19 GANG ENFORCEMENT STRATEGY The Violence Suppression Unit (VSU) has and will continue to take the lead in developing a county wide/regional gang violence reduction strategy, which will include neighboring cities and the Contra Costa County Sheriff s Department VSU will continue monthly multi-agency gang enforcement sweeps involving local, state, and federal partnerships VSU Detectives monitor a variety of information sources utilized by gang members in order to forecast potential gang related violence and to specifically focus on targeted locations and known gang members with a proclivity towards violence
20 GANG ENFORCEMENT STRATEGY VSU, Special Investigations Bureau (SIB), and Special Enforcement Team (SET) will continue bi-monthly city wide gang enforcement sweeps to include a focus on AB109 gang members and those with active probation terms The Special Investigations Bureau (SIB) will continue with the specific targeting of known mid to upper level gang members who are actively involved in the sales of narcotics and dangerous drugs
21 LETHALITY ASSESSMENT PROGRAM (LAP) MARYLAND MODEL Contra Costa County, specifically the cities of Brentwood, Concord and Richmond, are one of 4 locations Nationwide who have received a grant from the Federal Government as a demonstration site to implement the program Strategy is to prevent domestic violence homicides and serious injuries It provides an easy and effective method for law enforcement and other community professionals to identify victims of domestic violence who are at the highest risk of being seriously injured or killed
22 LETHALITY ASSESSMENT PROGRAM (LAP) MARYLAND MODEL On scene of a domestic violence incident, officers read the victims a questionnaire. Depending on the results of the questionnaire, the victim may be connected to services immediately on scene via phone. Goal - reduce aggravated assaults against domestic violence victims. Officer training will occur in late September and program begins October 1 st.
23 TRANSIENT CAMP ERADICATION PROGRAM Year to date: 40 camps eradicated 8 camps cleaned up in the last month with 9 arrests Top 5 continual problem areas: Cloverleaf at N/B Hwy 242 on-ramp and intersection area Behind abandoned VET clinic on Market St at Clayton Rd Under Marsh Dr bridge (Solano Wy / Marsh Dr.) Under Diamond Bl bridge near Denny s restaurant Empty lot, alongside Lowe s on Arnold Industrial Way
24 MENTAL HEALTH EVALUATION TEAM (MHET) The Central Contra Costa County Mental Health Evaluation Team (MHET) has been up and running for just over 1 month Comprised with one Police Officer and one Contra Costa County Mental Health Clinician Receive referrals of potentially high risk dangerous persons with mental health issues and combative behaviors towards police and others including AB109 and Prop 47 clients. Upon receiving a referral MHET opens a case. Follow up is conducted and MHET works to help high risk person get services Goal - reduce a potential conflict or confrontation with police/citizens. To date: MHET has conducted 31 briefing trainings to police officers and other service organizations across Contra Coast County Currently working 37 cases
25 CPTED PROGRAM Program started January hour CPTED assessment class offered at CPD on 3/26/15. Attended by 24 students from throughout the Bay area, including CPD and City staff CPTED information integrated into Building department materials following the class
26 CPTED PROGRAM CPD CPTED flyer and website information updated March 2015 Four public CPTED classes offered since March and one scheduled for August. 136 students so far CPD Code Enforcement and VIPS staff have responded to five CPTED assessment requests Citizens may request commercial or residential CPTED assessments by calling
27 POLICE CHIEF GOALS Decreasing crime relating to homelessness Improve efforts to reduce business robberies and business/residential burglaries Implement in-house victim assistance program surrounding crime prevention follow-ups for residential/business burglary victims Reduce reportable gang crime from previous year
