1 Page 1 of 6 OPERATIONS PLAN Texas Wing Civil Air Patrol I. SITUATION: Mountain Training Search and Rescue Exercise Alpine, Texas April 2013 A. On the weekend of April, Texas Wing will conduct a Mountain Training SAR Exercise. This is an Air Force Authorized Mission (AFAM). 1. The primary purpose of this mission, as approved by the Wing Commander, is to provide both initial and renewal training in mountain flying techniques for current, qualified mission pilots and to evaluate the effectiveness, efficiency, and safety of Texas Wing personnel in the planning and execution of a Mountain SAR operation. Results of this exercise will be used to identify and strengthen areas requiring additional emphasis and training. 2. This exercise is designed to accommodate current mission pilots needing initial mountain training, current mountain safety pilots, or trained mountain pilots that need to re-qualify. Also qualified mission staff and mission staff trainees. Other flight crew training, such as Scanner, Observer, Mission Pilot and CAPF 91s, will be accommodated as resources permit. 3. Attendance priority will be given based on training required and submission of application. a. New Mountain trainees b. Re qualifying Mountain pilots c. Safety Pilots d. CAP Vans and Drivers e. Highbird aircraft with mission pilots, mission transport pilots and very qualified observers(in view of the limited number of high bird staff, it is imperative that the observers be very proficient in radio operation as well as other tasks) f. Other flight crew training g. All C.A.P. aircraft flying to the exercise must have at least 2 participants 4. The specific objectives are: a. Improve proficiency and training of aircrews in efficient and safe mountain flying techniques, enroute navigation and visual terrain search, h. Improve proficiency and training of mission staff, i. Train aircrews and staff personnel in mountain SAR procedures. j. Provide an opportunity for previously qualified mountain pilots to renew their mountain qualification B. The exercise will be held at Alpine-Casparis Municipal Airport (E38) and the Hampton Inn Alpine located at 2607 West Highway 90. Due to commitments to the hotel, everyone is asked to stay at the Hampton Inn. C. Registration: A new process for registering for the exercise is under development. When this is available notification of the process will be distributed via the Wing system. A form will be available on the Tx Wing Website and in WMIRS Registration will be on a first come first served basis All registrations MUST be received by April 18, 2013
2 Page 2 of 6 D. CAP personnel will come to this exercise prepared to participate with all needed supplies including an El Paso Sectional. The Standardized Latitude/Longitude Grid System will be used for this exercise. All CAP and pilot documents must be current in eservices. All equipment must be in good condition and aircraft must be equipped with all items required by current CAP regulations and directives including current fire extinguishers and tie downs. All corporate aircraft must be clean and presentable. E. This is a funded mission. Member owned aircraft may attend but will not be funded or utilized during the mission. F. A general mission briefing will be held on Friday evening at 1930 hours for all personnel. G. All safety pilots and pilots renewing their mountain qualifications are required to attend a ground school review session on Friday evening at 1830 hours at the Hampton Inn in Alpine, TX. Following this session, these pilots will be assigned sorties for Saturday morning. H. Mountain pilot trainees are required to complete the three-hour ground school course. This class will be held at 0800 on Saturday morning, at the Hampton Inn in Alpine, TX. Trainees will be assigned sorties upon successful completion of the written test administered following the class. You must be a current mission pilot in order to train as a mountain pilot. I. Aircrews should be prepared to remain at mission base through Sunday morning. No aircraft will be released to return to their home base until the Incident Commander deems they are no longer needed at mission base. J. All vehicles that are signed into the mission must be accompanied by an inbound CAPF 109 that includes the beginning, inbound odometer reading. Corporate vehicles must complete and turn in a vehicle compliance inspection worksheet. Private vehicles signed into the mission will be TUVs and require the driver to have a CAP driver s license. K. This mission will be conducted in accordance with the CAPR 60-3 and all other applicable CAP regulations and Texas Wing supplements. L. If cancellation of this exercise becomes necessary, participants will be notified by an from TEXAS WING CAP. Please check your before departing your home base for Alpine. While every attempt will be made to make this decision early, weather in Alpine is often unpredictable and in the past, cancellation has happened as late as 0700 the Friday morning of the exercise. M. Sign-in for all personnel will begin at 1600 on Friday at the Hampton Inn in Alpine. Sign in will be done using IMU. It would be helpful if all personal make sure that their data in eservices is correct. Also, the Emergency Notification Data in WMU should be correct and up to date. All pilots of CAP aircraft should have the online 104 with all data completed along with all other required paperwork at sign in. All drivers of CAP vans should have 109 s available.
3 Page 3 of 6 II. ORGANIZATION A. Lt Col Gwynn Groggel is the designated Incident Commander. Major George Otto is the Incident Commander trainee for the exercise. B. The mission staff will be organized in accordance with CAPR 60-3 with additions and deletions made by the Incident Commander as needed. Please indicate on the registration if you would like to train for a staff position. C. In the event that an actual SAR operation is ordered, the Incident Commander will direct the recall and reassignment of the appropriate resources. Cancellation of the exercise will be at the discretion of the Texas Wing Commander. III. BRIEFING AND CLASS SCHEDULE A. FRIDAY 1800 Safety Pilot Briefing Hampton Inn 1830 ALL HANDS general briefing Hampton Inn 1900 Re qualifying Pilots Class Hampton Inn 1900 High Bird Crew Training Class - Airport B. SATURDAY 0730 First launch crews depart Hampton Inn 0800 Newly qualifying Mountain Pilot Training Class - Hampton Inn 1200 First group of newly qualifying mountain pilots depart Hampton Sundown Last aircraft on Deck C. SUNDAY 0800 General Briefing for ALL HANDS 0830 Launch all aircraft IV. Flight Release-Inbound A. Sorties will be created in WMIRS by mission base staff for all authorized inbound aircraft. Data for the sortie will be taken from the registration. If changes have to be made to crew or departure time, the pilot is responsible for updating WMIRS. 4 Page 4 of 6 V. SAFETY A. ALL MEMBERS shall consider safety first in all decisions and actions. Under no condition will the safety of personnel or equipment be jeopardized. All CAP Regulations and Texas Wing safety policies and procedures will be carefully followed throughout this mission. B. Local Hazards: 1. Mountainous terrain in all quadrants (elevations to 7550 ft. within 25 NM of airport). The recommended night approach altitude is 8,500 feet until over the city of Alpine. 2. Military Low Level Practice route VR within eight miles of the airport is sometimes used on weekends. 3. Radio towers within one mile of the airport. C. All corporate aircraft must bring a completed Form 71 which has been completed within one week of departure. This will be turned in with the aircraft keys when the aircraft is signed into the mission. D. All corporate aircraft will have their Form 71 reviewed by the Mission Safety Officer as soon as possible after landing. Selected aircraft will be inspected by the Mission Safety Officer basis on the completed Form 71 and random selection. All aircraft must be approved by the Mission Safety Officer before being assigned to a sortie. E. All aircraft must be tied down with panel security locks installed before leaving aircraft. F. Mountain qualified mission pilots will serve as safety pilots and accompany mountain pilot trainees on each sortie. A mountain qualified safety pilot will also accompany pilots seeking re-qualification. Safety pilots will be familiar with the search grids and enroute procedures. V. REGULATIONS AND ORDERS A. All CAP Regulations pertaining to each phase of this mission shall be strictly followed and enforced by each person participating. Any infractions are to be reported immediately to the Incident Commander. B. Uniforms are required to be worn. 1. Staff personnel shall wear any uniform except the utility uniform. 2. Aircrews shall wear any authorized flying uniform. 3. Flight line personnel shall wear the utility uniform. Uniforms are to be in good repair and correctly worn according to CAPM VI. LOGISTICS A. The mission will be conducted to incorporate all of the WMIRS/ paperwork management process. All sorties will be entered into WMIRS prior to release, E-flight release will be utilized, online 104s will be incorporated into the process and all finance data will be gathered at the mission base. B. The Hampton Inn Alpine will serve as the mission base. A block of rooms have been reserved for CAP and it is requested that all personal that can stay at the mission base hotel. Second choice should be the Ramada Inn as it is close to the Hampton Inn. C. Vans will run on a regular schedule between the Hampton and the airport to transport aircrews.
5 Page 5 of 6 VII. COMMUNICATIONS A. Mission Base will monitor CC1P FM for inbound traffic after 1600 hours on 26 April. Aircraft with NAT radios will need to monitor CC1. B. Alpine Unicom frequency is 122.8, Alpine AWOS is and Albuquerque Center is C. Communications during sorties will be on Channel CC2P with as a backup frequency. Usual requirements apply (pre taxi, take off, in grid, out of grid, operational check every half hour, landing) D. Emergency contact can be made with the Hampton Inn Alpine at (432) VIII. ADMINISTRATION A. All personnel participating in this mission must have in their possession at all times a current CAP membership card and 101 card showing proof of ES qualifications.
