1 The Meaford Public Library Board Minutes - Regular Meeting November 7, 2016 at 15 Trowbridge Street West, Meaford, 10:00 AM The mission of the Meaford Public Library is to open doors to a world of information, education and recreation, thereby enhancing the economic, social and cultural vitality of the community. Members Present: Staff Present: FOML Executive: Guest: Peter Bantock, Chair Fred Kennedy, Vice Chair Nancy Primak Leslie Ransom Jan Singbeil Harley Greenfield, Deputy Mayor/Council Representative Mike Poetker, Council Representative Cathie Lee, CEO Elaine Burns, Friends of the Meaford Library Mayor Barb Clumpus 1. Call to Order The meeting was called to order at 10:00 a.m. by P. Bantock, Chair. 2. Disclosure of Pecuniary Interest None. 3. Approval of Agenda Budget H. Greenfield requested to add an item on the Library Board's commitment to fundraising. N. Primak requested to share information from the Ontario Trillium conference that she attended last week. Added to agenda item 5 - received from the OSNGUPL Chair on November 3, Added to agenda item 5 for information - Public Library Non-Resident Fee Chart, November P. Bantock reviewed the information listed on the November 7, 2016 Council Agenda re. the Addendum to the Municipal Facility Repurposing Report. The total budget for the project that would complete preliminary designs and cost estimates for library services at 390 Sykes Street is $25,000 of which $15,000 has already been approved by Council. The additional $10,000 requested will come from the proposed $100,000 in the 2017 library capital budget. He encouraged board members to attend the Budget Q&A session Meaford Public Library Board - November 7, 2016 Page 1 of 6

2 from 1:30-3 p.m. today at Council Chambers and reminded all that any decisions made on agenda item #4 could impact the proposed 2017 Budget. 5. Owen Sound & North Grey Union Public Library Services Agreement P. Bantock reviewed all recent Correspondence related to the OSNGUPL Services Agreement. Discussion ensued and all members shared their thoughts on how to proceed. All agreed to the suggestion made by OSNGUPL Chair Richard Thomas in the letter to form a small committee from the two boards. C. Lee to contact Tim Nicholls Harrison to confirm a meeting date. Members decided to cancel the contract effective December 31, 2016 and proceed with negotiations for a new agreement. P. Bantock to send out a letter to OSNGUPL immediately and prepare a press release. 5.1 Resolution # WHEREAS: The Meaford Public Library (MPL) has expressed its concern to the Owen Sound & North Grey Union Public Library (OSNGUPL) of the inequities in the current Library Services Agreement between the MPL and the OSNGUPL AND THAT: The MPL has made known to the OSNGUPL and its member municipalities that it intends to enter into a new Library Services Agreement to address equity and other issues identified in the contract AND THAT: The new Library Services Agreement will come into effect January 1, 2017 for a period of two years. THEREFORE: Be it resolved that the Meaford Public Library Board agrees that: In anticipation of the new Library Services Agreement beginning on January , The Meaford Public Library hereby terminates, effective December 31, 2016, the Library Services Agreement Schedule A dated December 22, 2011, with the OSNGUPL AND FURTHER THAT: The Chair of the MPL Board notify the Board and member municipalities of the OSNGUPL of the same. Moved by:l. Ransom Seconded by: J. Singbeil 6. Library Board and Fundraising Commitment CARRIED H. Greenfield requested clarification on the amount of money that the board has committed to fundraise for a new/renovated library. P. Bantock confirmed that there was discussion by the previous board but no formal amount was documented or passed by resolution. Members felt that they could only commit to a capital campaign when a project was decided on. E. Burns added that the Friends of the Meaford Library continue to fundraise for the library for non-budgetary costs. Meaford Public Library Board - November 7, 2016 Page 2 of 6

3 7. Ontario Trillium Foundation As a volunteer with the Ontario Trillium Foundation, N. Primak attended a conference last week and requested to share information on the value of libraries to a community. She stated that Trillium's funding is connected to the Canadian Index of Wellbeing which regularly reports on the quality of life for all Canadians and encourages healthy communities, families, persons etc. She added that this document highlighted the importance of libraries in a community and stressed that libraries are an anchor institution. 8.
