2 EXSUM After a busy April, this past week was a little quieter with Korean holidays and preparations for upcoming important events. The Republic of Korea Presidential Election will take place May 9, We expect civil gatherings to continue, particularly in the U.S. Embassy area. Help keep our community safe by monitoring our U.S. Army Garrison Yongsan Facebook page for safety and security updates and remain aware of your surroundings at all times. One of this month s important events is Memorial Day. As we plan to enjoy the long weekend with our families, please read the Secretary of Defense safety memorandum on Preserving the Force (page 5). We have also included the latest safety gram on distracted driving (page 6), as well as Army preliminary loss reports as reminders that most accidents are preventable (pages 7-8). We take safety very seriously, and the latest Garrison Enforcer attests to how hard our law enforcement professionals work to ensure everyone abides by the rules (page 9). The security of our Area II community is a high priority, so please see the attached Eighth Army Antiterrorism Newsletter (pages 10-15) containing important policy updates and training information. For those of you who participated in the last Individual Relocation Brief (IRB) at USAG Yongsan South Post Chapel in April, please spread the word on how helpful this forum is for those transitioning to USAG Humphreys in the coming year. The next IRB will take place May 9 so bring your questions and your orders for customized assistance in planning your move (page 16). The main post movie theater will host a special live production called Theater of War to discuss challenges faced by service members, veterans and their caregivers and families (page 17). We hope you can join us for this important event discussing how to deal with the stress military service members may face. While April was SHARP awareness month, we must continue our efforts to prevent sexual assault and harassment. Area II is pleased to welcome SHARP special speaker Mr. Mike Dormitz to the main post movie theater May 19 and May 30 (page 18). May is Asian American/Pacific Islander Heritage Month (page 19). Come out and celebrate this special observance on May 16 at the Main Post Club. The annual ROK-US Friendship Combat Taekwondo Exhibition is an exciting event open to the public (page 20). Come watch eight ROK Army Teams and four U.S. Army Teams spar, demonstrate breaking techniques and conduct other martial arts competitions. In May we also celebrate military spouses and parents. Don t forget Mother s Day is May 14! The Area II Chapel would like to invite you to the Super Sunday Celebration at Picnic Area #7 (page 22). There is also a Parent-Child Dance at the Main Post Club May 12 (page 24) followed by the Parenting in the Digital Age workshop May 15 (page 23). 6 8th Army Safety Gram April 2017 Driven to Distraction When you drive a motor vehicle, you should give this task 100 percent of your attention. It is amazing how many drivers don't. They find other activities to keep them entertained and challenged as they try to pilot a ton of steel down a busy highway. Sometimes the result is tragic. Serious traffic accidents have occurred because the drivers were momentarily distracted and took their attention off their driving. Here are some typical distractions behind the wheel. Do any of them sound familiar? Mobile phone use even using hands free devices increases your risk of an accident Reading or sending text messages Trying to find a radio station or selecting music on your smart phone. Fishing around in the glove compartment for something. Combing your hair, checking makeup in a mirror or even shaving. Drinking coffee, trying not to spill coffee, cleaning up spilled coffee. Trying to hold a hamburger together while you eat it and keep the ketchup off your shirt. Looking for an address or focusing on the GPS instead of the road Disciplining restless children in the car, or feeding them snacks. Dodging a bee in the vehicle. Staring in amazement at other drivers doing these things. Here are some reminders for driving safely without distractions: Certainly people today are rushed, and many have become accomplished at doing other things while driving. However, driving and trying to do other tasks decreases the safety of the driver and passengers, because you do not have as much control of the vehicle and you cannot drive defensively anticipating other drivers' actions. Use cell phones safely. The safest thing is to make your calls before you set out. If you receive a cell phone call while you are driving, let the caller leave a message, pull over, and call that person back Consider how your children might be observing your unsafe habits and thinking of them as something normal that everyone does. If you don't want your children jabbering away on cell phones while they are driving, don't let them see you doing it, ever. Be aware that using a hands-free, voice-activated cell phone can still distract you. A safe driver also stops before checking maps and addresses, looking at paperwork, and dealing with similar distractions. Program your GPS and familiarize yourself with the route before you start driving Even eating, drinking, fiddling with the radio or vehicle sound system, adjusting heaters and digging items out of the glove box while driving have caused vehicle crashes. Arguments or stressful conversations with passengers can also divert the driver's attention from the road. Fatigue, stress and strong emotions such as anger can also impair the ability to drive safely. So, think twice about driver distractions. If you have to do something that requires your attention, then pull over. Safe driving takes all of your concentration! 6

7 A Soldier assigned to the Joint Task Force-Guantanamo Bay, Cuba, died as the result of a swimming mishap at Cable Beach, Guantanamo Bay, Cuba, on 30 March The 40-year old CW2 experienced difficulty while swimming and other service members on the beach notified emergency response personnel for assistance. The Soldier was evacuated to the base medical treatment facility where he later died. This is the 1 st Class A, swimming mishap fatality in FY17, compared to 0 for the same time frame in FY16. This PLR does not identify specific root causes of this incident, as the investigation is ongoing. Further details will be available at a later date through RMIS (RMIS Login Required). - Leader Engagement Tips: Ensure your Soldiers are aware of the hazards associated with ocean swimming and rip tides: - When caught in a rip current, remain calm, think clearly, conserve your energy, and don t fight the current. If unable to swim out of it, float or calmly tread water, and swim parallel to the shoreline and to shore as soon as you are able. - Be in the company of others in the case of an emergency and bring life rings or other flotation devices that can be thrown to render assistance if others are not able to swim out to assist. PLRs are intended to alert leaders to mishaps resulting in the loss of Soldiers/Civilians and to provide awareness in the interest of loss prevention and combat readiness. 8 An Army Civilian assigned to Fort Gordon, GA, was fatally injured as a result of a workrelated mishap that occurred on 17 February 2017, at approximately 1130 local, on a Fort Gordon range. The 60-year old range technician was operating a construction roller when it overturned while traversing a small hill. The technician suffered serious injury in the accident sequence and passed away on 13 April 2017, while still hospitalized. This is the 2 nd Class A, Other Army Vehicle fatality in FY17, compared to 0 in FY16 for the same timeframe. Extremist ideologies and organizations continue to pursue an anti -western orientation which threatens our formations and Families. The ease with which people can be influenced and radicalized coupled with emergent threats, like Unmanned Arial Systems (UAS), present AT Professionals with a complex problem set. Given the wide-range of threats, we must continue to sustain a strong Antiterrorism Program to prevent terrorist acts and protect our mission. We must maintain situational awareness of both local events and emergent threats used in other areas of conflict to ensure our operations stay ahead of emergent threats. As Author Max Boot stated in reference to the Anglo-Spanish War, a crucial element of English success was their commanders ability to learn on the fly, make adjustments, and attempt new tactics. The Spanish paid a heavy price for their lack of equal flexibility. We as AT Professionals must remain flexible and adaptive. We must focus on collaboration and information sharing to ensure our AT Programs remain agile and effective. Thus far we have been effective, but today is no guarantee of tomorrow s success. - COL Christopher W. 11 Page 2 Zone 2 RoKA 4/501 Infantry UNCLASSIFIED//FOR OFFICIAL USE ONLY AT Training Spotlight 1st Signal Brigade: 36th Signal Battalion In conjunction with KR17, the 36th Signal Battalion of the 1st Signal Brigade conducted combined Base Defense training on US- AG-Daegu. The training held on 22 March, 2017 brought U.S. and South Korean forces together to train on critical Base Defense operations. The training consisted of Zone 2 and 3 counter infiltration training on Camp Walker as part of the coordination between 8A and RoKA. In the exercise, nk SOF breeched the gate of the installation with a possible VBIED and Zone 2 RoKA forces from 4/501 Infantry responded to the breech with both Army forces and a KNP SWAT Team to suppress and destroy the nk SOF team. Internally in Coordination between CPT DeVol, Commander HHD, 36th Signal Battalion, and RoKA Forces Zone 3, Soldier from HHD, 36th Signal Battalion and MRF from the 188th Military Police Company provided blocking positions to prevent nk SOF from further penetrating Camp Walker. In the end, the nk SOF infiltration was engaged and destroyed with a follow on cordon and search in order to gather additional information. This event is an outstanding example of well planned and executed Antiterrorism training. Continued collaboration and combined training by 8A and RoKA forces is critical to the success of Base Defense Operations. Often an additional duty, the outstanding work they do directly reflects in the safety and security of our Soldiers and Families. This Quarter, we would like to recognize MSG Franklin Flowers, ATO for the 35th ADA BDE, for his outstanding AT Program. Six categories of achievement are recognized annually. For FY17, we highly encourage organizations to take a hard look at all the categories, to include subcategories for subordinate units, to ensure organizations are receiving well-deserved recognition across Eighth Army. Winners of the FY17 Army AT Awards Program will be recognized during the 2018 Annual Army Worldwide AT Conference. The six categories for submission include: 1) Best Installation AT Program. 2) Best Unit AT Program (includes battalions and above units). 3) Best Standalone Facility (defined as facilities that are embedded in communities, but not limited to Corps of Engineers, re -cruiting stations, Army National Guard or similar facilities that are located outside of installation/post perimeters). 4) The Lieutenant Colonel Ronald C. Francis Best AT Program Manager Award (AT Officers, Program Managers at the Army Major Subordinate Command, installation, unit or standalone facility). 5) Best Major Subordinate Command AT Program (includes ACOM, ASCC, DRU, ARNG and based on AT Program results during FY17 Army Protection Program Assessments). No nominations are required; HQDA will make this decision based upon Army Protection Program Assessment Results. 6) Individual AT Honor Roll (recognition for individual significant achievement). The suspense is Nov 2017 for organizations to provide their nominations to the Army AT Division. Information on submission requirements and templates can be found on the 8A G34 Portal. Policy for Small Unmanned Aircraft Systems (SUAS): The Assistant Secretary of the Army Installations, Energy and Environment, is currently developing a policy memorandum for SUAS. The pur- 12 DODI O Volumes 1 and 2: On 17 Nov 16, Department of Defense Instruction (DoDI) O volumes 1, DoD Antiterrorism Program Implementation: DoD Antiterrorism Standards ; and DoDI O , Volume 2, DoD Antiterrorism Program Implementation: DoD Force Propose of this policy is to establish clear requirements for the management and use of SUAS on Army installations. The policy will apply to all Army installations world-wide to include standard and nonstandard installations and standalone facilities.

13 UNCLASSIFIED//FOR OFFICIAL USE ONLY Page 4 Unmanned Aerial Systems: Illicit Use of Drones: Weaponization, Smuggling, and Terrorism The potential for drone attacks is assessed as high by the Department of Homeland Security (DHS) Small-Unmanned Aerial Systems (S-UAS) or drones present a clear example of how technology can transform the way we fight and protect our forces. Larger systems, such as the armed Predator and Reaper, have changed modern warfare. Smaller commercially available systems are widely available and have the potential to have a similar effect on how we defend our installations and safeguard our personnel and resources. With any new development in technology, it is only a matter of time before criminal and hostile actors figure out how to exploit it for their gain. In 1994, the Japanese terror group, Aum Shin-rikyo, experimented with remote control helicopters to disperse sarin gas. From 1994 to today, criminal and terrorist organizations have been utilizing this type of technology to their benefit. With the rapid proliferation of this technology, drones are now commercially available across the globe. These drones are easy to purchase, easy to operate and are often sold outfitted with high-quality video and still cameras. The term drone applies to a broad range of systems. Drones come in many types or designs including: aerial, aquatic, groundbased, quadrupedal and bipedal walkers, and even those that can adhere to walls and ceilings. As technology continues to develop, more capable and diverse systems are likely to enter the commercial realm. Most commercial drones have a limited communication range and a limited battery life, but these limitations are likely to decrease with future technological improvements in miniaturization and battery life. The main threat to DoD installations clearly comes from aerial systems which are able to navigate over or around traditional physical security barriers and systems. The drone threat can be highlighted by several high profile incidents. In 2013, a quadcopter landed in front of German Chancellor Angela Merkal while she was giving a speech and then in Jan 15, a drone crashed on the White House lawn. Both incidents highlighted the potential use of a drone as a weapon to target high value personnel. The potential for drone attacks is assessed as high by the Department of Homeland Security (DHS) and could involve a number of different employment options. The use of drones for reconnaissance and surveillance is an obvious threat. The use of off-the-shelf drones for attacks has already been demonstrated on the battlefields in Syria. It is important to understand the threat posed by these systems. The commercial availability and the versatility of systems will continue to make them attractive options to criminal and hostile actors. The Office of the Secretary of Defense, the Joint Staff, and Army are all working policy and law to help commanders better understand their roles and responsibilities regarding UAS. In addition, the Army is hosting an UAS working group focusing on several items to include protective measures that can be used to help protect the Army Communities from the threat of UAS. 8A Antiterrorism Newsletter 13

14 UNCLASSIFIED//FOR OFFICIAL USE ONLY ISSUE 17-1 Page Army AT Conference The 15th Annual Army Worldwide Antiterrorism (AT) Conference was held from 31 January to 3 February 2017 at the Shades of Green in Orlando, Florida. The conference provided a forum for antiterrorism officers from Army Commands, Army Service Component Commands, Direct Reporting Units, Army National Guard, Army Reserve, other major subordinate commands, Army agencies, the Department of Defense, the Joint Staff, and combatant commands to review the Army AT program in detail. Approximately 320 AT professionals worldwide attended the conference, which was sponsored by the Provost Marshal General in support of the G-3/5/7. The conference is more than just a training event. The conference is a series of events configured to meet the conference objectives. Those objectives are to address the current and future threats, determine what can be done to anticipate and mitigate those threats, and identify what policy changes are necessary to support our AT efforts. The training is broken down into Focus Areas. These focus areas are either recurring each year (The Threat and AT Policy) or are developed due to current events and input received from subordinate organizations. For AT Professional interested in attending next years conference, registration information is usually published in the month of December prior to the conference. Once published, USARPAC will send notifications through our chains of command AT Awareness Month August will mark the eighth annual AT Awareness Month (ATAM). The overall intent of ATAM is to instill Army-wide heightened awareness and vigilance to prevent and protect the Army community and critical resources from acts of terrorism.
