1 CALL TO ORDER MINUTES PARKS AND RECREATION COMMISSION MEETING Chino Hills Government Center City Center Drive, Chino Hills, California Chair Dave Seltzer called the Parks and Recreation Commission Meeting of the City of Chino Hills to order at 7:00 p.m. ROLL CALL PRESENT: Chair Dave Seltzer Vice Chair Robert Gannon Commissioner Patrick Hamamoto Commissioner Greg Higgins Student Member Erin Carvalho ABSENT: Commissioner Bill Taylor Ex-Officio Member Sylvia Orozco ALSO PRESENT: Jonathan Marshall, Community Services Director Melissa Armit, Recreation Supervisor Jessica Gandara, Recreation Supervisor Michael Adams, Recreation Coordinator Vanessa Badosa, Recreation Coordinator Jesse Cortez Jr., Recreation Coordinator Sarah Klose, Recreation Coordinator Janelle Ramos, Recreation Coordinator Kelly Witte, Recreation Coordinator Bonnie DeLeon, Administrative Assistant PLEDGE OF ALLEGIANCE Student Member Erin Carvalho led the Assembly in the Pledge of Allegiance. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. A. COMMISSION BUSINESS 1. Approval of January 20, 2016 Commission Meeting Minutes On motion by Commissioner Gannon, seconded by Commissioner Hamamoto, the minutes of January 20, 2016 meeting was approved. All in favor. MOTION CARRIED. TAYLOR AND OROZCO ABSENT.

2 Page 2 B. STAFF PRESENTATIONS / COMMENTS 1. Winter Recreation Programming Recap Recreation Supervisor Jessica Gandara and Melissa Armit, along with staff, provided the following recap of Winter programming: Tree Lighting Ceremony 325 participants enjoyed activities including arts and crafts, face painting, hot cocoa station, light refreshments, live entertainment from Goode Time Carolers, and a visit from Santa Claus. Santa Makes House Calls had 39 visits over a 2-weekend period. Party sizes ranged from guests at these visits. Frosty Fun Club 53 participants, ages 3 5 years old, program was held at Mystic Canyon Community Building. Tiny Tots Program 80 participants, children ages 3 5 participated in activities to increase developmental and socialization skills. The six-week session was offered at Mystic Canyon Community Building with two age groups levels. Home Decorating Contest 18 households participated in decorating their home for the holidays. The three judging categorize were, Best Holiday Spirit, Most Energy Efficient, and Best Animation. Breakfast with Santa this program attracted 126 participants for a pancake breakfast provided by the Kiwanis Club of Chino Hills. This program received volunteers from Ayala Key Club. Mobile Recreation introduced varies health and wellness goals. These goals will promote healthy, lifelong habits by encouraging active and constant participation by all participants. Letters to Santa Recreation staff assisted Santa Claus with 400 personalized responds letters to residents of Chino Hills. Chino Hills Community Center Banquet Hall and Game Room reservations were at twelve (12) with two (2) weddings in December. The month of January reservations were at nine (9) with one (1) wedding. McCoy Equestrian & Recreation Center Reservations for December were at nineteen (19) with two (2) weddings. The month of January reservations were at sixteen (16) and three (3) weddings. Trips and Tours 17 participants attend the Festival of Lights at the Riverside Mission Inn. Active Adults 50+ Christmas Luncheon o Hosted by Chino Valley Fire District Senior Delivery Program o Sold out 200 participants o Chino Valley Fire District donated over $1,500 in raffle prizes Dance Showcase participants and each senior group presented a cultural dance. Lunch was provided by Fresh Cut catering. Drop-In Programming o December 340 participated o January 247 participated

3 Page 3 Hot Coco Social 40 participants attend this program free event. Chino Hills Boat Parade Kiwanis Club of Chino Hills hosted this annual event with 65 boats in attendance. Adult Soccer League current registered participants 669, forming 42 teams in Women s 30+, Coed 30+, Men s 30+, and Women s 18+. Pee Wee Sports Program 150 participants ages 3 5 learned the fundamentals of basketball, soccer, and baseball held at Grand Avenue Park, Community Park and Hunters Hill. Youth Rookie Basketball Clinic 33 participants, ages 6 8 learned the fundamentals of basketball. Each week participants focused on different elements of the game. Adopt- A-Family 25 families were adopted, 31 doners sponsored these families. Chino Hills Community Foundations sponsored the one-night holiday event. Celebrate the Family- bike assembly was held on Wednesday, February 10, 2016 at Loving Savior of the Hills Lutheran School. Loving Savior had the largest amount of entries 282. Healthy Hills Steering Committee 2 Committee members participated at the Adopt-A-Family holiday event. In addition, Committee members attended the Chino Valley Unified School District Health and Wellness fair in January. Commissioner Gannon asked if Breakfast with Santa would go back to two seatings. Ms. Ramos stated with current numbers they plan to keep one seating, but if participation increases they will re-evaluate a second seating. The upcoming Spring 2016 events February 25 th Student Government Day March 9 th Trips and Tours The Price is Right March 26 th Easter Egg-Citement April 6 th Trips and Tours The Flower Fields April 10 th 6 th Annual Chino Hills Community Foundation Spring Home Tour April 11 th Summer VolunTEEN applications will be available 2. Update on Community Services Projects McCoy Equestrian Center No updates at this time Trails - IT staff will present WebGIS to the Commission in April Trails - Staff will present a demo version of the trails map to the Commission in March. Director Marshall stated staff is looking forward to feedback and suggestions on the revamp of the map. Bird Farm Park Request for Proposal (RFP) have been sent out and March 8, 2016 is the deadline.

4 Page 4 Pinehurst Park No update on bids that have been received by the developer. Director Marshall stated April 1 st would start the final conversion for one of the roller rinks into a permanent basketball court at Grand Avenue Park. Marshall mentioned the Water Conservation program would now fall under Community Services Department. Director Marshall followed up with questions from the previous meeting. He stated Commissioner Taylor asked if he had an estimated total for Bird Farm Park. Director Marshall stated two-million dollars has been budgeted for this fiscal year. He mentioned additional money could be budgeted for next fiscal year. From previous meeting Commissioner Taylor asked for a timeline of the WebGIS application. Director Marshall reported at the upcoming April meeting staff will present a trails application. He stated the Commission could discuss likes and dislikes of the application. He mentioned if the application is what the Commission is looking for then they could proceed with the next step. Commissioner Taylor from the previous meeting also asked if a presentation of the Open Space Master Plan would be coming soon. Director Marshall stated later in the year staff would present on the Open Space Master Plan. Director Marshall responded to Commissioner Higgins question from previous meeting about considering a rain policy for the Vila Borba Dog Park users. Director Marshall stated staff is still reviewing the process for a rain policy. He mentioned one of the ideas would be to update the Field Conditions Hotline to include dog park closures. Commissioner Hamamoto mentioned the City of Lake Elsinore does the same procedures. Commissioner Higgins also suggested placing permanent signage at the park for patrons to regularly check the Field Conditions Hotline for inclement weather. C. COMMITTEE UPDATES Vice Chair Gannon stated he would be in attendance at the Healthy Hills Steering Committee meeting on Monday, February 22nd. Chair Seltzer reported he attended the first 4 th of July meeting. Chair Seltzer stated Mr. Adams did a great job holding the meeting and is very excited for this upcoming event.

5 Page 5 D. COMMISSIONER COMMENTS Vice Chair Gannon asked what staff would be assigned to Water Conservation Program. Director Marshall stated Jessica Gandara would be assigned to this program. Vice Chair Gannon mentioned he is looking forward to working with Jessica Gandara on this program. Commissioner Higgins thanked staff for their hard work and for presenting a graph chart of all the numbers from the programs presented. Vice Chair Gannon asked when the actual 4 th of July event will be held. Mr. Adams stated Wednesday, June 29 th 5:00-9:00p.m. at Veterans Park. The band will start at 6:45 p.m. Commissioner Hamamoto thanked staff for their hard work and liked the graph chart as well. Commissioner Hamamoto mentioned he liked the items that will be sold from our City Store. Hamamoto asked what time the Easter Egg-Citement started. Mr. Adams stated the event is March 26 th 11:00 a.m.- 2:00 p.m. at the Community Park. Student Member Carvalho asked if the Dog Park did have a closure how long would it be. Director Marshall stated depending on the amount of rain that would determine the closure of the park. He stated we would have City Staff monitor the park just like they monitor the fields. Chair Seltzer thanked staff for their hard work and determination. He thanked staff for starting the special needs program workshop coming up on Saturday, April 16 th at the Community Center. E.
