This year s Camporee will be held at Beneke Creek, Jewell Meadows Wildlife Area, near Jewell, Oregon. A map is enclosed. Drive time from Hillsboro is approximately 75 minutes. This year s Camporee... Planning for the 2018 Camporee is in high gear! We are working to plan the best Camporee ever! The planning is accomplished at regular meetings of the Tuality Chapter of the Order of the Arrow meetings on the 2 nd Thursday Roundtable at the Hillsboro LDS Stake Center & 3 rd Thursday chapter meeting held at Helvetia Community Church at 7:17pm. Planning and executing this event involves over a 100 people and a ton of volunteer hours. If you would like to learn more about how you can help share the load and bring our district the best Camporee program in the Council, please contact one of the adult advisors above. Camporee Objectives: This will be a Boy Scout Camporee, for the Tuality District Boy Scouts and Arrow of Light/Webelos Scouts. There will be maximum Arrow of Light/Webelos unit participation Sponsored by Boy Scout units. There will be maximum youth participation at all events/activities at the Camporee. 2 Camporee Guidelines PRE-REGISTRATION AND REGISTRATION - VERY IMPORTANT!!! Register fees are collected at Round Table April In Pre-registration of youth, by patrol, by the deadline of the April Roundtable (Tuality - Apr 12th, Ft. Clatsop - Apr 12th) is vital. Patrols registered by this date will be scheduled into the Saturday games. Patrols not registered by this date, or walk-ons at the time of Camporee, will not be scheduled. The Patrol Registration Form is included in this packet. You will need to duplicate this form as one form is required for each patrol pre-registered. The form includes a place for the adult Event Staffer to be listed. Each patrol registering must have one adult registered as an Event Staffer. This adult will be on duty as Event Staff running an event while the events are open to the patrols (Saturday from 9:00 am to 12:00 pm and 1:30 pm to 4:00 pm). Again this year All adults in a unit are to be registered on the Adult Registration form found later in this packet. All Adults, including those listed as event staffers are to be included. To facilitate planning, units must register at least one adult per patrol to serve as Event Staffers. 3 have had over the years and look forward to another great year! When you are paying at the April Roundtable make checks payable to Tuality District BSA. All forms and fees are due by the April Roundtable (Tuality - Apr 12th, Ft. Clatsop - Apr 12th). You may deliver the check to the Camporee Staff at the District Roundtable. Each person, Scout or Scouter, is requested to check in with the Registration Staff upon arrival, regardless of anticipated level of participation or length of stay. Arrow of Light (formerly second-year Webelos) and Webelos (formerly first year Webelos) Dens or individual Arrow of Light/Webelos Scouts planning to spend a night must register. Arrow of Light/Webelos Scouts need to pre-register using the form found later in this document. While it is important that the Arrow of Light/Webelos group be associated with a Boy Scout Troop, we need to have the Arrow of Light/Webelos group register separately. Arrow of Light/Webelos Day-Pass Arrow of Light/Webelos Scouts and Arrow of Light/Webelos Parents can visit for the day for FREE! We want to see all of the Webelos scouts (4 th graders) at Camporee as well and wherever we refer to Arrow of Light dens it includes the Webelos dens as well. This FREE pass is available only for those who will be day visitors. If you camp overnight, each Arrow of Light/Webelos Scout and each adult is required to pay the $14.00 Camporee Fee. For more information on the Arrow of Light/Webelos Scout participation at Camporee, please refer to the Arrow of Light/Webelos Scout Guidelines section. Any person leaving the Camporee is requested to check out with the Registration Staff. The registration process accomplishes more than just gathering data for statistical purposes. In the past, Camporee Staffs have received inquiries regarding the whereabouts of so-and-so for reasons ranging from would like to know to family emergency and MUST FIND! FEES - Register fees are collected at Round Table April 12, 2018 Any person planning to attend or participate at Camporee is required to register with the Registration Staff. Any person paying a fee will receive a Camporee Patch. Any adult planning to merely observe or supervise their Scout(s) for Friday evening or Saturday events/activities and will not be staying over either night need not pay a registration fee. However, please register with the Registration Staff upon arrival and departure. If you need to leave and will return, you must check out and then back in. NOTE: If someone is staying overnight, they must pay the registration fee. PRE-registration Registration Staff Registration youth and adult Arrow of Light Day Pass Discount Partial Fees $ per person (by April 12 for scheduled event participation) $ per person (after April 12) NOTE: scouts will not be scheduled for events $ per person (Apply with the Camporee Chairman or Chapter Adviser. Applications will be accepted at the March chapter meetings. All staffers are required to eat at the staff dining hall and pay $20.00 food expenses. Food payment will be collected at the April chapter meetings. Your medical form should be included with your home troop. If you are with District, then your medical form should be supplied to the Camporee Chair when you arrive at Camporee. A physical is not required, but the emergency contact information and health history is required. You must also register and pay your registration fee with your home unit. Be sure that they use the enclosed Staff Registration Roster. Your patch will be given to the home unit.) FREE (registration upon arrival at Camporee is required) If a troop has a den of at least five Arrow of Light/Webelos register to spend Saturday night with the troop, then registration is $13 per scout in the troop as well as the pack. 4 Scouts planning to participate in the events must be registered no later than April Roundtable (Tuality - Apr 12 th, Ft Clatsop Apr 12 th ). CHECK IN Plan to arrive on Friday evening, May 4 between 4 pm. and 8 pm. No vehicles will be permitted to cross the bridge before 4pm, other than Camporee staff vehicles. ITEMS REQUIRED AT CHECK IN ON May 5 Receipt, or canceled check, if pre-paid Fees for any late registrations or additions, including any Arrow of Light guests Tour Permit (Properly Filed with Council) Medical Forms (as appropriate for all Boy Scouts, Arrow of Light/Webelos guests, and adults) Unit Roster (including and identifying the Boy Scouts, Arrow of Light/Webelos guests (youth and adults), and adults) If you print your own roster, please provide two (2) copies for the Registration Staff Vehicle Roster (those vehicles to remain at Camporee, including the vehicle to cross the bridge) TOUR PERMITS All units, Cub Scout, Boy Scout and Varsity Teams that attend Camporee must properly file a Tour Permit. Responsibility for the Tour Permit lies with the unit. The Tour Permit application is available on the web site. MEDICAL FORMS Each unit must bring their Health and Medical Records for all Scouts and Scouters who will be participating at this Camporee. All Arrow of Light/Webelos Scouts must bring their Health Medical Records, as well. The Camporee Medic would like a list of specific medical problems, youth and adult. This list may become very important to that boy who is allergic to bee-stings and gets stung!! Unit Leaders are requested to provide a list of qualified medical personnel that will be with their unit at Camporee. The Unit Leader will turn in the medical forms, the "problem" list, and qualified medical personnel list to the Registration Staff at check in. They will all be kept and turned over to the Medical Staff, where they will remain for the duration of the Camporee or until needed. PARKING Please observe any NO PARKING zones. All units are highly encouraged to maximize use of car-pools. Our parking area has been designated to be some irregular fields close to the entrance to the refuge area from the roadway. The area will be marked and parking is permitted only in those areas. You will need to park toward the back of the area if you are leaving on Sunday and toward the front if you are leaving on Saturday night. Please allow parking staff to assist you and maximize the parking space available. Each unit arriving on Friday will be permitted to have one and only one vehicle cross the bridge. Please pack accordingly. Each unit will be issued a special parking pass for that vehicle. Vehicles that cross the bridge on Friday are to remain across the bridge in a specially designated parking area until departure from the Camporee (Saturday evening or Sunday morning, depending on when the unit departs). The bridge will be closed to vehicle traffic from Friday 8:30 pm to Saturday at 4:00 pm. The bridge will be reopened from 5:00 pm to 7:15 pm for early departures and then be reclosed until 9:30 am Sunday morning due to safety concerns. No vehicles will be permitted to cross the bridge without permission from the Camporee staff. Exceptions for handicap or special needs issues, please contact the Camporee staff prior to Camporee. Arrow of Light/Webelos visitors on Saturday, either staying for the day or overnight, must check in with registration before visiting Troops or joining in the games. 5 be permitted to cross the bridge. All gear must be walked in, so plan accordingly. If there are handicaps or special needs issues for Arrow of Light/Webelos units, please contact the Camporee Staff prior to Camporee. CHECK OUT There will be a field sweep organized by the Camporee staff for scouts right after the closing flags. This is to quickly and efficiently allow us to verify that the game areas are completely clear of any and all litter and let everyone get on their way home. Further instructions will be made available during closing flags. Any person or unit leaving the Camporee is required to check out with the Camporee Registration Staff. Normal check out will be Sunday morning after Chapel Service and Flag Ceremony. Units needing to checkout earlier are requested to make arrangements with the Registration Staff at check in time. Check out involves a successful campsite inspection, conducted by Camporee Staff personnel. Upon successful check out, all unit paperwork, Camporee patches will be given to the Unit Leader. Individual patches will NOT be given out, unless the individual checking out originally registered as an individual. All individuals in the unit must make arrangements with the Unit Leader to get their patch. SENIOR PATROL LEADER AND SCOUT MASTER CRACKER-BARREL The Senior Patrol Leader and Scout Master from each participating unit are expected to participate at this event. This event gathers together the unit leadership from each participating unit with the Camporee SPL for the primary purpose of providing an opportunity for 2-way discussion and any updates on the event. We will also pass out and explain the patrol rotation assignments to each troop. ADULT CRACKER-BARREL All Event Staff from each participating unit are expected to participate at this event. This event gathers together the unit leadership from each participating unit with the Camporee Staff for the primary purpose of providing an opportunity for 2-way discussion. These will be important events for two (2) reasons: Adult Game assignments and instructions regarding the Camporee game will be provided by the Camporee Staff Feedback, or constructive criticism, from the unit leadership regarding the Camporee will be solicited and welcomed by the Camporee Staff FLAG CEREMONIES All units are expected to participate in each of these events, which are critical to communications between the Camporee Staff and all units. Please be on time! Remember, to be early is to be on time. Last minute information may be passed at these events. We are always excited to hear Troop Yells during roll call! Any unit may volunteer or may be asked to perform a flag raising or lowering ceremony. Please inform the Camporee Senior Patrol Leader if your unit is interested. Be advised that the Camporee Senior Patrol Leader may require an audition! PARTICIPATION AWARDS Each Boy Scout unit will receive a PARTICIPATION AWARD. Additionally, each participating (PAID) Boy Scout, Arrow of Light Scout/Webelos, and adult will receive a Camporee Patch. CAMPING AND EATING All Arrow of Light/Webelos Dens and individual Arrow of Light/Webelos Scouts are expected to camp and eat with their sponsoring Boy Scout unit. Specific arrangements are left to the discretion of the Boy Scout Unit Leader. Please refer to the Arrow of Light/Webelos Scout Guidelines section for more information. Except for the Cracker-barrel, no food or water will be provided by the Camporee staff. Each unit must make arrangements for bringing and preparing their own meals. WATER There will be no water provided at this year s Camporee. Each unit is required to provide their own water! HINT: If each boy brings two 1-gallon containers of water, each unit should have a sufficient amount for the Tuality District Camporee Oregon Trail May 4, 5 & (Printed 3/6/18) page 5

6 weekend. COOKING AND FIRES All troops are required to have a Fire Permit even if not having a fire as described below. Your Fire Permit is used to indicate that the Fire Marshal has inspected your site and it is clean before you can leave Camporee. Open fires of charcoal and/or wood and stoves using liquid fuel and/or propane may be used at Camporee in accordance with the Boy Scouts of America (BSA) policy. Refer to the Guide To Safe Scouting for further information on the use of these fuels. The Camporee Staff will not provide charcoal, wood, liquid fuel, or propane. Units are advised to bring their own supplies. NOTE: Before lighting a campfire, a unit must have a Fire Permit from the Camporee Fire Marshall posted in plain site. A camp fire is any fire, including but not limited to wood fires, charcoal cooking fires, or other similar fueled fires. Before issuing the Fire Permit, the Camporee Fire Marshall will check the Campfire Container, the fire protection system (fire buckets at tents and backup water supply), and the unit s fire suppression tools. The Campfire Container must keep the fire at least 12 above the ground. Campfires will be permitted only in above ground fire containers. The campfire must not scorch the grass or soil below the container. Campfires must be attended at all times and appropriate water containers and fire shovels must be present. The Camporee Fire Marshall may ask the unit to move the location of the fire container before issuing the Fire Permit. The Camporee Fire Marshall will require an adequate number of fire-cans filled with water for fire related emergencies. "Adequate" means one (1) 5-gallon bucket of water at each campfire location. UNATTENDED CAMPFIRES MAY BE SUMMARILY EXTINGUISHED! AND THE PRIVILEGE OF HAVING A CAMPFIRE MAY BE REVOKED! Boy Scout Unit Leaders will be responsible for ensuring that all fuel containers and propane canisters not attached to a cooking device or lantern are properly stored. Refer to the Guide To Safe Scouting for further information on the storage and handling of fuels. If you have any questions or concerns regarding safe handling and storage of fuels, please contact the Camporee Chairman or the Camporee Fire Marshall. Before your Unit leaves Camporee, all remaining charcoal and/or firewood must be removed from your site. GARBAGE, TRASH, AND GRAY-WATER DISPOSAL Units will be permitted to dispose of wastewater resulting from washing/rinsing dishes, hands, clothes, etc., which is known as GRAY-WATER. Foodstuff that may have collected at the bottom of the washbasin are NOT defined as GRAY-WATER, nor is paper, glass, aluminum, steel, etc., no matter how much some may wish to consider that as biodegradable. This stuff is GARBAGE and TRASH, and must be carried out. Remember that GRAY-WATER disposal is a privilege. Care should be taken to safely dispose of GRAY- WATER in the field away from the creek. Old nylon stocking stretched over a plastic bucket or can makes a good strainer, so that the water and solids can be separated. FIELD EVENTS All field events have been selected based on a fun challenge scale. Obviously, not all events will be challenging for all scouts. Likewise, not all events will be doable by all scouts. The goal is to provide a fun and challenging experience for all scouts participating at this year s Camporee. If you have any questions about any event, please ask. It is suggested that all units get their Camporee Patrols organized and PRACTICE, PRACTICE, PRACTICE!! Events use all manner of Scout skills. There will be teamwork required. Like previous years, the events at this year s Camporee will be staffed by adults, who have been identified at registration (one adult event staffer listed per registered patrol plus other available adults listed on the Adult registration form). REMEMBER: Participation in the field events is predicated upon PATROL registration at April Roundtable Tuality District Camporee Oregon Trail May 4, 5 & (Printed 3/6/18) page 6

7 (Tuality - Apr 12 th, Ft. Clatsop - Apr 12 th ). PATROL SIZE The ideal patrol size is eight (8) members. If the patrol size is smaller than 6 members, its size can be increased for Camporee by moving members into the patrol from other patrols or combining patrols. If the patrol size is larger than 8 members, the size should be reduced before registration. If your patrols are not sized to match the patrols they will compete with, it makes it very difficult to have fun. When registering, please complete all information on the Patrol Registration form. When completing the Patrol Registration form, be sure to indicate the patrol name, the first names and last initial of the scouts, and their ages. It is very important that all of this information be present so that the program staff can set up the patrol rotations. NOTE: Under no circumstances should Arrow of Light/Webelos Scouts be members of a patrol along with Boy Scout or Varsity Team members. Camporee is a program for Boy Scouts and Varsity Teams. Arrow of Light/Webelos Scouts are guests and have limited participation opportunities. If a team is found to contain Arrow of Light/Webelos Scouts, the team may be disqualified from participating. ADULT PARTICIPATION When a patrol pre-registers, a minimum of one adult must be registered with the patrol. This adult will be on duty as Event Staff Saturday from 9:00 to 12:00 and 1:30 to 4:00 when the events are open to the patrols. The Event Staff will be responsible for setting up, running, and cleaning up the event area during the entire event time. On the recommendation of the Unit Leader and the approval of the Camporee Program Coordinator, older youth members of a troop or team may serve as event staff. Event Staff positions are a great way to have new parents to Boy Scouting participate in Camporee. If your unit has extra adults attending Camporee, they are welcome to become part of the Event Staff. All adults attending Camporee are to be registered on the Adult Registration form and on that form there is a place to indicate those extra adults who will be members of Event Staff. All Event Staffers will receive a special hat as a thank you for the extra special help they provide to make Camporee a great event. PATROL GEAR All members of the patrol are expected to have a Totin' Chip and a Fireman Chit so that they may handle knifes, axes, hatchets, saws, and fire. All members of the patrol are encouraged to carry the Camporee Essentials (Compass, Matches, Pocketknife, First Aid Kit, Rain Gear, and Water) at all times during the events. If patrol members are not prepared for the events with these essentials, they may not be able to compete. It is hard to shoot a compass bearing without a compass. CAMPOREE GATEWAY COMPETION This year there will be a competition where we will be judging gateways that best tie to the theme of Camporee. We will be judging during the afternoon games so all construction should be done by noon. There will be an award given for Best of Show EVENT SCHEDULING There are more events than there are time periods for events to run. Some events are reserved for older age patrols and some are reserved for younger age patrols. Patrols with similar ages will compete against each other when possible. Because there are more events than event time periods, it will not be possible for a patrol to compete in every event. The patrol will be given its participation schedule on Friday night during SPL/SM meetings. The patrol may not change its schedule. Additionally, when the signal to change stations is sounded, the patrol must proceed immediately to the next station on their schedule. If the event was not completed, no award will be made, even if one patrol was ahead of the other at the signal to change events. Patrols must be quick to get to their next station and ready to participate. Any and all First Class Scout skills may be needed to participate in an event, so each patrol should practice their Scout skills. 8 evening. Event maps for Arrow of Light/Webelos guests will be available at registration after lunch on Saturday. PATROL FLAG AND MASCOT All patrols will need to bring their patrol flag that best represents the patrol to Camporee. The totem has to be easily carried around by the Patrol. The Totem must be able to survive the elements and the wear and tear it will receive as the patrol moves from station to station. Because we know how hard the patrols will work to make their totems, it will be judged and prizes will be awarded. Some of the categories may be: Best Visual Most Creative Special Effects Best Original Design Most Inventive Best Use of Sound Best Use of Light Best Theme Patrols should have their totem with them at all Saturday assemblies and during events. The judges will be looking out for them. It will count toward spirit!!! SPECIAL EVENT TIME The time period from the end of the scheduled events (3:30 pm) to the beginning of dinner preparation (5:00 pm) is the Special Event Time. During this time, High Adventure Relay, the Boatman Challenge (Cub Scouts only), the Hawk Off will be held. If a unit is interested in demonstrating skills, or operating another special event, please contact the Camporee Senior Patrol Leader for advance permission. Any additional event should be brought to the attention of the Camporee Staff as soon as possible, so that facilities and other planning can occur. If your unit has questions about conducting a special event, please attend the Camporee planning meeting, held on the 2 nd Thursday Roundtable at the Hillsboro LDS Stake Center & 3 rd Thursday chapter meeting held at Helvetia Community Church at 7:17pm. Each and any unit is free to set up unit specific advancement opportunities within their camping site. If any unit has questions regarding what resources might be available, please ask the Camporee Staff. HIGH ADVENTURE RELAY Designed for teams of boys 13 and older, High Adventure Relay will be a timed race. The team size is four (4) boys, no more, no less, all of whom must be a minimum of 13 years old, First Class and not yet 18 years old by Saturday of this year s Camporee. Each team will need the use of their 10 essentials for this event. The event may involve canoes in the not-so-typical Camporee fashion. The event this year will involve canoes in the not-so-typical Camporee fashion. Fitting with this year s Camporee theme Oregon Trail, we are bringing back canoeing on Beneke Creek! Scouts should be prepared to challenge themselves to be truly High Adventure Scouts and portage a canoe with gear on the creek the way early settlers might have had to. Scouts feet will get wet during portaging, and they should come prepared with a complete set of dry clothes to change into. It will be a challenge truly deserving of Tuality District Camporee High Adventure! To facilitate the event, we have included a registration form in this packet. The High Adventure Relay Registration Form is to be completed and turned in when all the other forms are due Due to the amount of time (3:45-5:00) race entries are limit to one team per Troop. If Troops would like to enter more than one team, additional entries may be available at Camporee (See the High Adventure Relay Adult Leader). April Roundtable (Tuality - Apr 13 th, Ft. Clatsop - Apr 13 th ). BOATMAN CHALLENGE - 4:15PM (Cub Scouts Only) Designed for boys of all ages, including Arrow of Light/Webelos Scouts, this event is the Boatman Challenge. The mountain men of the early 19 th century often used the rivers and streams to carry their provisions and the results of their logging activities. The challenge will be to build a small boat which will have to carry a small parcel along the creek from the start to the finish. The parcel will be a measure of flour wrapped in a paper towel. Each Patrol or any other grouping may enter the event. The Patrol must construct a boat using natural materials and cotton string. No Man-Made materials of any other kind may be used. 9 constructed before coming to Camporee. When completed, the boat must completely fit inside a #10 can (same as large coffee can). The bundle will be added to the boat by the event staff when the boat is readied for the event. The boat will be set afloat down the creek and pulled out further downstream. If the flour is dry, the Patrol will be awarded a Mountain Man Totem for successfully navigating the treacherous waters. If the flour is wet, the Patrol will be deemed to have been the lesser boatman and awarded the Outlander Totem. There will be no Scouts in the water. Advance registration is not required for this event, just show up with the already built boat! Look for the sign along the creek. HAWK OFF This is an invitation only event. At the discretion of the Event Staffers running the event during the regular program time, some individuals will be invited back to compete for the best of the Camporee in this event. VOLUNTEER STAFF The "all volunteer" Camporee Staff will consider all adults attending Camporee as "all volunteer". As such, they may be subject to requests for assistance with various activities or functions. The "cheerful support" of the "all volunteer" force at Camporee will be greatly appreciated!! CAMPFIRE AND ORDER OF THE ARROW CALLOUT The Camporee Campfire Roundup will be conducted Saturday evening at 8:00 PM with campfire to follow at 8:30 pm. All units will be requested to wait at their campsite for an Arrowman Guide to arrive and guide them to the Campfire site in silence. The Campfire entertainment will be provided by the Patrols of various units at the Camporee. Each Patrol will be scheduled for one event period to review their material. The Patrol is highly encouraged to try out new material (hint, hint!!! We love new material! If it is new and different, and of course is Scout appropriate, we want to see and hear it!). A Patrol will have enough time to try out a particular skit more than once, or try out multiple skits and/or songs. If props are needed for the skit or song, they should be carried with the patrol to the event. The Camporee Senior Patrol Leader will notify patrols of their selection into the Campfire program. Scheduled into the Campfire activities will be the Order of the Arrow Callout Ceremony. In this ceremony, the Tuality Chapter of the Order of the Arrow will briefly explain the Order of the Arrow and will announce this year's candidates, as elected by the youth of each unit. RESTRICTED AREAS There may be areas marked as "restricted" around the campground as they become necessary. On the whole, the only areas strictly OFF LIMITS for the duration of the Camporee are: Beneke Creek, unless temporarily used for an event ALL WATER, unless temporarily used for an event ALL WILDLIFE There may be a minimal amount of POISON OAK around and about the campground. Please advise your Scouts, Arrow of Light/Webelos guests, and Scouters. The park staff has asked our event to minimize the activities in the grass fields, unless these have been specifically mowed for our use. Generally, all of the fields beyond the event areas are to be kept out of. There will be a path mowed for traveling to the campfire on Saturday evening. TRANSPORTING SCOUTS All transportation of Scouts to, from, and within the Camporee grounds will be in accordance with BSA policy. Seatbelts are required at all times. ORDER OF THE ARROW The Tuality Chapter of the Order of the Arrow (OA) has been the catalyst for all planning and staffing for this Camporee. All OA members are encouraged to participate on staff during the Camporee weekend. However, to do so, participation in the planning meetings is critical and necessary. Unit Leaders need to ensure that OA Staff participation will not negatively affect their unit s operation during Camporee. SERVICE PROJECTS None is scheduled for this year s Camporee. TRADING POST The trading post will have pocket knives for sale this year. Arrow of Light/Webelos must be accompanied by an adult to validate that the purchase is approved. Scouts must be able to present their Totin Chip, if asked, before purchase. ADULT COOK OFF An Adult Cook off is planned for this year s Camporee. All dishes must be ready for judging at 3:45 PM, Saturday. Judging will be at the Staff dining hall. Adult teams will need to prepare a meal that represents the theme of Camporee by name and presentation. The ingredients must be authentic to the theme. Be prepared to discuss the ingredients you choose, your recipe, and your presentation of the meal to the judges and graded on originality. There will be four judges. The Games Patrol vs. Patrol events are where two patrols compete against each other. Single Patrol events are where a patrol competes against a standard. NOTE: Events are for the Older, the Younger, or Both patrol groupings. Some patrol events in the Younger rotation will also be available for participation by the Arrow of Light/Webelos guests during times where there are no Boy Scout patrols participating at that event. Some patrol events are closed completely to Arrow of Light/Webelos guests. 11 Arrow of Light/Webelos Scout Guidelines WHO CAN ATTEND For the purpose of Camporee, Arrow of Light (formerly second-year Webelos) Scouts are 5 th grade boys who have not yet crossed over to Boy Scouts by Camporee and Webelos (formerly first year Webelos) are 4 th graders who began the current school year as Webelos and will graduate to Arrow of Light Scouts by summer. If you have any questions about whether an Arrow of Light or Webelos Scout is eligible to attend Camporee, please ask. SPONSORSHIP Arrow of Light/Webelos Dens, or individual Arrow of Light/Webelos Scouts, may participate at Camporee, but only as a guest of a Boy Scout unit. As such, they are considered to have been invited by the sponsoring Boy Scout unit and are the responsibility of the Boy Scout Unit Leader during the course of the Camporee. Each Boy Scout unit is encouraged to sponsor Arrow of Light/Webelos Den(s) at Camporee. Therefore, each Boy Scout Unit Leader is highly encouraged to take the initiative and contact Arrow of Light/Webelos Den(s) offering to be its (their) sponsor at Camporee. Arrow of Light/Webelos Unit Leaders are encouraged to contact a Boy Scout Unit Leader to express your interest for a sponsor so that your boys may participate at Camporee. Arrow of Light/Webelos Unit Leaders having difficulty obtaining a sponsoring unit should give your Unit Commissioner a call for a name & phone number or come to the Camporee planning meetings. ARROW OF LIGHT/WEBELOS ADULTS Each Arrow of Light/Webelos Scout should be accompanied by at least one (1) adult partner (i.e., parent or guardian). However, a ratio of one adult for up to three Arrow of Light/Webelos Scouts can be used if there is difficulty having a parent or guardian attend. It is important for the parent to be involved so that they can see what Boy Scouts is all about and to help them be better able to guide their child in making choices for their Boy Scout transition. Hereafter, whenever Arrow of Light/Webelos Scout is referenced, the adult partner is included. Each Arrow of Light/Webelos Den should be accompanied by its Arrow of Light/Webelos Unit Leader. However, all adults registering with an Arrow of Light/Webelos Den will be considered an Arrow of Light/Webelos Unit Leader at Camporee. REGISTRATION Every Arrow of Light/Webelos Scout must register with the Registration Staff, regardless of the length of stay or degree of participation. This may be accomplished as a member of an Arrow of Light/Webelos Den or as an individual Arrow of Light/Webelos Scout. In either case, the Arrow of Light/Webelos group must pre-register using a separate form which is different than the form used by the Host Troop. There is information that is needed regarding the Arrow of Light/Webelos group that appears on the form. Arrow of Light/Webelos Scouts may stay the entire weekend, at the discretion of the sponsoring Boy Scout Unit Leader. However, it is strongly encouraged that Arrow of Light/Webelos units postpone their arrival until noon Saturday, for greatest fun factor for the Camporee experience! Arrow of Light/Webelos Scouts may also visit Camporee for the day only on the FREE pass. No matter which way the Arrow of Light/Webelos Scout visits Camporee, for just the day or camping overnight, they must visit registration when they arrive on site to check in. FEES There are two options for fees at Camporee. If the Arrow of Light/Webelos Scout (and adult partners as well) is visiting for the day only, there is a FREE participation option (Note: there is no patch given for the FREE day Tuality District Camporee Oregon Trail May 4, 5 & (Printed 3/6/18) page 11

12 pass). If the Arrow of Light/Webelos Scout (and adult partners as well) is spending the night, then a $14.00 fee per Arrow of Light/Webelos Scout and per adult partner is required and pre-registration is also required. But this year there is a special discount for any troop and den that has at least 5 Arrow of Light/Webelos Scouts spend Saturday night with the sponsoring troop which discounts the fees from $14 to $13 for all youth scouts. FIELD EVENTS Arrow of Light/Webelos Scouts are expected to arrive at this year s Camporee around noon on Saturday to join their hosting Boy Scout unit and to provide them sufficient time to set-up camp before they try their hand at various events. Cub scouts may participate at stations only where there are no Boy Scout patrols scheduled and only with sufficient ADULT supervision, provided by the Cub Scout leaders. Event Staffers will be available at a station, but supervision of the Cub Scouts is the proper role of the Arrow of Light/Webelos adults. It is highly recommended that the Cub Scouts tour the event sites and look at the Boy Scouts participating to get a feeling for what Boy Scouting is all about! Please note: There will be no events open for Arrow of Light/Webelos participation until the afternoon on Saturday. If you arrive during the morning session, you may observe only. A map and schedule of events that Arrow of Light/Webelos Scouts may participate in will be available at the Registration area where you check in. If an event is not scheduled for Arrow of Light/Webelos participation, it will be noted on the schedule and the map. Any event may be observed, including the events from 3:45 to 5:00 after the scheduled field events are completed. NOTE: Under no circumstances should Arrow of Light/Webelos Scouts be members of a patrol along with Boy Scout or Varsity Team members. Camporee is a program for Boy Scouts and Varsity Teams. Arrow of Light Scouts/Webelos are guests and have limited participation rights. If a team is found to contain Arrow of Light/Webelos Scouts, the team may be disqualified from participating. BOATMAN CHALLENGE - 4:15PM Designed for the Arrow of Light/Webelos Scouts, this event is the Boatman Challenge. The mountain men of the early 19 th century often used the rivers and streams to carry their provisions and the results of their logging activities. The challenge will be to build a small boat which will have to carry a small parcel along the creek from the start to the finish. The parcel will be a measure of flour wrapped in a paper towel. Each Patrol or any other grouping may enter the event. The Patrol must construct a boat using natural materials and cotton string. No Man-made materials of any other kind may be used. The boat must be constructed before coming to Camporee. When completed, the boat must completely fit inside a #10 can (same as large coffee can). The bundle will be added to the boat by the event staff when the boat is readied for the event. The boat will be set afloat down the creek and pulled out further downstream. If the flour is dry, the Patrol will be awarded a Mountain Man Totem for successfully navigating the treacherous waters. If the flour is wet, the Patrol will be deemed to have been the lesser boatman and awarded the Outlander Totem. There will be no Scouts in the water. Advance registration is not required for this event, just show up with the already built boat! Look for the sign along the creek. Ham Radio Station This station is open all afternoon on Saturday during the scheduled game events and has multiple activities that Arrow of Light/Webelos Scouts will find interesting. Stop by as your schedule works. CAMPING AND EATING Arrow of Light/Webelos Scouts and their Adult Partner(s) are expected to camp and eat with their host Boy Scout unit. Specific arrangements are left to the discretion of the Boy Scout Unit Leader. Each unit will handle their guests based on their own choices, but it is generally expected that the Arrow of Light/Webelos Guests will be responsible for their own camping gear, cooking gear, and food. 13 unit's leadership regarding food, equipment, and organization. Arrow of Light/Webelos Scouts and their adult partners who are visiting for the day only on the FREE pass are expected to bring their own food and water for the day. Alternatively, the Arrow of Light/Webelos group may make arrangements with a Boy Scout unit. GENERAL RULES Each Arrow of Light/Webelos Den & Scout must comply with the rules of the Camporee, as noted in the body of this document. The Boy Scout Oath & Law should be everyone s way of life. FURTHER INFORMATION Please attend the regularly scheduled Boy Scout Roundtables conducted the second (2 nd ) Thursday of each month prior to Camporee to obtain additional information. You may also attend the regularly scheduled Order of the Arrow meetings conducted the first (1 st ) and third (3 rd ) Thursdays of each month prior to Camporee for additional information and/or planning.
