2 EXSUM Hope this note finds you all doing well and enjoying the summer. As we continue to welcome newly arrived personnel, and bid farewell to others making the transition to USAG Humphreys it is important to keep up with and communicate the latest Army and Garrison-specific policies that impact our community. The health, welfare, and safety of our service-members, employees, and dependents throughout Area II remain our number one priority. Accordingly, this week s HOT TOPICS focuses on several key areas of interest, Anti-terrorism Awareness Month (page 5), heat-related illness information, (page 6-9) and an explanation of the SHARP reporting process (pages 10-12). Also enclosed please find the Chairman of the Joint Chiefs of Staff Memorandum addressing Transgender Policy (page 13). Here at USAG Yongsan we strive to ensure we provide a safe environment to work and live in as well as a quality of life commensurate with any other assignment in the world. One way you can ensure you are up-to-date on the latest information, have your questions answered or issues recognized and addressed is to join us Aug. 3, from 2:30 to 4:30 p.m. at the South Post Chapel for the USAG Yongsan Town Hall Meeting (page 14). The USAG Yongsan Command Team, Garrison Directors, AAFES, DECA and Seoul American School leadership will all be present to address your questions. If you are unable to attend please follow us on the US Army Garrison Yongsan Facebook page where we will stream the event live for your convenience. Enclosed please find a new Bus Schedule to Camp Humphreys (page 15) as well as information on combined school start times for next school year here at USAG Yongsan (page 17). We also have two closures of note The indoor pool will close Aug. 1 Sept. 5 for renovations (page 16) and the CYS will experience temporary disruption in service due to a system upgrade July 31 to Aug. 2. with CYS Parent Central being closed as well (page 18). Finally, the garrison and DFMWR have numerous indoor activities to beat the heat, including the Women s Equality Day Observance Aug.4, (page 19), a Movement and Mindfulness Training Workshop for children and families (page 20-21) and various programs listed in this week s A Glance at Yongsan (page 22). 5 Antiterrorism (AT) is everyone s responsibility. Complacency, if present, provides our adversaries with opportunities to attack Soldiers, civilians, contractors, family members and retirees. Recognizing threat indicators and sustaining a strong defensive posture is the best way to prevent terrorist acts and protect Army critical assets. August is Army Antiterrorism Awareness Month and we are emphasizing it accordingly, but sustaining a strong defensive posture is a year-round activity for every person in every military community. The men and women who work tirelessly throughout the year to protect our communities need our help. We must understand the threats we face and how to best report suspicious activity. Now is the time to refresh your skills by taking the annually-required online AT Level I course located at and to ensure you know your local iwatch reporting procedures. We have instituted major changes in the way we defend against terrorists over the past year. The Force Protection Condition system has changed, and both the DODI (DOD Antiterrorism Standards) and AR (Antiterrorism) have been revised. However, we know terrorists revise and update their methods too. In addition to identifying suspicious activities when we see them, we should also be hyper-vigilant for the cyber threats that surround us every day. Ensure your cybersecurity training is upto-date, and maintain awareness of the various cyber threats which change on a daily basis. Your vigilance could mean the difference between catastrophic network failure, or more importantly, between life and death. Sustain, Support and Defend! Kenneth R. 6 Heat Illness Exposure to extreme heat can make a person seriously ill or even result in death. Heat cramps, heat exhaustion and heat stroke are conditions caused by overexposure to heat, loss of fluids and electrolytes. People usually try to get out of extreme heat before they begin to feel ill but often they do not or cannot. They might not even recognize that they are in danger of becoming ill. Heat Exhaustion symptoms include: headache, nausea, dizziness, weakness, thirst, fatigue and heavy sweating. Heat cramps and heat rash are less serious but they are still signs of too much heat exposure. Heatstroke symptoms include: confusion, irrational behavior, fast breathing, very high body temperature, hot, flushed skin, possible convulsions/unresponsiveness and sweating may have stopped. CALL 911 if you suspect heatstroke! **Move to a cool place Remove outer clothing Drink water or a sports drink Do not drink alcohol and avoid caffeine obtain medical assistance if necessary. At Risk People who work or exercise outdoors Young children and elderly people Pets People with health problems People with previous heat related illness People living in buildings with no cooling/poor ventilation Never leave infants or young children unattended in a vehicle, even if you leave the windows partly open or the air conditioning on. Tips on Prevention Remember three simple words: WATER REST SHADE WATER: You need plenty of water throughout the day every 15 minutes. Don t wait until you feel thirsty. REST: Rest breaks help your body recover. SHADE: Resting in the shade or in air conditioning helps you cool down. 6

9 Heat Stress Card Fluid Replacement Guidelines for Warm Weather Training Conditions Acclimated after approx. two weeks training wearing BDU, hot weather High Risk for Heat Illness: (The more factors, the higher the risk) Not acclimatized to heat (need days to get trainees adequately acclimated) Poor fitness Exceeds Body Fat Standard Cumulative inadequate hydration (day to day) Minor illness (cold symptoms, sore throat, low grade fever) Taking drugs/supplements/dietary aids Ex: Allergy or cold remedies Ephedra supplement Use of alcohol in the last 24 hours Prior history of heat illness (any heat stroke, or >2 episodes of heat exhaustion) Skin disorders such as heat rash and sun burn which prevent effective sweating Age > 40 years Do: Maintain the buddy system to look out for each other. Observe soldiers drinking water in required amounts not to exceed 11 2 quarts per hour or 12 quarts per day. Ensure adherence to work rest cycle in heat categories. Ensure soldiers are well hydrated before starting hard work. Ensure soldiers have adequate time to eat and drink. Encourage soldiers to eat all meals for needed salts. The work-rest times and fluid replacement volumes will sustain performance and hydration for at least 4 hours of work in the specified heat category. Fluid needs can vary based on individual differences (± 1 4 qt/h) and exposure to full sun or full shade (± 1 4 qt/h). NL = no limit to work time per hour. Rest means minimal physical activity (sitting or standing), accomplished in shade if possible. Heat Category WBGT Index, Fº Work/ Rest CAUTION: Hourly fluid intake should not exceed 11 2 quarts. Daily fluid intake should not exceed 12 quarts. If wearing body armor add 5 F to WBGT in humid climates. If wearing NBC clothing (MOPP 4) add 10 F to WBGT. If 91W is not immediately available, call for Medevac or ambulance. INDICATIONS OF POSSIBLE HEAT ILLNESS MENTAL STATUS ASSESSMENT MORE COMMON SIGNS / SYMPTOMS Dizziness Headache Dry mouth Nausea Unsteady walk Weakness Muscle cramps SERIOUS SIGNS/ SYMPTOMS Hot body, high temperature Confusion (Do Mental Status Assessment) Vomiting Involuntary bowel movement Convulsions Weak or rapid pulse Unresponsiveness, coma IMMEDIATE ACTIONS Remove from training Allow casualty to rest in shade Take sips of water While doing the above, call for Medic evaluation of the soldier (Medic will monitor temperature and check for mental confusion) If no medic is available call for ambulance or Medevac Immediately call Medevac or ambulance for emergent transport while doing the following: Lay person down in shade with feet elevated until Medevac or ambulance arrives Undress as much as possible Pour cool water over person and fan Give sips of water while awaiting ambulance (if conscious) Monitor airway and breathing until ambulance or Medevac arrive A sign that the soldier is in a serious life-threatening condition is the presence of mental confusion (with or without increased temperature). Anyone can do a mental status assessment asking some simple questions: Call for emergency Medevac or ambulance if any of the following exist: What is your name? (Does not know their name.) What month is it? What year is it? (Does not know the month or year.) Where are we/you? (Does not know the place where they are at.) What were you doing before you became ill? (Does not know the events that led to the present situation.) This bus system transports passengers (at no cost to the passenger) directly between USAG-Yongsan and USAG-Humphreys during the workweek IOT provide USFK personnel transportation for official business. Only authorized passengers are entitled to bus transportation. Authorized passengers are: Passengers with valid ID Cards (Active/Retired Military, DA Civilians, Legal Dependents) Local National Employees ROK Armed Forces member Contractor employee Bus company employee who possesses a pass or ID card issued by US PMO The following order of priority applies to passengers boarding on US military installations: Active-Duty US Military KATUSA personnel DOD Civilian employees Contractor Employee Korean National Employees ROK Armed Forces Legal Dependents accompanying those personnel Unaccompanied dependents of personnel US Military Retirees Pay Bus option still provided by New Kyong Dong Bus Company for Family Members/Dependents at USAG-Yongsan and USAG- Humphreys Bus Terminals. 16 Pool 3 (Indoor Pool) Closure Notice Pool 3 (Indoor Pool) will close Aug. 1- Sept. 5 for renovations. During this time, mandated programming may be reserved through the Sports Directors Office, , for scheduling and use of Pool 2, Outdoor Pool, during the hours of 6-11 a.m., Monday-Friday. Please note that the CYSS Learn to Swim Program has priority of use for Pool 2 in the morning hours of operation. 16
