The Board consists of Head of Council (or his or her designate), one member appointed by Council, one member appointed by Council that is neither a Council member nor an employee of the Municipality and two persons appointed by the Lieutenant Governor of Ontario. Councillors Gainer and Bradley completed their terms during the year and Councillors Dupuis and Thompson, appointed by Council, were welcomed to the Police Services Board in December Page 2

I am pleased to present the 2006 Annual Report. Members of the Greater Sudbury Police Service continue to work together to provide quality and compassionate service to the community while fulfilling legislative responsibilities as set out in the Police Services Act. Recognized by our members, community and peers as progressive, innovative leaders in policing, we have been successful through many initiatives and collaborative partnerships with a variety of community, provincial and national partners. The Greater Sudbury Police Services Board, front line officers, criminal investigators, civilian support staff and volunteers continue to embrace our core value, Our Community Our Commitment. I extend warm thanks to the Police Services Board and all of the members of our organization for their steadfast commitment and dedication. It is indeed a privilege to serve this organization and work with the community in providing excellence in community safety and security to the citizens of Greater Sudbury. 11 GREATER SUDBURY POLICE SERVICE 2006 Annual Report Traffic Management and Road Safety The Eliminate Racing Activities on Streets Everywhere (E.R.A.S.E.) Program is a result of the collaborative effort of twelve police services, the Ministry of Transportation and the Ministry of the Environment to work collectively targeting illegal street racing. The goal of Project Erase is to change poor driver behaviour through education and strategic enforcement. The Greater Sudbury Police Service, in partnership with Sudbury Hyundai, unveiled the E.R.A.S.E. Educational Vehicle on the 14 th of July. Officers of the Traffic Management Unit then took to patrolling the streets in the vehicle attending cruise nights spreading the word that street racing will not be tolerated in our communities. The Service s Traffic Management Unit was the recipient of the Ministry of Transportation Road Safety Achievement Award in the category of Road Safety Initiative of the Year. 12 GREATER SUDBURY POLICE SERVICE 2006 Annual Report Joint Force Operations Joint Force Operations (JFO s) are planned initiatives, supported by a written agreement or memorandum of understanding, involving two or more police services that have common objectives related to the investigation of multi jurisdictional criminal activity. The Joint Forces Drug Enforcement Unit consists of officers from the Greater Sudbury Police Service, the Ontario Provincial Police and the Royal Canadian Mounted Police. The Biker Enforcement Unit is a Joint Forces Operation led by the Ontario Provincial Police and comprised of 17 municipal agencies, the Royal Canadian Mounted Police and the Criminal Intelligence Service of Ontario. This multi agency partnership is a demonstration of Ontario law enforcement s shared interest in combating organized crime in their respective communities. The Asset Forfeiture Unit is comprised of officers from the Ontario Provincial Police and officers from numerous municipal police services. This project has established a province wide, singlesource service provider for the seizing, storage, maintenance and disposition of vehicles. The Drug Enforcement Unit participated in Project Rock that operated from April to September. The Project involved the purchase and/or seizure of approximately $120,000 worth of drugs and resulted in 39 individuals being arrested and 167 criminal charges laid. The Unit was also involved in a lengthy marihuana grow operation investigation which resulted in warrants being executed on 7 grow houses in the City. A number of individuals from the Toronto area were arrested and charged with Cultivation and Possession for the Purpose of Trafficking. In total, 15 individuals were charged and over $2,000,000 worth of Marihuana was seized. In February the Joint Forces Task Force completed Project Oraider, a major investigation into the local chapter of Hells Angels. Numerous Hells Angels members were charged and as well four kilos of cocaine, cash and firearms were seized. 17 2006 Annual Report GREATER SUDBURY POLICE SERVICE Highway Memorials for Fallen Officers On the 24 th of November 2006, Ontario Transportation Minister Donna Cansfield dedicated two local bridges in honour of Greater Sudbury Police Officers killed in the line of duty. These bridge dedications were the first for Ontario municipal police officers, prompted by the passage of the Highway Memorials for Fallen Police Officers Act in 2002, a Private Member's Bill introduced by Sudbury MPP Rick Bartolucci. The Sgt. Rick McDonald Memorial Bridge is dedicated to the bridge located at the Highway 17 and 69 Interchange. Sergeant Rick McDonald, a 12 year veteran of the Greater Sudbury Police Service, was struck and killed on July 28 th 1999, while laying a spike belt across the roadway trying to stop a stolen vehicle The Cst. Joe MacDonald Memorial Bridge is dedicated to the Junction Creek Bridge located at the Highway 17 and Municipal Road 55 Interchange. Constable Joe MacDonald was shot and killed on October 7th 1993, after pulling over a vehicle on a routine traffic stop. Constable MacDonald had served five years with the Greater Sudbury Police Service "Dedicating these bridges to two local heroes will ensure that the people of Sudbury continue to honour their memory and remember their sacrifice" said Rick Bartolucci on the day of the dedication Page 17

18 2006 Annual Report GREATER SUDBURY POLICE SERVICE Our Community Our Commitment The Greater Sudbury Police Service continued to participate in the campaign to raise funds in the battle against Cancer. The Shave for the Record Campaign, formerly known as the Clip a Lock for Cancer, was held on April 8 th, 2006 at College Notre Dame. In total, 819 devoted individuals had their heads shaved in a period of four hours raising in excess of $340,000 with proceeds going to the Northern Cancer Research Foundation, Northern Ontario School of Medicine, the Police Youth Initiative Fund and the Canadian Cancer Society. Mayor Dave Courtemanche, along with Greater Sudbury Police Director of Corporate Services, Sharon Baiden and her son Derek proudly shaved their heads during the initial kick off. The Event also set a Guiness World Record for the most heads shaved in four hours by five hairsylists. The Police Service participated in the Great Wheelchair Challenge on the 25 th of October. Organized by the Sudbury Independent Living Resource Centre, the event provides participants with the opportunity to raise funds and awareness for the Centre by spending a day experiencing first hand what it is like for those who spend all of their days in a wheelchair. 19 2006 Annual Report GREATER SUDBURY POLICE SERVICE Our Community Our Commitment The Greater Sudbury Police Service, the City of Greater Sudbury, the Downtown Sudbury (Sudbury Metro Centre), the Rainbow District School Board, the Sudbury Catholic District School Board and le Conseil scolaire du district du Grand Nord de L Ontario conducted the annual Graffiti Eradication Project on the 16 th of October. Students from all areas of the city assisted police officers and other community volunteers in cleaning off or painting over existing graffiti found on various locations in their respective neighbourhoods. On November 15 th, the Sudbury Road Safety Committee unveiled two new billboards in the City of Greater Sudbury in relation to the Let s Remember Adam Stop for the School Bus initiative. The campaign, which has expanded across Northeastern Ontario, was created in memory of five year old Adam Ranger who was struck and killed when he stepped off his school bus in February 2000 in Mattawa. The billboards remind drivers of the ultimate consequences if they choose not to stop for a school bus. The two billboards were sponsored by the Greater Sudbury Police Services Board and the Sudbury Police Association Page 19

20 GREATER SUDBURY POLICE SERVICE 2006 Annual Report OACP Community Policing Award The Greater Sudbury Police Service was the recipient of the 2006 Ontario Association of Chiefs of Police Community Policing Award which has been sponsored by Accident Support Services International for years. The award recognizes the partnership between the Community and the Police in reducing and/or addressing crime and social disorder problems. The Service was selected for the Award for their efforts which have significantly improved the relationship between the Police and the Aboriginal community. Greater Sudbury Police Chief Ian Davidson, Sergeant Robert Thirkill and Constable Grant Dokis, along with leaders from the local Aboriginal Communities and Government officials, recognized the very serious issues with Aboriginal youth that was placing the youth and the future of the community at risk. Together the issue was addressed through the development of a unique community partnership that became the Police Mkwa Opportunity Circle. The Program focuses on educating, guiding and mentoring Aboriginal youth in order to change the face of the community, and at the same time recruit more Aboriginal youth into the Greater Sudbury Police Service. The project has grown beyond the community and has become part of the Ontario Police College s Basic Recruit Training Program.
