2 George Bench Inspector, Niagara Regional Police Service St. Catharines, Canada ext: 5505 Upon graduation from the University of Western Ontario in 1990, George Bench joined the Niagara Regional Police Service. He has had a diverse career that has included assignments in Uniform Patrol, Directed Patrol, Recruiting, Child Abuse, Media Liaison/Public Affairs, Planning/Policy and the Sexual Assault Unit. His investigative experience includes carriage of many major cases, among those being a successful dangerous offender application. As a Sergeant, assignments included Uniform Patrol, the Policing Standards Unit and Executive Officer to the Deputy Chief of Police. As a Staff Sergeant, George was assigned as the Officer in Charge of the Training Unit. Upon promotion to Inspector in July 2011, George was assigned to the Duty Office and later became the District Commander for Emergency Services where he currently serves as the primary Critical Incident Commander and also as a Hearing Officer for police discipline matters. Stu Betts Inspector, York Regional Police Aurora, Canada 936@yrp.ca ext: 2845 Stuart has been a member of York Regional Police for 18 years, and holds the rank of Inspector. He has worked in a variety of areas, including: Patrol, Investigations, Community Oriented Response, Audits, Quality Assurance, Operational Support, Field Support, the Duty Inspector s Bureau and is currently the officer-in-charge of Strategic Services. In addition to his daily responsibilities, Stuart is a Critical Incident Commander, Public Order Unit Commander and Special Investigations Unit Liaison Officer. Stuart has a Bachelor of Arts degree from York University, and has continued his academic studies throughout his policing career. He holds the designation of Certified Risk Manager Canada, with the Global Risk Management Institute Inc., and will complete his Masters of Business Administration in the spring of In his spare time, he enjoys, camping, working-out and is continually working on improving his golf game. Stephen Blom Superintendent, Peel Regional Police Bolton, Canada stephen.blom@peelpolice.ca Steve Blom was born and raised in the Rexdale portion of Toronto. He joined the Peel Regional Police in 1985 and has worked in a wide variety of both front line uniform and investigative assignments such as Commercial Auto Crime, Street Crime and Intelligence. Most recent assignments as a senior officer included the Duty Inspectors Office, Diversity Relations, Community Support and currently Steve is the Superintendent in charge of 22 Division. Steve has been a past member of the OACP Diversity and Crime Prevention Committees and the CACP Crime Prevention Committee. He enjoys such activities as golf, boating and hunting in his spare time. 1

3 Laura Bradbury Manager - Community Safety, University of Toronto Toronto, Canada l.bradbury@utoronto.ca Laura manages community safety initiatives, issues and response for the University of Toronto. She works as an integral member of the University s High Risk team, identifying and case managing occurrences requiring behavioural risk and threat assessments. Previously, Laura served as a Police and Detective Constable with the Toronto Police Service. She has research experience working on projects related to community and social development as well as restorative justice. As a licenced investigator, Laura was seconded by a private firm where she worked as a principal investigator on what has become one of Canada s largest historical sexual abuse cases. Laura is always multitasking, loves escapes with her family and friends from city living, enjoys artistic interests & physical fitness (when she is not distracted by great company, food and wine). Mike Chapman Inspector, Greater Sudbury Police Service Sudbury, Canada michael.chapman@gsps.ca ext: 2213 Mike Chapman has worked with the Greater Sudbury Police Service since February of While employed there he has worked primarily in investigative positions such as Criminal Investigations, Street Crime and the Drug Unit while he has also occupied positions in Uniform Patrol, the Intelligence Branch and the Traffic Unit. He was promoted to Sergeant in 1996, to Staff Sergeant in 2009 and to Inspector in In his spare time he enjoys staying at his house located on a medium sized lake outside the City limits and traveling abroad with his spouse Sheilah. Ryan Diodati Inspector, Hamilton Police Service Hamilton, Canada rdiodati@hamiltonpolice.on.ca Ryan is currently the Inspector assigned to the Investigative Services Division. In the past, Ryan was a member of the Emergency Response Unit, Detective in the Family Violence Resource Unit, Uniform Patrol Sergeant and Staff Sergeant, Risk Management as well as the Chief s Executive Officer. Ryan has a B.A (Honours) in English (Education) and possesses an Ontario Teacher s Certificate. Ryan has completed the Ontario Management Development Program Leadership Certificate and is currently working towards his Management Certificate. Ryan is also working towards his professional designation as a Certified Risk Manager through McMaster University. Ryan s community involvement includes being a Board member for St. John s Ambulance as well as being a member of the HPS ProAction Cops &Kids Committee and the Hamilton Police Aboriginal Committee. Ryan is a Eucharistic Minister and volunteers his time for the Kidney Foundation, as well as coaching baseball. 2

4 Lori Doonan Inspector, Ontario Provincial Police Tiny, Canada Inspector Lori Doonan joined the Ontario Provincial Police on January 2, She has served at Manotick, Guelph, Burlington and Queen s Park Detachments fulfilling general law enforcement, criminal investigation and traffic specific positions. Lori was promoted to the rank of Staff Sergeant in 2007 at which time she assumed the role of Executive Officer to the Deputy Commissioner, Investigations and Organized Crime Command at General Headquarters in Orillia. Lori then went on to serve as an Operations Manager at both Leeds County Detachment in Brockville and Southern Georgian Bay Detachment in Midland. In 2014 Lori was promoted to the rank of Inspector where she currently serves as the Manager of Staff Development & Training for Central Region. Lori studied at the University of Ottawa and holds a Bachelor of Social Sciences Degree in Criminology and Psychology. Kirk Earley Staff Sergeant, Chatham-Kent Police Service Chatham, Canada kirke@chatham-kent.ca Kirk Earley has worked for the Chatham-Kent Police for 20 years. He has worked in various divisions during his career such as; Court Services, Training, Community Services, Major Crime and the Intelligence/Drug Division. Kirk is currently assigned to Community Patrol as a Platoon Commander. Prior to policing, Kirk worked in the private sector for 5years with Navistar International as a Superintendent. During Kirk s spare time he enjoys coaching baseball, soccer and travel hockey. Kirk and his wife Janet have been married for 16years and they have two children; Andrew (11) and Emily (7). Cathie Gillespie Staff Sergeant, Barrie Police Service Oro-medonte, Canada cgillespie@barriepolice.ca Cathie Gillespie started her policing career in 1988 as a Cadet with the Toronto Police Service. As a member of the Toronto Police Service for 15 years Cathie worked in a variety of positions both in Uniform Patrol and Criminal Investigations. In 2003, Cathie made the move north to the Barrie Police Service where she currently holds the rank of Staff Sergeant. Over the past 12 years Cathie has had several opportunities both as a Constable and Sergeant within Uniform Patrol, Training Unit and Recruiting Unit. Following a nine month secondment as the Human Resources Manager Cathie has recently returned to the Courts Unit as the Officer in Charge. In her free time Cathie enjoys travelling with her husband Bill and shuttling their four children to a variety of sporting events. 3

5 Gene Hettinga Staff Sergeant, Barrie Police Service Barrie, Canada Staff Sergeant Gene Hettinga Staff Sergeant Gene Hettinga has been a member of the Barrie Police Service for since He currently is assigned as the Officer in Charge of 2 Platoon within the Operational Services Division. Gene Hettinga has broad and deep policing experience. During his career he has worked in various areas of the service which include: Uniform Patrol, Foot Patrol, Marine Unit, Traffic Services, Street Crime, Criminal Investigations, Court Services, Professional standards and Communications. He also served for over ten years as a Crisis Negotiator. Gene Hettinga lives in the Barrie area with his wife, Dr. Monica Wolnik and their two children Joshua and David. Edward Hickey Superintendent, Windsor Police Service Windsor, Canada ehickey@police.windsor.on.ca ext: 4886 I am currently in my 28th year with the Windsor Police Service. I have worked in a variety of fields including Patrol, Tactical, Investigations (General Squad, Major Crime), PSB, Drugs, and Training Branch. I am currently the Superintendent of Investigations. I have been married to my wife, Jeanne, for 28 years, and we have two boys, Brett 25, and Eric 22. I am a sports junky having played a variety of sports throughout my life, predominantly hockey, but due to age and injury I am now an avid cyclist and golfer. Jim MacSween Inspector, York Regional Police Aurora, Canada 775@yrp.ca ext: 2842 Jim MacSween has worked with York Regional Police for the past 25 years. He has worked in many areas of the organization including, Criminal Investigations, Community Services, Training and Education Bureau & the Duty Inspector Bureau. In his spare time, he enjoys cycling, golf, hockey and spending time with his wife Rhonda and their 4 children. 4

6 Brad McCallum Inspector, OPP Orillia, Canada Bradley McCallum has been with the Ontario Provincial Police (OPP) since Since joining the OPP he has worked on the frontline, in a criminal investigations unit working throughout the North West region and in Professional Standards Bureau as an investigator and Sergeant Major. He was recently promoted to the rank of Inspector and is serving as the Manager Corporate Communications. He is a graduate of both Walden University with a Master s Degree in Management and Lakehead University with a Bachelor s Degree in Psychology. Prior to policing he worked in the financial industry with the Royal Bank. He is married with 3 children. Leslie Nguyen Manager, York Regional Police Aurora, Canada 5059@yrp.ca ext: 7060 Leslie Nguyen has been working at York Regional Police for over 31 years, joining in June For the past 5 years Leslie s role is Manager of the Information Management Bureau where she leads both civilian and sworn members to manage all requirements for General Occurrences, Crown Folder Processing, Police Record Checks and the Collision Report Centre. Leslie worked in Information Technology for 15 years as a Project Leader and Business Analyst as well as secondments to other units within York Regional Police. Leslie enjoys spending time boating and travelling with her husband Minh and children, Mike and Kylie. Marcia Shelton Staff Sergeant, Woodstock Police Service Woodstock, Canada mshelton@woodstockpolice.ca Marci Shelton has worked with the Woodstock Police Service for 22 years. She worked for several years in Criminal Investigations and in 2009 assumed her current role as Staff Sergeant overseeing a uniform platoon. Marci enjoys time spent with her husband and three children. When not spending time at the arena watching her daughter play hockey and the other figure skating, Marci enjoys performing in local theatre productions in and around the Woodstock area and ski trips with the family. She is especially excited to be spending time in Toronto close to her son who attends the University of Toronto. 5

7 Tim Tatchell Inspector, Ontario Provincial Police Peterborough, Canada ext: 4610 Tim Tatchell has been a member of the Ontario Provincial Police for the past 21 years. He has worked at a number of detachments throughout the province including, Brighton, Whitby, Huron County, City of Kawartha Lakes and his current position as the Detachment Commander of the Peterborough County Detachment. Tim resides in the City of Kawartha Lakes where he is an active member of his community having previously held a number of executive positions with local athletic organizations. Tim enjoys spending his spare time with his wife Kelly and their two teenage children. Lisa Taylor Inspector, Ontario Provincial Police Orillia, Canada lisa.s.taylor@opp.ca Inspector Lisa Taylor holds a Bachelor of Arts (Criminology/Psychology) from the University of Western Ontario and is a 28 year member of the Ontario Provincial Police. She has worked in Madoc, Whitby, Millbrook and Peterborough Detachments before going to the Private Security and Investigative Services Branch as a Deputy Registrar in Following that she worked in Intelligence before being promoted to S/Sgt, Manager of the Provincial Violent Crime Linkage Analysis Systems Centre. Lisa was promoted to the rank of Inspector in May 2015 and is currently managing the Electronic Crime Section which is comprised of the Technological Crime Unit, the Child Sexual Exploitation Unit and the Provincial Strategy. Sonia Thomas Police Inspector, Toronto Police Service Toronto, Canada sonia.thomas@torontopolice.on.ca Sonia Thomas has been a member of the Toronto Police Service since October She has worked in a variety of positions including front line policing, Criminal Investigations, Community Response Unit, Employment Unit, as well as Recruit Training at the Toronto Police College. She was recently assigned as a Service Prosecutor, managing employment Tribunal matters and is currently second in command of 53 Division. Sonia enjoys mentoring officers, reading leadership books, and spending time with her three adult children. 6

8 Paul VandeGraaf Deputy Chief of Police, Cobourg Police Service Cobourg, Canada ext: 2294 In 1991 Constable Paul VandeGraaf was hired by the Belleville Police Service. During his career he was a patrol officer, a Coach Officer, Bike Patrol Officer and patrol Sergeant. Additionally, he has spent time as a Detective in the sexual assault/child abuse unit, platoon Staff Sergeant and Inspector. During his 23 year career with the Belleville Police Service he has held many challenging positions and developed a strong reputation as change leader. Paul was promoted to the position of Deputy Chief for the Belleville Police Service in January Paul served in this role until his appointment as Deputy Chief for the Cobourg Police Service in November Paul has always been very active in the community in a variety of ways. He served as Rotary Club President in 2013,and was awarded a Paul Harris Fellowship. Paul his wife are proud parents to their two grown children Meaghan and Ian. Paul Waight Inspector, London Police Service London, Canada pwaight@police.london.ca Paul Waight has been with the London Police Service for 26 years. He has held a variety of positions including Uniformed Patrol, Major Crime, Guns and Drugs, Intelligence and Court Services. He is presently an Inspector responsible for the Court, Records and Property Branch. He volunteers his time serving on the Board of Directors of St Leonard's Community Services and the London Drug Treatment Court Working Group. Stephen Waldie Director, External Relations Branch, Ministry of Community Safety and Correctional Services Toronto, Canada stephen.waldie@ontario.ca Stephen joined the Ontario Public Service in During this time, Stephen has worked on a number of high profile government initiatives, including: the government s response to the Race Relations and Policing report; Ontario Disability Supports Program Legislation; Ontario s counter-terrorism response following 9/11; new Animal Welfare legislation. In 2007, Stephen became Director, External Relations Branch. The branch has responsibility for the administration of the Ontario Police Services Act, including issuing guidelines and undertaking inspection; leads the development of community safety programs; administer the Constable Selection System; facilitates the appointment of Board members, special constables and auxiliary officers; and Ontario s Major Case Management system. The branch is currently playing a lead role in the Future of Policing Project. A centre piece of the project is a Framework for Community Safety and Wellbeing Planning. This promotes a multi-disciplinary approach to community safety and well-being through a risk-driven collaborative approach. 7

9 Phil Whitton Inspector, Ontario Provincial Police Orillia, Canada Phil Whitton is a 30 year member of the OPP. He presently is the Manager of Investigations for the OPP Professsional Standards Bureau. He was also a former Prosecutor and Sergeant Major for the OPP Professional Standards Bureau. Phil has served most of his career in Criminal Investigations including terms in Anti-Rackets Branch, Unit Manager of Wire-Tap Investigations and Intelligence Bureau. Phil holds a certificate in Business Administration from Northwood University. He enjoys all outdoor activities, including running marathons and is active within the Masonic order. Phil has two children and two grandchildren that keep him busy in his spare time. Roger Wilkie Inspector, Halton Regional Police Service Milton, Canada roger.wilkie@haltonpolice.ca ext: 2401 Roger Wilkie has been a member of the Halton Regional Police Service for 19 years. In addition to uniform patrol duties he has worked in a variety of assignments, including: Criminal Investigations, Drug Unit, Intelligence Bureau, Surveillance, Homicide, Domestic Violence and Executive Officer to the Deputy Chief of Operations. For the past 2 years he has been a District Operations Inspector, while concurrently leading the Service's Community Mobilization and Engagement stategy. Outside of work, Roger enjoys playing hockey and golf, coaching and spending quality time with his wife Carolyn and his 2 sons. 8
