THE CEREMONY IS UNIQUE IN THE WORLD TODAY, HAVING NO COUNTERPART IN BUSINESS OR CIVILIAN GOVERNMENT. 3 Captain Jennifer F. Williams Commander, Sector Los Angeles- Long Beach Captain Williams assumed her duties as Sector Commander and Captain of the Port for U.S. Coast Guard Sector Los Angeles - Long Beach in June 014. From command offices on Terminal Island in San Pedro, the Sector coordinates operations in an area of responsibility stretching more than 350 miles along the California coast, from north of Morro Bay and south to San Clemente, out to 00 miles offshore, and includes the nation's largest port complex. The Sector oversees four patrol boats, three multimission small boat stations, a marine safety detachment, a vessel traffic system and an aids-to-navigation team. Captain Williams is a 1990 graduate of the U.S. Merchant Marine Academy, Kings Point, NY with a Bachelor of Science in Marine Transportation and an unlimited tonnage third mate merchant mariner license. Captain Williams earned her Master of Science in Quality Systems Management in 006 from the National Graduate School. Prior to taking command, Captain Williams served as Deputy Commander and Alternate Captain of the Port at Sector Los Angeles - Long Beach beginning in May 01. Captain Williams' field assignments include Marine Safety Office Honolulu, Marine Safety Office San Diego, and Marine Safety Office Providence, and Sector North Carolina serving in the capacity of Marine Inspector, Senior Investigating Officer, Chief of Inspection, and Prevention Department Head. Captain Williams' most recent staff assignment was at Coast Guard Headquarters in the Office of Vessel Activities, as the Chief of the Foreign & Offshore Vessel Compliance Division (CG-543). In this capacity, she established policy for the U. S. Coast Guard's Port State Control program, High Interest Vessel Program, Special Interest Vessel Program, Qualship 1, Environmental Compliance Program, and management of the foreign offshore industry compliance program. Captain Williams is a native of Freeland, Maryland. She and her husband Commander John Williams (USCG, ret.) have three sons; Joseph, Seth and Ethan plus two step sons; Patrick and Christopher. ] Lieutenant Ryan Fox Commanding Officer, USCGC HALIBUT Lieutenant Ryan Fox graduated from the U.S. Coast Guard Academy in May of010 with a Bachelor of Science in Business Management. As a cadet he was on the football team, track team and manager of the baseball team. Upon graduating as an Ensign, he reported aboard USCGC DALLAS (WHEC 716) in Charleston, SC. His primary duties included Combat Information Center Division Officer and Gunnery Officer. While aboard, LT Fox successfully obtained qualifications as a Deck Watch Officer, Boarding Officer, and Landing Signal Officer in support of CGC DALLAS' primary mission of drug in-terdiction. After completing his tour aboard DALLAS, LT Fox was assigned to the WPB Relief Crew as the Executive Officer and later the Executive Officer of USCGC AQUIDNECK (WPB 1309) in Manama, Bahrain in support of Operation ENDURING FREEDOM. During the one year assignment, he was responsible for management of the USCG Forward Operating Base in Camp Patriot, Kuwait and, as a Deck Watch Officer, the safe navigation and passage of U.S. flagged vessels through the Strait of Hormuz and intelligence collection throughout the Arabian Gulf. LT Fox will be attending Law School at the University of Miami next yea and will complete a follow on tour as CG JAG Office at the Coast Guard's District Seven Legal Office. L T Fox is the son of Patrick and Mary Fox from Houston, Texas and has four younger siblings Kelli, Corey Tara and Colin.

His career began as a Weapons Officer, Deck Watch Officer, Electronics Material Officer and Boarding Officer onboard USCGC THETIS (WMEC 910) homeported in Key West, FL.

4 Lieutenant Junior Grade James Matthew Hurtt Prospective Commanding Officer Lieutenant Junior Grade James Matthew Hurtt, a native of Old Lyme, Connecticut, graduated with honors from the United States Coast Guard Academy in 01 with a B.S. in Government. His career began as a Weapons Officer, Deck Watch Officer, Electronics Material Officer and Boarding Officer onboard USCGC THETIS (WMEC 910) homeported in Key West, FL. After leaving USCGC THETIS in 014, he transferred to Manama, Bahrain to serve as the Executive Officer ofuscgc ADAK (WPB 1333), one of six forward deployed U.S. Coast Guard patrol boats supporting Operation ENDURING FREEDOM. While Executive Officer of USCGC ADAK, Lieutenant Junior Grade Hurtt administratively supported a crew of personnel while facilitating coalition force activities in the territorial waters of Iraq, Bahrain, Kuwait, United Arab Emirates, and international waters across the Arabian Gulf.
