2 The City of Piedmont The City of Piedmont is a charter city of approximately 11,000 residents located in the beautiful Oakland Hills, overlooking the San Francisco Bay. Piedmont is centrally located within a few minutes from Oakland and San Francisco on the West and Concord and Walnut Creek on the East. Within Piedmont's 1.7 square-mile area there are five parks and numerous landscaped areas which offer wooded paths, tennis courts, children's playgrounds, and picnic facilities. The City, which is virtually built out, consists of established, high-quality single family homes on quiet tree-lined streets. A large percentage of the population consists of long-time residents, while younger families are bringing an increased diversity to the community. Although the commercial district is extremely limited, the city has an estate zone in which lot size must be at least 20,000 square feet. Many of the homes in this zone date from the turn of the century and are important both historically and architecturally. A significant portion of the city is located in canyon areas where urban areas and wild land mingle. The residents of Piedmont take pride in their community and enjoy many city sponsored events such as movies and concerts in the park, the annual Martin Luther King Day celebration, the well-known 4th of July parade and the grand Harvest Festival. The City of Piedmont was incorporated in 1907 and is a full-service city operating under a City Council/Administrator form of government. Five Council members are elected at-large on a nonpartisan basis to staggered, four-year terms. The Council chooses a Mayor and Vice Mayor from among its members, and city officials are appointed by the City Council. Departments within the City include Administration, Finance, Planning, Public Works, Police, Fire, and Recreation. The City also operates KCOM-TV Channel 27, a government/educational access station. The City employs approximately 94 full-time employees and operates with an annual budget of $26.9 million.
3 Piedmont Fire Department The Fire Department currently has 24 full-time employees, who are split amongst three different shifts of eight personnel per day in addition to the Fire Chief. The Department also currently has one part-time administrative staff member. The Department's FY2013/2014 budget is $5.4 million. Dispatch services are provided through the Police Department. The Department staffs one Advanced Life Support engine, one Advanced Life Support truck, and one Advanced Life Support ambulance. To complement the Department's activities, a variety of services and classes are offered including those in CPR, first aid, safety inspections, and disaster preparedness training. The Fire Department also has a mutual aid agreement with the City of Oakland Fire Department. Mission Statement - The mission of the Piedmont Fire Department is to provide a high level of life and property safety through the extension of quality fire prevention, fire suppression control, advanced life support services, and public educational programs. The members of the Fire Department dedicate their individual and collective energies, talents, and resources to provide the best professional service to all. The Department currently responds to approximately 900 calls for service each year.
4 The Fire Lieutenant Position This is a promotional examination. Only internal candidates may apply. Fire Lieutenant is the first supervisory level in the sworn fire series, responsible for all activities on an assigned shift and for assisting with specified department administrative and multi-agency activities as assigned. Responsibilities include both shift command and the performance of a variety of emergency response, non-emergency maintenance and basic administrative duties. Incumbents may serve as a Fire Captain on a relief or as-assigned basis. This class is distinguished from Fire Captain in that the latter is a mid-manager with responsibilities for a number of administrative functions in addition to performing shift staff supervision. Under direction of the Fire Chief or a Fire Captain, the Fire Lieutenant deploys, supervises and reviews the work of Firefighters, Firefighter/Paramedics and Fire Engineers on an assigned shift; takes command of fires and other emergency incidents within the City unless relieved by a Captain or the Chief, performs the full range of emergency response duties as a member of a response team; coordinates and participates in non-emergency inspection, training, maintenance and related activities; assists Fire Captains in providing administrative support for specified departmental programs; and performs related work as assigned. The Fire Lieutenant rank has a one-year probationary period. The Fire Captain Position This is an open recruitment and examination process. Both internal and external candidates may apply. Fire Captain is a mid-management level in the sworn fire series, responsible for all activities on an assigned shift and for overseeing and carrying out department management and multi-agency activities. Fire Captains may serve as the Fire Chief on a relief or as-assigned basis. This class is distinguished from Fire Chief in that the latter has overall management responsibility for the Fire Department. Under direction of the Fire Chief, a Fire Captain serves as a part of the department's management team; Fire Captains will manage one of three shifts, and supervise one Fire Lieutenant, one Engineer, and five Firefighter Paramedics or EMTs. The Fire Captain plans, schedules, deploys, supervises and reviews the work of personnel on an assigned shift; takes command of fires and other emergency incidents within the City unless relieved by the Chief; performs the full range of emergency response duties as a member of a response team; oversees, coordinates, and participates in departmental administrative functions and non-emergency inspection, training, maintenance and related activities; and performs related work as assigned. The Fire Captain rank has an 18-month probationary period for new hires, or a one-year probationary period for current City employees.
5 Requirements Fire Lieutenant Fire Captain MUST BE A CURRENT PIEDMONT FIRE DEPARTMENT EMPLOYEE, and: Required Education: Equivalent to graduation from high school. Required Experience: Three years of paid experience as a Firefighter, Firefighter / Paramedic or Fire Engineer. THIS EXAM IS OPEN TO ALL INDIVIDUALS WHO MEET THE FOLLOWING REQUIREMENTS: Required Education: Equivalent to graduation from high school. Required Experience: Three years of paid experience as a first-line fire supervisor (e.g., Fire Lieutenant, CALFIRE FAE, or equivalent). Required Certification: Fire Officer I Desirable Education: Completion of two years of college or possession of an Associate of Arts degree in Fire Science or a field related to the work. Desirable Certifications: Possession of Paramedic license; Fire Officer I, Chief Officer and/or Fire Instructor (I and II) certifications. Desirable Education: Completion of two years of college or possession of an Associate of Arts degree in Fire Science or a field related to the work. Desirable Certifications: Possession of Paramedic license; Chief Officer, and/or Fire Instructor (I, II and III) certifications.
6 Pay and Benefits MONTHLY / ANNUAL SALARY Fire Lieutenant Monthly: $8,334 Annual: $100,008 Incentives: Fire Officer 4%, Paramedic 12% Fire Captain Monthly: $7,929 to $9,633 Annual: $95,148 to 115,596 Incentives: Fire Officer 4% or Chief Officer 6% (not cumulative); Paramedic 12%. WORK SCHEDULE 48 hours on duty and 96 hours off duty RETIREMENT The plan for current employees is CalPERS 50. Classic employee CalPERS 50, employee share is 9%. New Members employee share is 12.25% HEALTH INSURANCE DENTAL INSURANCE VISION INSURANCE LIFE INSURANCE The City participates in the CalPERS health plan, which offers a variety of plans to choose from. During 2013, the City pays up to the Kaiser family rate. The City offers Delta Dental Premier, which includes a $2,000 annual maximum and orthodontics with a $5,000 lifetime limit. Provided by the City, with eligibility for an exam and glasses every 12 months. Provided in the amount of twice the employee's annual salary. DISABILITY INSURANCE NA Provided by the City, with a benefit equal to 60% of gross salary. HOLIDAYS VACATION 12 designated paid holidays per year hours accrual per year, depending upon length of service. 11 designated paid holidays and one floating holiday per year. 144 hours accrual per year to start, which increases with longevity. SICK LEAVE Accrues at the rate of 12 hours per semi-monthly pay period. TUITION REIMBURSEMENT up to $1,200 per fiscal year. up to $2,000 per fiscal year. UNIFORM ALLOWANCE $1,200 per year paid in semi-monthly installments.
7 Exam Process Part 1. The first step in the examination process is the job application, and your responses to a series of supplemental questions. Fire Lieutenant Candidates. This is an internal promotional exam. All candidates who meet the minimum requirements will proceed to Part 2 of the exam process. Responses to the supplemental questions in the application will be considered (weighted) towards final list standing. Fire Captain Candidates. This is an open, competitive examination and only the highest qualified Fire Captain candidates will be able to continue to Part 2 of the examination. Responses to the supplemental questions in the application will be considered (weighted) towards final list standing. Part 2. Both the Fire Lieutenant and Fire Captain examinations will include a written multiple choice test and an assessment center process. These exam components will include some overlap (Core) test content, and some unique (rank-specific) test content. The exams are tentatively schedule for October 24 (Fire Lieutenant) and October 25 (Fire Captain). An information meeting is scheduled for October 17, 2013 from 9:00 am until 10:00 am. This is NOT a mandatory meeting. This meeting is open to all candidates. In this meeting, the Part 2 testing process will be further explained. Written Test. This will be a 100 item multiple choice test. The suggested reading list for the Fire Lieutenant and Fire Captain written test includes: 1. Fire and Emergency Services Company Officer. IFSTA, 4th Edition (2007). Chapters 1-21 are applicable for Fire Lieutenant candidates (PART A Fire Officer Level I); Chapters 1-32 are applicable for Fire Captain candidates (PART B Fire Officer Level II). 2. Firescope California: Fire Service Field Operations Guide, ICS Incident Command System Publication, (2012). 3. Alameda County Master Mutual Aid; Selected files, including Appendix M, High Rise Building Fire; Appendix S, Threat Level Actions; and, Appendix T, Rapid Intervention Crews. An assessment center involves a series of job-related exam problems, simulation exercises and questions. You will be assessed on your ability to perform key aspects of the Fire Lieutenant and/or Fire Captain job. For both ranks, you can expect four to six separate assessment exercises, involving such issues and formats as: emergency simulators, supervisory problems, station / shift supervision problems, problem analysis exercises; including such formats as direct a role play, an oral exam; written response to a problem; an oral presentation; or an interactive job simulation exercise. There will be some overlap, or Core components in the assessment center which will apply to both Fire Lieutenant and Fire Captain. Additionally, each rank will have one or more exercises or problem sets that are unique to that rank. Part 3. Successful candidates will attain list eligibility. Appointments may be made from these lists, as vacancies occur. Fire Captain candidates appointed from outside of the Piedmont Fire Department (i.e., new City employees) will also need to successfully complete a medical / physical examination, a psychological examination, and a thorough background check, including fingerprinting.
