2 EXSUM Hello Yongsan! Part of enjoying the holidays is ensuring we are healthy and safe. Please see the enclosed Garrison Enforcer (page 5). Winter safety starts with understanding how cold temperatures can increase the risk of accidents because of slippery roads. As road work comes to an end and schools approach winter break, please continue to drive slowly and observe speed limits at all times. For those of you utilizing unconventional forms of transportation, please be reminded of USFK Regulation on Motor Vehicle Traffic supervision, which also applies to scooters, or MOPEDs (pages 6-7). Kindly review the enclosed safety grams and make sure you and your choice of transportation at the garrison are compliant with the regulation. If you or your child skateboards, please be aware of the dangers associated with this activity. We have lost several Soldiers in the past year, and your vigilance will help to ensure no more accidents (page 8). Cyber Security is also very important. Beware of fraudulent websites requesting login information or actions. If you are a Netflix user, there is a phishing scheme that you should be aware of (page 9-10). November through December is benefits open season for federal employees (pages 11-12). If you plan to change your benefits selection, please do so before Dec. 11. Go to for more information. Native American Indian Heritage Month is almost over, but you can still help us celebrate this proud heritage at the observance Nov. 22, Main Post Club (page 13-15). Also, it s not too late to pick up an appreciation gift at ACS for Month of the Military Family (page 16). The schedule of fun runs for 2017 is coming to an end with only two more opportunities the 5K Jingle Bell Run Dec. 23, and the 5K Polar Bear Run Dec. 31 (page 17). Let your holiday spirit shine and join in the fitness fun. Army and Navy fans should get ready to root for their team at the American Flag Football Game Dec. 2, 11 a.m. (page 18). This annual tradition will take place on the MWR Field at Seoul American High School. For our Area II shoppers, please see the enclosed press release from the Main Post Exchange regarding Black Friday Hours (page 19). Officially kicking off the holiday festivities is the 2017 USAG Yongsan Holiday Tree Lighting Ceremony Monday, Dec. 4, 5:30 p.m., next to the South Post Fire Station (page 20). Even though Commiskey s CAC is closed, you can still bring the children to see Santa at Commiskeys and participate in the sweater contest. The Yongsan Library will host Christmas Story Hour with Col. and Mrs. J. Scott Peterson Dec. 5 (page 21). Refreshments will also be served. The Religious Services Office would like to let the community know of changes to the schedule of worship services in Area II during the holidays. Please see the attached for new times (page 22). The chapel will also host a holiday concert Dec. 10 at South Post Chapel (page 23). 6 Yongsan Safety Gram October 2017 Electric Scooters Electric Scooters are the latest new thing in personal vehicular transportation. Inexpensive; Fast; Trendy; - All of these are great reasons to own one. However, with ownership comes responsibility. USFK 190-1, Motor Vehicle Traffic Supervision Applies to EVERYONE and it defines these scooters officially as MOPEDs. Characteristics of MOPEDs: Any two or three wheel device having operative capability by: a. Human propulsion (or no pedals if powered solely by electrical energy). b. An automatic transmission. c. A motor that produces less than gross brake horsepower, and (1) Propels the device at a max speed of less than 30 mph, on level ground. (2) Max engine size - 49 cc Vehicles will not be operated on a sidewalk. As popularity grows, so will the variations we ll see, BE SAFE AND FOLLOW THE RULES! 8 Skateboarding Mishap Claims One Soldier s Life A Captain assigned to Defense POW/MIA Accounting Agency, Joint Base Pearl Harbor-Hickam, Hawaii, died in a skateboarding mishap 30 October 2017 at 0037 local while TDY in Daegu, Republic of Korea. The Soldier was reportedly crossing an intersection on an electric skateboard when he ran into a traffic cone, fell onto the street and was struck by a passing vehicle. The Soldier was transported to a local hospital, where he was pronounced dead. PLRs provide leaders with awareness of Army loss and highlight potential trends that affect combat readiness. Our Army depends on you to use these PLRs to help Soldiers understand the impact of decisions made on and off duty. 9 Cyber Security Service Provider Cyber Threat Awareness Message CTAM (U) SUBJECT: Joint Service Provider (JSP) Cyber Threat Awareness Message (U) PURPOSE: The intent of this warning is to provide situational awareness to JSP and its subscribers of malicious s that could impact DoDIN users. (U) SUMMARY: A phishing scam targeting millions of Netflix users is spreading across the internet this week. (U) NETFLIX SCAM TARGETING 110 MILLION IS SPREADING (U) A phishing scam targeting millions of Netflix users is spreading across the internet this week directing customers to update the financial details of their accounts. The subject line is "Your suspension notification," and the body of the informs victims that their accounts have been suspended due to a billing issue. The directs recipients to click a link that redirects to a fake Netflix landing page. The fake landing page directs victims to input their user information and billing details in an effort to harvest credentials. (U) Figure 1: Copy of Netflix Phishing . 9

11 Newsflash Benefit Changes Thrift Savings Plan Announces New Dollar Amount The elective deferral limit will increase by $500 from $18,000 to $18,500 in The increase applies to the combination of both pretax and after-tax Roth plans. The limit applies to personal investments and not agency contributions. Regular investments continue year to year unless changed. To take advantage of the higher limit, employees will have to make a new payroll withholding election in Catch up contributions are permitted for participants age 50 and older, including those turning 50 during the year. Catch-up contributions are separate from the elective deferral limit and the annual limit imposed on regular employee contributions. The maximum catch up limit will remain unchanged at $6,000. Additional TSP information can be found at Flexible Spending Account Increases Its Dollar Amount The Internal Revenue Service (IRS) has announced an increase of $50 from $2,600 to $2,650 for the annual employee pre-tax contributions allowed under both the Health Care Flexible Spending Account (HCFSA) and Limited Expense Health Flexible Spending Account (LEXFSA). This change does not apply to the annual maximum for Dependent Care Flexible Spending Accounts, which remains at $5,000. The increase for the HCFSA and LEXFSA is effective for plans beginning on or after January 1, Unfortunately, Open Season materials and brochures reflect the current limit of $2,600 and cannot be updated. 12 Newsflash Federal Benefits Open Season November 13 th December 11 th It s that time of year again to evaluate your current benefits enrollment plans for: Federal Employees Health Benefits (FEHB), Federal Employees Dental and Vision Insurance (FEDVIP), Federal Flexible Spending Account (FSAFEDS). FEHB & FEDVIP - Current enrollments will continue automatically unless you change your current plan. FSAFEDS Current enrollments will not continue automatically; you must re-enroll in the program during this open season period. Significant FEHB Changes Requiring Employee Action Six plans will be terminating FEHB participation: Blue Cross and Blue Shield of Illinois (HMO), New Mexico Blue HMO Preferred, Paramount Health Care (OH), Aetna Whole Health (TX, VA, WI), United Healthcare Benefits of Texas, Inc., and Innovation Health Plan (VA) Aetna Open Access will be reducing service areas in all of Washington state and terminating enrollment codes (C31, C33, and C32) Note: Employees will automatically be enrolled in the GEHA Standard Option plan (the lowest-cost nationwide plan) if they fail to take action. Open Season enrollment changes must be made before midnight, Eastern Standard Time, on the last day of Open Season. Changes will be effective the first day of the first full pay period in January of 2018 (for most employees it will be January 7, 2018). Questions? 13 FACTS November is National American Indian Heritage Month, honoring American Indians and Alaska Natives. The Society of American Indian Government Employees has selected Standing Together as the 2017 theme. At the turn of the century, efforts began to implement a day of recognition for Native Americans contributions to America. Dr. Arthur C. Parker, a Seneca Indian was one of the early champions of an American Indian Day. In the early 1900s, he persuaded the Boy Scouts of America to set aside a day to honor the first Americans. In 1914, Red Fox James, a Blackfoot Indian, rode on horseback from state to state, seeking support for a day to honor American Indians. On December 14, 1915, he presented the endorsements of 24 state governments to the White House. Despite his efforts, there is no record of a national day being proclaimed. Also in 1915, the Congress of the American Indian Association approved a formal plan to celebrate American Indian Day. Reverend Sherman Coolidge, an Arapaho tribal member, asked the country to formally set aside a day of recognition. In 1924, Congress enacted the Indian Citizenship Act, but took no action to establish a National American Indian Day. In 1990, a joint resolution was approved designating November as National American Indian Heritage Month. Since 1994, similar proclamations have been issued, under variants on the name to include Native American Heritage Month and National American Indian and Alaska Native Heritage Month. Currently, there are 567 federally recognized American Indian and Alaska Native tribes and more than 100 state-recognized tribes across the United States. Each have their own distinctive history, beliefs, governance structure and culture. Sovereignty is the right of a nation or group of people to be self-governing and is the most fundamental concept that defines the relationship between the United States government and American Indian tribal governments. American Indians and Alaska Natives are U.S. citizens and citizens of their tribes. They are subject to federal laws, but they are not always subject to state laws. The Department of Defense along with the rest of our nation, celebrate the first people to live on the land we all value. American Indians and Alaska Natives have bravely defended and shaped our country s character and our cultural heritage. American Indian and Alaskan Native patriots continue to build legacies of freedom and diversity. 13
