3 MISSION STATEMENT The mission of the University of Wisconsin-Platteville Police Department is to maintain a safe and secure environment for learning, working, and personal growth, while providing assistance to a culturally enriched and diverse college population. VISION STATEMENT The UW-Platteville Police Department strives to provide a crime-free and safe environment by combining innovative crime prevention programs with enforcement strategies that create an optimal learning environment for student success.

4 Letter from the Police Chief Joseph Hallman On behalf of the University of Wisconsin-Platteville Police Department, I want to thank the entire University community for their ongoing support of their police department. It is this community support, which allows us to be a professional and proactive law enforcement agency. In 2017, the University Police Department focused a great deal of time on training and educating the campus community on emergency preparedness. The University Police Department provided numerous presentations to individual departments and organizations on Active Shooter response. In September of 2017, The University Police Department, City of Platteville Police Department, City of Platteville Fire Department, Southwest Health EMS, and many other emergency service organizations completed a full scale emergency drill on the UW-Platteville Campus. The drill was a complete success and a great test on cooperation and collaboration with all the emergency services. In 2017 University Police conducted eight tabletop exercises with different departments on various emergency response scenarios from an armed robber to a network intrusion. Attached is our 2017 annual report. In your review of the data, you may discover some notable trends. In 2017, incidents of unauthorized presence has increased in 2017 as did the number of security checks in our academic buildings. These two statistics are directly related and are a result of a closing hours policy that was implemented in The closing hours policy sets a time frame for when academic buildings are open to students and the public. After the building closes a valid after hours pass is required for anybody who needs or wants to work after the building is secured. For those individuals that are found in buildings after closing hours, they are warned and/or cited for that violation. Another statistic worth noting is the significant reduction in reported property thefts on our campus. In 2016 there were 66 report thefts. In 2017 that number was reduced to 32 thefts. We are committed to providing you with the safest and most secure learning environment possible. 5 UW-Platteville Police History The University of Wisconsin-Platteville Police Department established roots in the University in At that time, the University hired two watchmen to conduct security checks and keep a watchful eye on the students under the supervision of the Director of the Physical Plant. In 1971, the security officers were upgraded to police officers with arrest powers. These fully sworn police officers performed the functions as any other police officer in the State of Wisconsin with one exception; they were not armed, and relied on the City of Platteville Police Department for all high priority life endangering calls. In 1972, the organization of the police department structure changed, and the police department fell under the supervision of the Assistant Chancellor for Business Affairs, which is now the Vice Chancellor for Administrative Services. In 1983, the name of the department formally changed from Security to Police Department. In 2001, shortly after one of the greatest tragedies in United States History, the UW-Platteville Chancellor approved the University Police Officers to carry firearms as part of their assortment of tools to complete their job functions. At the end of 2008, Chief of Police Laurel Skrede retired after twenty-six years of service to the University of Wisconsin-Platteville. Shortly after retirement, Chief Skrede was involved in a tragic motor vehicle accident that unexpectedly took her life. Chief Skrede will always be remembered. In January 2009, Chief Scott Marquardt was chosen to lead the University Police Department. Chief Marquardt resigned in the summer of 2016 and is currently the Police Chief in Milton, Wisconsin. In 2011, the University Police Department updated both the patches that they wear on their arms and the badges they wear proudly on their chests. Then & Now Then & Now In 2016, Police Chief Joseph Hallman was selected to lead the University Wisconsin-Platteville Police Department. Currently the department consists of a Police Chief, Police Sergeant, six full time officers, a program assistant, a URO/Parking Coordinator, two student URO supervisors, and fifteen student University Resource Officers. In 2017 University Police changed their shoulder patches from the UWP style logo to the official University of Wisconsin-Platteville logo, shown above.

6 UW-PLATTEVILLE POLICE DEPARTMENT STAFF Police Chief Joseph Hallman Chief Joseph Hallman was hired as the UW-Platteville Police Department Police Chief in July Chief Hallman previously worked for the City of Marengo, Illinois Police Department, where he held the rank of Police Chief. Sergeant Jason Williams Sergeant Jason Williams was hired as a Police Officer for UW-Platteville in November of Prior to that date, Sergeant Williams worked for the City of Pewaukee Police Department. In 2012, he was promoted to the rank of Sergeant. Officer Reginald Ihm Officer Reginald Ihm became a member of the UW-Platteville Police Department in March of Prior to that date, Officer Ihm was the worked for the City of Hazel Green and the Grant County Sheriff s Office. Officer Molly Thelemann Officer Molly Thelemann joined the University of Wisconsin-Platteville Police Department in June of Officer Thelemann is one of our community service coordinators. Officer Thelemann currently is a member of the Grant County Coordinated Community Response Team, which addresses issues regarding sexual assault and domestic violence. Officer Thelemann is also a certified Professional Communications instructor. Officer Carla DeLaMater Officer DeLaMater was hired as a University Police Officer in July of Prior to her employment with UW-Platteville, she worked for the City of Platteville Police Department. Officer DeLaMater also works for City of Platteville Emergency Medical Service. Officer DeLaMater is a certified instructor in CPR and AED, and she is currently one of the department s Evidence Custodians and Evidence Technician Officers.

7 Officer Kurt Tuescher Officer Kurt Tuescher was hired in September of Prior to working as a University Officer, Officer Tuescher worked for the City of Platteville Police Department. Officer Tuescher is also a firefighter with the Platteville Fire Department. Officer Tuescher is a certified Firearms instructor and an Active Shooter Response Instructor. Officer Tuescher is also a member of the Grant County Sheriff s Department Crisis Resolution Team. Officer Kirk Osborne Officer Kirk Osborne started working for the University of Wisconsin- Platteville Police Department in September of Officer Osborne is a United States Navy veteran and served in both Operation Iraqi Freedom and Operation Enduring Freedom. Officer Osborne is one of our community service officer coordinators and provides several crime prevention and alcohol/drug prevention programs each semester. Officer Brad Wells Officer Brad Wells was hired in June of Prior to starting with the UW-Platteville Police Department, Officer Wells worked for the Grant County Sheriff s Office. Officer Wells is currently the department Technology Officer and a member of the Grant County Sheriff s Dive team. University Resource Officer & URO Coordinator Kelly Busch began working for the University Police Department in January Kelly is in charge of the URO division and manages special event parking, parking appeals, and our parking citation software. Program Assistant Eureka Bausch Program Assistant Eureka Bausch provides customer service both at the main window in our department and on the telephone. Eureka enters and maintains all data entered into our system and keeps the department running smoothly and efficiently.

8 University Resource Officers The University of Wisconsin-Platteville Police Department, University Resource Officer (URO), was created in the summer of 2014 to combine both the parking enforcement and Security division. URO responsibilities include Safe Walk, parking enforcement, building security, special event parking, money escorts, vehicle lockouts, and will assist On-Duty Police Officer with various activities. The URO Division employs approximately fifteen to twenty students in order to fulfill these duties.

10 UW-Platteville Police Functions Statement addressing University Law Enforcement The University of Wisconsin-Platteville Police Department is a vital component in providing a safe and secure campus for students, staff, and visitors. In accordance with s (2) Wisc. Stats. UW- Platteville s University Police are State-certified peace officers who have completed police authority to apprehend and arrest anyone involved in illegal activities on-campus and areas immediately adjacent to the campus. If a university student commits minor offenses involving university rules and regulations, University Police may also refer the individual to the disciplinary division through the Dean of Students Office. The University Police Department is a 24/7 service. The Police Department is located in Brigham Hall, room #134, and the office is open Monday through Friday 8:00AM to 4:00PM. After hours and on weekends, our phone system forwards calls to the City of Platteville Police Department Communications Center and the City of Platteville Police Department dispatch calls to the on-duty officer. The University Police Department works closely with the City of Platteville Police Department, Grant County Sheriff s Office, Lafayette County Sheriff s Office, Wisconsin State Patrol, and other law enforcement partners to ensure that the main campus and remote properties are as safe as possible. The University Police Department will also seek the assistance of state and federal law enforcement partners in the event of a serious criminal incident on campus. The prosecution of all criminal offenses, both felony and misdemeanor, are conducted at the Circuit Court of Grant County through the Grant County District Attorney s Office and Clerk of Courts Office. 11 UW-Platteville Police Specialized Training The delivery of quality police service to the community requires that officers be highly skilled in a wide variety of tasks. The demands and expectations placed upon officers in this day and age call for high caliber police professionals to be properly prepared to meet those demands. The laws we enforce are constantly changing, and the decisions concerning police action in relation to the laws and the Constitution are interpreted and then reinterpreted on a regular basis. The UW-Platteville Police Department prides itself in training our officers in a wide variety of fields within the criminal justice system to keep our officers attuned to this ever-changing environment. It should be noted that Officer Kurt Tuescher is a member of the Grant County Crisis Resolution Team, Officer Carla DeLaMater is a member of the Southwest Wisconsin Regional Technical Rescue Team, Officer Brad Wells is a member of the Grant County Sheriff s Dive Team, and Officer Molly Thelemann is a member of the Sexual Assault Response Team (SART). It should also be noted that the University Police Department qualifies on both handgun and rifle quarterly. Other specialized training that occurred this year include various High Tech Crime Training, Sexual Assault Response Team Training, NABITA Threat Assessment Training, Crisis Intervention Team Training, Crowd Management Training, Clery and Campus Security Authority Training, and Active Shooter Response Training.

12 UW-Platteville Police Community Service Programs The UW-Platteville Police Department provides a variety of community services and educational programming to the campus community and the Platteville community as a whole. In 2016, the University Police Department provided 66 presentations to students, staff, and the campus community. Those events and programs are listed below: Sexual Assault Awareness Alcohol Awareness Crime Prevention Drug Awareness & Identification Behind Closed Doors Presentation (Resident Assistant Training) Active Shooter Training & Response CPR & First Aid Certification Training to UW-Platteville Staff and Clubs First Year Experience International Student Orientation Pioneer Preview Notable Community Service Events Shop With A Cop On December 5 th the UW-Platteville Police Department took part in the 10 th annual Shop w/ a Cop Program. Hosted by the Platteville Police Department, the Shop w/ a Cop Program pairs children in need with law enforcement officers who help the children shop for items on their Christmas lists for their families and for the children themselves. The Platteville Fire Department hosted a giftwrapping and pizza party at the Fire Dept.

13 Emergency Full Scale City Wide Drill On October 4 th, UW-Platteville Police, City of Platteville Police, City of Platteville Fire, Southwest EMS, Grant County Emergency Management, and other emergency services participated in a city wide full scale emergency drill. The scenario of this drill was a refrigerant leak in Russell Hall, with injuries throughout the building related to the refrigerant gas. Several of our student University Resource Officers volunteered to become victims for the scenario. Their assistance was greatly appreciated. The drill tested on a unified response from all emergency services and communications between all the different departments. All in all it was a huge success.

14 UW-Platteville Police Statement Regarding Jeanne Cleary Act The Jeanne Cleary Act requires all colleges and universities that participate in federal financial aid to keep and disclose information about crime on and near their respective campuses. Compliance is monitored by the United States Department of Education. The University of Wisconsin-Platteville complies with this federal law. Statistics disclosed as part of this annual report can be viewed at Another part of this Act requires Universities to collect and publish their Annual Crime Report. This report can be found at: Other statistical information about the activities of the University Police Department can be found in the rest of this document. It should be noted that in January of 2014, the University Police Department transitioned from a summary based reporting (UCR) to an incident based reporting system (NIBRS). The NIBRS has much more detail in its reporting system than the traditional Summary reporting system. In the NIBRS, agencies collect offense information on 46 crimes known as Group A offenses; in the Summary system, agencies collect offense information on eight crimes known as Part I offenses. In the NIBRS, an updated definition of rape includes both male and female victims; in the Summary system, only females can be reported as rape victims.
