2 EXSUM Hello Yongsan! USAG Yongsan celebrated the wonderful fall weather at Fall Festival 2017, Saturday, Sept. 23, starting at noon and culminating in fireworks at sundown. We also the Welcome Home Vietnam Veterans 50th Anniversary Commemoration ceremony. We thank everyone for coming out and joining us in honoring the service and sacrifice of these veterans at this special event. Road work along Eighth Army Road has been delayed, so please be mindful of detours and strictlyenforced speed limits (15 MPH). Enclosed is a revised schedule for the three phases of road work (pages 5-7). Fall is a great time for outdoor activities. If you are a motorcyclist, please see the enclosed information about motorcycle safety and training available online and at no charge (pages 8-9). Ensure you have the proper gear and are aware of your surroundings at all times. Grilling is another popular activity these days, but the dry leaves of autumn can put the garrison at greater risk of outdoor fires. Please use caution outdoors and indoors. In preparation for Fire Prevention Week Oct. 8-14, your on-post housing may have already been inspected for smoke alarms. If not, please see the attached schedule for your planning purpose (page 10). This year s Fire Prevention Week theme is Every Second Counts, Plan 2 Ways Out! Enclosed is a schedule of events designed to engage everyone in the community on this safety issue, especially children (pages 11-13). Most of the activities take place at or around the fire station so please come out and help keep Yongsan safe. This year, the Korean equivalent of the Thanksgiving holidays takes place during the first week of October. Chuseok is a time for families to come together all across the peninsula and spans the longest number of consecutive days off in recent history, Sept. 29 Oct. 10. Please see the enclosures on safety and road conditions during this long holiday week (pages 14-18). Traffic outside of the city can become dangerously congested, so please stay off the roads during this time. For your convenience, we also included a list of revised operational hours for on-post facilities and services for this time period (pages 19-23). October is also Domestic Violence Awareness Month. The USAG Yongsan Family Advocacy Program is pleased to host the Purple Gala and special guest speaker Mildred D. Muhammad Oct. 6 at the Main Post Club (page 24). Join us as we honor victims of domestic violence and celebrate the lives of survivors. The 2017 Combined Federal Campaign Overseas kicks off Oct. 16 for two months (pages 25-29). Our nation has experienced many tragedies with the recent onslaught of natural disasters in the form of storms and wildfires. Please take this opportunity to give to the CFC and answer the call by those in need of financial assistance during these difficult times. The Area II Employee Assistance Program now publishes a newsletter to share information on how we can be well and productive in our everyday jobs. Please see the enclosed first addition and contact ACS at with questions or feedback. 5 USAG Yongsan Directorate of Public Works (DPW) is scheduled to repave 8A Road and X Corps Boulevard by the Fire station up to the traffic intersection leading to Dragon Hill Lodge area near the Hartell House in three phases starting from Sept. 02, 2017 to Nov. 25, 2017, on post. DPW will be repairing and replacing old roads in the area. Detour signs will be clearly marked around the area to guide all vehicular traffic. Please adhere to speed limits at all times. You will be ticketed for speeding. School will be in session at the start of the construction, so please plan accordingly. 5

Impact or shatter resistant goggles, wraparound glasses, or full-face shield 3) Foot Protection. Sturdy footwear, leather boots or over the ankle shoes 4) Protective clothing. A long sleeved shirt or jacket, long trousers, and full fingered gloves or mittens designed for use on motorcycle 5) Riders are encouraged to select PPE that incorporates fluorescent colors and retro-reflective material. 14 What is Chusok? Chusok, also known as Korean Thanksgiving Day, is an important holiday celebrated on the 15th day of the eighth month of the lunar calendar. On the days before and after Chuseok Koreans return to their ancestral hometowns to pay respects and celebrate with family. The travel causes one of the biggest traffic jams of the year as people often take the roads to reach the areas outside of Seoul. Safety Hazards and Concerns: Understand the elevated risk of traffic hazards during this time period, major intersections/highways will be extremely congested. Monitor the road conditions and if travelling outside of Seoul be prepared to be stopped in traffic for LONG periods of time. When making travel arrangements, plan ahead and conduct Preventative Maintenance Checks and Services (PMCS) prior to departure. Keep an Emergency Kit in your vehicle. Look for alternative methods of travel such as Public Transportation (Train, Subway or Bus). POV owners need to use extreme caution and are encouraged to observe the rules established for military vehicles. An O-3 or GS-10 or above may authorize mission on back of dispatch. RED: Military vehicles, other than emergency/essential business, will not be driven. O-5 / GS-13 or above may authorize usage for business that cannot be postponed without jeopardizing military requirements. Back side of dispatch must be signed by person authorizing mission. BLACK: All U.S. Government vehicles are prohibited from movement. No Change. 1. Situation. During the Korean Chusok holiday period, major traffic delays and congested roadways are expected. Chusok is celebrated from 04-06OCT17 and in conjunction with the ROK National Foundation Day on 03OCT17. The majority of travelers during this time travel on 30SEP-03OCT17 and return on 08-09OCT17 (Hangul Proclamation Day). 2. Mission. USAG Yongsan observes RED road conditions from 30SEP-03OCT and AMBER road conditions from 04-07OCT and RED road conditions from 08-09OCT. These road conditions apply to all government vehicles, tactical and non-tactical, throughout USAG Yongsan and Area II. Road condition changes ensure that the risk of vehicle accidents and the risk of stranded personnel on Korean highways for many hours are mitigated to only essential missions with proper chain-of-command approval. USAG Yongsan and Area II returns to normal road conditions on 10OCT Execution. a. Commander s Intent. Purpose: To have zero Transportation Motor Pool (TMP) vehicle accidents in USAG Yongsan / Area II both on and off all Garrison installations during the Chusok Holiday period. Key Tasks. (3) Conduct a community awareness campaign that emphasizes the increased dangers of driving during Chusok holiday. b. Concept of Operations. 8A observes increased RED from 30SEP-03OCT and 08-09OCT17. During RED road conditions, only TMPs required for essential / emergency business will be used. O-5 / GS-13 / KGS-13 or above are the approving authority for dispatching TMPs during RED road conditions. USAG Yongsan observes AMBER road conditions from 04-07OCT17. During AMBER road conditions, only essential /emergency Transportation Motor Pool (TMP) vehicles will operate. The directing authority may be the company / detachment commander, an officer with the rank of O-3 or above, warrant officer in the grade of CW3 or above, or civilian supervisors in the grade of GS-10 or KGS-10 or above may approve for dispatching TMPs during AMBER road conditions. Command bus services continue to operate on schedule. (1) Military Police, emergency response vehicles (Fire Department, Ambulances, Wreckers, Security Guard), SDO/SDNCO vehicles, Post Police, and on and off-post shuttle vehicles / buses are exempt and do not require any special requirement to dispatch vehicles; however, leaders and supervisors are cautioned to limit the use of these vehicles whenever possible. (2) Tenant units and activities ensure that all Service Members, Family Members, and Civilians are aware of the increased driving risk during the Chusok holiday period. (3) 8A community awareness assets ensure that information is disseminated to the USAG Yongsan community. c. Tasks to Subordinate Units and 8A Staff. (1) USAG Yongsan: (a) Publish Chusok Holiday Road Condition Guidance OPORD. (b) Conduct an aggressive USAG Yongsan community awareness campaign that emphasizes the increased dangers of driving during Chusok. (c) Advertise USAG Yongsan Chusok road conditions on the Commander s Access Channel # 3. (d) Coordinate with AFN for TV and radio coverage of USAG Yongsan Chusok road conditions. (f) Enforce RED road conditions during the Chusok Holiday period. (2) 403 Logistics Readiness Company (LRC)-Yongsan. (a) Review all dispatches to ensure dispatched TMPs are IAW para 3.b of this OPORD and USFK Regulation during RED road conditions. (b) Review safe driving techniques with all TMP shuttle bus drivers. (c) Be prepared to assist with TMP recovery operations. (3) USAG Yongsan Installations Camp Market and K-16. Ensure OPORD is disseminated to all installation tenant units and activities. d. Coordinating Instructions. (1) Conduct counseling with Service Members and Civilian employees prior to the Chusok holiday period with an emphasis on safe driving techniques. (2) Review all TMP-dispatched vehicles and ensure that usage is IAW para. 3.b of this OPORD and USFK Regulation (3) Review safe driving techniques with all assigned drivers are operating TMPs during the Chusok period. (4) AMBER road conditions are in effect in USAG Yongsan / Area II 04-07OCT17. (5) RED road conditions are in effect in USAG Yongsan / Area II 30SEP-03OCT and 08-09OCT17.
