1 SITUATION REPORT No. 5 Hurricane CHARLEY (CAT. 4) The Florida State Emergency Response Team August 13, 2004 Published at 1500 Hours State Emergency Operations Center Level: 1 Operational Period: August 13, Hrs. - August 13, Hrs. CURRENT SITUATION The State Emergency Response Team continues to support county emergency operations in their preparation and response to a possible strike by Hurricane Charley. WEATHER SUMMARY At 1400 hrs the center of Hurricane Charley was located near latitude 26.0 north longitude 82.4 west or about 60 miles southwest of Ft. Myers Florida. Charley is moving toward the north-northeast near 20 mph. The center of Charley should make landfall in the vicinity of Charlotte Harbor Florida later this afternoon. Maximum sustained winds have increased to near 145 mph with higher gusts. The strongest winds are concentrated in a very small area near the center of the hurricane. Some fluctuations in wind speed may occur before landfall. Charley is moving toward the northnortheast near 20 mph and the center of Charley should make landfall in the vicinity of Charlotte Harbor Florida later this afternoon. CONSEQUENCES: 1. Hurricane Warning- A Hurricane Warning remains in effect for the Florida Keys from the Dry Tortugas to the seven-mile bridge and for the Florida west coast from east Cape Sable northward to the Steinhatchee River. A Hurricane Warning is also issued for the Southeast U.S. coast from Cocoa Beach, Florida northward to the South Santee River, South Carolina. 2. Hurricane Watch- A Hurricane Watch is in effect from Beach, Florida northward to the Savannah River near the Georgia and South Carolina border. 3. Tropical Storm Warning A Ttropical Storm warning remains in effect for the Florida keys from the seven mile bridge to ocean reef...including lake Okeechobee and Florida. 1

2 4. Evacuation Status Mandatory and voluntary evacuations of coastal counties and low line areas continue. An estimated 2,400,000 persons have evacuated as a result of Charley. A Federal Disaster Emergency has been requested. 2

Warning Orders have been issued to contract vendors A Type- I LSA Support Package has been contracted for with delivery location to be determined once an LSA site is selected Coordinating with FEMA Logistics on federal "Push Packages" Two DMS Purchasing staff on site to support Branch Emergency Support Service Branch: Enforcement officers are available to support evacuation and security missions. Reports the state law enforcement officers continue to perform normal response and have placed approximately 700 officers on standby for immediate response. Storm related activity occurring is counties being closely monitored and continue to standby for requests by local authorities. Infrastructure Support Branch: Assessing potential power problems; providing barricades and electronic messages boards per county requests, activating road counters; providing communications support to SEOC (line rerouting) and FLNG (130 cell phones), and; providing recon team members. Providing CAP mission support and providing sandbags to county governments in preparation of landfall. 3

4 Federal Actions: Human Services Branch: 20 Shelters open in West Coast counties and commodity authorizations granted. Military Support: Reports the following: Reports 775 soldiers on SAD. Continue manning ESF 5, 13 and various Liaison positions in SEOC, LNOs deployed to effected counties, mobilized high wheeled vehicles and teams for evacuation and support missions, TAG EOC and MACOM Logistics Section: Reports the following: Mutual Aid Branch: EMAC "A" Team requested. Will arrive on Friday, 8/13/04 Developing stand-by EMAC SOW's for FLNG Helicopters and Swift Water Rescue teams Deployment & Planning Branch: State Mobile Command Vehicle and ALERT-710 LSA Support Trailer ready Tactical Support Equipment Ready Three FLNG Logistics staff on-site to support operations Supporting FEMA MERS Detachment and ERT-A at the Easley Center Administration and Finance Section: Reports that funding codes have been established and assisting in deployment of additional ARL teams. Coordinating with Logistics in regards to LSA packages. Conducted State Agency Finance Officers call. (22 agencies participated) Cost estimates due by close of business Friday 8/13/04 Monitor and track costs and assist with purchases on deployment Recovery Section: Reports that ARLs will be deployed or deploying to 16 counties in the impact area. Five PDA teams stood up and Mitigation Assessment Team coordination underway with FEMA. Public Information: The State of Florida has activated the Florida Emergency Information 24-hour hotline (FEIL). The toll-free number is Addressing media, arranging interviews and FEIL Line operations. Information & Planning Section: Fact Sheets, IAPs, Situation and Flash reports are published to the EM Tracker. Counties are reminded to their Situation Reports to FEMA Liaisons are on board at the SEOC. 4
