1 CITY OF MARYLAND HEIGHTS OFFICE OF THE CHIEF OF POLICE Index as: AMBER Alert Computer Entries, Wanted and Theft Computer Entry Cancellations Juvenile Runaway Computer Entries Missing Persons Computer Entries Stealing Computer Entries Stolen Vehicles Computer Entries Wanted Person Computer Entries Cancels: Rev 1 April 29, 2008 COMPUTER ENTRIES PURPOSE The purpose of this General Order is to establish procedure for the entry and removal of wanted/missing persons and stolen property into the REJIS, MULES, NCIC and internet Amber Alert computer systems DEFINITIONS A. AMBER Alert: The State of Missouri AMBER Alert Plan is based upon guidelines established by the National Center for Missing and Exploited Children (NCMEC). On August 28, 2003, Section RSMO established a statewide program called the Amber Alert System. The intent of the Missouri AMBER Alert is to generate a timely alert to a large number of people and to recruit the eyes and ears of these citizens to facilitate the safe return of abducted children. AMBER Alerts in Missouri are handled under the auspices of the Alert Missouri. B. Missouri Uniform Law Enforcement System (MULES): MULES is a statewide network, owned and operated by the Missouri State Highway Patrol. The system makes centralized criminal justice data immediately available to law enforcement agencies. Law Enforcement and Joint Communications Centers (dispatch agencies) connect to a mainframe computer through an extensive statewide network. The mainframe connects to the FBI's NCIC system, allowing MULES users to access information nationwide. Warrants, Wanted Subject and Missing person entries made into the MULES system are automatically forwarded by MULES into the NCIC system. Stolen Property entries are entered directly into the NCIC system C. National Crime Information Center (NCIC): NCIC is a computerized index of criminal justice information (i.e. criminal record history information, fugitives, stolen properties, and missing persons). It is available to federal, state, and local 1
2 law enforcement and other criminal justice agencies and is operational 24 hours a day, 365 days a year. D. Regional Justice Information Service (REJIS): REJIS is a data processing center serving governmental agencies in the greater St. Louis, Missouri area. Entries into the REJIS system that meet MULES criteria are automatically forwarded to MULES and the MULES system then automatically enters it into the NCIC system. E. St. Louis Area Regional A.M.B.E.R. Alert (SARAA): S.A.R.A.A. is a cooperative effort between the area s law enforcement, radio and television stations, state highway departments, wireless service providers, and mass transit provider to find kidnapped children. Like other A.M.B.E.R. Plans, S.A.R.A.A. calls for the use of these resources to distribute timely kidnapping information to those people living in the St. Louis Metropolitan area and southwestern Illinois. F. Wanted Entry. It is a standard practice for the St. Louis County Prosecuting Attorney to issue warrants for state charges only after the suspect has been taken into custody; therefore, subjects wanted by Maryland Heights are routinely entered into the REJIS computer as wanted if they are not in custody. The Communication Officer will attach the correct charge code to the wanted entry to either keep it local (REJIS only), or send it through to MULES and NCIC. Wanted entries are purged from MULES and NCIC after a period of time. The period of time varies by the severity of the crime. G. Warrant Entry. Once a subject has been taken into custody for state charges, the warrant will be entered into the MULES/NCIC systems by the St. Louis County authority. Warrants issued by the Municipal Court will be entered into the REJIS computer by a Maryland Heights Communication Officer. In most instances the entry will be limited to the local area (REJIS only), or MULES with a mileage limit listed for prisoner pickup if they are arrested by another police department. H. Stolen/Towed/Repossession/Vehicle/Item entry. Entries on items that can be identified by serial number or an owner applied number qualifying them for entry into the computer systems. Stolen Vehicles are entered into REJIS and then routed through REJIS to the MULES and NCIC systems. Stolen Items are entered directly into NCIC. I. Teletype System. A nationwide network, accessed through REJIS, for sending and receiving informational computer messages. J. Keep Our Police Safe (KOPS). Entries on person/vehicles that are not wanted for a criminal activity, but entries on Officer Safety information/safety of Individual. Information is shared when a subject/vehicle is inquired by another agency in REJIS (only). The file remains active for 24 to 48 hours depending on the type of Alert. 2

Field Interview Report (FIR) Entries on person/vehicles that are not wanted for criminal activity, but entries on suspicious activity that was not taken into police custody at the time of being detained. FIR s will remain in REJIS. (Refer to G.O. 422) L. Arrest Entries into REJIS only on a subject who has been arrested for an offense/fugitive charge. (Refer to G.O. 416) M. Order of Protection Entries/Modification into MULES of orders issued by the St Louis County Adult Abuse section PROCEDURE: Computer entries are made into the computer system through the REJIS LE Web computer interface screens. These entries rely on information placed in the Communications Entry Forms by the reporting officer. A Missouri Charge Code is used by REJIS to automatically direct the entry to the correct computer system. By qualification of the Charge Code, REJIS either keeps the entry in the local REJIS system or forwards it to the broader MULES and NCIC systems. It is the officer s responsibility to select the Charge Codes that match the charges from the police report; however, the Charge Codes are extensive and complicated. When in doubt, the Communications Officer will verify the Charge Codes with the reporting officer or an on-duty supervisor. A. The REJIS LE Web Person Entry Screen: 1. Wanted Person Entries will be immediately entered in to the computer system for all wanted persons once a completed MHPD Communication Wanted Entry Form 063 is signed by a supervisor, it is submitted to the Communications Officer. After completing the entry, the Communications Officer will print out the entry, write the Reference Number on the Wanted Person Entry Form and either give the printout and form to the requesting officer or place it in the Officer s Box to be picked up later. A copy of the entry and the officer s entry form will be filed in communications. a. Most wanted entries will stipulate extradition/pickup only within thirty (30) miles. b. On rare occasions, the Detective Bureau Commander will authorize statewide extradition/pickup c. Communication will add additional identifiers (alias, dob, tattoos, etc.) that is supplied by MULES SID number ID Information. This process is called Packing a Record. 3
4 2. Warrant Entry: a. Composed from the information on the Municipal Warrant & Drivers/Identification record Information. b. Entered under the authority of the Court, no supervisor signature needed. 3. Missing/Runaway Person Entries will be immediately entered in to the computer system for all persons of any age that are missing under the criteria listed in General Order 446, once a completed MHPD Communication Missing Person Entry Form 065, signed by a supervisor, is submitted to the Communications Officer. After completing the entry, the Communications Officer will print out the entry, write the Reference Number on the Missing Person Entry Form and either give the printout and form to the requesting officer or place it in the Officer s Box to be picked up later. A copy of the entry and the officer s entry form will be filed in communications. a. Runaway Juvenile Entries will be made for all runaways under the age of seventeen (17) years once a completed MHPD Communication Missing Person Entry Form 065 which has been signed by a supervisor is submitted to the Communications Officer. All runaway juveniles will be entered into the NCIC computer system at the earliest opportunity after the initial report. Additional to this section, any runaway from Lakeside Center who is 17 or older will be entered in as a Missing Person, with the remarks of Runaway from a State Facility, under Missouri State Supervision. b. The Communication Dispatcher will verify that the additional Juvenile-Type Code needed to identify the type of missing juvenile is included on the form. 1) H Habitual Runaway 2) P Parental Abduction 3) R Runaway 4) T Stranger Abduction 5) U Missing, Reason Unknown c. If the on-duty supervisor believes that the Missing Juvenile meets the criteria for a St. Louis Area Regional A.M.B.E.R. Alert (SARAA) or the State of Missouri AMBER Alert Plan (see 4
5 General Order 446) the Communications Officer will give the supervisor the necessary forms for the alert activation. d. Missing Person Entries will be made for all missing regardless of their age once a completed MHPD Communication Missing Person Entry Form 065 which has been signed by a supervisor is submitted to the Communications Officer. All missing persons will be entered into the NCIC computer system at the earliest opportunity after the initial report. e. Missing Person are categorized 1) Catastrophe Victim 2) Contact Witness Program 3) Disappearance Involuntary 4) Juvenile Other (13-17 YOA, refer A.3.b) 5) Adult Other (specify in remarks) 6) Physically or Mentally Disabled 7) Physical Safety Endangered 8) Walkaway B. The REJIS LE Web KOPS Screen: Entries can be made on NON-Criminal or Stolen Activity, where a person/vehicle is involving the safety of police officers or the safety of individual (suicidal thoughts that do not meet missing person). This type of entry does not require a Law Enforcement report, and will remain in the system 24 hours involving Safety of Individual and 48 hours involving Officer Safety. C. The REJIS LE Web Stolen/Wanted/Repossession Vehicle Entry Screen: Entries will be made into the REJIS LE Web Stolen/Wanted Vehicle Entry Screen once a completed MHPD Communication Vehicle Entry Form 062 signed by a supervisor, is submitted to the Communications Officer. After completing the entry, the Communications Officer will print out the entry, write the Reference Number on the Stolen Vehicle Entry Form and either give the printout and form to the requesting officer or place it in the Officer s Box to be picked up later by the officer. A copy of the entry and the officer s entry form will be filed in communications. In the case of Repossession Vehicles, MHPD Communication Vehicle Entry Form 062 will not be needed. (Refer to General Orders 441 section 03) 5
6 1. Stolen Vehicles. 2. Repossessed Vehicles 3. Wanted Vehicles (Charge wording (not code) must be supply for remarks). a. Vehicle parts marked with the Vehicle Identification Number (VIN): b. The VIN Plate. c. The Transmission. d. The Engine. 4. Vehicle Certificate of Title. 5. Vehicle Certificate of Origin. 6. Stolen License Plate(s) not license tabs; they are entered in the property screen. D. The REJIS LE Web Tow Vehicle Entry Screen: Entries will be made into the REJIS LE Web Tow Vehicle Entry Screen once a completed Missouri Vehicle Bureau Form 4569 or 4669, is submitted to the Communications Officer. After completing the entry, the Communications Officer will print out the entry, write the Reference Number on the Missouri Form and print out of the entry and the Missouri form will be filed in communications. (Refer to General Orders 456) The categories for Towed Autos: 1. Ordinance Violation Used for Arrest (remarks) 2. Abandon/Derelict Auto 3. Evidence When a vehicle is towed for evidence (remarks) 4. Private Contract When a vehicle is involved in an accident (remarks) 5. Relocated When a vehicle is moved from one spot to another spot (not towed) 6. Recovered/Awaiting Owner Used for other agency stolen auto case 7. Hold Inquiry Used when an officer is requesting a hold to talk to the owner 8. Abandoned Private Property Used when towed by private tows E. The REJIS LE Web Stolen Property Entry Screen will access the NCIC/MULES Stolen Property System for entry of stolen property when it can be identified with a unique serial number or an owner applied number. It will be entered into the correct NCIC/MULES computer system by the Communications Officer after receiving a completed MHPD Communications Stolen Article Entry Form 064 6
7 from the requesting officer. No supervisor signature is required. After completing the entry, the Communications Officer will print out the entry, write the Reference Number on the Stolen Article Entry Form and either give the printout and form to the requesting officer or place it in the Officer s Box to be picked up later by the officer. A copy of the entry and the officer s entry form will be filed in communications. F. The REJIS LE Web Locate Screen is used in the acknowledgement that the agency that has detained a person or seized a vehicle/property is in Law Enforcement custody. G. The REJIS LE Web Cancelation Entry Screen is used in the cancellation of all computer entries. 1. When a Wanted individual has been arrested or is no longer wanted, a Missing/Runaway Subject has been located and the identity verified, or a Stolen Vehicle or Stolen Property has been recovered,, it is the requesting officer s responsibility to complete MHPD Teletype Cancellation Form 047 and give it to the Communications Officer. 2. The Communications Officer will cancel the wanted entry, print out the cancellation and return Form 047, with the printout attached, to the officer or place it in the Officer s Box to be picked up later by the officer. H. The REJIS LE Web Field Interview Report (FIR): Entries will be made into the REJIS LE Web FIR Entry Screen once a completed REJIS FIR, is submitted to the Communications Officer. After completing the entry, the Communications Officer will write the Reference Number on the back of the FIR, and forward to the Detective Bureau. (Refer to G.O. 422) I. The REJIS LE Arrest System: Entries will be made into the REJIS LE Web Arrest Screen once a completed ITI booking, is submitted to the Communications Officer. After completing the entry, the Communications Officer will write the Reference Number on the top of the booking sheet, and retain an active booking sheet in the assigned desk box. If the Inmate is no longer in custody, the booking sheet will be forward to Records Division. (Refer to G.O. 416) J. The MULES Order of Protection: Entries or modification will be made into MULES Order of Protection when an order is sent via fax by St Louis County Adult Abuse section. The order will contain both petitioner and respondent information, and if applicable the protected person which the communication officer will inquiry additional information from REJIS to pack the record. A copy of the active order protection will be filed in communication, with an active alert placed into the ITI CAD system. When a record is in-active, the communication officer will cancel/clear the case from MULES. K. The REJIS Teletype and hit request/confirmation screens are used to send and receive information between organizations. The screens are set up to use standard 7
8 formats for specific types of information and are capable of sending the teletypes to individual agencies or to preset groups (surrounding agencies, REJIS agencies, State wide, or other States. 1. The Message Routing Screen is used by a department for the purpose of sending; a. Criminal Act Message b. IQ, FQ, AQ Criminal History Inquiries c. Administrative Message d. AR Criminal History Responds e. Runaway Message f. Missing Person Message g. Try to Contact Message h. Criminal Act Message i. LEO Flying Armed (TSA) 2. The Hit Confirmation Request Screen is used by a department to inquire if a wanted/missing person, stolen/wanted vehicle, or stolen article to request verification from the reporting department that the case involving the REJIS/MULES entry is still active. 3. The Hit Confirmation Response Screen is used to verify either that the person/vehicle/item is still active or in-active. 4. When at subject/vehicle/property is detained with no charges, the responding department has only 10 minutes to respond that they received the request. If there is no response within those 10 minutes, the subject/property may be released. 5. A Hit Confirmation request can be set at one hour if time is not an issue (i.e. subject in custody on unrelated charges). A response that indicates that the Confirmation Request was received and attempts to verify the want is permissible and will usually cause the subject/property to be detained until further confirmation, one way or the other, is possible.
