1 Tab 5 to Attachment 9, Page 5-1 Situation Report # Katrina-14 State of Indiana Operation Hoosier Relief September 21, Direct Support to Mississippi: Operation Hoosier Relief Task Force Biloxi, MS Situation Report for 9/20/05 Sent: Tues 9/20/ AM SITUATION REPORT September 20, 2005 WEATHER: Very warm today- 94 Tomorrow mid 90 s mostly cloudy. Lows in the mid 70-s. ISSUES Medical teams are concerned about what should be done with the biohazard waste. Darren Hoggatt will work with Medical staff on this issue. IDHS-Brad Thatcher: The Guard will be giving a briefing this evening to inform team members of the basic rules of the camp. Hurricane Rita is still being carefully monitored. This storm poses no threat as of this time. There will be a good chance of rain Thursday-Saturday. Team leaders may want to advise their staff to purchase some rain gear. The relocation plan is still being finalized. Camp Shelby has confirmed that they will have room in the event that there is an evacuation. Brad Thatcher stressed again the need for team leaders to choose staff that will be available to assist with packing efforts. IDHS has identified a primary, secondary and alternate evacuation route. Will coordinate with ISP to determine if these roads are conducive to heavy truck equipment. Because of the large number of medicines on sight, please be aware of outside people coming into the camp and if necessary notify Law Enforcement. Darren Haggett continues to work on evacuation plan. Has made contact with entities that will take all of the spare IV fluid. Was also

2 Tab 5 to Attachment 9, Page 5-2 able to obtain a battery powered nebulizer and is hoping to acquire another one. Still working on medical supply line issues and is close to having this issue resolved. FEMA is setting up an operation on the East side of the coliseum. Please advise your staff to stay away from this site, to eliminate confusion. Brad will be having daily briefings with FEMA to determine if or how we can partner to best utilize resources. IDHS is working on the logistical issues of forming the next staff transition. Right now the idea is to stagger the arrival of the next team. The Leadership teams will be coming ahead of staff to make the transition easier. Team members should consider how much time is necessary to do an adequate staff transition. Vickie Trout suggested IDHS personnel on relief team give a quick briefing on the operation rules and expectations. Team Members should examine their staff levels and determine if number or ratio (Doctors to Nurses) of personnel should be adjusted. DNR-TERRY HYNDMAN There was a shot clinic today for DNR team members. Vickie Trout would like to bring a Mental Health Team over to the camp to meet any needs of the team members. Officer Hyndman passed this information along to the Medical staff on site and asked them to coordinate with Vickie. Medical and Mental Health Team members went with one of the Conservation Teams today and assisted in community outreach. DNR will be moving the majority of their missions to Harrison and Jackson Counties Will also continue to do night patrols in Harrison and Hancock Counties. Took two Sawyer teams to clear family homes of Mississippi Marine Patrol Officers who had lost their own homes and were staying with these family members. Obtained repair pars for the airboat and it is fully operational. Both of the Whalers are fully functional again. Will be conducting missions in the saw grass tomorrow with the airboat. Reported that the shipment of wet body bags had arrived. ISP-MAJ. MICHLER Established camp perimeter security. Patrol will be stationary at transition tents. Will conduct foot patrols and there will be a fixed inter-compound post. Continuing to work on evacuation plan.

3 Tab 5 to Attachment 9, Page 5-3 Law Enforcement reported the following activities: WITH BILOXI PD 2 vehicle stops 2 curfew violations 3 cars towed 1 traffic rash 12 traffic stops 3 business checks 1 suspicious noise complaint 2 suspicious vehicle stops 6 Security checks at the YMCA WITH LONG BEACH PD 15 curfew violations 3 burglar alarm checks 1 located subject from previous night WITH HARRISON COUNTY SHERIFF 10 vehicle stops Guarded a church MEDICAL- JENNIFER BUNCH Dr. Back left this morning. A total of 325 patients were seen. 427 inoculations were administered. 52 prescriptions were written pills were distributed. Started moving west with street teams and this was highly beneficial. Things are going well at the Buddhist Temple. Still working half day clinics at this site. Still working half-day clinics. All other clinics continue to be successfully. Dr. Bunch is working on list of what should be considered as stock supplies to aid in preparedness for future events. Running out of sharps containers and will try to procure those locally. Will work with local hospitals to try and fill this need. Medical Staff is compiling a list of what local clinics are again operational. Working to finalize a list of possible deployment sites to the west side of the Coliseum.

4 Tab 5 to Attachment 9, Page 5-4 Baptist Church continues to do Medical outreach. Medical team leaders are recommending their efforts be moved towards neighborhoods west of Gulfport to do outreach. Will meet with Brad Thatcher to evaluate medical team s operation plans and determine if this is feasible. MENTAL HEALTH-VICKIE TROUT Vickie related that the Medical/Mental Health staff greatly appreciates the camp security that is being provided by the Law Enforcement team. A Total of 736 patients were scene. 38 individuals were seen in group sessions. 128 individual visits. 659 touch and go visits occurred. Moved from FEMA DRC to our Lady of Fatima. Mississippi Health Department asked for staff members in each of the DRC s and staff will attempt to meet this need. Church in Gulfport has requested staff members to visit their site and this will occur tomorrow. PIO-Andy Zerkle (Dept. of Health) Press release was issued from IDHS to highlight the fact that the Mental Health staff were working with the local Department of Public Works. Andy Zerkle has prepared a press release in the event of the evacuation. Met with reporter from Noblesville to highlight the work of a Nurse from Hamilton County. Will now work with media to focus on highlighting some local law enforcement members. Tomorrow will be conducting a radio interview with WIBC Radio. This interview was rescheduled from today. Will also be interviewed tomorrow by WLBC in Muncie. GUARD-LTC. BOUCHER No change in logistical issues. Working to finalize evacuation plan. Will notify staff of when final refueling can occur if an evacuation is necessary.

5 Tab 5 to Attachment 9, Page 5-5 INDOT-(Hoosier helper) Reporting the following activities: 417 miles were driven today 10 abandoned vehicles were removed 3 traffic control stops 1 overheated vehicle was repaired 3 citizen assists 8 minor repairs were made 12 health checks were conducted 7 tire changes Assisted with 1 accident There appears to be a problem with the commercial fuel being contaminated. Encouraged staff to not buy fuel outside of Camp. Additional Operational Information-Brad Thatcher INDOT will change out One Hoosier Helper driver and vehicle on Saturday September 24, Two Hoosier Helpers will remain as part of the Task Force until Saturday, October 1, At that time the Hoosier Helper mission should be complete and they will return to Indiana. Kevin Jackson from DOC is sending down a replacement Supervisor on Thursday, September 21, 2005 to rotate out the Supervisor for DOC currently on sight. No request from the State of Mississippi Indianapolis team no longer available at present.. Adopt-a-Town: LaGrange County has adopted the City of D Iberville, MS Adopt-a-County: Lawrence County, Indiana is adopting Lawrence County, Mississippi. Hancock County, Indiana is partnering with Hancock County, Mississippi. Volunteer Support to Mississippi or Louisiana: American Red Cross No report since Sept 13th. Office of Faith-Based and Community Initiatives 2 calls related to individuals or organizations offering housing for displaced persons were received and processed over the weekend. Still referring numerous calls out for additional and/or correct action. INVOAD / Affiliated Volunteer Agencies Over 2900 volunteers logged available to be deployed as requested among our 27 agencies. Evacuee Registration as of 9/20/05 08:00

Due to the Incoming Storm Rita, 140 patients and 300 general Evacuees from Thibodaux are being evacuated to Alexandria, Louisiana. (combined from two separate shelters along the Coast) Total 60 Doctors and Nurses will be stationed in the combined shelter in Alexandria. In Biloxi MS: There are 52 Medical Staff incoming on Wednesday to replace 35 rotating out today. There will be an average of 50 rotating through the next 6 to 8 weeks and the numbers will potentially increase when bunk beds are installed in the Staffing unit to allow for more staff. People Helping People Has 26 people on the ground in Gulf States. Have sent 28 truckloads of good to the area. Acquired a 45 passenger bus to transport volunteers to and from area Needs are for cleaning supplies, trash bags, and cleanup volunteers United Church of Christ Indiana-Kentucky Conference, United Church of Christ Offerings are being taken for long-term recovery in Mississippi, Alabama, and Louisiana. 211 Information Network No new information for 10/19/05

Deployed approximately 359 disaster workers to affected region. 5 Emergency Response Vehicles (or ERVs) deployed to assist bulk distribution and feeding operations. Currently has shelters operational or on standby capacity is The Indianapolis Red Cross shelter is currently sheltering 17. Salvation Army 2 Teams of 3 People each and 2 Field Size Mobile Feeding Units with the capacity of 4000 hot meals/day deployed to Baton Rouge. Both canteens serving New Orleans and Slidell. Teams in Indiana being trained and prepped for deployment on a two week rotation. Six people are on the way to Biloxi and New Orleans Training a class of 40 to respond to Katrina Friend Disaster Service State Liaison to State EOC Coordinating INVOAD information Liaison on Teleconferences. St. Vincent DePaul Society of St. Vincent DePaul is currently supplying furniture and some food to hurricane victims. Emergency and Rescue Services Support (EARSS) (DAVVIS) The (DAVVIS) has had approx. 50,000 hits since September 1, The American Baptist Men Disaster Relief of Indiana/Kentucky Will deploy their Disaster Relief Trailer to Wiggins, Mississippi on September 22, groups of 10 to 14 people per week scheduled to go there to work in the cleanup process. North Indiana Conference / United Methodist Church. In the process of collecting health kits and flood buckets for later distribution. South Indiana Conference of the United Methodist Church (UMCOR) Sending 2 teams to Gulfport - one on 9/20 and one on 9/25 Methodist Churches are working with sister churches in the Katrina area. St. Lukes United Methodist Church is developing Long Term Recovery Teams 5 Warehouse distribution centers currently the four states of LA, MS, AL, and FL. Thrivent Financial for Lutherans o No new activities beyond current fund drives.

9 Tab 5 to Attachment 9, Page 5-9 Covenant Cooperative Ministry (new member of INVOAD) 4 additional families provided household items and furniture needed by the families in their new homes. Added two additional community volunteers to help organize and staff the center. Collection and distribution of essential household items is on going. CCM continues to refer all new contacts first to Red Cross. CCM has not been successful in establishing a chain of communication between Red Cross and Salvation Army locally. CCM volunteers are organizing a family social event and social services day at the relief center next week so families may have one central point of contact to learn about community agencies. Community volunteers are taking the lead in this project with increasing interest from local churches. CCM is also recruiting volunteers to help with the shipping of relief supplies.
