2 MSEL Package Preface The purpose of publishing the Master Scenario s List (MSEL) Package is to provide central exercise control team members a complete edition of the MSEL. This document is not intended to be distributed in full to field controllers, but rather they should receive those portions for which they are responsible as handouts. This would include the summary listing as well as any detailed inject forms that they will be delivering to players. The / Evaluator (CE) Handbook should be consulted for more information on MSEL Inject procedures. Core control team members, primarily located at a Control Cell, may use this document to track exercise play, manage simulation cell (SIMCELL) functions, and maintain the situational awareness for the Exercise Director. Evaluators may also reference individual pieces of the document through teamwork with the controllers. Exercises are the culmination of training toward a higher level of preparedness. This document was produced with the help, advice, and assistance of planning team members from various departments and agencies. As such, this document is tangible evidence of the public safety partnership in response to the threat or act of terrorism. The information in this document is current as of the date of publication and is subject to change as dictated by the Exercise Planning Team. Important! This MSEL Package is complementary to the Exercise Plan (EXPLAN) and the CE Handbook. Refer to the EXPLAN and CE Handbook for more extensive information about the exercise, including participating agencies, schedules, briefings, and the responsibilities of various participants. This Handout contains information about the events of the exercise and should be safeguarded from disclosure before and during the exercise. Evaluate whether timely notifications to ED Director/Clinical Coordinator, Infection Control Director, VPMA (Vice President of Medical Affairs) occur. 3. Activate the hospital s Mass Casualty Coordination Center in a timely manner. 4. Ensure the ED staff use the appropriate level of PPE while interacting with infected patients. 5. Support Pharmacy needs for additional antibiotics from SNS from the recognition of the need through the delivery of the resources. 6. Implement the Civil Disturbance and Crowd Control Plan. [Local Law Enforcement Agency] 1. Assist in co-ordination of law enforcement activities to include investigation, crowd control, transportation, quarantine and general peace keeping during a local crisis. 2. Interface with other local, state and federal agencies in a simulated event that dictates a need for inter-agency cooperation in the event of a localized emergency. 3. Interface with other groups of emergency responders and support groups to deal with a prolonged critical incident. 4.
