Online bids are invited from registered ASC class A, B & C contractors for the supply of Perishable items for the period from 01 APR 2016 TO 31 MAR 2017 as per details mentioned at Paragraph 2 below. Advertisement regarding opening of tenders has already been published in the following news papers on 15 Oct 15 and 16 Oct 15 :- (a) Times of India (English) - Published from Delhi. (b) Times of India (English) - Published from Kolkata. (c) The Telegraph (English) - Published from Kolkata. (d) Sangbad Pratidin (Bengali) - Published from Kolkata. 4. Detailed instructions to tenderers specific to above mentioned contracts will be available post publication of tenders on CPPP (Central Public Procurement Portal) ( gov.in). General instructions and guidelines for bidder enrolment are available on the said portal. All registered ASC contractors eligible to participate in tendering activity for above mentioned contracts must register/enroll themselves on the CPPP. Post registration, the contractors must confirm the same and inform their user login ID to this office (Colonel ST, ST Branch, Headquarters 4 Corps, C/o 99 APO). 5. Tenderers are advised to consider the contract carrying capacity of their firm while participating in the tendering activity and must not Bid over their contract carrying capacity, if found, action as per terms and conditions will be taken on default of the firm. 6. In order to consider your e-bids for above mentioned contracts the following must be received at ST Branch, Headquarters 4 Corps on or before 1200h on 11 Jan 2016 in sealed envelope only :- (a) (b) (c) (d) Non refundable tender fee of Rs 100/- per tender. EMD as applicable for the contract. Attested photocopy of PAN. Latest IT Return. (e) Certificate of contract carrying capacity (as per Appendix B attached) duly stamped and signed by contractor (sole proprietor/ authorized partner/gpa holder accredited agent).

2 2 (f) FSSAI certificate with validity for date and items being bid for. (g) Acceptance of terms and conditions undertaking of Tender Form/RFP as per Appendix C attached. 7. A Printout of downloaded RFP (Tender Form) (Except BoQ) will be taken. It will be stamped and signed on each page by the contractor/sole proprietor/authorized partner/general power of attorney holders and the same received by Regt Post or Courier/ By hand at ST Branch, Headquarters 4 Corps on or before 1200h on 11 Jan 2016 in sealed envelope only. 8. The under mentioned points should be strictly adhered to before giving a General Power of Attorney to any person for any act related to contracts :- (a) The value of stamp paper required for execution of General Power of Attorney, as per current rates, is Rs 100/- each. (b) The stamp paper is valid until the same is cancelled. (c) Particulars of witness and their signatures on the General Power of Attorney are required to be mentioned, duly authenticated. (d) Registration Number of the stamp paper and date of affidavit with stamp is mandatory. (e) Photographs of proprietor(s) and Attorney(s) are required to be pasted on the pre-printed value on the stamp paper and the stamp should be partially on the photographs and the pre-printed value on the stamp papers. (f) The General Power of Attorney is to be attested in presence of Magistrate First Class/ Notary /Registrar of documents and stamped and signed by the same. (g) The stamp papers in continuation should be purchased by only one person and not by two different persons. (h) The stamp should be duly authenticated with the signatures by the authorized person. (j) Diary No of Notary must be endorsed with stamp paper. 9. FDRs on account of Earnest Money Deposit (EMD) must have their date of maturity after 90 days of the date of tender opening. NO FDR FOR EARNEST MONEY DEPOSIT WILL BE ACCEPTED UNLESS THE SAME IS DISCHARGED BY THE CONTRACTORS/ FIRMS IN FAVOUR OF EXECUTIVE OFFICER, i.e BRIG ASC, HQ 4 CORPS, DULY AFFIXED WITH THE OFFICIAL SEAL OF THE FIRM AND REVENUE STAMP. The earnest money of three lowest tenderers will be retained till sanction/ order of re-tendering of the contracts by the CFA. 10. Contractors/ firms are required to download the tender form (RFP) and read the instructions to tenderers and general/ special conditions given in the tender form in detail before uploading e-bids to avoid any mistakes/ confusion for which no representation will be entertained. Clarification, if any, be obtained from this office well in advance. The rates should be quoted in the BoQ per Kg/No only. 11. Negotiations with L1 contractor/ firm, where applicable, will be conducted through the manual mode as per procedure undertaken hitherto fore for manual tendering, in the office of Brig ASC HQ 4 Corps. Names of L1 contractors/ firms will be found uploaded online, after the bids have been opened.

(b) Any addition/ deletion of any station/ item and any amendment, cancellation and changes to the tender notice in whole in part without assigning any reasons. (c) Reject any tender in whole or in part in respect of any or all the delivery points shown in the schedule without cause assigned. The lowest tender may not necessarily be accepted. 14. The executive officer reserves to himself the right of any amendment, cancellation and changes to the tender notice in whole or in part without assigning any reason thereof. 15.
