this budget. YCINT funds are 100% from forfeiture and agency contributions. Courthouse/Campus Security is funded by court assessments, jail funds and discretionary dollars. Dog Control is 100% fee and donation based and receives no discretionary funding. The Jail Capital Fund is 73% of bed rental dollars. These funds are used for capital needs or projects for the Jail facility. Training... The Sheriff s Office annually provides a training plan that deputies and staff participate in to ensure safe operations and reduce risk liabilities. This plan includes Sheriff s Office policy review, legal updates, sexual harassment, prison rape elimination act (PREA), first aid, CPR, AED, fire extinguisher, hazmat and blood borne pathogens, ORPAT, firearms, defensive tactics, EVOC, less than lethal, Taser, domestic violence, mental health updates, leadership, ethics, and risk assessment training. Firearms training occurs on a quarterly basis to improve a deputy s safe and proficient use of handguns, patrol rifles, and shotguns. The training consists of skill building drills, yearly qualifications, exertion drills, and low light shooting. The training is overseen by the Patrol Division s Captain. A Patrol Sergeant supervises the Sheriff s Office Firearms Team made up of Detectives, Patrol, Jail and Reserve Deputies. The Firearms Team instructs approximately 85 individuals including Sheriff s Office Patrol, and Jail, Courthouse Security, and Reserve Deputies, along with members of the Yamhill County Community Corrections Division. Throughout the year deputies train on Defensive Tactics and are instructed by a Defensive Tactics Team. The training sessions are designed to refresh on already acquired skills and to introduce new skills and techniques. Deputies receive force-on-force training, oleoresin capsicum (OC), baton use and are given current updates on case law as it pertains to the Use of Force. The Sheriff s Office conducts yearly MILO training. This training is decision based Use of Force and Firearms. The training uses computer technology to deliver graphic-based drills. The equipment used is available through the regional training center at Oregon s Department of Public Safety and Standards DPSST. The Sheriff s Office currently has six staff members that are certified in the use of the equipment, and how to mentor and evaluate students in confrontational situations. It is about as real as fiction can be, because the deputies are given scenarios similar to their everyday encounters. Traffic Yamhill County Sheriff s Office 25

26 Yamhill County Sheriff s Office 26 Integrity * Trust * Loyalty * Honor ~26~ stops, domestic violence, break-ins, bar fights, active shooter situations, hostage situations, and even terrorist bombers are just a few of the variety of scenarios available. As the scenario develops deputies engage in communication with the subjects in the scenarios and based upon the deputy s ability to communicate, he/she may end the scenario without any means of force being used. Other scenarios may unravel quickly and deputies are forced to make deadly force decisions almost instantaneously. The instructors running the equipment have the ability to change and alter the behavior and actions of the subjects in the videos. The Sheriff s Office uses the MILO training in conjunction with their Firearms and Defensive Tactics training. Records Division The Sheriff s Office Records Division serves as the custodian of Sheriff s Office reports and supplemental criminal information utilized for investigation. Responsive customer service is a priority for Sheriff Crabtree. Our 3.25 Records Clerk staff, process all requests timely whether it is a walk-in customer or an over the phone request. The Records Division provides daily support to all divisions, facilitates CHL applications, fingerprinting, entering of citations, expundgements, civil paper processing, vehicle releases, local background checks, notary, LEDS entry, purchasing, training time records, and weapon permits. In 2013, the Records Division processed over 10,500 calls from citizens, and processed over 3,700 report requests. CHL s applications continued to increase again in 2013 by 37% over the previous year.

27 ~27~ Civil Division The Civil Division processed and served over 4,000 civil papers in There is 1 Civil Deputy who is responsible for ensuring service of civil and criminal subpoenas, small claims, garnishments, and forcible entry detainers. These are the largest amount of civil items served. In addition, this Division also processes Sheriff s sales of property. These sales have seen an increase of 27% from 2012 to 2013, representing a 274% increase of man-hours. Thirty percent of a Records Clerk position has been dedicated to assist with the processing of civil paperwork to offset requirements for the increase in sales Yamhill County Sheriff s Office 27

29 ~29~ Volunteer Programs Our volunteers are a very strong asset to the Sheriff s Office. Each year our volunteer programs provide invaluable time and effort helping in areas of public relations, education, search and rescue, scene security, and jail education/spiritual that help empower inmates to make choices that will direct them in a positive manner with life skills outside the Jail. In 2013, the combined efforts of all our volunteer programs provided a total of 12,799 hours. This equated to $273,396 in total manpower savings. The efforts of our volunteers allow the deputies to go out in the field and do what they are trained to do. Search and Rescue provides trained rescue volunteers. VRU and Cadets provide perimeter security, while Posse assist with not only security, but utilize their skills on horseback to go search where ATV s cannot in rough terrain. the field at standard events. Volunteers show a high focus on community safety awareness with events such as National Night Out and Halloween patrols. Events such as these help to create first-class relationships with the community. The VRU members promote motorist safety by staging the Sheriff s Office s radar trailer and decoy car in contract cities. They also participate in area parades to provide crowd safety. During inclement weather disasters, VRU members help in any way, at any time, to assist local citizens. The VRU presents educational public POSSE The Posse participated in many events and this year worked closely with Search & Rescue and the VRU in a collaborative effort during emergency events. They donated over 1,600 hours of service in VRU The Volunteer Response Unit, at the request of the Sheriff s Office, responds to crime scenes to assist with scene security, logging information, and other tasks. In 2013, the VRU gave over 2,330 hours of service to the community and the Yamhill County Sheriff s Office. Some VRU members work as Admin Volunteers in addition to their time spent out in awareness materials at many community events with annual attendance at the Yamhill County Fair & Rodeo, Sheridan Days, Juliette s House Kid Safety Fairs, and other various events throughout the season. The VRU s primary goal is helping the community. The Volunteer Response Unit is self funded with the help of various security details and gracious donations from citizens. The Posse s purpose is to serve as an equestrian service-oriented extension of the Yamhill County Sheriff s Office. The members attend public and private functions such as Yamhill County Sheriff s Office 29

30 ~30~ community parades, fairs, and school events, and act as event security, crowd control, and traffic control. Each member is subject to call out for emergency service as requested. The Posse fully supports the humane treatment of animals and assists the Sheriff s Office in required enforcement of such. ADMIN The three regular Admin volunteers gave over 675 hours of dedicated service to the Yamhill County Sheriff s Office in They assist YCSO staff with filing, fingerprinting, copying, scanning, and other projects that arise on a regular basis. SEARCH & RESCUE The purpose of the Search & Rescue (SAR) organization is to utilize trained searchers in various emergency search needs, assist the Sheriff s Office with various community programs and projects, and to be generally available to the Yamhill County Sheriff s Office and other county agencies in emergencies. In 2013, just under 5,200 hours of service from members were donated to the Sheriff s Office. Their members come from Yamhill, Washington, Marion, and Polk Counties, and the teams consist of trained searchers, K-9 Search Dog Teams, Amateur Radio Operators, and other volunteer units of the Sheriff s Office. New recruits must pass the annual Academy, certified by the Oregon State Sheriff s Association OSSA which consists of over 60 hours of training in a variety of areas. JAIL Jail Program volunteers provide training from education, addiction support, and religious services. These programs demonstrate to the inmates that their rehabilitation and reintegration back into the community really matters. The inmate s success results in reduced recidivism rates among those inmates who receive the various services provided by our jail volunteers. Last year over 50 volunteers gave over 600 hours of time to our inmates and these programs. CADET UNIT The Yamhill County Sheriff s Office Cadet Unit is a program for youth volunteers interested in careers in law enforcement. The youth are from 15 up to 21 years of age. On a Cadet s 21st birthday they are encouraged to move on to other programs within the Sheriff s Office as they are no longer eligible for the Cadet program due to age restrictions. The Cadet Unit is distinguished from other units within the Sheriff s Office by their all tan uniform. The uniform is provided to them by the Sheriff s Office and they are expected to wear it professionally and proudly when attending meetings and performing events throughout the year. Throughout 2013 the Cadet Unit averaged 10 youth members. These members were young men and women who have a desire to learn more about law enforcement as a career. The members attend bi-weekly meetings at the Sheriff s Office. During these meetings Cadets are taught both knowledge and hands on skills pertaining to law enforcement duties. Some of the areas the Cadets received training in are ethics, traffic stop procedures, traffic control, radio protocol, handcuffing, criminal law, note taking, report writing, field interviews of suspicious persons, necessary equipment for their duties, first aid / CPR, and care of uniforms / equipment. This new knowledge and skills are put to use when the Cadets ride along on patrol with deputies and to promote law enforcement at community events. A major part of the Cadet experience is being allowed to ride along on patrol with deputies. During a ride along, a Cadet may talk on the radio, interact with the public, Yamhill County Sheriff s Office 30

31 ~31~ observe traffic stops, asked to assist at a motor vehicle crash with traffic control, or help catch a loose animal. On a ride along, the Cadet has the opportunity to see first-hand how public interactions in a law enforcement setting transpire and the skills the individual deputy needs to complete their job every day. The Cadet Unit participated in several community events and fundraisers throughout Yamhill County in These events ranged from community service events, to fundraisers for the Cadet Unit. During some of these events the Cadets assisted at the Sheriff s Office information booth with public education about safety and the Sheriff s Office functions in general. They also conducted crowd and traffic control, escorted a class of 5th grade bike riders on county roads, and assisted with minor security details. Some of the 2013 events the Cadet Unit took part in were the Linfield College Graduation, Sheridan Days Parade and Sheriff s Office information booth, Yamhill Derby Days Parade, Oregon Special Olympics Summer Games, Perrydale Grade School 5th grade bike ride, Yamhill County Fair, Dayton Harvest Festival bike rodeo, Mt. Angel Oktoberfest, and the McMinnville Holiday Parade. In 2013, the Cadet Unit provided over 1,100 volunteer hours to the Sheriff s Office at the above listed events. The individual Cadets obtain knowledge and skills they can use along with other positive intangible character building traits that will help them make the best choice for their future. In exchange, the Sheriff s Office receives hundreds of volunteer hours to help educate and support law enforcement services. RESERVE PROGRAM In 2013, Reserve Deputy Sheriff s provided 961 volunteer hours of service. This is an astounding amount of volunteer hours if you consider the fact there are only two of them. They participate regularly in patrol functions as well as, forest patrol, firearms training, numerous community events, as well as assisting other volunteer units within the Sheriff s Office throughout the year. This year we will see the addition of a third reserve deputy who is currently attending the Mid- Valley Reserve Training Academy (MVRT) which started in November 2013 and ends in May Once selected Reserves attend the MVRT Academy and go through the same Field Training and Evaluation Program FTEP as full time deputies. Once they have passed this training they are able to perform their jobs as Reserve Deputy Sheriff s just as a full time patrol deputy does, only they volunteer their time. Most Reserves consist of citizens who maintain full time employment elsewhere, but want to serve in law enforcement in a volunteer capacity. The Reserve Program is a great way to foster potential future candidates and those citizens who want to get involved in law enforcement in addition to their normal day to day jobs.
