1 Oregon Trail District Surviving 2012 Fall Camporee Edna Creek Flats September Leader s Guide Some believe the Mayan calendar predicts cataclysmic events on Dec. 21, Is your patrol ready? Come to the Oregon Trail District Camporee and prove your survival skills!! The Camporee will be held at Edna Flats, 4 miles from Highway 21, north of Idaho City, on Forest Service Road 384. It's designed to be a skills-based competition for Scouts to participate in, have fun, compete with their fellow Scouts, and build lifelong relationships with caring adults. Competition will be points-based, with each troop and patrol competing for the bragging rights of 1 st, 2 nd, and 3 rd place in the overall events, and the Spirit Award. The Oregon Trail District s skills-based competitions are designed to accomplish the following purposes: 1. Reinforce the patrol method 2. Encourage good teamwork 3. Help Scouts master basic Scout skills 4. Provide an opportunity to meet and socialize with other Scouts 5. Help generate Scout spirit and troop/personal pride 6. HAVE FUN!!!!! Registration: Troops need to pre-register with the numbers of participants (Scouts and adults) to ensure there are plenty of patches and supplies and for each event. The deadline is a week before the event: September 14th, 5:00 pm (with the Scout Office). Adult Supervision: Troops must operate with the BSA requirement of two-deep leadership at all times. Each troop must have two leaders (one of whom must be registered as a leader with the Boy Scouts of America) at all times. If it becomes necessary for the troop s leaders to leave camp at any time, camporee officials must be notified immediately. 1

2 Features of the Camporee: Cost: $10 per person Lunch on Saturday will be provided; all other meals are the responsibility of each troop. Each registered attendee will get the commemorative patch for the Camporee. Awards and ribbons will be presented at an awards ceremony on Saturday afternoon. Scout uniform must be worn during competitions, campfires, flag ceremonies, and awards ceremonies. Troop T-shirt is acceptable for skill competitions, as long as the entire troop/patrol wears the same T-shirts. Official (brown) uniform must be worn at campfires, awards ceremonies and chapel. Formal organized camping by patrols. Awesome Friday and Saturday evening campfire programs, with skits and songs done by Scouts and leaders. Competition in Scout skill events with points and score cards. Camp sites will be judged. Patrol flags are encouraged. Leave No Trace area will be cleaned and inspected before departing. Optional non-denominational Scout s Own (chapel) service on Sunday morning. Service Project on Sunday afternoon. Adult Leader Dutch Oven cook-off. Prizes will be awarded for the best main dish, side dish, and dessert. Water: Each unit is expected to provide their own water. Fires and Firewood: Since this document was written months before the event, please be aware that fire restrictions may be in place during the Camporee. Each troop is expected to provide its own firewood and needs to bring a fire barrel. We ask that you not make new fire rings in the area. You are also asked to provide some wood for the campfires on Friday and Saturday evening. In case of Fire Ban: It is possible that the Forest Service will have NO fire or smoking restrictions in place, including charcoal. Typically gas lanterns and stoves are allowed under such restrictions, but updates will follow on the exact regulations. All troops will need to plan their meals and lighting in accordance with such. If in place, such restrictions will likely cancel the fire-building and Dutch oven competitions. In the event there are fire restrictions, please bring a propane lantern and tripod to the campfire program. 2

3 Patrol Method: A camporee is designed to promote the fact that the patrol is the basic unit and should be run by the boys. Robert S.S. Baden-Powell stressed the patrol method, which was designed to be boy-run and boy-led. Scoutmasters and leaders are expected to let the boys handle as much as possible. On the trail of competition, Scouts are expected to take charge of their patrols and provide the proper leadership. Adults are expected to refrain from providing active leadership while the patrols are competing. Judges will deduct points for overly active adult leadership and coaching. The Senior Patrol Leader is expected to lead his troop, and the Patrol leaders are expected to lead their patrols. Camporee and event judges will be looking for this key component of a boy-run troop. Points will be awarded based on how well a patrol and troop accomplishes their tasks, utilizing the patrol method. Judges will also be looking for teamwork and Scout spirit during the events. Points will be awarded in the following manner: Upon arriving at a station, and after signaling to the judge that they are prepared to compete, each team will be asked two Scoutknowledge questions. If they answer the questions correctly in the time allowed, they will be given one point for each correct answer, for a total of 2 points. Each event will be scored based on a 5-point system. If a patrol accomplishes the event to the satisfaction of the judge, they will be awarded up to 5 points. Some stations will provide the opportunities to earn bonus points. Patrols and troops will be awarded up to an additional 3 points for demonstrating their Scout spirit and Scout attitude. This means that the patrols will be judged on their adherence to the patrol method, showing Scout spirit, demonstrating teamwork and proper leadership. Patrol cheers are highly encouraged. The grand total (not including bonus points) for each event will be 10 points. Adult leaders may accompany their groups to events, but the patrol loses points when Scout leaders get involved. Check-in: Troops arriving at camp will immediately go to the registration area of the camporee. Upon check-in and payment of fees, your troop will be given your camping assignment, a camp map, schedule of events and duty assignment. You must show your Tour Permit, and have medical forms on hand, in case of emergency. Set-up camp in time for Friday campfire. Camp Policies: This camporee is designed to be fun, but safe! Let s all remember that. Our camporee insurance is accidental insurance. It is not liability insurance. What this means is that if a Scout from a troop causes damage (such as chopping down a tree, starting a fire, killing local wildlife, damaging the creek bank or causing additional erosion, etc.), the troop and its leaders will be held responsible for the damages and/or lawsuit. This camporee is being held on private land, and the land and its owners must be respected! Camporee Boundaries: Since we are camping on private land, there are very strict rules to follow. We will be doing activities in the Edna Flats 3

4 (Kempner Ranch) area off F.S. Road 384, in the Boise National Forest. Boundaries will be strictly followed. Scouts will avoid the grassy areas of the valley outside of the boundaries of the camporee area, and follow the rules for travel within the valley. Excursions off campus are prohibited, and private/public areas are to be treated with respect at all times. Medication: Leaders are responsible for informing camporee staff about any medical conditions at camp, and reporting all injuries. Individual troop leaders will maintain control of the medications they have brought to camp for their Scouts. Principles: We must all follow the Scout Oath, the Scout Law, and the Scout Motto. Scouts must be respectful and treat each other in the spirit of brotherhood at all times. Leaders are expected to monitor their troops at all times. Safety is the # 1 priority. Any troop or patrol that compromises the safety of others and the good name of the Boy Scouts of America may be removed from competition, and, in extreme cases, will be asked to remove themselves from the property. Each Troop will be expected to perform an appropriate song or skit at the Campfire program. There will be awards for skits and songs. Personal electronics: No personal electronics will be allowed during the camporee. Leaders must ensure that there are no cell phones, MP3s, PSPs, ipods, CD players, etc. at camp. Radios (walkie-talkies) may be used by adult leaders, but they should refrain from allowing the Scouts to use radios. Patrol size should be at least 4 Scouts, but not more than 8. This number will be strictly followed to provide fairness in competition. For larger numbers, permission from the camporee director is needed. Weather: Weather at this time of year is unpredictable. Come prepared for warm days, cool nights, rain, possibly snow, etc. The camporee will go on despite the weather, except in severe cases such as fire, lightning, etc. Volunteers are needed to assist Camporee staff with station activities, trash collection, and other duties. Please ensure that each unit has a leader available to volunteer as needed. This year the question will be generated from The Scout Field Book. Card collecting/trading game: Before the competition begins, the patrol leaders will be given a set of identical trading cards (yet each patrol will have a different set). Throughout the day patrols will need meet with other patrols in order to collect a full set. Various staff members may have set of card as well. Uniform Inspection: Before the events, patrols leaders will conduct a uniform inspection on another patrol. First Aid Simulation: The patrol will be presented with mock situation where first aid is required. They will be judged on how they handle the situation using the first aid skills required to reach the rank of tenderfoot through first class. What is wrong with this camp site?: A campsite will be set up with numerous errors. The patrol will be judged on the number of errors they find. Fire Building: Build a fire with material you provide, high enough to burn a string into two. Those who use matches or lighters will be given a time penalty. Bonus points will be given to the patrols with best times. 5

6 Bear Bag Race: Putting up a bear bag is very important skill for scouts to learn who plan on doing any back country backpacking. Patrols will need to fill their bear bag with various items and secure the bag high enough off the ground. Patrols will be judge on skill and speed. Bonus points for the best times patrol. Compass skills course: Scouts will complete a closed compass course and return to the proper spot. Make sure you know how long your pace is!! Patrol Photo: We will have a designated station where patrols will be photographed. Easy Points. Civil War encampment Questionnaire: Crew 57 will put up a civil war encampment. Patrols will complete a questionnaire to earn points. There will also be a live fire demonstration of various civil war replica rifles and pistols. Tomahawk throw: This event is being offered by the Order of the Arrow members. Bonus points will be awarded for the most accurate patrol average. Atlatl skill: Patrols are encouraged to make their own atlatl prior to the Camporee (only one per patrol). Atlatls will be provided for patrols without one. Bonus points will be awarded for best average distance This link provides one method for making an atlatl, feel free to do your own research. Blind folded knot tying: Each member of a patrol will be blindfolded, they will they be asked to tie six different knots: square knot, bowline, timber-hitch, two half hitches, clove hitch, and tautline hitch. Each Scout will have 30 seconds to tie each knot. Scoring: Event Coordinators will add up the total number of knots tied correctly and then divide by the number of Scouts in the patrol. Camp Inspection: Campsite will be judged for the following: General Order & Appearance, Fire extinguishing material, Unit identity, garbage receptacle, Duty roster posted, fire rules followed (burn barrel). Dutch Oven Cooking Contest: Open to all Scouts and Scouters. It is not the intention for this event to replace the Scouting Competition events, Scouts please plan your time wisely. A patrol may be a competitor to allow better time management. Scouters should plan their participation around any Scout Competition Station responsibilities they may have. Any questions or disputes will be resolved by the event organizer. (David Hoffman) The Competition will consist of 3 Classes with a single First Place Prize awarded in each Class. - Entrée - Side-dish - Dessert - Any meal may be represented. (Breakfast, Lunch, Supper, Midnight Snack) Competitors may enter more than one class but only one dish per class. Competitors must register each dish and will be given a card to fill out for the judges. Competitors may have assistants to perform prep and maintenance. Three judges will be selected during registration and they will need to be available at any time from Friday night until the award ceremony Saturday 6

7 afternoon to judge entries. Judges will therefore be excused from the Scout Competition stations if necessary. Due to fire safety concerns, cooking will be done only at the campfire area and active cooking properly monitored. (Lit fires properly attended until cold out.) It is suggested that judges sample sparingly as we don t know how many entries they will be asked to judge. Judging will be on the following categories and only on the merits of each particular dish; the judging will not be comparative (one competitor s dish will NOT be judged against another competitor s dish): - Food Safety (proper food prep, fire safety, health concerns, etc.) - Time Management and Organization (subjective) - Presentation (how the food looks, how the food is served, Scout Spirit and Showmanship) - Success (hot things hot/cold things cold, biscuit not brick, proper doneness) - Taste (judge s own subjective opinion) Each judge may award up to 10 points for each category, then the scores will be added and divided by 3 to get the contestant s totals for that dish. In the event of a tie, the prize will be awarded by high-card draw between tied competitors. The event will proceed as follows: - Contestants decide when to prepare dishes and will let the judges know before they start. Dishes may be presented to the judges Friday evening before Firebowl and Saturday between Breakfast and 3 PM. Please schedule your cooking with the judges so they can observe your preparation. - Contestants prepare dishes while judges observe. - Dishes will then be turned in to the judges as they are completed. Once turned in, they will be eligible for scoring. - Any dishes not turned in to the judges by 3 PM will not be scored to allow the judges time to complete their scoring of dishes turned in on time before the awards ceremony, so please plan accordingly. All dishes turned in on time will be scored. - Judges will score dishes in the order they were turned in, asking each contestant to present the dish. Presentation is at the discretion of the contestant. - After the judges have completed their scoring of the dish, competitors may elect to present the dish to spectators for general acclaim. - Time permitting, the event participants (competitors, judges and spectators) may present after action comments, suggestions, or recipes. 7
