Leadership Committee - Shuttle Program. Human Resources Purged terminated employee files in preparation for micro-fiche and end-of-year destruction. Completed Firefighter compensation survey. Initiated use of newly required electronic I-9 form. Finalized Wellness programs and calendar for 2017 in line with CareHere objectives. Completed review of BCBS generic drug formulary distribution vs. CareHere formulary. Finance Auditors on site; First draft of financial portion of audit submitted for review; Working on notes, management discussion and analysis, statistics and transmittal letter. Information Technology Preparing revised IT policy Manual. Performed Network Security Vulnerability Assessment Upgraded computers in Planning and Public Works Customer Service Customer at 401 Magnolia sent a thank you for great service for two employees: Robert Karles in Water Distribution and Sally Hollander in Meter Reading; Customer appreciated the quick response in fixing a meter problem. Collected over $13,000 on a balance due to rebilling of a project found during the audit of the inactive accounts; Going forward this will be reviewed on a quarterly basis. Fire Department Conducted Lieutenants promotional exam. Congratulations to all six candidates for passing the exam. Three open positions will be filled immediately. Congratulations to Tara Holcomb, Casey Forney and Mike Smith - Promotion to Lieutenant. Jim White of the Winter Park Fire Dept. has meet will all shift personnel as part of a review of the Department. Chief White has stated those meetings were positive and productive, visiting the Fire Department every several weeks. Fitch & Associates spent two days meeting with the fire department they have followedup the visit with a large request for information and staff is currently compiling the data. The City Councils of both Tavares & Eustis have approved the City of Mount Dora s proposed automatic aid agreements. Continuing to work toward getting an automatic aid agreement with Lake County Fire Dept. All personnel completed their Advanced Cardiac Life Support recertification. Police Department Patrol There was an attempted burglary at 706 Grant Avenue. Officers caught up to 3 suspects matching the description and one was identified by the witness. The 17 year old suspect was arrested. He is known to us and has allegedly committed several burglaries throughout the City of Mount Dora.

Documents sent to Tallahassee Administrative Services Hosted Incident Command System Meetings for the Art Festival and completed the Incident Action Plan Investigative Services Awarded a JAGD grant in the amount of $3, for surveillance equipment Parks and Recreation Parks/CRA Arbor Day tree was planted at the King Center this year. The tree was a Watermelon Red Crape Myrle. The Dedication was on January 20, Landscaped and placed Paver bump out area at 5 th and Baker and around the parking lot. Rebuilt 3 benches and built 1 memorial bench with brick slab. Inspect and test all emergency lighting in W. T. Bland Library Recreation: Special Events The Mount Dora Patrons of the Community Building continue to raise funding through continual assistance in serving as support staff and ushering the productions. The production, Late Nite Catechism attracted nearly 500 attendees with intention of raising funds for the building s sound system. Prepared for 42 nd Arts Festival (Feb. 4-5) Prepared for the African American History Festival (Feb. 11) Planning and Development Processed for adoption of Confidentiality Agreement Program New team member on-board: Building Inspector Mr. John Abner On-going review and assessment of Joint Planning Area boundary with Lake County staff Assessment with inter-departmental coordination of the downtown dumpster enclosures and public parking lot re-strip/re-surface cost and improvements

4 Office of the City Manager Memorandum -- Page 4 of 4 Public Works Completed the loan applications for State Revolving Loan (SRF) for utilities on SR 46 to Round Lake Road. Completed plans and began bid process for Wekiva 3A and 3B Utilities to Round Lake Road. Completed plans for Britt Road Utilities and beginning easement acquisition. Library The first Mount Dora Genealogy Interest Group met, with 25 attendees, a speaker and three volunteer genealogists. The library s new genealogy classes and genealogy help desk are popular, attracting new library users and increasing circulation of new genealogy titles. The adult technology class schedule for 2017 was set, with a record-breaking eleven recurring monthly classes taught in the Technology Lab. Primarily volunteers and a couple staff members teach the classes, which are the highest number of recurring classes in the county library system. A consulting archivist was confirmed for the Mount Dora Archives, which is currently under development. Access Services Librarian Kevin Arms of Lake Sumter State College has agreed to assist in the selection of a host platform, archival materials recommendations and metadata creation. The first DreadFest (horror fiction expo) was produced, featuring 10 authors, a nanofiction writing contest and a well-attended author panel. The library is one of five public libraries nationwide to receive a Horror Writers Association 2017 Young Adults Write Now endowment. Adult Services Librarian Cathy Lunday wrote the grant with Mount Dora Library Association board member Pat Price in November. TV Series consolidation project is complete. This project began in March 2015 and has created needed shelf space, hastened the overall packaging process for multi-disc collections, and, most importantly, made the processes of placing holds and checking out TV series simple and hassle-free for patrons. We continue to be the 2 nd highest circulating youth services department in the county Took part in Triangle Elementary Literacy Night with 185 children and 166 adults

Special Events Submitted Letter of Intent and Grant Application for the Mount Dora Community Trust for funding support for three city special events. Received a $3,000 sponsorship from BESH for the performance stage of the 2017 Freedom on the Waterfront event. Awaiting on a few other sponsorship requests that will benefit this event further. Submitted an application for a marketing grant with Visit Florida for the Scottish Highland Festival. A follow up to the application including a meeting with local representative Brandi Hastings regarding obtaining future marketing support for Mount Dora Special Events. Planning and Development Assisted in short-term rental Home-Rule Legislative Resolution. Prepared summary on tiny home zoning regulations. Processed Appeal Development Order of Planning and Zoning Commission LDC variance determination. Processed Conditional Use Permit for conversion of office site (Donnelly Street). Prepared cost estimate for the Lake-Sumter MPO List of Priority Projects to include a study category for Wolf Branch Innovation East/West Connector Road Historical Preservation Board approval of a Historic Marker/COA at 908 N. Tremain Street and minor exterior renovations at 230 E. 3 rd Avenue. Public Works Water & Collections Distribution Hydrant flushing and testing program running full speed. 72 hydrants flowed, tested and painted Joint project completion of utility relocation on US HWY 441. Collections Lift station routes that had taken all week and sometimes longer to run have been completed this month in 3-4 days with the help of outstanding employees and the use of check lists Water Treatment The Florida Department of Environmental Protection (DEP) routinely conducts inspections of publicly owned water treatment facilities in order to ascertain whether or not they comply with state and federal sanitary standards. They do this to ensure that

9 Office of the City Manager Memorandum -- Page 5 of 5 what we report on paper is happening in practice. The DEP conducted a sanitary survey of our potable water facilities in February. The water division received a good report from the DEP. We can expect our next sanitary survey in three to five years. Electric As part of the Storm Hardening program mandated by the Florida Public Service Commission, the Electric Division replaced 11 wood utility poles on Sylvan Point Drive with concrete poles. The work included setting the new poles, moving transformers, and installing new services to the residential customers. The Electric Division crew replaced the main transformer bank in Royellou Lane that feeds approximately 27 customers on Donnelly Street between 4 th and 5 th and on the north side of 4 th Avenue between Donnelly and Baker. To minimize impacts on business customers, the work was done early Sunday morning. The outage began at 6:53 AM and power was restored to all customers at 10:38 AM. Public Works Removed 5 Trees from the 5 th Ave & Baker Street Public Parking lot. Reviewed and inspected 28 Tree Removal Permits. City website updated sanitation information and links. Library AARP Tax Aide Program is in full swing. While this brings many new people into the Library, it also means our parking lot is filled to capacity. The Church of Christ has been very gracious in letting us use their parking lot. Worked with Ozell Ward of NECRA to offer the inaugural Black History Month Film Festival at the Martin Luther King Building, providing films and on-site event support and worked with Donna Martin of Planning & Development who designed the main flier. Thanks to Chris Carson for bringing ice on a Friday evening before leaving for home. Adult Services Librarian Cathy Lunday researched and proposed a comprehensive $1,500 upgrade for the Community Room s AV, which the Mount Dora Library Association approved. Outstanding juvenile circulation in February, resulting in the second highest children s items (not just books) circulated in Lake County. Planning for Spring Break programming concluded, with 7 programs, 19 volunteers and 2 outside speakers scheduled for the week. Officers arrived on scene and provided life-saving techniques until medics could arrive 3) Armed Robbery 3/05/17 Teenagers walking on Jackson Avenue/Clayton Street were robbed by a male with a gun. Through investigation, an arrest was made of the suspect. Recreation The spring soccer league has begun and we have 151 participants this season. Pool lifeguards completed a Water Safety Instructors Course and was recognized by city council for their efforts. We are the first to complete this type of class in lake county. Adult softball closes out their season soon and we will begin to register soon for Spring Softball. The senior program at the MLK building continues to grow and has been a great success. Special Events Promoting and marketing the Tom Chapin Concert scheduled for May 26. Rental Fee analysis study pertaining to the Community Building, which will be presented to City Council for consideration and implantation. Planning and preparation of July 3 rd Freedom on the Waterfront event and 4 th of July Parade. Gathering information and data for the Community Building Sound System upgrades which will be presented to City Council for consideration and further discussions. Preparation for upcoming events: Sailing Regatta, Resurrection 5K Run and Egg Hunt Drop. Upcoming Productions for April: Red Skelton Tribute April 1

13 Office of the City Manager Memorandum -- Page 4 of 5 Jazz Revue Eustis High School Band April 7 Orlando Transit Authority Chicago Tribute April 8 Administration Budgets were reviewed and submitted Planning and Development EPIC Theater project on-site inspection for the access drive (Spring Harbor Blvd.) site work completion. Coordination meeting with Renaissance Planning Group (David Nelson) on the project status of the downtown wayfinding design manual. Pre-Construction on-site meeting to start site work for the new adult living facility located at the terminus of Lake Park Court. Planning introduction and master planning status with LakeXpress with Ms. Dottie A. Keedy, Lake County Transit Director. Coordination with Public Services and Parks and Recreation to address downtown dumpsters, parking, sidewalks, and landscaping maintenance. Assisted with a potential business re-location inquiry to the Wolf Branch Innovation District and highlighted the City s master planning. This business is a film production and has recently expanded employees from 6 to 26 last year. Both Permit Techs, Stacey Hart and Anglea House, passed the International Code Council (ICC) examination and are certified permit technicians. In addition, Stacey Hart was certified as a Property Maintenance and Housing Inspectors this month by passing the ICC examination. Congratulations! Public Works Water & Collections Collections- Lift Station 11 generators start -ups. Water Distribution- Fire hydrant at Clayton and 3rd Ave replaced dual 10" line stops no loss of service. Electric Installed 10 concrete poles on Liberty Avenue, transferred circuits, transformers, and services, and removed the existing wood poles. This project is part of the City s Storm Hardening Program Library Installed 12 concrete poles on Highland Street to prepare for removal of existing wood poles. Installed 5 concrete poles on SR 46 (1 st Avenue) and transferred electric facilities to 3 of the poles. This work is part of the Wekiva 3B project, scheduled to begin in September. The existing poles are being relocated away from the upcoming construction activities. The Electric Division work should be completed in the next 3-4 weeks. Installed new three-phase pad mount transformer at the Christian Academy. The Children s Department celebrated Dr. Seuss s birthday (March 2) with a special Pre-K story time During Spring Break (March 13 through March 17) the Children s Department offered 5 special

14 Office of the City Manager Memorandum -- Page 5 of 5 programs along with the normal weekly programs: 2 Nature classes 2 Little Chef classes Cookies with a Cop St. Patrick s Day theme Family Movie with popcorn With a total of 307 people attending all the programming during Spring Break Week Our first off-site tech class at Waterman Village taught residents how to download library e- books onto their Kindles Started a Library 101 class taught by one of our Circulation Assistants aimed at people applying for a library card, can learn how to use the catalog, sign up for classes or programs, how to put materials on hold, how to download an e-book, etc. Adult Services Librarian Cathy Lunday held a Platform Review for Mount Dora Archive s community stakeholders, with feedback received on 3 different digital repository platforms. Also a community leader (grew up in Mount Dora and returned here to retire) has agreed to spearhead the collection of photographs and scrapbooks from Mount Dora s legacy families for digitization project. Cathy Lunday also provided a demo SELF-e, a digital self-publishing platform, to a writer s group that meets regularly at the library. Library s literacy volunteers were invited to Tea & Literacy, a brainstorming session on how to enhance and expand our literacy outreach and offerings. The Reference Collection has gone through a major weeding, updating and shifting (Adult Services Librarian) with approximately 1400 items reviewed. The Community Room s AV system was rewired and upgrades, thanks to the Mount Dora Library Association and sound engineer Josh Hemingway. Tech Services has re-cataloged a large number of formerly reference works to circulation Weeding continues in Adult non-fiction, Juvenile non-fiction, and large print. In Circulation, they were out of room in the juvenile DVD pods, so thanks to the Mount Dora Library Association 2 additional pods have been ordered. Working with LCLS Headquarters in looking for a solution to public printing. Met with representatives from ITC to learn about their public printing system. ITC is being used at UCF, New York Public Library, San Francisco Public Library System, etc.

Completed testing on BS&A custom application to import electric meters into Utility Billing system. Imported 400 meters successfully. Completed implementation of SCADA alarm for new sump pump/filter at the Mount Dora Substation. Completed Agenda Package for approving new Joint Use Attachment Agreement with Leesburg to enable them to sell their fiber system to Summit Communications. Attended state-wide Mutual Aid meeting with Florida electric utilities to plan for hurricane season. Wastewater Plants Closed out the Driveway Project at WWTP2 Library July s overall circulation was 20,236 items, remaining high after June s two year high of 20,941 items. Concluded our Summer Reading Program 2017, with 101 programs attracting over 8,200 in attendance, a 10% increase over Began using Lake County School System s program PeachJar rather than printing thousands of Summer Reading Program flyers, which reduced our costs and helped increase attendance. Offered our first Makedo Construction program, with 27 children attending.

Weeding continued in adult non-fiction, concluding parenting, fitness, animals, business leadership, home projects and gardening sections. Updated signage was installed through the adult shelves, for improved patron browsing. Installed 150 display bookends throughout the library for better patron browsing, purchased by the Mount Dora Library Association. The Archives inventory commenced, with nearly 1,100 photographs individually inspected and recorded by a summer intern. 71 adult programs were held, with 544 adults in attendance. 12 technology classes were held, with 94 adult students. Two new adult classes were offered: Learn Chess and Learn a Language over the Summer. All Administration Team members participated in a Public Library Association Weeding Webinar and work session afterwards. Library Asst. Natasha Vega completed Florida Literacy Coalition tutor training in both ESL (English as a second language) and ABE (adult basic education). Cathy Lunday graduated from the Sunshine State Library Leadership Institute in Tallahassee.
