27 JBLM Car Washing Activities Soap, scum, and oil grit produced from car washing activities flow across surfaces, into storm drains, and directly into lakes, streams, and the Puget Sound without treatment. Discharges of contaminants to surface waters is an illicit discharge and a violation of the JBLM MS4 stormwater permit and could result in a penalty. WHAT YOU CAN DO: Use commercial car washes or the MWR Auto Craft shop Divert wash water away from storm drains Charity car wash in your plans?
