The Unit investigates offenses and complaints involving technology, computers, and the internet including online offenses. The information and statistics presented emphasized the need for a specialized team to tackle such a difficult offence. Chief Elsner sincerely thanked the team for their dedication and commitment to keeping the most vulnerable sector of our communities safe. Detective Sergeant Tim Burtt also thanked his team and acknowledged their dedication. OACP Constable Selection System Licence Agreement the Board received a report on the Constable Selection System Licence Agreement. The current Agreement is being extended for a further five years. The System provides pretesting and screening for police applicants Fees for Service the Board received the proposed amended fee schedule for The schedule has been adjusted in accordance with Bylaw False Alarm Reduction Program Fees the Board approved the proposed amended fee schedule for The schedule has been adjusted in accordance with By-law Fleet Maintenance and Repair Agreement the Board approved an extension to the Agreements with Belanger Ford and Bob s Service Centre for the maintenance and repair of police vehicles until October 31, Architectural Relocation Needs and Facility Analysis the Board received a report regarding the planned expansion initiative to provide better customer service and uniform division deployment efficiencies. The initial solution of expanding headquarters was cancelled due to unforeseen ground conditions and associated costs. It was determined that a full facilities review be undertaken. Yallowega Belanger has been retained to conduct a study. Video Surveillance MOU the Board received a report on a request for remote access to Greater Sudbury Housing Video Surveillance System for a more efficient means of detecting criminal activity, assisting with investigations, and enhancing public safety. Any such agreement will ensure that privacy legislation obligations are adhered. Accident Support Services Inc. Agreement Amendment the Board approved an amendment to the Agreement with Sudbury Accident Support Services Ltd. (ASSI) to allow the electronic submission of vehicle collision reports to the Ministry of Transportation on behalf of the Service. Ontario Working Group Agreement the Board received a report outlining the formation of an Ontario Working Group, the result of a Proceeds of Crime Grant established to examine new concepts and models of community safety practice. Plans are underway for launching strategies for intervening on situations of acutely elevated risk of victimization in the community. OIPRD Mediation Program the Office of the Independent Police Review Director has advised that they will be offering Mediation for Public Complaints beginning in November The program will provide informal resolution under Part V of the Police Services Act. This is a voluntary alternative dispute resolution process designed to encourage communication and problem solving. Mediation services will be contracted throughout the province. Chief Elsner advised that the OIPRD has been overwhelmed with work and cases. OIPRD Annual Report the Board received the Annual Report. The report can be viewed online at
2 Communication Infrastructure Project Update CAO Baiden updated the Board on the progress of the Communications Centre project. Radio programming training will be provided to Communicators soon. Inspector Zimmerman advised that the project was on budget. Delays in implementing the new system were discussed. Action Sudbury Red Ribbon Campaign Action Sudbury celebrated its 25 th Annual Red Ribbon Campaign on Friday November 29, The Annual Red Ribbon Tie One On Campaign is carried out during the month of December to remind motorists to drive safe and sober over the holidays Shopping With Cops Chief s Youth Initiative Fund the Board approved donations to the following: $3,000 to the 2013 Shopping with Cops Program $780 to the 2014 Infant Food Cupboard Calendar Program $2,000 to Youth Program at Central City Tae Kwon Do $1,000 to the 2013 Azilda Lion s Club Keep Them Warm Program Board Trust Fund the Board approved a donation to the following: $500 in support of the 2013 Christmas Sponsor Families E.L.F.F. Project Chief s Youth Advisory Council Introduction Anna Barsanti, Education Coordinator for Youth, presented the Chief s Youth Advisory Council to the Board. New members introduced themselves and cited their reasons for participating on the Council. Julia Martellacci and Stephane Brideau spoke about the accomplishments of the Council. Chief Elsner was presented with a gift of thanks and well wishes on behalf of the group. Chief Elsner and Chair Dupuis thanked the group for the dedication to the Council and presented members with the Chief s Challenge Coin. The group was tasked to develop and identify a youth initiative strategy to guide their work and work of the Service as it relates to youth. Correspondence A letter was received from Cops to Conquer Cancer thanking the Board for their financial support allowing the team to participate in the 2013 Road Hockey to Conquer Cancer Event in Toronto. The team raised $18, this year and a total of more than $35,000 over the last two years. Events are planned to fundraise and educate over the next year leading up to the 2014 game. A letter was received from the Learning City Initiative thanking the Board for their financial support of the 2013 Learning Spark Festival held in September at Memorial Park in Sudbury. This festival celebrates the importance of children s play in lifelong learning. The event was a success. Chief s Christmas Luncheon Invite Chief Frank Elsner invited all staff and Board Members to celebrate the Christmas Season on Thursday December 12, 2013 from 11:30 a.m. to 2:00 p.m. on the 5 th floor at Police headquarters. Chief s Farewell Reception the Board hosted a farewell reception for Chief Frank Elsner on Thursday December 5, 2013 at the Steel Workers Hall on Brady Street, Sudbury. The Chief was honoured with donations to the Chief s Youth Initiative Fund. New Business Chief s Youth Advisory Council A letter from the Chief Coroner s Office dated September 2012 regarding a safety issue with waste disposal vehicles was discussed. Issues raised mirror those brought forward by Member Lougheed in September The Coroner s Inquiry made recommendations that a side guard be installed on vehicles.
3 To date no such action has been initiated. It was agreed that the Board send correspondence to the Chief Coroner s office and Transport Canada asking that these recommendations be adopted. Chief Elsner advised that the OACP will also be taking the recommendations into consideration. DECEMBER 11, 2013 Presentation of New Officers Chair Dupuis welcomed family members in attendance supporting the newest officers and those being recognized at this meeting. Constables Dale Bailey, Nicholas Jefkins, and Jeffrey Sajatovic were presented to the Board. Officers recited their Oath of Office and were congratulated by Chief Elsner and Chair Dupuis and welcomed by Members of the Board and Senior Staff. Chief of Police Search the Board received a report in relation to the search for a Chief of Police. A Request for Proposal was issued by the City. After a detailed review of all documents tendered, Odgers Berndtson ranked top by the evaluation team and has been engaged to assist in the selection Memberships the Board approved renewals of memberships with OAPSB, OAPSB Zone 1A, and CAPG. Promotion of Officer the Board was introduced to Robert Weston who was promoted to the rank of Sergeant. Sergeant Weston joined the police service in 2000 and is currently assigned to the Criminal Investigation Division. The Board and Senior Staff congratulated Sergeant Weston on his promotion. Racial and Multicultural Relations Advisory Committee Terms of Reference the Board received a report on the Racial and Multicultural Relations Advisory Committee revised Terms of Reference which define the committee s purpose and provide structure to the group to accomplish their goals in accordance with current activities. Continuing Education the Board received the Continuing Education Report for claims submitted for reimbursement totaled $6, In accordance with Policy, members are eligible for reimbursement of up to $500 per course to a maximum of $1,000 per year. Volunteer Manager of the Year Chief Elsner introduced Greater Sudbury Police Service Volunteer Coordinator, Sheila Kelly-Petrin who was named this year s recipient of the United Way Sudbury and Nipissing Districts and Volunteer Sudbury/Bénévolat Volunteer Manager of the Year Award. This award recognizes the outstanding contributions of a Volunteer Manager within the City of Greater Sudbury. Ms. Kelly Petrin also received her twenty-five year service recognition. Continuing Education Senior Officer the Board received a report a report respecting Continuing Education tuition reimbursement for a Senior Officer. The Board has a commitment to the members of the Service in pursuit of furthering their educational standing relative to their career with the Service. Under Article of the Senior Officers Collective Agreement, full reimbursement will be paid on approval solely at the discretion of the Greater Sudbury Police Services Board.
4 Sudbury Lions Eye in the Sky Presentations Maureen Luoma and Jan Browning of the Downtown Business Improvement Area BIA and Peter McLeod of the Lions Club of Sudbury both presented $2,000 cheques to Chief Elsner for the continuation of the successful Lions Eye in the Sky program. Chair Dupuis thanked the Committee for their work and financial support. Sudbury Region Police Museum Presentation Emile Lavigne, Chair of the Sudbury Region Police Museum Board and retired officer, presented Chief Elsner with a print of the logo Night Shift which honours those who protect the public. The logo tags a specialty coffee created for the Service, the idea of David Woodley of the Museum in partnership with Old Rocks Sudbury. Marina Harte is classically trained local artist. She kindly donated her time and skills to the project to create the logo s warm and heartwarming image of Sudbury s policing past. Communication Infrastructure Update Inspector Zimmerman provided a communications project update to the Board. There have been delays in testing the new equipment. The end of January 2014 has been targeted as the transition date. The project is on budget. Crime Stoppers Month January will be proclaimed Crime Stoppers Month. Chief Elsner recognized Sudbury Rainbow Crime Stoppers for their tremendous work and support of our officers. Chair Dupuis agreed. Correspondence A photo card was received from Sherry Hasanefendic, Communications Centre, and Constable Nihad Hasanefendic thanking the Board for their assistance and financial support in Continuing Education. Both have graduated from their Baccalaureate Program. A card was received from the Sudbury Police Pensioners Association thanking the Board for their support and contribution to the Police Retirees Conference in October 2013 in Sudbury. Conference attendees were envious of the friendship shared with Members of the Board. We are proud of the relationship between our groups. A letter was received from the Peel Police Services Board forwarding correspondence from the Association of Municipalities Ontario to the Honourable Madeleine Meilleur, Minister of Community Safety and Correctional Services, regarding the Future of Policing Advisory Committee and Community Safety Plans. Growth in police costs has reduced resources available to prevent crime. The FPAC is urged to release an interim report with draft recommendations by year end. Notes of Appreciation Chief s Youth Initiative Fund the Board approved donations to the following: $1,000 in support of the 2013 Salvation Army Santa Shuffle Chief Elsner thanked everyone for their efforts and support for the Farewell Reception held in his honour December 5, 2013 at the Steel Workers Hall. It was a great night. He especially recognized the assistance of Auxiliary Officers Sergeant Kevin Deforge, Auxiliary Constables Tyler England, Devon Weber, and Brandon Leeson. $300 in support of St. David School winter wear for students $1,500 to the TG Innerselves support program Board Trust Fund the Board approved donations to the following: $1,000 in support of the 2014 GSPS Men s Over 35 Hockey Team $100 and gift in support of the 2014 Inner City Home Auction Fundraiser $1,000 in support of the 2014 GSPS Men s Under 35 Hockey Team
5 The Police Services Board bids farewell to Chief Elsner New Business The Board was updated on the issue of safety with waste disposal vehicles. The Chief Coroner had recommendations for consideration. CAO Baiden advised that correspondence is being finalized and will be sent to the Transport Canada with copies forwarded to the MCSCS, OACP, OACP Zone 1A, OAPSB, Ministry of Transportation and the OACP Traffic Committee. The Board will be kept updated. Recognition the Board recognized Chief Frank Elsner for his outstanding work with the Service during his term. Chair Dupuis along with Board Members wished the Chief well on his move to British Columbia and the return to his family. Adjournment the meeting adjourned to City Council Chambers for the swearing in of Acting Chief Dan Markiewich.
