Type III uniform components wi be avaiabe for purchase by a Saiors ashore and afoat at the NEX Pear Harbor Feet Store. At NEXCOM we are proud to support our deserving Saiors and famiies, Bianchi said. A key part of our mission is to provide the Navy s newest uniforms to Saiors, and so we re excited to aunch the Type III in Hawaii. The NEX Pear Harbor Feet Store is fuy stocked and ready, said Sante Campanie, NEXCOM Hawaii District Vice President. NEX Associates are prepared to answer Saiors questions regarding sizing and manner of wear. Senior enisted eaders in Hawaii are getting the word out to their Saiors. I ve been wearing the new uniform for neary a year and I think it is more comfortabe and better designed than the Type I uniform, said Navy Region Hawaii Command Master Chief David Carter. Saiors in Hawaii have the opportunity to obtain the Type III NWUs beginning Juy 10 from our NEX Feet Store. This is an advantage for us to get a head start to getting our sea bags squared away we before the October 1, 2019 Navy-wide impementation date. I was assured by our NEX Teammates that there wi be sufficient stock avaiabe with reguar shipments panned, so there is no need to bumrush the Feet Store on the 10th, Carter advised. Besides, it wi be up to individua commands to determine their own Type III phase-in pan. I encourage every Saior to ensure they have their command s guidance before purchasing and wearing the Type III. More detais are in NAVADMINs 015/17 & 174/16, from the Navy Exchange s frequenty asked questions, and from each command s Senior Enisted Leader. In accordance with NAVADMIN 174/16, individua commanding officers wi determine certain items for wear at their commands, such as the coor/type of boot and bacap. Beginning Oct. 1, 2017 Recruit Training Command Great Lakes wi be issuing the Type III uniform with back boots to a new recruits, and by Oct. 1, 2019 the Type III uniform wi be a mandatory seabag item for a Navy Saiors. The Navy s goas of the uniform roout are safety, unit integrity, and wise budgeting in purchasing the Type IIIs now that they re avaiabe, said Nava Surface Group Midde Pacific Command Master Chief Bob Crossno. In other words, we want a smooth transition. Check with your chain of command to see what is required and when. Our afoat commands have specified requirements that in some cases are different from shore commands. I encourage for you to get your Type IIIs as soon as you can to be ready when the shift occurs. As NEX ros out the Type III within each region, the egacy Type I bueberry uniforms wi be removed from the NEX sheves to make room for the Type III NWUs. However, Saiors wi sti be abe to purchase bueberry components by caing the Uniform Support Ca Center unti September Shipyard to conduct change of command PHNSY & IMF Pubic Affairs Pear Harbor Nava Shipyard and Intermediate Maintenance Faciity (PHNSY & IMF) wi hod a change of command ceremony today, Juy 7 at 10 a.m. in front of the shipyard s administration buiding, historic Buiding #1 at Joint Base Pear Harbor-Hickam. Today, it s much more common to be injured or kied off duty than on duty. How are most Airmen injured off duty? Maj. Gen. Andrew M. Mueer Air Force Chief of Safety Chief Master Sgt. Joshua Frankin Air Force Safety Career Fied Manager Summer weather brings with it the opportunity to get out and enjoy outdoor activities with feow Airmen, famiy and friends. There is nothing quite ike a warm afternoon on the beach, around the neighborhood poo, or even in the back yard showcasing your favorite barbecue technique, to make some asting memories. There is no question about it summer is a ot of fun! However, each year Airmen or members of their famiy are needessy injured, or worse, whie participating in outdoor activities. Over the past 10 years, an average of 50 Airmen and an Sports and recreation: I m surprised by the number of injuries incurred in common sports ike basketba and softba. In 2016, the Air Force experienced 2,031 injuries in sports and recreation activities. Each year you get a itte oder and the speed and agiity you had in high schoo don t magicay reappear each summer. Take time to prepare for sports activity with a good routine of stretching and warm up. It you don t have the skis in a particuar sport, practice or take a esson or two stay in shape throughout the year so you are ready to win when you engage in your favorite sport. Water: Each summer a few Airmen die whie boating, water skiing, scuba diving and, in more cases than one woud expect, from simpy watching waves during hurricanes. In most a cases, using a sound buddy system coud have prevented these mishaps. Sometimes the camness of the open ocean seems to chaenge us to go beyond our imits, a in the spirit of fun. Unfortunatey, the open ocean is terriby unforgiving. So stick with a partner, know your imits and most importanty, use the safety gear that can save your ife. Fire and fireworks: Every year, Airmen are severey burned starting their barbecue or from open fames. Throwing fammabe items, ike fireworks, into fires has the same resut every time it wi burn, it wi expode and someone wi get hurt. Barbecues and fire pits are great for camping or enjoying the back yard, but both invove open fames. There s nothing better than a fresh-toasted marshmaow, for sure but respect open fames. And, preight that gas barbecue. On the Road: This one you do every day. It s driving. Our hazard exposure goes up during summer because we spend more time on the road. From road trips to theme parks, to visiting reatives in the next state or on a far coast, or the ca of Route 66, the open road cas to many miitary famiies. No ecture here, just encouragement. If you re a passenger, maintain your situationa awareness of the road. Hep the driver. A of our minds wander and that s deady at 65 mph. And make a famiy rue of turning off the ce phone when you re the driver. On Sept. 18, 2017, a Airmen wi ceebrate the 70th anniversary of our Air Force. Over the past seven decades, we ve seen dramatic reductions in onand off-duty fataities. In the 1950s our Air Force experienced more than 1,000 fataities per year. Today we re on a Quest for Zero when it comes to onand off-duty fataities. Zero fataities from activities meant to be fun is easiy achievabe. But, it means that you must take persona responsibiity for your safety, that of your famiy and your feow Airmen. Use the same sound risk management techniques you use every day in on-duty activities to keep you, your famiy and feow Airmen safe this summer. Chief Frankin and I want to thank a our Air Force famiies for the support you give our nation s Airmen. Our famiies represent the core of who we are, our strength as a service and a touchstone for those depoyed in harm s way. Be certain, each of you is a vauabe part of our Air Force and our nation. Make this summer a fun one fu of enjoyabe memories to ast a ifetime. Stavridis sees the big picture: Sea power, service Retired Adm. James Stavridis tod NPR s Steve Inskeep ast month, You know what you see when you ook out the bridge of a ship? You see eternity. He spoke about being a young ship hander coming into Pear Harbor for the first time, and seeing the experience as a esson in not being overy impusive, not acting uniateray, and instead reying on the power of teamwork. In a tak to the Carnegie Counci for Ethics in Internationa Poicy on June 5, Stavridis says, Sea Power is at the heart of American Power. We are a maritime nation in an ocean-reiant word. Stavridis, a surface warfare officer and former Supreme Aied Commander of NATO, takes readers on a persona journey at sea and on the word stage, refecting how the seas shaped who we are today. The author of Sea Power (Penguin Press, 2017) has a wide and ong vision. His book is subtited, The History and Geopoitics of the Word s Oceans. He cas the oceans the ungs of the earth, critica to cimate and the environment. He notes that 95 percent of the word s trade is by sea. And, he shows that today s potentia confict fashpoints are tied to the waters: western Pacific (North Korea), Arctic (as cimate change creates new sea routes), Indian Ocean ( a space of geopoitica criticaity), South China Sea (with key sea anes), eastern Mediterranean Sea (which has seen more war than any other sea space on earth ). He ooks at the Caribbean as a region shared by many peope of the America s and a zone of partnership. He is an advocate of humanitarian missions as good investments for a more peacefu word. Earier this year Stavridis served as a keynote speaker at West 2017, where he spoke about what we need for interconnected goba and nationa security. In Apri 2017, he presented the commencement address at Dickinson Coege and spoke about education, poitica dipomacy, humanitarian medica care, freedom of the press, and vounteerism. Jerry Hirata, Hawaii Lead Lender Reations Speciaist for the U.S. Sma Business Administration, said they (the SBA) hods mutipe Boots to Business casses throughout the year, and woud ove to see more service members attend. We see a ot of Saiors and Sodiers come to our casses, he said. We want to extend an invitation to our Marines and Airmen as we, because we know these free casses can be very beneficia to those interested in starting their own business. Hirata said there are pans to host severa more casses this year, with some taking pace on Schofied Barracks, Marine Corps Base Hawaii and back here on JBPHH. We bring in speciaists and experts in various fieds of business, Hirata said. Depending on the day, students coud be earning from an industry expert, or successfu business owners who have decades of experience to share. One saior who decided to take advantage of the free Boots to Business cass was Chief Fire Controman Wiiam Chadwe, assigned to Nava Faciities Engineering Command (NAVFAC) Pacific Operations Department. I chose to attend the Boots to Business cass because I am interested in starting a business once I retire from the Navy, Chadwe said. I want to take the time to prepare for my future outside of the miitary and I woud recommend junior and senior miitary members do the same. Chadwe mentioned the best part of the cass was earning about a of the free resources avaiabe to miitary members, and said it woud be fooish to eave these options unused and unexpored. If you don t carve time out of your schedue to make time for your professiona deveopment, for your future you are doing yoursef a disservice, he said. Chief of Nava Personne Pubic Affairs The Navy announced in NAVADMIN 159/17 that beginning Juy 5, most Saiors wi receive a Letter of Intent (LOI) that wi hep them coordinate a permanent change of station (PCS) househod good shipment much earier, as we as compete other necessary screenings. These mitigation efforts and innovative process changes wi now aow most Saiors to compete operationa (sea duty) screenings, update security cearances, take permissive temporary duty (TDY) to find a residence, and begin the entitement counseing and appication processes for the movement of househod goods (HHG) before receiving funded orders. We understand the impact that compressed PCS ead times have had on Saiors and their famiies preparing to move, said Chief of Nava Personne Vice Adm. Robert Burke. That is why we have been working hard to deveop and impement soutions within our contro that minimize the impact to our Saiors. Our focus and priority remains on manning the Feet, and taking care of Saiors and their famiies. Previousy, ony Saiors receiving orders to an overseas duty ocation were issued LOIs to start the process of competing overseas and medica screenings, dependent entry approva, passport appications and security cearance requests. Now, most Saiors wi receive an LOI. Whie we are working hard to utimatey provide Saiors six months of orders ead time, these are tangibe changes that wi hep Saiors prepare for their upcoming move severa months in advance, Burke said. We beieve these changes wi enabe greater fexibiity and hep aeviate some of the chaenges of the aready stressfu situation associated with a PCS move. Upon receipt of an LOI, Saiors shoud access the Defense Persona Property System (DPS), accessibe through If not in receipt of funded PCS orders, NAVYLOI shoud be entered as the PCS order number to begin the process of shipping their HHG. When funding is received and PCS orders are issued, NPC wi provide the HHG offices with a copy of the Saior s PCS orders for upoad into DPS and send the moving request to industry. Additionay, Personne Support Detachments can make reservations for trave with the LOI. Whie most Saiors wi receive an LOI for their PCS orders, the foowing types of orders are not eigibe to receive one: Temporary imited duty (TLD), home port changes, pre-commission units, Expeditionary Combat Readiness Center (ECRC), Afghanistan-Pakistan (AFPAK) Hands, pregnancies, accessions, retirements and separations. These types of orders have defined reease timeines we in advance, making an LOI unnecessary. Pacific Ange mission commander Lt. Co. Edward Khim, who is participating in his third PACANGEL, beieves the mission set is unique, but not uncommon for those serving in the Pacific. This region is prone to natura disasters, so there is a rea need to be prepared for humanitarian missions, he said. PACANGEL is a vauabe primer to hep with engagement and to work with our host nation doctors and engineers. We work together and earn from each other to be prepared to respond to crises. As the trip unfods, the medica and civi engineering teams are abe to see exacty where they wi be making a difference. In nearby barangays, which is the Fiipino native term for viage, oca residents from Bogo City, San Remigio and Northern Cebu Province wi be the beneficiaries of medica care and faciity renovations. This is my first time participating in PACAN- GEL and I m gad to be a part of this event, said Above, U.S. Air Force Tech. Sgt. Natasha Smith, medica technician with the 15th Medica Operation Squadron, Joint Base Pear Harbor-Hickam, measures vitas of a man from Bogo ity during Pacific Ange (PA ANG L) 20 7 in Northern ebu Province, Phii ines, June 2. Beo, A gir from Bogo ity finishes her denta treatment during PA ANG L Armed Forces of the Phiippines (AFP) 2nd Lt. Ann Margaret Mordido, AFP medica administrator. I think this wi be very good for the community, especiay those in Northern Cebu who are far from the treatment faciities and care concentrated in the cities. Sharing advanced practices and techniques to hep sustain better heathcare, security and infrastructure are key objectives during PACAN- GEL. This exchange of knowedge contributes to buiding stronger Pacific reationships between the U.S. miitary, host nations, mutiatera miitary, nongovernmenta organizations and civiian partners. According to Khim, focus on improving these areas has been a stape in past PACANGEL missions and remains a prominent objective during this exchange. Our heath service outreach to oca communities incudes sma scae cinic speciaties such as genera medicine, optometry, and denta and physica therapy, he said. The engineering portion focuses on refurbishment and repair of structures and pumbing on faciities. With this being Mordido s first PACANGEL and seeing the impact it has had aready, she beieves the mission is truy invauabe, not ony for Fiipino civiians but for the AFP members as we. This is a very good experience for me working with a [diverse] group of peope, especiay with those in the medica fied, Mordido said. In the panning stages I ve earned a ot and I think I m going to earn a ot more in the execution because I get to see a aspects of it. This year severa countries in addition to the Phiippines are schedued to host PACANGEL missions, incuding Fiji, Vietnam, and Nepa.

8 Juy 7, 2017 Ho okee B-2 Chung-Hoon basts their way to win over War Canoe Randy Dea Cruz Sports Editor, Ho okee USS Chung-Hoon (DDG 93) sammed three home runs en route to a 13-3 mercy-rue victory over USS Hawaii (SSN 776) War Canoe on Juy 1 in an Afoat Division intramura softba game at Miican Fied, Joint Base Pear Harbor-Hickam. The win kept Chung-Hoon in the hunt for the Afoat Division pennant with a record of 7-2, whie the War Canoe saw their record drop to 2-6. In the 10-run victory, Chung- Hoon batters zeroed in on the War Canoe pitcher with a high-voume attack that incuded three home runs. We do a ot of time in the week taking cuts, Chief Gunner s Mate Roger Smith said. Our guys are good defensivey, so they got a ot of time just practicing on their offense. He (the pitcher) was throwing everything a itte shaow, so we et it trave through and then drive it hard. The extra time in the batter s box transated very quicky for Chung-Hoon. The team cracked two of their three home runs in the top of the first inning that ed to five runs. Ensign Jack Haney got things started with a singe that drove in the first run of the game. Then, Chief Cryptoogic Technician (Technica) Shon O Conner put the first big dent in the game by crushing a pitch over the eft-fied fence for a home run with two men on base and a 4-0 ead. Next, Lt. Renado Hoins smacked another ong shot that got past the outfieders and roed to the fence. Hoins touched a the bases for an inside-the-park homer that extended the ead to 5-0. War Canoe got back one of the runs in the bottom of the inning, but Chung-Hoon took it back and recaimed a five-run ead. Operation Speciaists 3rd Cass Matt Feeer ed off the top of the second by taking another pick downtown over the fence for the team s third homer of the game and a 6-1 advantage. It s just good vision, Smith said. He s (Feeer) put in a ot of work on his offense. He had a rough ast week. He went out there, put some work in and was just showing off. As impressive as the team s six runs in the first two innings were, Chung-Hoon batters seemed to be just warming up. In the top of the third inning, the team neary doubed its run production. Chung-Hoon picked up two more extra-base hits to score four times and take a 10-1 ead. Haney dried a tripe that drove in the first run and was foowed by O Conner, who crunched another tripe to drive in Haney for the second run. Hoins and Feeer drove in two more runs with RBI singes to cose out the top of the third. War Canoe did manage to score two runs in the bottom of the third, but in the top of the fourth, Chung-Hoon put the finishing touch on their mercy-rue win by scoring three times for the 13-3 fina score. In the inning, Haney came up big again to drive in two runs with a sam that got to the fence for a doube. Sonar Technician (Surface) 1st Cass Danie Dreano picked up the team s fina run on a singe that drove in Haney. I think our record shows that we have a ot of good guys on the fied, Smith said. We haven t seen the ashore guys, but we ve got a ot of good stuff. Our stuff is pretty competitive. If we get everybody here, duty and underways aren t messing and we get our fu squad, it s hard to find somebody that can keep up. nsign Jack Haney comes u after making a diving catch in right fied. Haney aso came u big at the ate by driving in four runs for hung-hoon. Port Roya edges past Greenevie in seesaw matchup Randy Dea Cruz Sports Editor, Ho okee Despite stranding a dozen runners on base, USS Port Roya (CG 73) Sounders managed to side past USS Greenevie (SSN 772), 10-9, in overtime on Juy 1 in an Afoat Division intramura softba game at Miican Fied, Joint Base Pear Harbor-Hickam. The Sounders oaded the bases five times, twice in the first two innings, but coudn t muster enough fire power in the batter s box to push forward a big inning. Sti, the team got just enough runs to pick up its fourth win against three oses, whie Greenevie fe to 2-5. Everybody is thinking that there are so many peope on base that they re trying to hit for the fences, said Chief Boatswain s Mate Kerry McGee about stranding so many runners. Then they end up dumping the ba for an easy doube pay. The Sounders picked up the first run of the game in the top of the first inning on an RBI singe by Interior Communications Eectrician 3 rd Cass Joshua Cooke. After the first run, the Sounders went on to oad the bases with two outs, but faied to pick up another score. Greenevie came back in the bottom of the frame to tie the score at 1-1 on a run-scoring hit by Sonar Technician (Submarine) 2 nd Cass Joseph Guitierrez. Sonar Technician (Surface) 2 nd ass Jacob Mier sides safey at home to score a run for Port oya. Then, in the top of the second inning, the Sounders again oaded the bases. However, just ike in the first inning, they managed to score ony a singe run. After hoding Greenevie to no runs in the bottom of the second, the Sounders oaded the bases as in the first two innings. However, this time, the team got a singe to center fied by Fire Controman 1 st Cass Andrew Harris to drive in one run and then added two more runs on sacrifice fies to take a 5-1 advantage. Down by four runs, Greenevie bats got hot in the bottom of the third to score four times and the tie the game at 5-5. The big hit in the inning came off the bat of Eectronics Technician (Submarine) 2 nd Cass Duncan Lajousky, who stepped into the box with the bases oaded and sammed a bases-cearing doube. The Sounders quicky re-took the ead in the top of the fourth inning. Singes by Yeoman 1 st Cass Zane Ingram and Gas Turbine Systems Technician (Mechanica) 2 nd Cass Tayor Jurisin chased in two runs for a 7-5 ead. Jurisin picked up another RBI in the top of the sixth inning to extend the ead by a run at 8-5, but Greenvie answered with two runs in the bottom of the frame to make it 8-7. The Sounders seemingy put the game away when they added two runs in the top of the seventh, but Greenevie came to bat in the bottom haf and scored three times to tie the game and send it into extra innings. In the top of the eighth, Mc- Gee bashed a tripe to drive in a run and then came home on a sacrifice fy to give the Sounders a two-run ead. I was just trying to get a base hit, McGee said. It was pretty soid. It was one pitch, it was there and I swung for it. Turns out, McGee s tripe and score on a sacrifice was just enough for the Sounders to win, as Greenevie scored ony one run in the bottom of the frame. This was exciting, McGee said about the back-and-forth batte. The team came together and pued through. The game seemed to sum up the Sounders entire season so far. The team started off hot, but has since cooed down. McGee said that he hopes the win over Greenevie has righted the team and added that if they pay hard ike this every game, good things shoud happen for the Sounders. If we put things together, the possibiities are endess, he said. Hopefuy, we pay the same way.

10 Juy 7, 2017 Ho okee B-4 Make a safe SPLASH this summer Robin Hiyer Mies Specia contributor to Navy Instaations Command Pubic Affairs Through this summer s SPLASH campaign, the Navy Instaations Command s Morae, Wefare and Recreation (MWR) Fitness program is educating parents and youth on swimming poo safety and the dangers associated with unsupervised swimming. The Navy MWR Fitness SPLASH campaign was deveoped in an effort to educate our patrons on poo safety and the importance of staying aert whie swimming, said Ira Seth, MWR Fitness Speciaist at Navy Instaations Command. According to the Centers for Disease Contro and Prevention, about 10 peope die from unintentiona drowning every day. Of these, two are chidren ages 14 or younger. Drowning ranks fifth among the eading causes of unintentiona injury deaths in the United States. With structured swim essons, professiona swim skis assessment, safe pay and active parenta supervision, the risk of accidenta drownings can be significanty reduced, Seth said. The SPLASH campaign focuses on six key principes: stay within arm s reach (adut supervision is the first ine of defense); protect your non-swimmers (infatabe foats and devices are not designed to save your chid); earn to swim (Navy MWR provides swim essons for a ages); assess swim skis (proper skis assessment is vita); swim safey (youth non-swimmers and swimmers must remain in their designated areas); and hang it up (no tweet, text or phone ca is worth risking a chid s ife) to reduce the ikeihood of drowning. The SPLASH initiative provides wonderfu resources for parents at our faciities, said Robyn Gross, Nava Base Kitsap, Bremerton, Washington, aquatics manager. The staff hands out SPLASH brochures to parents during our swim essons and at our arge poo party events. It s heped to improve the overa safety at our faciities by reminding parents to keep an eye on their chidren in the water. As part of SPLASH, in order to attain fu access to a Navy MWR aquatics faciity, incuding sides, diving board, and other recreationa activities, a youths 17 and under must successfuy pass the Navy Youth Swim Test, which is vaid for one year. To receive a wristband, chidren must demonstrate specific swimming standards that are assessed by Navy MWR ifeguards. The impementation of wristbands in our faciity for identifying swimmers and non-swimmers has made it very easy for the ifeguards to keep kids in the proper swim zones and to quicky identify chidren who have wandered into the wrong zone accidentay before an incident occurs, Gross said.
