2 Tab 5 to Attachment 9, Page 5-2 Operation Hoosier Relief Task Force Biloxi, MS Situation Report for 9/19/05 Sent: Tues 9/20/ AM WEATHER Very warm today- 95. Tomorrow mid 90 s -mostly sunny lows in the mid 70-s. ISSUES Rita is gaining strength and is expected to become a hurricane sometime tomorrow. IDHS and the Guard will continue to develop the evacuation plan and will distribute it to all personnel once it is complete. DHS-Brad Thatcher Brad Thatcher gave an update on the development of Rita. This storm is gaining strength. As of today it is projected to hit landfall in Galveston, Texas on Saturday. If the storm continues to gain strength the operation may have to consider shutting down some non-essential functions to expedite in the event of an evacuation. It may also be necessary to consolidate areas of the operations. The showers and mess tents may have to come down. Two hot meals will still be provided for all staff. All personnel will be expected to aid in the evacuation efforts. Section leaders should begin to develop an idea of what staff they can commit in assisting with the evacuation preparations while still carrying out their team missions. At some point it may be necessary to curtail or discontinue missions if safety becomes an issue or it is determined that evacuation is

3 Tab 5 to Attachment 9, Page 5-3 necessary. IDHS will continue to work with the National Guard to finalize the evacuation plan. Medical staff will be on hand to assist with any heat related medical issues that may be associated with the packing up efforts. ISP will provide security for movement of personnel and equipment. INDOT may assist in these efforts. Pfizer is donating more medicines and will be shipping them to us overnight. Brad Thatcher visited several of the clinics today and discovered that several hospitals and doctors had donated medicines. It is critical to try and get a handle on what exactly is out there to ensure that these are utilized effectively. Lilly will be going out to the clinics tomorrow to begin an inventory of what medicines are available. Lilly is providing a pizza dinner for us tomorrow night. Please notify those staff members who have been eating at the air base that tomorrow they will begin charging all but military personnel for their meals. Get your team s sack lunch requests to Sgt. Tibbs at breakfast. Darren Hogget reported that he had spent day with the Lilly staff to determine what kind of supply chain exists and how it will be best utilized. The list of medicines that are still needed, can not be obtained expeditiously. The team will explore other avenues for getting those medicines that are absolutely critical. Darren will also be coordinating with the local hospital systems to determine if they could assist in the acquisition of these medicines. It has been determined that these hospitals are well stocked and have very capable staff. The team is very confidant that these hospitals will have the capacity to operate effectively when Operation Hoosier Relief ends. Darren distributed a tracking form to the medical teams for the pop up clinics, that the staff encounters, to aid in identifying what medicines are available. DNR-TERRY HYNDMAN Continuing to do missions into the remote tributaries. Marine Patrol requested assistance with an entertainment barge that had blown into the saw grass. DNR planned to send in an air boat, however this boat broke down. DNR will work with the marine patrol to resolve this issue. Mississippi Fish and Wildlife may be sending an airboat to assist. The Boston Whaler is still inoperable and will hopefully be repaired tomorrow. The Medical team provided a staff member to accompany the outreach teams and made several contacts with isolated individuals. This team covered over 50 miles of waterways. 4 dolphins were spotted and are believed to have escaped from the destroyed Biloxi Oceanarium. DNR is trying to locate a contact for this facility to aid in their rescue. There was a request for a marine rescue in Hancock County. DNR contacted the Hancock County Sheriff Marine Patrol and Mississippi Fish and Wildlife Office to make them aware of this request. DNR will be increasing their night patrols tomorrow night at the request of the Mississippi Marine Patrol. Jefferson Museum requests that DNR provide night time security for the facility. Capt. Hyndman is checking on manpower to determine if this is possible. Officers stopped an obviously impaired driver in Harrison County who had a crack pipe in his vehicle in plain sight. This individual was turned over to Mississippi Highway Patrol. MHP decided to let him go because no crack or methamphetamines were found on his person. ISP-MAJ. MICSHLER ISP suggested coordinating with Mississippi State Highway patrol on possible primary and secondary evacuation routes. Today was the first full shift day at the Unified

4 Tab 5 to Attachment 9, Page 5-4 Command Center. The first shift worked the beach area. Major Micshler feels this area is in desperate need of law enforcement assistance. The following activities were reported; 1crack cocaine recovery, 5 domestic calls, 1 first aid call, 1 foot pursuit, 1 theft call, 1 alcohol and drug violation arrest, 1 curfew violation arrest, 1 handgun seized, 1 looting arrest, 1 marijuana arrest, and 1 tire change. There will now be mobile security around the camp. An officer will be posted at the main entrance and will be patrolling throughout the night. There is a concern that we may not have enough transportation to transport people if required to do so. Working right now with Camp Shelby and buildings and routes are being determined. This information will be provided to the Taskforce Commander once it is received. MEDICAL-JENNIFER BUNCH & JERRY BACK A total of 372 patients were seen today. 250 inoculations were given. 75 prescriptions filled. 5, 695 pills were dispensed. The Navy did pull out of the Buddhist clinic. They left a generous amount of their medical supplies and gave medical materials to our team. Our team is currently working with local doctors who will ensure that the patients seen at this clinic will make it back into the local medical system. The Medical team will continue to do half day clinics at this location. The Medical Teams feel that the Point has been saturated. Areas east of Gulfport will now be the focus. The Medical Team met with Red Cross to the discuss possibility of one day tetanus clinics and the dispensing of sample medicines. They will continue to investigate this possibility further. Our Medical Team Supplied two pediatric doctors with medicines. Many of the doctors around the Fatima Clinic have not returned yet so our Medical Team continues to work with local patients to help reestablish their local care connections. We are concerned that several of the local Doctors will not return to the area. The Fatima Clinic gave out many more anti-depressants today. The Medical Team will evaluate what the street teams are doing and may shift them to the clinics where the majority of the patients are being seen. Dr. Jerry Back will be leaving tomorrow and his replacement will coming to Camp Indiana on Wednesday, September 21. MENTAL HEALTH-VICKIE TROUT 38 patients seen in group sessions. 278 one to one visits were conducted. 891 touchand-goes were accomplished. FEMA has been an excellent source for patient connections. The Team spent time at mental health center and these folks were very appreciative. We also identified a need for mental health support at D Iberville Community Center and will be sending staff there tomorrow to assist. The Community Mental Health Center asked for tetanus clinic. Our Mental Health Staff reports there are concerns about Rita among the locals. The staff feels that if we get a significant event we could be right back to square one. PIO-Andy Zerkle (Dept. of Health) A press release was done highlighting the DNR and Medical Press release concerning DNR and Medical team outreaches. Tomorrow s release will focus on the Mental and Public Health relief workers. The Team conducted an interview with Metro Radio which gave a general update on the operation. We will be doing a live interview with WIBC Radio tomorrow. Dr. Back s office in LaPorte is coordinating a one time interview for

5 Tab 5 to Attachment 9, Page 5-5 all the local media outlets. We are now evaluating Operation rosters to determine what local media outlets should be contacted. INDOT-(Hoosier helper) The following activities were reported. 358 total miles were driven today. 6 abandoned vehicles. Did Traffic control for wanted individual stop Several Motorists assist calls 3 escorts were provided 7 over-heating issues. Several information assists 6 minor repairs. Removed two abandoned vehicles. 8 tire changes. 5 debris removal calls. 8 tire changes. The Hoosier Helper supervisor left for Indianapolis and took Dr. Back with him. Indiana National Guard Guard members continued their refueling missions. Special consideration and increased actions to support DHS planning staff in developing the Emergency Relocation Plan for Camp Indiana will be take place tomorrow, considering shutting down non-essential functions (i.e., shower and mess). Additionally, the Guard is requesting that each Team Leader identify their needs for space aboard available vehicles for the possibility of emergency relocation. The Guard advises that their number have decreased by two one for a family emergency and the other administrative reasons. Why We re There!

Office of Faith-Based and Community Initiatives 2 calls related to individuals or organizations offering housing for displaced persons were received and processed over the weekend.
