1 SITREP Situation Report 06 May 2011 As of: 1600 hrs Event: Mississippi River Flooding Prepared by: Ami Clouatre-Johnson Planning & Intel Section Chief Ascension Parish Office of Homeland Security & Emergency Preparedness
2 I. Current Situation a. Background As a precautionary measure, Parish President Tommy Martinez has declared a State of Emergency on 5/5/2011, for Ascension Parish due to the possible flooding from the rising waters along the Mississippi River. Ascension Parish Office of Homeland Security and Emergency Preparedness is on Standby, and coordinating with all appropriate agencies. Based on current information gathered from the Army COE, All Levee Districts, and GOHSEP, it has been determined that the current spring Mississippi River flooding has the potential to substantially impact the following areas: i. Extreme Hazard to River Navigation ii. Potential to adversely impact Mississippi River Flood Control Infrastructure (Levees) iii. Impact to Residents 1. Contingency plans are being confirmed to support the Ascension Parish Jail, the Dville House Nursing Home and CTN residents located on the West Bank of the Parish. b. Future Impact Summary i. PEMAC briefing is being scheduled to brief the executive level leaders. ii. Local resources are being positioned for deployment if necessary. See graphs below for current river gages. II. Ascension Parish Information a. Communications Sector i. GAMA Roll Call Check 1. Complete 2. 3 Companies Negative Contact ii. 911/ Dispatch 1. Fully Functional 2. Voice Message Test performed for all CAER Sirens to notify residents in the event of infrastructure failure. iii. FirstCall In Bound/ Outbound 1. Outbound Operational 2. In Bound Emergency Messages Recorded b. Transportation i. Will Coordinate will APSB if emergency transportation is needed for CTN residents. c. Public Works: i. On Standby d. Fire Services i. On Standby e. Emergency Operations Center Level: Standby (Not Activated) Page 2 of 6
3 i. AP OHSEP requested an Army COE Liaison Officer be assigned to Ascension EOC and attend PEMAC Briefing on May 10 th. f. Sheltering Operations i. West Bank: Not Activated ii. East Bank: Not Activated g. Emergency Management Logistics i. State and Federal Resources can potentially be requested once Emergency Declaration is enacted. ii. Local Resources are available to apply to situation as needed. h. Medical & Mass Care i. Hospitals & Nursing Homes 1. Plans on file and coordination has begun. ii. Mass Casualty Event 1. Mass Casualty Unit on Standby 2. ESF 4 & 13 prepared to address Mass Casualty needs. i. Search & Rescue Operations i. USAR Task Force II: Blue Team is deployed to Tuscaloosa, AL. An EMAC request is predicted to come from GOHSEP to stand up additional USAR Assets in the region. j. Petro Chemical Sector i. Chemical Industry briefed through CAER coordination. All provided WebEOC. ii. Facilities with docks will function as river spotters, coordinating with AP OHSEP and GAMA. iii. Coordination with GAMA in attempt to ascertain the impact of Flood waters will have Petro Chem docks in terms of Feed Stock, Finished Product, Storage, and Mitigation Water Supply. k. Agriculture & Natural Resources i. Army COE is coordinating and requiring all livestock be moved off the Levees l. Utilities i. Electrical Power 1. Not Effected ii. Natural Gas 1. Not Effected iii. Fuel 1. Emergency Refueling Plan not activated at this time. iv. Telecommunications 1. Not Effected m. Law Enforcement i. On Standby n. Long Term Recovery i. 6 IV. ii. Inland Waterways 1. No impact expected at this time c. Flooding i. No flooding reported outside of the Mississippi Levee batchers at this time. Louisiana State Information a. Statewide Events i. GOHSEP has formed the Mississippi Atchafalaya Task Force to coordinate the spring rise/ flooding of these two rivers. At this time GOHSEP is reporting that 18 Parishes have Declared a State of Emergency with 2 additional Parishes planning to Declare by end of day. V. Regional Information East & West Baton Rouge, Point Coupee, West Feliciana, Ascension and Iberville Parishes have declared a State of Emergency in Region II. VI. Federal Information a.
