Purpose of visit was revision of census and investigation of widespread food shortage induced by prolonged drought. In addition to the Patrol Report (1p.), there is a Situation Report (1p.) and a letter to Favetta from Assistant District Commissioner (M.R.Haywood) containing instructions for patrol. 1383/ / / / /16 F. Favetta, Patrol Officer, Tari Patrol No. 18 of 1972/73, 11 Dec 1972 to 15 Dec 1972 (5 days), patrolling (part only of) East Basin Census Division. Purpose of visit was revision of census and checking of drought damage. Food was offered for sale at every rest house visited. Report is accompanied by memo from Assistant District Commissioner, Tari (M.R. Haywood) to District Commissioner, Southern Highlands District, Mendi. F. Favetta, Patrol Officer, Tari Patrol No. 24 of 1972/73, 20 Feb 1973 to 1 Apr 1973 (41 days), patrolling Haibuga- Munima/Iumu Census Divisions. Purpose of visit was to encourage economic development and to carry out general administration. Report is accompanied by letter from District Commissioner (D.J. Clancy). F. Favetta, Patrol Officer, Tari Patrol No. 26 of 1972/73, 12 Jun 1973 to 18 Jul 1973 (broken, 28 days), patrolling South Basin and Benaria Census Divisions. Purpose of the visit was political education, encouragement of economic development schemes (cattle, coffee), road maintenance and upgrading, liaison w. Council on projects, and making of list of sand and gravel sources. Report is accompanied by (a) Situation report No. 1; (b) letter fr. Assistant District Commissioner (n. Wright) setting out tasks to be performed on patrol; and (c) letter from District Commissioner (D.J. Clancy) commenting on Favetta s work. F. Favetta, A.D.O., Tari Patrol No.? of 1973/74, 1 Oct 1973 to 30 Nov 1973 (34 days), patrolling Iumu, Haibuga/Munima Census Divisions. Favetta was accompanied for part of patrol by A.P.O. Roger Magautu. Purpose of visit was general administration and political education; encouragement of economic development schemes (coffee); supervision of road maintenance; and improvement of facilities at Hiwanda community centre. Report is accompanied by letter to Favetta from Assistant District Commissioner (P. Sanders) setting out tasks to be performed; and Situation Report, unnumbered. F. Favetta, A.D.O., Tari Patrol No. 5 of 1973/74, 4 Feb 1974 to 22 Feb 1974 (15 days), patrolling Puijero/North Basin Census Divisions. Purpose of visit was census revision and area study. The report is accompanied by (a) Situation Report No. 1; (b) Census statistics area; (c) Letter from Assistant District Commissioner (N. F. Favetta, A.D.O. Tari Patrol No. 7 of 1973/74, broken periods, patrolling Central Basin (Tari-Komo House of Assembly Electorate). Main purpose of visit was to revise the census and to compile an Area Study of the Central Basin Census Division. Patrol operated from Tari and there was no overnight camping involved. The Report is accompanied by Situation Report No. 1 (Introduction; Population Distribution and Trends; Social Groupings; Leadership; Land Tenure and Use; Literacy; Standard of Living; Missions; Non-indigenes; Communications; Technical; and Clerical Skills; The Stage of Political Development; The Economy of the Area; Possibilities of Expanding the Economy; Attitude towards Local Government; Attitude towards Central Government; Accommodation, services and facilities, plus Appendices), 37p., in two copies. F. Favetta, A. D. O. Tari Patrol No. 8 of 1973/745, 26 Mar 1974 to 29 Mar 1974 (4 days), patrolling Homa in the Benaria Census Division. The purpose of the visit was to investigate killing & outbreak of religious hysteria following report through Asian Pacific Christian Mission radio of a killing, apparently a sort of sacrificial offering. The Patrol Report is accompanied by a Situation Report, unnumbered, headed Religious hysteria, 4p. F. Favetta, A.D.O. Tari Patrol No. 10 of 1973/74, 17 Apr 1974 to 27 Jun 1974 (broken), patrolling Haibuga/Munima Iumu Census Divisions. Purpose of visit set out in Assistant District Commissioner s letter to Favetta, see below. The Patrol Report is accompanied by letter dated 10 Apr 1974 from Assistant District Commissioner (N. Wright) to Favetta, which sets out 24 tasks to be carried out including Political Education; arranging construction of sports field at Hiwanda; road and bridge work, etc. Attempts to encourage economic activity (objects nos. 4 & 6 of Wright s letter) not successful: the people are showing little or no interest in undertaking economic projects. F. Favetta, A.D.O. Tari Patrol No. 17 (or 16?) of 1973/74, 7 Jun 1974 to 10 Jun 1974 (4 days), patrolling Homa in the Benaria Census Division. Purpose of visit was the exhumation of a murder victim s body and the performance of a medical examination to determine the cause of death. The death was related to earlier outbreak of religious hysteria at Homa. The Patrol Report is accompanied by Situation Report No 1 and some color photos of the body of the deceased, 2p. F. Favetta, A.D.O. Tari Patrol No. 2 of 1974/75, 15 Jul 1974 to 30 Aug 1974 (33 days), patrolling Haibuga/Munima & Iumu Census Divisions. Purposes of visit set out in Assistant District Commissioner s letter to Favetta, see below. The Patrol Report is accompanied by Situation Report No. 1, headed Political Education, 1p; and letter to Favetta from Mar Jun Jun Jul-30 Aug 1974

Wright) setting out 19 tasks to be performed on patrol, including political education, economic development (coffee, cattle), roadwork. Favetta is permitted to come in to Tari at weekends (on his own motorbike) but no early departures on Friday afternoon or late arrivals at camp on Mondays! There is also a form signed by District Commissioner, Mendi (G. Gomara) addressed to A.D.C. Tari acknowledging receipt of patrol report. F. Favetta, A.D.O. Tari Patrol No. 6 of 1974/75, 18 Sep 1974 to 7 Oct 1974 (22 days, broken), patrolling Haibuga/Munima, Iumu and East Basin Census Divisions. Purposes of visit were to repair suspension bridge on Tagari River; and to commernce work on community centre at Hangapo, in East Basin Census Division; political education (rationale for tax). The Patrol Report is accompanied by Situation Report No. 1, headed Political Education- Local Government Council, 1p.; a letter from Assistant District Commissioner, Tari (N. Wright) to Favetta setting out instructions for patrol; and form from District Commissioner, Mendi (G. Gomara) to A.D.C. Tari acknowledging receipt of Patrol Report. F. Favetta, A.D.O. Tari Patrol No. 17 of 1974/75, 4 Mar 1975 to 4 Apr 1975 (17 days, broken), patrolling Haibuga/ Munima Census Division. Purpose of visit was annual census, village record and general administration. The Patrol Report is accompanied by a Memorandum of Patrol addressed to Department of Chief Minister and Development Administration; a letter from Favetta to Assistant District Commissioner, Tari, explaining why not all objects of patrol were met; a letter from Favetta to the Assistant District Commissioner Tari headed Census of statistics- Haibuga/Munuima C.D. with accompanying table; a letter from Favetta to Assistant District Commissioner, Tari headed Contracts Tari/Komo Road ; Situation Report No. 1, headed Political Education, 1p.; and a series of forms headed Village Record, containing information on population, [names of] Social Groups; [names of] Village Leaders; Literacy (no. in school, approx. number who can read or write (English, Pidgin, Motu Gad, Local Language); Resident Technical Skills; Communications (roads, airstrips); Vehicles; [Commercial] Land use (Tea, Cattle, Pig Projects, Chillie, Silk); Economic Ventures (e.g., trade stores); Standard of Living (type of house, no. of pressure lamps, radios; water supply, school, aid post, M.C. H.; Assets (churches, rest houses, etc.); Expressed needs. F. Favetta, A.D.O., Tari Patrol No. 9 of 1974/75, from 9 April 1975 to 23 Apr 1975 (15 days), patrolling Etoro, Waragu and Orogo Census Divisions. Purpose of visit to supervise House of Assembly by-election. The Report was accompanied by Situation Report No. 1, headed Electoral Boundaries Bosavi Area, 1p.; and Department of Chief Minister and Development Administration, Memorandum of Patrol., presumably originally signed by Favetta Sep-7 Oct Mar-4 Apr Apr 1975 F. Favetta, A.D.O. Tari Patrol No. 22 of 1974/75, from 5 May 5 May-27 Jun 1975

Purpose of visit was general administration. The Report was accompanied by Situation Report No 1, headed Political Education General, 1p.; Situation Report No. 2, headed Land Dispute Settlement Bill 1975 ; Letter from Favetta to Assistant District Commissioner Tari explaining that it had been impossible to complete the projected 30 days in the field but that despite this all objects of patrol were achieved; and a Memorandum of Patrol signed by Favetta. 1383/26 F. Favetta, A.D.O. Tari Patrol No. 2 of 1975/76, 14 Jul 1975 to 15 Aug 1975 (26 days), patrolling Benaria Census Division. Purpose of patrol was supervision of Benaria road work. The Report was accompanied by a Situation Report, unnumbered, headed General Political Education, 1p.; a list headed Benaria Road Contracts, indicating name of village, section, length, time, amount (in kina) and remarks (two copies, 1 ms., the other ts.); letter from Assistant District Officer to Assistant District Commissioner, Tari, headed Benaria Road Progress Report ; a letter from Favetta to Assistant District Commissioner, Tari, headed Summary of Patrol Instructions Patrol No. 2 of 1975/76 ; and Memorandum of Patrol, signed by Favetta. Fulvio Favetta, Field Officer s Journal. This is in the nature of a ms. personal diary, written on seven blocks beginning on 1 Oct 1968 when diarist arrived in Port Moresby from Sydney and ending on 5 Feb 1977, on leave. Favetta was joined by wife and baby on 1 Nov 1968 and left Port Moresby for Popondetta on 5 Nov To Tufi on 8 Nov 1968; Tufi a very beautiful and picturesque spot. The second block covers period Jun 1970 to 31 Dec 1971, also Tufi. The remaining blocks cover period from 1 Jan 1972 to 15 Apr 1973, Tufi, Popondetta (from 11 Jan 1972), Tari, from 6 Nov 1972 to 1 Dec 1975, when transferred to Mendi, where Favetta remained until departing for leave on 4 Feb Contains brief account of nature of day to day activities, on station and on patrol. 14 Jul-15 Aug 1975 Oct 1968-Feb 1977 * * * 6
