2 Division Captain s Report May 2007 Division Meeting How are we doing? The Captain has been asking that of selected members of the Division and has been getting a generally favorable response. The Division is beginning to focus on Recreational Boating Safety with a plethora of classes, with vessel safety checks scheduled at boating ramps to reach the folks with smaller boats, with our marine visitor program, etc. On the broader scale, operations has suffered due in part to losing several facilities so we have a challenge to grow that aspect. The Division Goals sheet is attached. It doesn t tell a very rosy story right now. My comments are: With 1/3 of the year gone we should be close to 33% on the annual goals but not a single one is anywhere near that point either we are not doing the activities at the pace we said we would OR we are not reporting them in Auxdata. The planning meeting only established goals for about ½ of the metrics those in bold faced type. The remaining goals were set by the DCP and as such are arbitrary and subject to discussion by the board. Our goals for classes, exams and program visits were, by design, set very high by the board. The annual goals are still achievable but they will take a LOT of work by each of the Flotillas. Operations, or the lack of them, has been a cause for concern by the Division and by Sector Seattle. Several initiatives will focus on this problem and the ancillary issue of the lack of useable surface facilities in the Division. Crew and Coxswain training has also been a difficult issue due to the lack of facilities, personal protective equipment requirements, and the winter weather. The training cadre is in the process of rethinking and retooling the Academy format. The membership growth goal, set for us by the District Commodore, appears to be failing, our membership has actually declined from last year. Several initiatives that were discussed at a special meeting last year have not come to fruition. We ll discuss some of this at the Division Meeting and I ll continue one on one discussions with members of the board and the staff as to specific concerns. 4 Flotilla 21 January thru April Report. Flotilla 21 keeps plodding along So far this year we have inducted two new members, given two ABC Classes per month except for January. One member has been fairly active in the operations area during this time. We have given one class on a Sunday and that looks like a good time to hold classes. Two of our members presented a workshop on Fellowship at the District Meeting February Vice Flotilla Commander John Uber, has been fighting Cancer for the last six months. 5 30 Apr 2007 To: VCP 02 Fr: FC 22 Re: March / April FC Report Wendell, Our recruiting efforts continue to track against Flotilla goals and we have 2 additional members in process since last report. At our April meeting we had the pleasure of swearing in Heidi Bredehoeft. Our Vessel Examiners have been busy completing many VSC s on their own in addition to the 16 that were completed at Carillon Point as part of our annual VSC day at this facility. With a target of 175 for 2007 we still have our work cut out for us but we have the resources to achieve this goal. Public Education classes are scheduled for all Thursday nights in May plus an all day custom ABC class on Saturday the 19 th. We are still in need of additional facilities to augment our operations capabilities. This is a challenge for our recruiting efforts. Respectfully submitted, Kelly Garber

7 Office of the Flotilla Commander, Flotilla John E. Burreson 2000 Alaskan Way #347 Seattle, WA To: VFP 02 From: FC 24 Re: March / April FC Report Wendell, There is a good feeling in the air in FL24. Meeting attendance and uniform uniforms are both way up. People are excited about gaining qualifications and putting them to use. Interest in fellowship and extra meeting activities are also at an all time high. Direct Support opportunities continue to be widely available and appealing but the traditional RBS roles have seen a major up turn in member interest. Flotilla 24 has cleared five new members in 2007: Elizabeth Merten, Michael Troung, Dug Lee, Penny Richter and Lyn McClelland with three AP still pending members: Alex Berg, Craig Smith and Tim Downing. We are excited to see these eight members as they spool up in their fields of interest and assimilate into Team Coast Guard. With the onset of spring comes our annual push for the ATON Program. Acting as SO-AN, our FSO-AN, Tom Anfang received a CD from Sector Seattle, about the first of March, with the assigned Bridges and PATONs for Division 2. In turn, these have been geographically divided between the various participating Flotillas. Flotilla 24 is assigned 12 bridges and 26 PATONs in the same geographical area we covered last year. Tom expects to use his (our only Operational Facility) facility to do the inspections again this year. The facility was inspected following his return from Nicaragua and the paper work submitted to DIRAUX. A formal acceptance notice has not been received yet. All the verification forms for the Bridges and PATONs assigned to flotilla 24 have been printed and organized to support the two Patrols scheduled for April 26 and 27. Orders for the patrols have also been received. An announcement was made at the April 24 Flotilla meeting inviting those interested to participate in the patrols. For our involvement as a Flotilla with NOAA s new experimental Chart Updating Program, we received 10 copies of Chart assigned to Flotilla 24 for Chart updating. We plan to have a meeting with those interested in Chart updating to plan the Flotilla strategy for accomplishing the task. Our FSO-CS, Jim Gray, has settled in nicely to making timely additions and improvement to our website. We have some bigger plans in the works that are intended to parallel a few of Division 2 s loftier web capabilities. One in particular focuses on many of the functions of the Member Involvement Plan and the Direct Support Registration Page. With regards to Information Services, Noel Paterson continues to perform an exceptional job. Fifteen of our members have made consistent and timely reports this year. That is only a little over one third, so we certainly have opportunities but things are improving. We conducted a brief online workshop at our April Meeting on filling out and submitting online forms.

8 Our FSO-Marine Safety and Environmental Protection, John Carscadden attended a Sector Augmentation Meeting at Sector Seattle P36 on 14Apr. John came away from the meeting excited with the many M dept augmentation positions opening up and all the various opportunities in general. Direct Support Opportunities abound in this field. We are planning a Sea Partner beach cleanup for FL24 this summer. Liam McDonnell reports as FSO-PV that we have 5 program visitors, three of which are newly qualified this year! To date this year we have performed 53 visits. In the VE department we have conducted 43 exams. We have 4 qualified examiners (2 new this year) with 3 more almost there! Flotilla 24 has hosted two events so for during the Safe Boating season, The Jim Clark Marina VE day was Saturday April 21, 2007, and was supported by two examiners and one trainee. In total 19 examinations were performed, 12 of those by Flotilla 24 personnel. On April 26, 2007, vessel examinations were done at Elliott Bay marina. The activity was supported by two Flotilla 24 vessel examiners one trainee and one person supporting the sign up table part time. A total of 12 examinations were performed with 3 more on a waiting list to be picked up later. We have had a few changes in our staffing. Phil Lecato has resigned as FSO-MA. We thank Phil for the outstanding job he did wit the materials. The stock was up to date, organized and readily accessible at all times. We are happy to report that Dug Lee has accepted the position as FSO-MA. Dug will also be functioning as SO-MA. With the moving out of state of Hal Pierce, VFC we were lucky enough to vote in Noel Paterson as VFC for the remainder of the year. With the added responsibility we shifted the appointment of FSO- Operations (OP) away from Noel and back top the highly capable, Jon McGlone. So far in office Jon reports that, no operation were performed and no new facilities were brought on line, but at least two new potential facilities identified and working towards completion. In the Member Training (MT) Department, Jon McGlone, FSO-MT reports on our monthly meeting segments: March: Puget Sound Vessel Traffic provided a brief presentation of their operations and responsibilities and provided a tour of their facilities. Emphasis on RBS and encouraging members to become Vessel Examiners was provided to members April: 1-hour currency and refresher course on Team Coordination Training was held during monthly Flotilla meeting. May: we plan to have an off-site meeting at the Sandpoint NOAA Weather Station. Our current PE Program is strong with a high number of students taught each year. This year looks to be no exception with Glenn McCauley, FSO-PE rigorously teaching BS&S and Ellin Huttel and John Burreson continuing their individual kid oriented programs. Our successes aside, a major focus for the Bridge for the remainder of the year will be to recruit (if needed), target, train, and put into action a motivated teaching cadre primarily focused on teaching ABC on a two day cycle. This is a Flotilla Priority. This is shaping up to be an exciting year for Flotilla 24. Our membership is interest, engaged and involved to a degree I have not seen in the last couple of years. 9 Division Report May 2007 To: Wendell Brunk, VCP02 From: Susan Stiller, FC 25 RE : May Since last division report, Flotilla 25 has done the following: a. Participated at the Newcastle YMCA Safety Fair. There were about 300 participants. PFD Panda was there and was well received. Thanks to Penny Dustin of Flotilla 22 for her participation. b. One of our VE s participated at a marina VE day. c. Two of our members participated at the first safety fest at the Seattle Yacht Club. d. Flotilla 25 provided loaner PFD s for the openning of Low Lands Lakes at Lake Wilderness with about 49 PFD s loaned out. 2. Plans for the next couple of months: a. VE Day at Coulon Boat Ramp on May 6 th, and June 16. All flotilla s welcome to participate. b. Woodenville Small Child Safety Fair with people expected. c. Fitting of life jackets and safety fair at the Rainier Boy s and Girl s Club before the children depart to go on boats provided by the Emerald City Yacht Club. d. In order that the discussions at this staff meeting may remain focused, I have set down my personal challenges to you on the staff. Please focus on these items and craft plans to address each item. Most of them involve multiple staff positions, the cognizant officers need to work together to craft the best plans to address the challenge. I look forward to your input and plans for the year. The following are the Division Captain's challenges to the Division Staff: One - Increase the number of ABC courses taught in the Division and increase the number of students in those classes. Comment - The Division Board has set a high goal for the number of classes and a average attendance of 15 students in each class. This means that there must be a coordinated effort between the instructors, public affairs, vessel examiners, program visitors, publications, and the Flotilla and Division Bridge. 12 DISTRICT 13 DIVISION 2 STAFF MEETING MINUTES 10 April 2007 Bear Room USCG Pier 36 Seattle Comment - I have challenge the SO-RBS to set 10 ramp days and assign them to each Flotilla as the lead for that ramp and day. BUT we must involve all Vessel Examiners irrespective of which flotilla they are in and draw as well on the same resources as PE (instructors, PA, VE, PV, PB, etc.) Three - Double the membership of the Division Comment - WE NEED TO DO RECRUITING During the discussions held last fall for selling the Auxiliary and the benefits of membership in the Auxiliary there were several ideas discussed. We need to follow through on those ideas - to take one example we discussed getting on the meeting agendas of Yacht Clubs to take about the Auxiliary - to date there has been no follow through on this or any other recruiting initiative. PS, PA, PB, and MT should all be involved with this challenge. Four - Support the Coast Guard Comment - This is a broad challenge ranging for RBS support to those who work directly on base. But we cannot increase our efforts at direct support unless we increase the number of members in the organization -- those of us already aboard are already over worked and under paid. Five - Identify opportunities for fellowship and fun activities. Comment - There are four cornerstones and the last one is sometimes overlooked. Please include a fellowship component in all of your member directed activities. Six - Reward and recognize our members Comment - The "pay" we receive is recognition. The primary mean of recognition is an award. The Division WILL submit a minimum of one award recommendation every second month (even months) to recognize our members and the job they do for us. I am appointing a new Awards Team for the Division which will report directly to me. BUT each officer - and you are officers - are challenged to submit names (and brief reason) of members you feel should be recognized for their efforts. Should you have any recommendations I will accept them at any time. Seven - Reporting - How, When, and To Whom Comment - unless you are specifically exempt (FN, SR, and PB have separate reporting requirements) you are to prepare a written report for the Division Board and Staff at the end of each EVEN month for distribution prior to the Division Meeting. Be aware that the February report and all subsequent reports will be published on the Division web site for the edification of all members. If your roadblocks include personal references or cast aspersion on the Auxiliary they will be edited prior to web publication. 15 SO-AN Division 2 Report April All the verification forms for the Bridges and PATON's assigned to participating flotillas were distributed in March. Inspection of Flotilla 22 assigned Bridge and PATON (located in Lake Washington) are pending. The requested completion date is July 31, Flotilla 23 have completed inspection of their assigned PATON S (no bridges assigned) and submitted the completed forms to the Coast Guard. Flotilla 24 has orders to conduct two Patrols scheduled for April 26 and 27. The bridges/paton s on the Duwamish Waterway and PATON s in Elliott Bay will be verified on April 26. It will be necessary to verify one Fog Horn by auto. The bridges on the Ship Canal and the assigned PATON S in Lake Union will be verified on April 27. Flotilla 24 received 10 copies (normally 4 copies) of Chart (Duwamish Waterway/ Elliott Bay) to assist in Chart updating. A meeting with Flotilla 24 members interested in Chart updating will be held to plan the Flotilla s strategy for accomplishing the task. 16 Division SO-CM 02 Report 1. A 'North' meeting of the AuxCom communications group has been scheduled for May 12, 2007 at 0900 in the Rainier Room (New building, Pier 36). All persons interested in Aux radio communications are urged to attend. LTCDR Wheeler will speak about communications and his desire for auxiliarists to participate at various positions in the new communications center. I do not have the agenda from the ADSO at this time so can only say that both VHF and HF communications systems will be discussed. Many HF communications parameters have changed and digital modes are being implemented on both VHF and HF. A tour of the new communications facility will be integrated with the meeting. 2. I have been advised that prior to the meeting, anyone interested in taking the AuxCom test will be provided with a review of material and then the test will be given. Those interested in taking the test should contact me as soon as possible. 3. Bill Houger is our latest (marine) mobile facility member and I would like to welcome Bill into the group. He is involved with the Boating Safety Emphasis event on the Columbia River at Wanapum State Park during Memorial Day weekend and any person desiring to participate should contact Bill Houger at (425) Sector Seattle will officially switch communications over to the new facility on May 2, 2007 at noon. The new Rescue 21 system is functional. 5. AuxCom VHF and HF nets are active every other Sunday and all VHF/HF facilities are encouraged to participate. Frank McJunkins SO-CM 02 (206)

17 DIVISION 2 STAFF OFFICERS REPORT FOR THE MONTH OF MAY, 2007 STAFF POSITION- SO-IS Please follow this course of action to remove a member from REWK status: A. Make sure the member has cleared up whatever discrepancies led to the REWK status to begin with... For operations this is usually the absence of a recorded workshop, failure to have TCT workshop in the 5 year cycle, or failure to turn in information about annual requalification. The FSO-IS can help you check on the discrepancies by running a report titled "Individual Training Status". That report can be used by the member as a check list. After the member has cleared the discrepancy AND THE ACTION HAS BEEN ENTERED IN AUXDATA have your FSO-IS re-run the same report. It will show that the member has REWK status but is current in all required activity. If any line item still shows a discrepancy go no further, work with the member and your FSO-IS to clear it up and get the activity entered properly in AUXDATA. B. For operational issues, the FSO-OP or the FC should Tim Tully at DIRAUX (Timothy.R.Tully@uscg.mil) with a request to clear up the member's REWK status. Don't do this until you are certain (as noted above) that all discrepancies have been clear IN AUXDATA. The FSO-OP or FC should personally review the "Individual Training Status" report (the FSO-IS can print it to an Adobe.pdf file) before requesting that REWK status be corrected. C. For instructors, vessel examiners, or program visitors the system is the same except that the proper Flotilla Staff officer should be involved instead of the FSO-OP. FCs, please make your cognizant staff officers aware of this. AUXDATA sets a REWK flag automatically, it does not reset it automatically, only DIRAUX can do so. Please communicate any questions or problems concerning AUXDATA to your FSO-IS who in turn will communicate with the SO-IS.

20 Ted Greenlee SO-OP Div 2 OPERATIONS STAFF REPORT FOR MAY There will be an operations meeting on Thursday 03 May, called by Sector Seattle to discuss how Facility Owners and Crew and Coxswains in the Division can help with the Missions of Sector. 2. There will be two events this Month to be supported by the Operations Personal. They are the Opening Day Boat Parade. We have three of our Facilities involved. They are Kelly Garber, Tom Anfang and Bill Houger. There will be a meeting at Station Seattle on Friday 04May to cover the detail for the Event that will be on Saturday 05 May. On the next Saturday 12 May there will be the Tug Boat Races, and Garry Bromwell and John Warner will be involved. There will be many other opportunities to help with other Events like the Fourth of July and Sea Fair. Bob Hays is the POC for Operations for the Sector and will be helping organize these events. Noel Paterson will be his assistant and will help to organize the areas of Venue Viewing etc for the Sector. Needless to say there will be a lot of potential activity for those of us involved in operations. 3. The boat Crew Academy is still going on for those wishing to get involved in Operations. It is in the process of some additional modifications, which will be communicated in the future.

21 Wendell, Herewith my RBS Report for the month of April Scott Dittberner has,apparently,forwarded my request for his report directly to you. If this has not happened then I shall furnish a copy to you. Provided Scott with Boat Ramp information and request he issue to all five flotillas to select a boat ramp, or two, and hold a VE day. Attended Lake Union meeting on April 9th with North West Yacht Brokers Association regarding June 30th - July 1st Safe Boating Carnival in Partnership with the Center for Wooden Boats.Received a walk around of the entire area and most details were finalized.gary Proudlock (Flotilla 21) shall be holding an ABC Class (Two four hour sessions over the two days)vessel Examinations shall be offered. PFD Lecture is required for Children. Information booth for respective literature and to provide answers to public and boaters questions. Requested Helo Demo from USCG Call to the five Division 02 Flotillas for Qualified and unqualified members to attend this DIVISION event. Kids Day at Newcastle requested by Richard R Houck RADM USCG was completed by Bonnie and Keith Harding, Sue and Tom Stiller and Penny Dustin. Attended Port of Seattle meeting on April 23rd at Pier 69, The name shall be called "Clean and Boating Safety Day and shall be held at two locations (A). Shilshole Marina and (B). Bell Harbor Marina.
