WELCOME The Chair welcomed all and called the meeting to order at 2:39 p.m. 2. APPROVAL OF AGENDA A financial request from the Guelph Police Service Cops and Kids was added to the agenda as Item 8.4. Seconded by L. Piper THAT the Agenda be approved as amended. 3. DECLARATION OF CONFLICT OR PECUNIARY INTEREST There were no declarations of conflict or pecuniary interest.

2 November 19, 2015 Page 2 of 6 4. APPROVAL OF MINUTES 4.1 Minutes of the Public Meeting, Thursday, October 15, 2015 Seconded by L. Piper THAT the Minutes of the Public Meeting held Thursday, October 15, 2015 be approved as presented. 5. DELEGATIONS/PRESENTATIONS 5.1 Guelph Storm Presentation Phil Golding, Manager of Branding and Media Inspector D. Pringle, who leads the Cops and Kids program, introduced Mr. Phil Golding of the Guelph Storm. A few years ago, Cops and Kids was looking for partnerships to establish long-term succession planning. Since its inception in 2004, Cops and Kids has assisted three hundred children and eighty families, and has raised over $100,000. Phil Golding presented a cheque for $1,000 to Inspector Pringle for Cops and Kids. Mr. Golding noted that they were looking for a cause to support, and two years ago in the championship run, many t-shirts were sold. As Cops and Kids is a very worthy cause, he committed to the Storm s ongoing financial support. Phil Golding left the meeting at 3:45 p.m. 5.2 David Lee, Director of University of Guelph Campus Police Chief DeRuyter introduced David Lee, the Director of the University of Guelph Campus Police. Mr. Lee provided information on his many years of policing experience: thirty-one years with the Ontario Provincial Police in all regions of the Province, most recently managing the OPP West Region and Highway Safety Division in London, Ontario. Previously, he was Deputy Director of the OPP Academy, Staff Development and Training Officer for OPP headquarters in Orillia, and Operations Manager for the force in Collingwood. Earlier in his career, he was a Sergeant for the First Nations Policing Section. He has also taught at the Ontario Police College. Mr. Lee updated the Board on the status of the Annual Reports to the Board and his work with the City on the Emergency Planning process to ensure they are consistent with each other. Campus Police employ twelve constables, four sergeants, one staff sergeant, four full-time dispatchers and five part-time dispatchers. L. Piper wondered what the Campus Police jurisdiction boundaries were. Mr. Lee stated that university property is under his jurisdiction; however, the Guelph Police Service can sometimes respond more quickly to some properties. J. Sorbara thanked Mr. Lee for his time and presentation. David Lee left the meeting at 2:55 p.m.

3 November 19, 2015 Page 3 of Retirements Staff Sergeant David Miller deferred to a future meeting Sergeant Gordon Mitchell deferred to a future meeting Lynda Edwards Chief DeRuyter introduced Lynda Edwards, who started with the Guelph Police Service in Lynda has worked in several areas, namely as a CPIC terminal operator, administration for the Deputy Chief, Purchaser/Mail Clerk, and most recently, Customer Service Clerk. Her commitment to volunteerism in the Service and in community has been greatly appreciated. Lynda noted that Chief DeRuyter is her eighth Chief and the Guelph Police Service has been a wonderful place to work for thirtyfive years. The Board members offered their congratulations. Lynda Edwards left the meeting at 3:01 p.m. 6. STRATEGIC ITEMS 6.1 Headquarter Renovation and Expansion Report Bill Katsiroumpas, Rob Broughton, and Sergeant D. McNeilly entered the meeting at 3:02 p.m. Deputy Martin reported that milestone dates are as follows: Tender November 2015; Mobilization and Construction start December 2015; Occupancy Fall/Winter The Project Charter is being developed and will be circulated to the Board once reviewed by the Executive. The Project Management Team will report monthly to the Executive using the City of Guelph Risks Analysis Format. Work units have relocated outside of headquarters, and relocations within headquarters will continue through November and December to ensure space required by the general contractor under phase one is not being occupied. The tender went out from the City of Guelph Procurement Department, and closes December 9, The General Contractor will be selected and construction will start shortly thereafter. The permit application regarding parking variance was made September 2, 2015 and comments were received until October 19, All comments have been responded to and submitted to the building department on October 30, Freshfield Street underground hydro work has begun and is on target to be completed the week of November 23 weather permitting, and hydro work to remove the overhead lines is still to be scheduled. Bill Katsiroumpas and Sergeant D. McNeilly left the meeting at 3:06 p.m Special Olympics Spring Games Deputy Martin reported that over $100,000 in funds and $80,000 in kind donations have been raised to date through various fundraising events. There are several corporate sponsorships, Denso being the first. The Chief s Breakfast initiated conversations with several potential corporate sponsors. Elliot Coachline

Upcoming fundraising events include a 50/50 draw at the November 21 st Storm Game, Waterloo Regional Police Service Chorus performance in April 2016, Teddy Bear sales, and Polar Plunge in February The Zehrs Toonie for the Torch initiative raised $5,300 last weekend. 7. OPERATIONAL ITEMS 7.1 Capital and Operating Budget Quarterly Variance Report K. Hand reported that the Guelph Police Service September 2015 operating surplus was $1,815,572 and represents a positive 5.0 percent variance to the full year budget, partially attributable to position vacancies as a result of member retirement, resignation and maternity leaves, as well as no salary increases have been realized for the Guelph Police Association and the Senior Officers Association as the contracts expired December 31, Overtime is currently over budget by $79,000. Hours are up year over year by 4,387 hours predominantly for the frontline platoons, traffic, communications and data services. Over the past three years, increased accommodations have been putting continuous pressures on the Service, and specifically, frontline patrol operations. Revenues are higher by $84,000 due to more record checks and Special Duty revenue. At this point, the Guelph Police Service is forecasting to remain within the 2015 operating budget. The majority of capital projects are for police vehicle or equipment lifecycle replacements. All of the capital projects for lifecycle replacement with the exception of the Body Armour and Furniture account are in a surplus position. Seventeen vehicles have been purchased thus far in the Vehicle Replacement project and four more will be purchased. There has been a request to the City to transfer $100,000 of budget surplus from this project and $27,000 from the New Vehicle Account to the furniture project. The E-Ticketing project has completed the pilot phase. This project will fund the pilot of an automated license plate reader, a tool which will see enforcement increase. Within the Radio Risk Study project, a Request for Proposal process was completed to obtain a consultant to carry out investigation and analysis of options for developing a Technical RFP for the Voice Radio communications systems platform replacement in 2016, which is cost-shared with Fire. Chief DeRuyter reported that training for the new Command vehicle has been completed and a date will be determined for a public launch, perhaps at City Hall. 7.2 Human Resources Report In T. Harris s absence, Chief DeRuyter made recommendations for appointments: Moved by C. Guthrie Seconded by L. Piper

5 November 19, 2015 Page 5 of 6 THAT Emma Lavery be appointed as a temporary civilian member of this Service effective October 8, 2015; and THAT Aryeah Elford be appointed as a temporary civilian member of this Service effective November 2, 2015; and THAT Angie Robb be appointed as a temporary civilian member of this Service effective January 4, L. Piper left the meeting at 3:32 p.m. 8. ADMINISTRATIVE ITEMS 8.1 Chief s Monthly Report Chief DeRuyter provided his schedule of upcoming internal and external community events and meetings and highlighted the following: He invited Board members to attend the Ontario Police College graduation on December 3, 2015 and the Youth Engagement Program graduation on December 8, During Safe Semester, the Guelph Police Service incurred $14,000 in overtime and $1,000 in bussing from downtown in partnership with other agencies. He emphasized that it is essential to have dedicated officers in the downtown and the south end neighbourhoods working with on-duty staff to deal with issues and still maintain the same level of policing in the City as at other times. There has been a reduction in the number of infractions from previous years. Providing bus service is also important so that youth do not congregate, thereby reducing the number of assaults. Remembrance Day coverage was planned for, including discreetly having tactical officers on top of the building. Some people had questions, but ironically, the attacks in Paris happened the following week. The Honour Guard will be participating with the Guelph Wellington Emergency Medical Services Honour Guard for the Gryphon Mitchell Bowl, which will be nationally televised. 8.2 Board Correspondence Reports Correspondence Received Royal Bank of Canada: Community account statements from September 3 to October 2, 2015 and October 2 to November 3, 2015 Correspondence Issued Letters to Guelph Police Service members: o Congratulations: Constable Greg MacArthur and Constable Andrew Crowe Iron Dog Competition o New hire: Kelly Knox o Promotions: Staff Sergeant Steve Gill, Sergeant Andrew Goody, Sergeant

Griffiths referred to the congratulatory letters to those involved in the Iron Dog competition and commended the Constables and Dogs for the excellent standings. 8.3 Community Account Financial Request Bracelet of Hope Moved by C. Guthrie Seconded by D. Drone THAT the Guelph Police Services Board support the Bracelet of Hope project in the amount of $ to be paid from the Community Account. -CARRIED- 8.4 Community Account Financial Request Cops and Kids Seconded by C. Guthrie THAT the Guelph Police Services Board support the Guelph Police Service Cops and Kids program in the amount of $ to be paid from the Community Account. -CARRIED- 8.5 Information Items Next Meeting Thursday, December 10, 2015; 2:30 p.m. in Meeting Room B of Guelph City Hall. 9.
