4 MESSAGE FROM SUPERINTENDENT BOB COUTURE ( OFFICER IN CHARGE) As the Officer in Charge of the Wood Buffalo RCMP Detachment and on behalf of the police officers, peace officers, municipal support staff, public service support staff and volunteers it is with great pride that I am able to present to you our Wood Buffalo RCMP 2013 Annual Report to our Community. The Wood Buffalo Detachment accomplished many successes and achievements in 2013, thanks to the efforts of our integrated service delivery model comprised of RCMP members, bylaw service members, victim services and our dedicated support staff. These accomplishments would not have been possible without the continued support and encouragement received throughout the year from Mayor Melissa Blake, members of the Regional Council, Chief Administration Officer Glen Laubenstein, Chief Operating Officer Brian Makey and of course, the citizens of our Region. Your Wood Buffalo Detachment is committed to work in partnership with all the communities that we serve, by delivering a high quality policing service to our community. We strive to be transparent and accessible, while identifying the needs and expectations of our community. As we move into 2014, it is our intention to continue to further develop community partnerships and relationship building, particularly with our Aboriginal Communities and our rapidly growing Diverse Community. The Detachment celebrated a significant milestone with the 100th anniversary of a permanent NWMP/RNWMP/RCMP Detachment within our Region. The highlight of the year long celebration was the Freedom of the City Parade along with the Regimental Ball in support of our Victim Services Unit which raised $50, We look forward to continue to work in partnerships with all citizens of our community, to ensure that we have a safe and vibrant community for all to live in, work and play. 5 MESSAGE FROM INSPECTOR ROB MCCLOY (INVESTIGATIVE SERVICES OFFICER ) The Regional Municipality of Wood Buffalo is a vibrant community of which the police are an integral part. I oversee various units within the Wood Buffalo RCMP which include the Police Dog Service, Community Policing, Strategic Communications, Traffic, Serious Crime, General Investigation Section, Forensic Identification Section, Drug Section, Intelligence Section and Administrative Services. All of these units play an important part in providing a complete and effective policing service to the region. These various units provide support, assistance and expertise in a variety of ways such as providing enhanced investigational skills and evidence collection, to the front line police officers in General Duty on a day to day basis. These various units, such as Community Policing, provide a connection with our community that is essential in maintaining an effective and complete policing service to the Region. Having worked in a variety of communities during my service with the RCMP I can honestly say that Wood Buffalo is among the best areas to live and work. 6 MESSAGE FROM MAYOR MELISSA BLAKE 2013 has been a special year for the Wood Buffalo Royal Canadian Mounted Police s detachment. While the last year has provided no shortage of policing success, the biggest celebration in 2013 has been the RCMP s 100 years of service to this region. There were many memorable centennial events. The Freedom of the City Parade in September was a magnificent sight! Seeing the Red Serge march along Franklin Avenue was a powerful and proud moment for me. It certainly was an honour for me to be part of this century old tradition. The parade was then capped off in the evening with the Regimental Ball. The Ball recognizes and supports the Fort McMurray Victims Services Unit, which marked its 25th anniversary in While people know the RCMP for putting the bad guys behind bars, many do not realize the important work you do to support victims. I want to thank you for this work and encourage its continuation. The rededication of the Timberlea RCMP building also marked a significant occasion in the last year. The ceremony included the unveiling of the revitalized buffalo head, and the mounting of Treaty 8 and the Charter of Rights and Freedoms replicas. It was an important event to honour the past and recommit to many more years of service. I would also like to acknowledge the role of our police force during the flooding of June So many people put in many long hours during that time, including our RCMP and Bylaw Services. Our detachment served residents heroically, as they always do, and I would like to extend my deepest thanks. Whether it is supporting our citizens during an emergency, investigating a crime, visiting a school, or participating in a local festival, the RCMP and Bylaw Services are truly part of the fabric of Wood Buffalo. You provide a high quality and proactive policing service that embraces respect, collaboration, and accountability. 7 MESSAGE FROM GREG SCARBOROUGH (THE CHIEF OF BYLAW SERVICES) As Chief of the Bylaw Services Branch for the Regional Municipality of Wood Buffalo, I oversee the following departments: Bylaw Services Operations, Bylaw Services Logistics & Support, Bylaw Services Administration, and Vehicle for Hire. Our team works diligently to improve the health and safety in our dynamic communities by ensuring compliance with various bylaws through education, raising awareness, and enforcement. 8 MESSAGE FROM Sonya Earle (THE RCMP SUPPORT SERVICES MANAGER) As a Manager of RCMP Support Services it is with great honour to provide the community with an overview of the RCMP Support Services Branch. Our Support Services Branch is comprised of 90 plus full time Municipal employees who provide support to daily policing operations, community initiatives, program delivery, financial & strategic planning, asset management, and stakeholder relations. I am responsible for leading and managing the resources that provide support to the RCMP & Bylaw Services to deliver community based policing within in the Wood Buffalo region. In collaboration with RCMP Leadership, I take a leading role in developing and implementing innovative and practical initiatives to ensure Support Services are working proficiently and effectively to support the delivery of high quality policing service to the Regional Municipality of Wood Buffalo. I am a liaison for internal and external services to ensure programs, contract, and OH& S are in accordance with Municipal, Provincial and Federal Legislation, industry standards, best practices to foster a safe and healthy work environment. Living in Fort McMurray for 22 year I m proud to be a resident of our vibrant community and an employee of the Regional Municipality of Wood Buffalo. 10 01 WOOD BUFFALO AT A GLANCE WOOD BUFFALO RCMP UNITS GENERAL DUTY The General Duty component of Wood Buffalo s Policing Service is the largest, comprising of 4 Watches. Each watch is managed by a Senior Non- Commissioned Officer of the RCMP at the Staff Sergeant rank. Watches are responsible for providing the initial response to calls for service and investigation of Federal, Criminal Code and Provincial Statutes over a 12 hour period. In addition to investigative responsibilities, General Duty members are involved in proactive enforcement and community policing initiatives such as the school visitation program in all communities of the Regional Municipality of Wood Buffalo. General Duty members work closely with specialized units in the Detachment to guarantee investigations are conducted in a thorough manner enhancing service to the community. INVESTIGATIVE SERVICES The Wood Buffalo Detachment Investigative Services is comprised of several smaller units that have a variety of functions. The group of units under Investigative Services includes Serious Crime: responsible for investigating serious crimes against people such as sexual assaults and homicides, Strike Force team: with a focus on certain crimes such as property offences and community safety and Drug Section who focus on drug related crimes and the selling of illicit drugs. Within this unit there is also a Domestic Violence Team (DVAT) who work primarily with victims of domestic violence. Investigative Services is a supporting unit to the General Duty Uniformed area and provides the experience required on more serious and complex investigations. SUPPORT SERVICES There are many smaller units within the Wood Buffalo Detachment that provide support services to the larger units such as General Duty and Investigative Services. Many of these units such as Community Policing, 8 WOOD BUFFALO DETACHMENT

11 Forensic Identification Section, Police Dog Services and Traffic Services, provide an important service to not just the detachment but to the community as a whole. All these units are effective players in the detachment policing model and complement a proper service delivery to the community. FORT CHIPEWYAN SATELITE OFFICE Fort Chipewyan Satellite Office is comprised of a Sergeant, four Constables and one Public Service employee who provides administrative support. Fort Chipewyan Satellite Office provides community policing service to the Athabasca Chipewyan First Nation, Mikisew Cree First Nation as well as the Fort Chipewyan Métis community. The Satellite Office response to community needs is augmented by support units from Wood Buffalo when required REPORT TO OUR COMMUNITY 9

12 BYLAW SERVICES BYLAW OFFICERS The Bylaw Officers who work within the Regional Municipality of Wood Buffalo comprise 4 Watches. Each watch is led by a senior Bylaw Officer. Watches are responsible for responding to complaints which are called into the complaint line. Officers proactively create files for violations they come across while on patrol and follow up on existing complaints. Officers support RCMP on joint initiatives, provide assistance to community organizations, and make presentations to the public related to health and safety. 10 WOOD BUFFALO DETACHMENT

13 PUBLIC EDUCATION OFFICER The Public Education Officer works to inform the public about Bylaw Services role in the Regional Municipality of Wood Buffalo. These messages are put together in the form of brochures, presentations, and news releases. As well, the Public Education Officer makes arrangements for officers and/or our mascot, Bylaw Bob, to be at community events. VEHICLE FOR HIRE The Vehicle for Hire relocated to the Bylaw Services Branch after the Vehicle for Hire Bylaw came into effect on October 1, As a result of the Vehicle for Hire Bylaw, a taxi advisory committee was formed. The Taxi Advisory Committee provides an opportunity for owner/operators, brokerages, other industries, and community members to bring forward issues with respect to industry standards. Bylaw Services provides licencing for taxis, schedules taxi inspections which are carried out by bylaw officers, seal taxi meters, as well they investigate and respond to complaints to ensure quality control within the vehicle for hire industry. DEVELOPMENT COMPLIANCE OFFICERS Development Compliance Officers moved to the Bylaw Services Branch in These officers work primarily with the Land Use Bylaw. They educate residents regarding the regulations set out in this bylaw, which focus on health and safety, and request compliance with any violations. PHOTO ENFORCEMENT OFFICERS Photo Enforcement Officers ensure the photo radar equipment used in the mobile unit as well as those used at traffic lights are in proper working order. They review the recorded data and ensure all violations are issued correctly 2013 REPORT TO OUR COMMUNITY 11

15 COMMUNITY ADVISORY COMMITTEE (CAC) The goal of the Community Advisory Committee is to act as a resource to the RCMP concerning policing matters affecting the citizens of the Regional Municipality of Wood Buffalo. The discussion of concerns, brought forward by the committee, contribute to the effective and efficient delivery of policing services in the region and the promotion of community safety. The Community Advisory Committee is a committee comprised of representatives from the RCMP, Bylaw Services, and citizens of the community representing various groups such as, business owners, youth, seniors, school districts, and cultural communities. The committee meets on a monthly basis, anyone interested in being a part of this committee can contact the Community Policing Coordinator at WOOD BUFFALO MISSION STATEMENT : To provide sensitive, responsive, professional policing service, cooperatively with the community, to enhance the level of security and livability in the Regional Municipality of Wood Buffalo, within a healthy work environment REPORT TO OUR COMMUNITY 13

16 SERVICE DELIVERY MODEL The Wood Buffalo RCMP service delivery model is focused on crime reduction. Three fundamental policing philosophies remain the cornerstones of our policing operations and approach. COMMUNITY-BASED POLICING Community-Based Policing, as the name suggests, is deeply rooted in the belief that crime and public safety issues are a shared responsibility between police and the community. As such, communities play an integral role in any policing strategy and should be engaged as active partners in the delivery of police programs and services operating within the traditional policing model structure (ex. from crime prevention and education to intelligence, investigation, enforcement and victim support). Policing, in partnership with the community, calls for broad community involvement in the identification of community problems and policing needs, as well as in the design and implementation of solutions. In a community policing capacity, the police strive to be more than mere reactive agents of law enforcement. Rather, emphasis is placed on positive police community interaction to foster dialogue, build relationships and ultimately mobilize partnerships within the community that will result in a more collective and proactive response to local crime and safety issues (and the underlying causes). At the heart of the community policing philosophy is consultation between and RCMP and community stakeholders local residents and business owners, community stakeholders local residents and business owners, community non-profit organizations, City Council and other public sector agencies at all levels of government. In Wood Buffalo, this is achieved through a variety of mechanisms, including regular RCMP community consultative group meetings at the District level and Detachment participation on Integrated Service Teams and other community-based task forces or working group committees INTELLIGENCE-LED POLICING Intelligence-led policing acknowledges that research and analysis and evidence-based decision-making are critical to effective and efficient policing (and problem solving). Under intelligence-led policing, reliable and timely crime analysis becomes one of the fundamental drivers in the mobilization of both police and community resources (ex. proactively targeting enforcement, investigation, and prevention measures around habitual offenders, high crime areas, and crime causation factors). Intelligence applies to both the tactical and strategic levels and, when used 14 WOOD BUFFALO DETACHMENT

17 properly, can help to not only identify patterns and linkages (the who, when and where of crime) and assist in solving investigations or predicting and preventing future crime, but also to understand the relationship between crime and community (ex. the complex social and environmental issues that underlie many community crime and safety problems) so that we can assist in mobilizing community resources towards an effective response. INTEGRATED POLICING Integrated Policing recognizes that greater effectiveness and efficiencies (and thus better outcomes) can be realized with a higher level of interoperability among law enforcement personnel and our criminal justice system partners. Our ability to seamlessly integrate police services across our Detachment and other policing jurisdictions with common public safety issues and policing priorities will enable us to maximize our resources, develop a greater understanding of the environments in which we operate, and increase our ability to respond in a more timely and well-coordinated fashion (ex. integrated, rapidly deployable teams to address issues of a cross-cutting nature) REPORT TO OUR COMMUNITY 15

18 CORE FUNCTIONS The Detachment responds to both emergency and non-emergency calls, conducts and participates in criminal investigations, intelligence gathering and enforcement operations, and works to reduce the impact of crime on the community through education and outreach initiatives focused on increasing community awareness of crime prevention strategies and opportunities. The following operational activities remain the cornerstone of the police services we deliver: PREVENTION AND EDUCATION We contribute to the prevention of crime and community problem solving by engaging and supporting communities in the application of various crime prevention practices. INTELLIGENCE We obtain information, which we analyze to generate intelligence that guides our operational and administrative decisions. INVESTIGATION We investigate to uncover facts and determine the most appropriate action to take. CALL RESPONSE We enforce laws through the laying of charges or by applying alternative measures. Enforcement efforts can be either reactive (ex. in response to emergency calls for service) or proactive. PROTECTION We provide general protection (ex. at special events) to help keep communities and residents safe and secure and assist in the protection of international dignitaries and designated Canadians. 16 WOOD BUFFALO DETACHMENT

19 STRATEGIC FRAMEWORK The Strategic Framework establishes the direction of the organization. It helps lay the groundwork for a long-term planning approach that better aligns the Detachment activities and deployments of resources with key policing priorities identified by our clients, partners and stakeholders STRATEGIC PRIORITIES TRAFFIC: Contribute to safe roads within the RMWB. DrugS & Alcohol: Contribute to community safety by increasing alcohol and drug enforcement. PROLIFIC OFFENDERS: To reduce crime rates associated with persons and property offences. Community Safety: Contribute to community safety by reducing reocurring problems. STRATEGIC GOAL The ultimate goal of the Detachment is to ensure Safe Homes and Safe Communities and reduce crime in the Regional Municipality of Wood Buffalo REPORT TO OUR COMMUNITY 17

20 STRATEGIC OBJECTIVES The following represent the strategic objectives identified for each of the four priority areas: TRAFFIC To increase enforcement and education efforts with respect to impaired driving, speeding, intersections safety and occupants restraints. DRUGS & ALCOHOL To increase street level operations increasing overall charges of trafficking of Controlled Drug and Substances Act (CDSA). Increase police visibility as a preventive measure by increasing licenced premises check. Initiate information sessions with various detachment units to facilitate knowledge and information sharing regarding drug subculture in the Wood Buffalo area. COMMUNITY SAFETY Maintain a list of prolific offenders; identifying and targeting their activities. Establish industry partnership initiatives in order to collaborate more efficiently on various issues. STRATEGIC PERFOMANCE MEASURES TRAFFIC Increase number of impaired driving charges. 22 HIGHLIGHTS & ACHIEVEMENTS COMMUNITY POLICING Promoting safe communities within the Regional Municipality of Wood Buffalo through community engagement, public education and crime prevention In 2013, over 550 school visits took place by members of the Wood Buffalo RCMP within urban and rural schools. The School Liaison Officer Program allows the RCMP to build positive relationships with students and staff, and focuses on prevention, partnerships and education. The Wood Buffalo Community Policing Unit partnered with other community agencies to participate in the PARTY (Prevent Alcohol and Risk-Related Trauma in Youth) Program. The PARTY Program is a one-day injury awareness and prevention program geared towards grade 9 students who learn that every action has consequences. The program highlights that choices people make can have adverse effects on their lives and those of others. The overall goal is to provide young people with information about trauma that will enable them to recognize potential injury-producing situations, make prevention-oriented choices, and adopt behaviors that minimize unnecessary risk. The day consists of a mock collision scene, presentations from Victim Services and the RCMP on the process of notifying next of kin, a survivor describes how being involved in a major collision changed her life. The youth also get to participate in mock emergency room scenarios and a tour of the morgue. They also participate in hands-on activities such as fatal vision goggles, and concussion goggles, they get to experience first hand the effects of impairment, distraction, as well as what it would be like to live with a life-altering injury. In 2013, the program was presented to over 700 people in both urban and rural areas including Fort Chipewyan and Fort McKay. The DARE (Drug Abuse Resistance Education) Program enables police officers to build rapport with youth and provide them with information on drugs, substance abuse and making healthy choices. This ten week program was delivered to 4 schools within the Regional Municipality of Wood Buffalo, with approximately 200 students receiving the benefits of the program. The RCMP s mascot, Monty the Safety Bear, was heavily involved in community patrols throughout During the winter months, Monty made appearances at MacDonald Island Park and on various hills to take part in some tobogganing with youth. Monty also made numerous appearances at Vista Ridge Ski Hill, interacting with youth and their families. During the warmer months, Monty the Safety Bear could be seen regularly at local 20 WOOD BUFFALO DETACHMENT

23 playgrounds, parks, water parks, recreation facilities as well as at various community events. The Wood Buffalo Community Policing Unit delivered over 60 presentations to various schools and groups in These presentations covered a wide range of topics such as Anti-Bullying, Stranger Danger, Elder Abuse, Cyber Safety, Bicycle Safety, Personal Safety, along with many others. In 2013, the Wood Buffalo Community Policing Unit partnered with various community agencies to participate in community events such as Family Safety Day, Girl Empowerment, Girl Power, Métis Fest, National Aboriginal Day, Treaty Days, Ski Lift to Safety, Pink Shirt Day, June Bug Festival, and Law Day just to name a few. In addition to the various Centennial Celebrations, the Wood Buffalo RCMP also participated in the Canada Day Parade and Remembrance Day Ceremony. The Community Policing Unit is also responsible for all Crime Stoppers tips and Media releases and inquires. Throughout 2013, the Wood Buffalo Detachment issued 245 media releases and fielded almost 700 calls from media personnel in addition to over 100 Crime Stopper tips received REPORT TO OUR COMMUNITY 21

24 ALERT - CFSEU Alberta Law Enforcement Response Team s (ALERT) Combined Forces Special Enforcement Unit (CFSEU) of Wood Buffalo investigates, disrupts and dismantles organized and serious crime, such as drug trafficking and gang activity, in the Wood Buffalo Region. Comprised of RCMP officers, the team often conducts long-term, in-depth undercover operations that have a significant impact on community safety. In 2013, the team laid 182 charges against 28 people and seized over 1 million dollars in illicit drugs and crime proceeds. CFSEU-Wood Buffalo urges the public to call its gang information hotline at (GANG) to report any information that might assist the police in its crackdown on gang and organized crime. To remain anonymous, suspicious activity can also be reported to Crime Stoppers at (TIPS). 22 WOOD BUFFALO DETACHMENT

25 TRAFFIC SERVICES Public safety on our roadways continues to be the main priority for the Wood Buffalo RCMP Traffic Unit. The Municipal Traffic members are committed to the unit mandate to reduce collisions involving loss of life, injury & property damage and strive to achieve this goal each and every day through enforcement and awareness. The Traffic Unit s focus is broken down into three pillars: Engineering, Enforcement, and Education. In 2013, the education component reached a broad audience in various areas especially given the use and demonstrations of the roll over simulator. Traffic safety presentations where held throughout the community and for different occasions: Family Safety Day, at MacDonald Island for a winter driving presentation organized by The Coalition for a Safer 63 and 881, as well as at various school venues and industry safety meetings. Furthermore, the roll over simulator, purchased several years ago by the Coalition for the Regional Municipality of Wood Buffalo, is an invaluable tool in demonstrating the importance of properly using occupant restraints and the importance of keeping vehicle occupants inside the Engineering Life Space in the event of a collision. Enforcement initiatives for 2013 were numerous and returned favourable results not only in terms of violation tickets and criminal code charges, but also in awareness. Operations are planned each month to address target areas and high-profile and/or frequent traffic offences such as speeding, construction zone safety, motorcycle safety, and young drivers, among many others. These specific enforcement blitzes take place over the course of the year and see the Municipal Traffic Unit partnering with other units (such as the Integrated Traffic Unit) and outside law-enforcement agencies (including the Alberta Sheriffs and Municipal Bylaw Enforcement). One recent example of such initiatives was the RCMP Nationwide Impaired Driving Enforcement Campaign held on December 7, The Specialty Narcotics Interdiction Team is also part of the Municipal Traffic Unit and the team has been very active this past year assisting different detachment units and seizing a significant quantity of drugs and cash as proceeds of crime. The team, comprised of a specially trained police officer/ dog handler and their K9 partner, serves as an excellent resource to the detachment and community of Wood Buffalo. The main priority for this team is the interdiction of narcotics in modes of transportation on the highways and airways. The number of fatal collisions for 2013 has again seen a decrease from the previous years, from 11 in 2011, and 9 in 2012, down to 3 in Based on the fast-growing population of the region and the increased use of the roadways these are positive results and the Municipal Traffic Unit continues to aim for the ultimate goal of having zero motor vehicles related fatalities marked the Centennial for the Wood Buffalo Detachment and the Municipal Traffic Unit was on hand to assist and participate in many of the events that were held throughout the year. The Traffic Unit took a leading role in the Freedom of the City Parade; organizing vehicles, both old and new for the parade and display purpose REPORT TO OUR COMMUNITY 23

26 INTEGRATED TRAFFIC UNIT (ITU) The ITU is a provincial unit made up of Alberta Traffic Sheriffs and RCMP provincial traffic members. We have combined the operations of our formerly separate units, to come together as an ITU in order to deliver a more effective enforcement service to Albertans. There are more than 20 active ITU units in the province now. Although we are based out of the police headquarters building on Paquette Drive, our operations are separate from the municipal Traffic Unit and detachment. We do however, work in partnership with municipal members for joint operations, as well as assist the detachment with traffic related calls. The Wood Buffalo ITU is made up of 5 sheriff positions as well as seven 7 RCMP positions. The 12 positions include 2 Sergeants, 1 Corporal and 9 regular duty traffic members. We work shift work schedules and therefore work dayshift and nightshift, operating with multiple squads for maximum coverage. The focus of the ITU is traffic and highway safety. We aim to reduce injury collisions and fatalities, as well as speeds and dangerous driving patterns. Some of our focuses are Impaired Driving, Speeding, Intersection Safety, Occupant Restraints and other related duties. In 2013 the ITU recorded the following enforcement along Highways 63, 881 and 69, as well as within Fort McMurray: 15,789 total charges were laid by the unit 11,150 of those were speeding offences, which included 228 charges in excess of 50 km/h over the speed limit 180 alcohol / drug related impaired driving charges and roadside suspensions 213 distracted driving charges 76 suspended / disqualified drivers were caught operating 441 seatbelt / child restraint violations 491 intersection related violations 44 careless driving charges 11 criminal code drug charges 146 provincial liquor tickets 69 no insurance charges In addition the unit executed dozens of arrest warrants, removed firearms from the roadway and towed dozens of vehicles 24 WOOD BUFFALO DETACHMENT

27 FORENSIC IDENTIFICATION SERVICES (FIS) The role of the Forensic Identification Service is to attend crime scenes to collect physical evidence, such as fingerprints and other potentially crucial information to assist in advancing investigations. The Wood Buffalo Forensic Identification Services has 4 regular member positions and 1 position for a municipal employee. In order to join the discipline of Forensic Identification, one must first be a regular member of the RCMP for a minimum of three years with a strong work ethic. After applying, the candidate must complete a series of assessments and examinations, and successfully complete the Forensic Identification Course at the Canadian Police College in Ottawa. The candidate then enters the Forensic Identification Apprenticeship Training which is a three year program. Once the apprentice completes a multitude of case files, readings, experiments, and various Forensic related modules, he/she is allowed to challenge the Qualification Board. The Board, as we like to call it, is a daylong evaluation separated in two parts; a verbal exam covering all aspects of forensic identification duties and a moot trial challenging the apprentice s knowledge and ability to qualify as an expert in court. Needless to say, our unit is made of dedicated and hardworking individuals who strive to find the truth was a time of tremendous change for the Wood Buffalo Forensic Identification Services. A new apprentice completed training at the Canadian Police College and joined our unit in May. Shortly afterwards our municipal employee left our unit for a new position in the Wood Buffalo Detachment. In December it was announced that another new apprentice will be joining us in early 2014, and our Sergeant transferred to another Detachment. Despite the challenges that come with staffing turnover and waiting to fill vacancies, members of FIS assisted with more than 250 cases in the Regional Municipality of Wood Buffalo. Some of these cases include, but are not limited to homicide, attempted murder, suspicious deaths, forcible confinements, aggravated assaults, break and enters, assaults, vehicle thefts, and trafficking narcotics. FIS members were active in delivering presentations to the community, many of which were delivered to school age children. These presentations are useful in providing education and insight into the field of Forensic Identification and the various techniques we use, some of which are constantly being over exaggerated and misconstrued in the media. The Wood Buffalo FIS also hosted a Property Crime Examiner s course. The course was successfully completed by 3 members of the Wood Buffalo Detachment and 1 member from Fort Chipewyan detachment. Property Crime Examiners collect and record evidence in cases involving property crimes and greatly assist members of FIS in their day to day routine REPORT TO OUR COMMUNITY 25

28 POLICE DOG SERVICES (PDS) The Wood Buffalo Police Dog Services is a unit comprised of 2 fully trained General Duty Dog Handlers, Cst PETERS and Cst GRAVES and their respective Police Service Dogs, which are PSD Diago and PSD Case. We do have an additional two positions that are currently vacant. All of our General Duty Service Dogs are German Shepherds and the dogs of choice in the RCMP due to their overall temperament for the profiles which we utilize our dogs for. The profiles each PSD (Police Service Dog) must successfully validate on an annual basis are, Criminal Apprehension, Tracking, Narcotics Detection, Small Article Search, and Alley Searches. Each of our dogs are also trained in the ability to carry out gun searches, field (evidence searches), and building searches. This past year the Wood Buffalo Police Dog Services have been involved in extensive training within Fort McMurray and elsewhere. This training includes, but is not limited to, PDS Officer Safety training, PDS CTOMS (Critical Operation Medical Solutions), Emergency Response Team (ERT) Bush training/officer Survival training. This past year, the Wood Buffalo PDS has been called upon extensively to provide support to the members of the frontline in various calls for service. These calls include, Armed Robberies, Armed and Barricaded subjects, High Risk Building Entries, Search Warrants, Drug Searches, Bomb Searches, Stolen Vehicles, to name a few. It should be noted, that 2 of our members with Wood Buffalo Detachment are currently in the Quarrie/Imprinting process and have been raising our pups with the intent of becoming full time Police Dog Handlers one day. In raising their pups, these members are expected to socialize our dogs to strangers, large/small crowds, and other animals. Furthermore, our pups are also familiarized with various environments that any dog may encounter in an operational environment; this type of exposure would include water, slippery surfaces, mesh surfaces, bushes, urban areas, traffic, and loud noises, etc. By carrying out these exercises, our pups have a much better chance of completing their full time training, which is usually by the time they reach months. 26 WOOD BUFFALO DETACHMENT

29 DRUG SECTION The Wood Buffalo Detachment Drug Section is mandated to investigate drug offences within the RMWB. The unit investigates all types of drug offences within the RMWB and works closely with other drug units in the Country. The members utilize a variety of drug investigational techniques. For the first part of the year, the members of the Drug Section worked along with the ALERT unit. In October, a new Sergeant was announced and recently a Corporal was added. The members of the unit were successful this year seizing cocaine, marihuana, hashish, methamphetamine, oxycontin, synthetic cannabis and other illegal drugs. The unit seized over $250,000 in cash and 3 vehicles as proceeds of Crime. Two members of the unit again travelled to Vancouver, with the Fort McMurray Oil Barons, for the 8th annual Project Keepstraight. The Oil Barons and members attend local grade 5 classes to present a video of their trip as a drug prevention program. Members of the unit make several presentations to community groups, other police officers answer questions from concerned citizens REPORT TO OUR COMMUNITY 27

30 GENERAL INVESTIGATIVE SECTION The Wood Buffalo General Investigative Section (GIS Teams) was created in April, 2013 and replaces the Crime Reduction Teams. The re-allocation of resources allowed for the creation of four - Watch GIS Investigative teams. Each Watch GIS team works directly with an assigned Watch on the same shift. The Watch GIS teams consist of 1 Corporal and 5 Constables per team. The role of the Watch GIS teams is to provide plain clothes investigational assistance to all four Watches. The mandate of these teams is: Kidnappings and Forcible Confinements; Aggravated Assaults; Incidents involving serial rapists/offenders; Sexual Assault with victims under 16years; Attempted or successful non parental abductions; Arson or suspected arson to a dwelling or business; All confirmed Robberies; Criminal explosive incidents causing death or injury; Major Emergency Response Team deployments; Serious Injury or death to members on duty; Incidents that are likely to draw provincial/national media attention Any investigations that requires the interview of a child under the age of 12 During this past year the Watch GIS has assisted in numerous investigations including sudden deaths, robberies, aggravated assaults, firearms complaints, prostitution, sexual assault and extortion files. The Watch GIS works alongside the General Duty members in these serious investigations providing timely support and expertise. This working relationship has added investigational depth and experience to each shift day or night. Having these GIS members work directly on the watches has been highly successful in providing timely investigative follow up, particularly with these serious crimes, resulting in several arrests and successful prosecutions. The Watch GIS teams are not just a reactionary unit; the Members of the Watch GIS have also actively been involved in Pro-Active Drug investigations, Warrant apprehension and impaired driving investigations. 28 WOOD BUFFALO DETACHMENT

31 DOMESTIC VIOLENCE ASSISTANCE TEAM (DVAT) The Domestic Violence and Assistance Team (DVAT) is a support unit within the Wood Buffalo Detachment reporting to the Support Services Officer through the NCO I/C of the Plainclothes Unit. DVAT is comprised of one Corporal, three Constables, and a Social Worker. Members within DVAT are subject matter experts in the focus area of intimate partner violence, stalking, criminal harassment, and culturally driven violence. A major component of the DVAT mandate is to liaise with partner agencies in the community to respond to and prevent these crimes. Some of DVAT s community partners include Community Corrections, Alberta Human Services, the Domestic Violence Court, Victim Services, and the Anti-Bullying Council. The DVAT mandate is divided into 5 service delivery portfolios as follows: 1/ Investigative support to front line investigators including witness/ victim/ suspect statements, evidence collection, applications for Judicial authorizations, and major DV case management; 2/ Victim management including counseling, community referrals, and pre & post court follow up; 3/ Quarterly quality assurance reviews of DV investigations; 4/ Targeted enforcement of prolific DV offenders, DV warrant apprehension, offender condition compliance checks, and high risk threat assessments in consultation with partner agencies; and 5/ Community based prevention and education efforts. In the average calendar year, RCMP serving the Regional Municipality of Wood Buffalo respond to more than 700 domestic DVAT unit directly impacts the response, prevention, and awareness of this particularly dangerous crime type. SERIOUS CRIME The two Wood Buffalo Detachment Serious Crimes Teams are each comprised of one Corporal and four Constables. The Serious Crimes Teams report to the NCO I/C of the Plainclothes Unit and the Support Services Officer. The Serious Crimes teams manage high risk and complex person s crime investigations including but not limited to: homicides, attempted homicides, suspicious deaths, aggravated sexual offences, police involved injuries/ fatalities or the discharge of police firearms, missing person investigations where foul play is suspected, investigations likely to garner significant public interest, and all major incidents such as active shooters, barricaded persons, or hostage situations. Many of the investigations undertaken by the Serious Crimes Teams are in partnership with other provincial RCMP support units and/ or other law enforcement agencies serving Albertans and Canadians. Within the Serious Crimes Teams are subject matter experts in areas including: Interview & interrogation, Applications for Judicial authorizations, Crime scene management, Application of unconventional investigative techniques, and Major case management. Members of these teams are often relied upon to mentor and instruct investigators from front line and other violence related events. 32 FORT CHIPEWYAN DETACHMENT 2013 was a year of major change for Fort Chipewyan community and detachment. During the past year, the RCMP expanded its partnership with community leaders and organizations to address critical issues and implement solutions. Continual consultation with the community on their specific priorities and issues is primordial to implementing proactive approach tailored to their unique circumstances. Behind the scenes, Fort Chipewyan RCMP conducted investigations to target and disrupt drug trafficking, break & enter and theft as well as domestic violence. Joint investigations with our law enforcement and intelligence partners allow us to maximize our presence and resources to better serve the Fort Chipewyan community. One of the achievement of the past year was to get more involved with the children in the community by organizing activities such as Serving morning breakfast to student at school Movie night Halloween Anti-bullying parade etc The RCMP also opened an office at the local school to enhance positive interaction with the students. 30 WOOD BUFFALO DETACHMENT

33 BYLAW SERVICES The Bylaw Services Branch is dedicated to ensuring compliance with various municipal bylaws through the principals of education, requesting compliance, and enforcement. The year 2013 brought floods to some areas of the Regional Municipality of Wood Buffalo. Bylaw Services collaborated with a number of community organizations to help out during this trying time. In 2013, 16 presentations were made in schools in the Regional Municipality of Wood Buffalo by Bylaw Services. The topics for the presentations were: School Zone Safety and Halloween Safety. The presentations provided education related to safety for staff and students. One of our officers took part in the Model School Zone Webinar. This was a collaborative project between the RCMP, Victim Services, Safe Communities Wood Buffalo, Regional Emergency Services, Alberta Transportation, the Fort McMurray Catholic School Board, the Fort McMurray Public School Board, and Bylaw Services. The webinar was created to raise awareness for pedestrian safety in school zones. Bylaw Services hosted three bike rodeos in the municipality. During these events, children had a helmet fitting and learned proper hand signals before they entered the bike rodeo course. In the course, children used the hand signals to let others know their intentions while they operated their bicycles. Bylaw Officers staff were involved in a number of community events. For example, members attended both Spring and Fall Show & Market. At these events, Bylaw Services answered questions from the public as well as provided educational material. Other events attended included: municipal open houses, Fellowship Baptist Soup Kitchen BBQ, Movies in the Park, the Conklin Spring Tradeshow, the Car Show, a Bear Awareness Presentation, the Canada Day Parade, Graffiti Abatement Mural Project, Treaty Days, the Housing First BBQ, Tower Road Clean Up, Tim Hortons Camp Day, the RCMP 100 Year Anniversary Celebrations, the RCMP Regimental Ball, the Rededication of the RCMP Building, the Freedom of the City Parade, Remembrance Day, and the Santa Claus Parade. Our mascot, Bylaw Bob, was in attendance of a number of community events. Those events included: Law Day, Family Safety Day, The June Bug Festival, the Everybody Birthday Party, the Alberta Drive Picnic, and the Santa Claus Parade. Bylaw Services signed up for the 2013 Adopt-A-Family Program, the fundraising efforts went so well that we were able to support 2 families REPORT TO OUR COMMUNITY 31

34 VICTIM SERVICES UNIT The Fort McMurray Victim Services Unit provides immediate emotional and physical support to victims of crime and tragedy from the time of crisis through and beyond conclusion of the court process. They also provide information to victims on financial benefits, restitution and victim impact statements. In 2013, the Victim Services Unit assisted with over 1000 new files. Not only does the Victim Services Unit provide support to victims, they are also active in the community providing presentations on many topics such as bullying, elder abuse, etc. The Victim Services Unit partnered with the RCMP Domestic Violence Assistance Team unit and hosted a three day honor violence conference. The event brought forth 5 expert speakers from across Canada and welcomed over 100 attendees. For a second year in arrow, Victim Services created and distributed a calendar for our local community. The theme for the 2013 calendar was embracing Diversity ; the focus was to recognize the value of the diverse community we live in. We thought it would be helpful to give our community members an opportunity to learn and love the various cultures that represent our region. We distributed 15,000 calendars in the Region. Furthermore, in collaboration with several community agencies and departments, we successfully created and launched a DVD resource on Victim Services and the importance of our working relationship with our vital community partners. The DVD was launched to the public during a live event and then launched online via our Victim Services website and you tube. Essence of Courage Award 2013 was the first annual award presented during the launch of our DVD. The recipient is selected by Victim Services Staff and is based on a victim s personal triumph over trauma and tragedy REGIMENTAL BALL Victim Services hosted the 2013 Regimental Ball; this year was of special importance as the RCMP celebrated their 100th anniversary of policing in the community. Victim Services also celebrated an exciting milestone of 25 years. The event was sold out with 650 people in attendance and Victim Services was able to raise $50, WOOD BUFFALO DETACHMENT

35 CENTENNIAL 2013 was an important year for the Wood Buffalo RCMP as it marks the celebration of the RCMP Centennial in Fort McMurray, as the first permanent detachment was established here in To commemorate this historic milestone we organized and participated in numerous events and projects, which not only celebrated our past, but also emphasized the future of policing in Wood Buffalo. Our exciting year began with the Centennial Crest competition with the winning entry unveiled at the official launch of Centennial festivities in January. As the year progressed we took part in a variety of community activities including safety initiatives and sporting events. In August we held our rededication ceremony of the policing headquarters building and we were honored to have a local wood-working artist create the masterpiece on which the detachment buffalo head now resides. The culminating events took place in late September with the Freedom of the City Parade and the Victim Services Regimental Ball, at which a commemorative oil painting was unveiled. This original piece of art was created, by local artist Kevin Sawatsky, just for the occasion and is a beautiful blend of policing and community partnership. Looking to the future we will no doubt see continued growth both in capacity and partnerships. The new South Policing Facility will be open in mid The final centennial event will allow us to highlight our successes and achievements both internally and externally with the first-ever Wood Buffalo RCMP Officer-in-Charge Awards. These awards, scheduled for later this fall, will recognize selflessness and exemplary service provided to the community by police officers, civilian employees and members of the general public. The Wood Buffalo RCMP would like to thank everyone who participated in the centennial celebrations. 36 FLOOD WOOD BUFFALO Wood Buffalo RCMP worked in partnership with numerous agencies during the flood of the Athabasca and Clearwater rivers and the area tributaries. With the assistance of KDiv Operations, 25 additional members were called in to assist with the evacuation of several areas of the city. The RCMP would like to thanks several local partners who were instrumental in bringing these events to a successful conclusion. These partners were the: RMWB Bylaw Services and Emergency Services, Provincial Sheriffs Dept, Alberta SRD, KDiv RCMP Air Services and the Oils Sands Security Professional Group. A special shout out also goes to the Members of CFB Cold Lake Air Rescue, who assisted in the rescue of 2 stranded boaters on the Christina River. FLOOD SOUTH ALBERTA Once again Wood Buffalo members were called upon to assist their neighbors to the south, during the devastating Floods of Shortly after working through a similar crisis within our own city. Numerous members were called to the Calgary area to assist with evacuation and relocation and then later security duties in the communities of High River Cochrane and Okotoks. The members were detailed to work both regular and overtime shifts within the communities. These duties continued for several months, until the members of High river were later in a position to return to regular duties. A job well done by all those who attended these communities. IDLE NO MORE This past year has been a busy time for a variety of matters for Wood Buffalo Detachment. This past year saw several Idle No More gatherings held within the RMWB. The Wood Buffalo Detachment met with the organizers on a continuous basis during these events while also making sure that there was open communication prior to and after the events. The working relationship between the detachment and the First Nation groups holding the Idle No More events was excellent and showed the ability of the detachment to work in conjunction with our clients in the community on a variety of issues. JAIL STRIKE Wood Buffalo Detachment members were called upon to assist RCMP members from across the province to assist with the coverage of guard services during the Provincial Sheriff s Strike in May of members from the detachment attended Calgary and Edmonton and pulled long shifts to over the security detail. 34 WOOD BUFFALO DETACHMENT

46 06 MOVING FORWARD: WHAT S UP & COMING 2015 SUMMER GAMES THE REGIONAL MUNICIPALITY OF WOOD BUFFALO WILL HOST THE 2015 WESTERN CANADA SUMMER GAMES FROM AUGUST 7-16, These games provide an opportunity for amateur athletes, ranging in ages from 11-20, to advance their skills in a competitive and friendly environment. Ceremony Security, Volunteers and design, development and delivery of the Security Operations Centre and Games Operations Centre. Additional personnel will lend their experience and expertise as volunteers in Traffic and Parking Control, Opening and Closing Ceremony Control and Sports Operations. The Western Canada Summer Games were developed in 1973, primarily as an opportunity for Western Canadian athletes to test their skills in Olympic standard competitions, improve sport facilities in Western Canada, foster volunteerism and provide high-quality sporting events. All three levels of government with local industry are engaged in supporting and ensuring that the 2015 Western Canada Summer Games are the best Games ever. More than 2,300 athletes, 10,000 spectators, 3,000 volunteers and 300 officials will participate in 10 days of high-level athletics in 18 different sports at venues located throughout the municipality. The Games will feature athletes from British Columbia, Alberta, Saskatchewan, Manitoba, Yukon, the Northwest Territories and Nunavut. Wood Buffalo RCMP personnel are leading the Security Pillar of the Games Organizing Committee in the area of Director of Security Operations, Accreditation, Venue Security, Athlete s Village Security, VIP Security, Torch Run Security, Opening and Closing 44 WOOD BUFFALO DETACHMENT

47 SOUTH POLICING FACILITY UPDATE The South Policing Facility is scheduled to replace the downtown cell block currently in the Jubilee Building with a new state of the art facility to house prisoners. The new facility will contain twenty six cells, while also include four holding cells. The facility will also contain a breath testing room for impaired driving investigations. When the facility becomes fully operational, this facility will increase the day to day effectiveness of prisoner handling for the Wood Buffalo Detachment and its policing partners. The South Policing Facility will also house the Provincial Integrated Traffic Unit consisting of RCMP members and Alberta Sheriffs and also the Municipal Traffic Unit. The ability to have the units work in corporation on Traffic Safety issues will enhance the service delivery to the RMWB. The facility will also serve as a work area for other members of the Wood Buffalo Detachment when they are in the area. The South Policing Facility will be a great addition to policing in the RMWB in order to increase the effectiveness of providing policing services to the region REPORT TO OUR COMMUNITY 45

48 MUSICAL RIDE One of Canada s most recognized icons, the Royal Canadian Mounted Police Musical Ride, will be performing in the Regional Municipality of Wood Buffalo on Aug 2 4, 2014 at MacDonald Island. The Musical Ride was developed in 1876 by early members of the North- West Mounted Police to display their riding ability and entertain the local community. It has evolved over the decades into a uniquely Canadian performance enjoyed by tens of thousands of spectators every year. The RCMP Musical Ride represents a colourful Canadian tradition. The troop of 32 horses and riders will perform a variety of cavalry drills choreographed to music. Working through a unique medium, they support the Wood Buffalo RCMP community policing efforts and kick off the One Year Out Celebrations for the 2015 Western Canada Sumer Games being held in the Regional Municipality of Wood Buffalo Aug 7 16, The Wood Buffalo Policing Services will be hosting all Members of the Musical Ride Friday Aug 1, 2014 with tours of the Regional Municipality, Suncor and Syncrude and holding a Meet and Greet BBQ with Detachment Members. There are three (3) shows schedule for the long weekend of August 2-4, 2014; an evening show Saturday Aug 2, an afternoon show Sunday August 3 and a late morning show Monday August WOOD BUFFALO DETACHMENT

49 AIRPORT AIR SHOW The Fort McMurray Airport (YMM) will be hosting an air show, which is scheduled to take place on May 31 and June 1, 2014, which will host the world-renowned Canadian Forces Snowbirds and lead an action-packed weekend of aerial performances including the CCF-18 demonstration team with AV8FX pyrotechnics, Team Rocket and Super Dave to name a few. The Fort McMurray International Air Show is being held to celebrate the opening of Fort McMurray International Airport s new Terminal Building. A Gala Evening will also showcase the new terminal with Canadian astronaut Chris Hatfield as the MC and headlining Bachman Turner Over Drive (BTO) NORTHERN KICKOFF On June 13, 2015, MacDonald Island Park will inaugurate the new Shell Place with the Northern Kickoff. The Edmonton Eskimos football team will face off the Saskatchewan Roughriders for the occasion, for their opening pre-season game which will be broadcasted live on national television (TSN). It will be an unforgettable experience for the community of Wood Buffalo. A great few days of celebration to look forward in YMM is Canada s fastest growing international airport with an estimated 1.2 million travellers each year and growing to 1.5 million by This event will allow YMM to introduce itself to the world and will attract an estimated audience of 50,000 people in attendance. This will be a spectacular community event and one to be remembered for years to come. On June 09, 2014 the Wood Buffalo RCMP will also be opening its new international terminal office and provide all ground security and traffic enforcement for this event.
