Job Summary: The Criminal Intelligence Analyst (CIA) will perform advanced and complex technical analytical duties requiring professional knowledge and skills in data research, analysis, and assessments. The CIA will formulate Intelligence-Led Policing (ILP) recommendations, and communicate/disseminate findings effectively to Senior ILP Staff and/or Pasco Sheriff s Office Command Staff. The CIA will produce written and visual aid product assessments in a timely and accurate manner to decision-makers for diverse types of investigations and operations. The CIA will provide intelligence to patrol officers, detectives and specialty units for internal and external agencies. The CIA must be able to work independently, as a team member, and exercise dedication and self-initiative. 8. Working conditions: General office work conditions, some field work including but not limited to ride-alongs, warrant sweeps, and other events deemed necessary by ILP leadership to support the mission. 9. Position reports to: Intelligence Led Policing (ILP) Manager 10. Position directly supervises: No supervisory duties related to position unless otherwise directed by ILP Management. 11. Education and Experience: Graduation from an accredited college or university with a Bachelor s degree (transcript prior to interview required) with a preferred specialization (or major) in Engineering, Math, or Science. Degree may be substituted by military training and experience in a related AFSC/MOS (Must provide DD214 prior to interview) or FDLE Law Enforcement Analyst Certification and six (6) years relevant experience. A minimum of four (4) years of experience in law enforcement or military intelligence collection and analysis from a recognized law enforcement/military intelligence operation or Fusion Center is required. Mid-Strong background in Microsoft Office Excel and Power-Point (testing will be conducted for both). Experience working in Microsoft Access preferred. This position requires a Valid Florida Drivers License. 12. Illustrative duties and responsibilities: 75% DUTY INTELLIGENCE LEAD POLICING AREAS: Illustrative Tasks: The Criminal Intelligence Analyst (CIA) will be responsible for conducting short and long term analysis within the Pasco Sheriff s Office (PSO) Intelligence-Led Policing (ILP) Section. The CIA will be exceptionally versed in intelligence analysis of raw intelligence (intelligence that has not been processed), and will have the ability to analyze and comprehend law enforcement data, information, and intelligence. The CIA will persistently track all available leads, and will successfully produce timely, accurate, complete, and Page 1 of 5

2 logical products and assessments relevant to criminal activity with minimal supervision. The CIA will request, receive, disseminate and/or investigate confidential information concerning criminals and criminal activity. The CIA will maintain the confidentiality of the information while utilizing it in accordance with PSO policies/procedures and applicable state and federal laws that regulate confidential intelligence information gathering and dissemination (ref: 28 GFR 23). The CIA will review and search for cases in local and available regional criminal intelligence databases that may be related to current or emerging crime trends and patterns in Pasco County. The CIA will provide ILP Leadership and/or PSO Command Staff with the relevant intelligence necessary for PSO to plan for, respond to, and subsequently mitigate and suppress criminal activity. Open and closed sources used will include but not be limited to: Computer Aided Dispatch (CAD), Records Management System (RMS), Florida Crime Information Center (FCIC), National Crime Information Center (NCIC), Driver And Vehicle Information Database (DAVID), CRIME REPORTS, TLO, ACCURINT, FSFN, and NCIS s Law Enforcement Information Exchange (LInX). The CIA will collect, conceptualize, analyze, and interpret raw criminal intelligence data relevant to actual and anticipated criminal activity. The analyst will utilize modern research methods, probability studies, complex statistical analysis, trends / patterns, victim / suspect background/associations, and other quantitative research techniques to formulate accurate assessments. The CIA will independently analyze intelligence and leverage information from law enforcement reporting and other collected intelligence to produce actionable intelligence products for dissemination to PSO Special Operations. The CIA will collaborate with the Strategic Analysts and Crime Analysts assigned to the PSO ILP Section to highlight trends and forecast hotspot locations. The findings will be presented to the PSO s decision-makers for tactical law enforcement action to stifle criminal activity in the assigned Area of Responsibility (AOR). The CIA will coordinate with all divisions in the PSO to develop Intelligence-Led Policing methodologies with analysis and assessments appropriate to their focus. The analyst will seek out opportunities of data and intelligence sharing within the PSO, with other agencies, and will facilitate the sharing of intelligence with the local community. The CIA will liaison with PSO detectives and other law enforcement agencies to develop/assist in developing criminal intelligence back-grounds/complete overviews to establish suspect habits, behavioral characteristics, predicted routes of travel/stops, and other essential intelligence activities related to suspects, organizations, groups, gangs, and networks. CIA will integrate intelligence from all available sources using various illustrative methods to prepare a variety of reports, graphs, charts, and other visual aids related to criminal Page 2 of 5

3 activities and organized criminal groups. Products will be utilized by PSO decision makers, ILP Analysts for term analysis, and other agencies with investigations tied to Pasco County. CIA will develop accurate link analysis charts, timelines, and other analytical products using raw and processed intelligence from open and closed collection sources, and electronic devices including but not limited to confiscated computers and cell phones. The analyst will produce products to illustrate relationships between events and persons suspected of organizing/conducting criminal activities, conspiracies, and to develop supplementary perspective targets. Collected intelligence and products from CIA will be shared and corroborated with PSO detectives, PSO Special Operations, and ILP Analysts for development of additional targets. The CIA will collect, assess, and disseminate criminal overview products on prolific offenders known to be living and/or operating in Pasco County jurisdiction. The CIA will maintain comprehensive analytical databases, products, files, and related intelligence on prolific offenders for analysis, assessments, and action by PSO tactical police units. The CIA will prepare white papers (an authoritative report or guide helping readers understand an issue, solve a problem, or make a decision), reports, visual aids, briefings and presentations for crimes including, but not limited to the Big-4 crimes (auto theft, auto burglary, residential/business burglary, and robbery) investigations for use by PSO personnel, outside law enforcement agencies and to a limited degree the general public. CIA will conduct self-initiated, requested, and ILP leadership directed special research and analytical projects and studies of suspects, groups, organizations and networks, as well as other law enforcement related deep-dives (technique to rapidly immerse a group or team into a situation for problem solving or idea creation). The CIA will directly interact and communicate with internal and external law enforcement agencies, county employees, and at times the community on crime analysis/research issues. The CIA will respond to requests for information from internal/external agencies using various intelligence statistical reports, databases and other intelligence systems to retrieve requested information in accordance with agency policy. The CIA will thoroughly and accurately complete/update criminal intelligence and other products deemed relevant by the Intelligence-Led Policing staff, in a timely and accurate manner pursuant to applicable PSO regulations, policies and procedures. The CIA will be appropriately groomed and attired so as to present a professional image in accordance with PSO policies and procedures, and will communicate in an effective, professional and polite manner with PSO personnel, outside agencies and the general public. 15% DUTY AREA SUPPORT AND ADMINISTRATIVE: Illustrative Tasks: The CIA provides support to detectives/investigators in the compilation and analysis of confidential information regarding complex investigations. This includes, but not limited to: Page 3 of 5

4 analyzing case reports to identify patterns, trends, associations, and criminal organizations. The CIA will provide data to support crime prevention units regarding problems, new crime trends, and resources to utilize in community education/awareness and crime prevention efforts. The CIA will conduct training and/or provide testing when requested by ILP staff. The CIA will actively participate in briefings, meetings and training events as directed and in accordance with established agency policies/procedures, and will disseminate information to internal/external agency members as required in the performance of their duties. The CIA will perform a variety of tasks related to the analysis, interpretation, and communication of crime data requested by PSO units requiring tactical analysis support, as deemed relevant by ILP senior leadership. 10% DUTY AREA GENERAL: Illustrative Tasks: The CIA will present and clearly communicate to large groups of people at all levels of the criminal justice system, to include possibly communicating with lawyers and testifying in court proceedings. The CIA will answer the PSO Tip-Line when requested and/or required and assist the caller as needed to ensure callers requests are fulfilled. The CIA will create and maintain ad-hoc reports and databases as required to perform their duties. The CIA will thoroughly shred documents that are not deemed public record/confidential and/or documents that have been authorized for destruction. The CIA will ensure their time sheets, and subordinate time sheets (if applicable) are current, accurate, completed, and submitted to the ILP Manager/Supervisor in a timely manner. The Criminal Intelligence Analyst (CIA) will ensure their work area is clean, organized, safe, and presentable in accordance with agency policies and procedures. 13. Amount and type of supervision position receive: Member will work under moderate guidance and supervision of the Intelligence-Led Policing Senior Leadership. 16. Review procedures: Work is reviewed upon completion and/or periodically by the Intelligence-Led Policing Senior Leadership. Employee will be given quarterly reviews during their probationary period (first year). Following probation period, employee will receive a formal written performance appraisal once annually. 17.
