1 Tab 5 to Attachment 9, Page 5-1 Situation Report # Katrina-15 Rita-1 State of Indiana Operation Hoosier Relief September 22, Direct Support to Mississippi: Operation Hoosier Relief Task Force Biloxi, MS Situation Report for 9/21/05 Sent: Tues 9/22/ AM WEATHER Very warm today- 96. Tomorrow mid 90s Cloudy isolated shower and thunderstorms possible. Lows in the mid 70s.

2 Tab 5 to Attachment 9, Page 5-2 ISSUES The logistics of the relief contingent are being determined. As of 9/21/05 22 Soldiers will depart Biloxi on Monday at 0600 and will arrive in Indy at The Team Leaders relief contingent will depart Indy at 0800 on 9/27/05 and will arrive in Indy at The Rotation 3 team departs Indy at 0600 on 9/29/05 and will arrive in Biloxi at The relief ISP contingent will depart Indy on 9/30/05 and will arrive in Biloxi on 10/01/05. ISP main party comes on Wednesday. Team 2 will depart Biloxi between and arrive in Indy at Sgt. Tibbs needs to have all Team leaders report the number of vehicles that will be coming in the relief contingent to determine logistics of the parking arrangements. INDOT (Hoosier Helper) will be standing down on Sat. Oct 1. IDHS-Brad Thatcher Rita is now a category 5 hurricane. This is an extremely dangerous hurricane. It has sustained winds of up to 175 mph and is moving at 13 mph. This storm is projected to hit Galveston Texas on Saturday. Darin Hoggat visited the clinics and also spent time at the Emergency Room with one of the Medical Team members who was having chest pains. Darin continued to work on supply line logistics. The supplies received with the push packs were delivered today to Stennis Airport in Hancock County and turned over to the Hancock County EOC. Staff totals were collected. Team members should evaluate safety issues and work with Brad to determine whether a law enforcement officer should accompany Medical and Mental Health teams on their field visits. Brad Thatcher mentioned that the amount of medicines being kept in the pharmacy may become a security issue. FEMA is setting up an operation on the other side of the Coliseum. This will increase traffic around the camp. Foot traffic will most likely increase as well. Team members should be aware of this and keep safety procedures in mind. DNR had a successful mission today assisting with the clean up of fellow Law Enforcement Officer s homes. Brad suggested that the ISP may also want to consider this idea. Capt. Terry Hyndman explained that the Sawyer crews would work to clear any tree debris and two officers would accompany these crews with atvs to help clear brush. Lt. Col. Boucher also expressed that his troops would be interested in doing this as well. DNR-CAPT. TERRY HYNDMAN Capt. Hyndman suggested that team members should have their cell phones programmed on speed dial with the numbers of the MCC to ensure that in stressful situations they can reach the Command Center quickly. Terry introduced Tom Torsel his Assistant OIC for this mission. Capt. Hyndman participated in a conference call with MAC (Mississippi Area Command), who had been unaware of the teams presence. He will be meeting with them tomorrow to coordinate on their missions. DNR is concerned that when the Florida Fish and Wildlife departs tomorrow, requests for IDNR assistance will increase. The Sawyers spent time assisting with clean up at the cemetery. Capt. Hyndman met with the night shift of the Hancock County Marine Patrol. DNR continues to assist them with night patrol missions in the Gulf. Night missions in Biloxi will probably begin tomorrow depending on the weather. Terry also reported that he instructed his Officers to keep their patrols closer to shore due to Hurricane Rita. Potential missions in Texas

3 Tab 5 to Attachment 9, Page 5-3 may affect the number of officers deployed here. Local officers are getting back to self sufficiency. Gulf opened to recreational fishing and boating will also effect this decision. ISP-MAJ. MISHLER The Law Enforcement Team is seeing an increase in violence. Maj. Mishler believes that local law enforcement will need assistance for an extended period. Team members are urged to be cognizant of this and should stay away from certain areas. Maj. Mishler also suggests that pseudophedrine supplies should be secured. Evacuation routes are all up and running. The secondary and alternate routes should be reversed due to construction work on the secondary route. ISP will make 60 copies of each route and will distribute if and when it is necessary. Maj. Mishler visited the MAC center this morning. Kansas sent officers in to support local law enforcement and will be sending in 60 more Officers to relief the first team. Virginia also has a contingent of 110 officers that were scheduled to arrive. However, they are being held in the event they are needed to go to Texas. There were rumors of a gas shortage today which caused several traffic problems and further agitated the residents. One squad of Officers is providing security at the Salvation Army and another squad will be assigned there tomorrow. The officers are also volunteering to help with the loading and unloading at this site. Major Mishler suggested that the Mental Health team send a contingent to this site. Sever looting and drug arrests are still occurring. Major Mishler is still determining whether the current manpower levels will be maintained. MEDICAL- JENNIFER BUNCH 325 patients were treated today. 270 were inoculated. 65 prescriptions were written pills were dispensed. The teams reported that the locals are having mixed emotions about the approach of Rita. Medical staff is helping local Drs. to get their clinics operational once again. Walgreens is also offering to give them supplies to assist with this effort. Veterans of Peace and Hands on America will also help to supply medicines and medical supplies. Still working to compile a list of what local clinics/medical centers are operational. MENTAL HEALTH-VICKIE TROUT A total of 955 patients were scene today. 36 in group, 245 in one to one visits, and 641 touch and goes. The team has not identified any clinics that are operational yet. Burton Memorial United Church requested that a team visit this site. The Mental Health team visited a Women Infants and Children clinic and a low income clinic. Developed contacts with the local and State Health Dept. The Medical staff is expressing concern about Hurricane Rita. Visited 3 FEMA offices today. Will be sending staff to another FEMA DRC tomorrow. The Mental Heal Staff expressed insecurity about the increase in violence in Hancock County. There is a Critical Stress Management class being offered in Hattiesburg. PIO-ANDY ZERKLE (Dept. of Health) Conducted two radio interviews today (WIBC Morning Show and WLBC radio in Muncie. The Gary Post Tribune is back and they were given a tour of the cemetery and visited with the Sawyer Crews. Will be conducting an interview this evening with a

Still working on the interview with the Noblesville media to highlight the activities of a nurse from that location. The Goshen media also interviewed a Goshen nurse. Cardinal Health Systems also spoke with some of the team members from Muncie. Andy Zerkle sent pictures and a small article to Hartford City to highlight their law enforcement member s activities. Contacted Biloxi Mayor to let them know IDHS s Executive Director is coming down on Friday and that he would like to meet with him. GUARD-LT. COL. BOUCHER Lt. Col. Bourcher dealt with refueling issues and believes they have been resolved. Another generator was brought in and another is being repaired. INDOT-(Hoosier helper) The following activities were reported. 246 miles driven. Spending more time with motorists. 6 abandoned vehicles were removed. 1 accident with traffic control. 3 Diesel refuels were given. 3 Escorts were provided. 1 gas refuel. 5 information assists were made. 1 jump start. 7 tire repairs. 2 request for workers. 2 assists with accidents. Several debris removal calls. 9 welfare checks. Cautioned team members that local drivers are driving erratically. No request from the State of Mississippi Indianapolis team no longer available at present.. Adopt-a-Town: LaGrange County has adopted the City of D Iberville, MS Adopt-a-County: Lawrence County, Indiana is adopting Lawrence County, Mississippi. Hancock County, Indiana is partnering with Hancock County, Mississippi.

Office of Faith-Based and Community Initiatives 3 calls related to individuals or organizations offering housing for displaced persons were received and processed over the weekend. Still referring numerous calls out for additional and/or correct action. No INVOAD information available for 9/21. Direct Support to Texas: Through the EMAC process, we have offered a Swift-Water Rescue/Law Enforcement Task Force should the State of Texas need our services. The team would be self-sufficient, much as the Task Force in Biloxi, MS. While the EMAC Broadcast Message for swift-water rescue personnel has been cancelled, our information is still in their hopper for potential future use.
