1 2013 Annual Report Message from the Chief On behalf of the men and women of the Lombard Police Department, it is an honor to present our 2013 Annual Report. I am proud to serve as Chief of Police in a community that values public safety and a high quality of life. The support and partnership of residents, our Village President and Board of Trustees, businesses, neighborhoods, and community groups across Lombard is clearly reflected in our achievements. We seek to enhance livability by promoting public safety and crime prevention while maintaining public order with a focus on preserving the legal rights of all individuals. Also we recognize our responsibility to the Village of Lombard in providing efficient and effective policing services with an emphasis on customer service. We are building solid investigations that result in successful prosecutions. Our highest responsibility is to protect our children and senior citizens, the most vulnerable members of our community, and we are continuing our work with schools and businesses to assist those interested in security planning. 2 Office of the Chief of Police Chief of Police Raymond Byrne Overall Department Administration: Involves supervising departmental activities, formulating and enforcing departmental rules of conduct, developing policies, coordinating activities with outside agencies, preparing and justifying operational budgets, making recommendations for hiring, promotions, commendations and discipline, setting individual and departmental goals and objectives, and representing the Village and the department to the general public, governmental agencies, news media, etc. Internal Affairs Investigations: Receives, processes, supervises and controls all investigations involving police department personnel and is ultimately responsible for ensuring the integrity of the department. Administrative Services Division Commanded by Deputy Chief Roy Newton Budget: Manages the police budget and coordinates purchasing. Planning: Responsible for maintaining, upgrading, and designing new forms, researching and organizing information about potential new policies, programs, and organizational/technological advances, furnishing statistical support to the department, and providing support to department entities for the smooth implementation of new initiatives. Records Section: Responsible for storage, retrieval, distribution and retention of police records/reports. Property and Evidence: Stores and disposes of all evidence and property that comes to the department. Facility Management: Manages and maintains the police facility, grounds and inventory. Technology: Maintains and improves computer technologies and systems. Commanded by Deputy Chief Thomas Wirsing Patrol Division Patrol Shifts: Responds to initial investigations of crime and incidents, general traffic enforcement and control, accident investigation, and general community needs. Criminal Investigations: Conducts investigations of criminal offenses, including crimes against persons, forgeries, property crimes, auto thefts, identification theft, narcotics enforcement, computer crimes, gang crimes and juvenile crimes. Traffic Safety Unit: The Traffic Safety Unit is dedicated to promoting and improving traffic safety through education, analysis, and enforcement. While TSU officers issue citations, to include written and verbal warnings, they also attend community meetings, conduct school presentations and other educational seminars to increase citizen awareness and knowledge of traffic safety and laws. 3 Roy Newton Appointed Deputy Chief Deputy Chief Roy Newton On July 22, 2013 Chief Ray Byrne announced the promotion of Roy Newton to become the next Deputy Chief, filling the vacancy created by the retirement of Deputy Chief Patrick Rollins, who was appointed Chief of Police for the Village of Sugar Grove. Roy has served the Lombard Police Department for 27 years in a variety of capacities. He began his career as a Community Service Officer in 1986 and was sworn in as a police officer on February 27, He has served as a patrol officer, detective, patrol sergeant, detective sergeant and a patrol lieutenant. Roy holds a Bachelor s Degree with Honors from Benedictine University and is a graduate of the Northwestern University Comings and Goings in 2013 School of Police Staff and Command. He also serves as a Program Director at the Suburban Law Enforcement Academy at the College of DuPage. The following information is a breakdown of investigations based on citizen complaints and other internal inquiries completed in Total Complaints Investigated: 12 Breakdown by findings after the investigation was completed. 4 Sample Highlights from 2013 Gunman Robs Lombard Hair Salon (January 2, 2013) A man who displayed a handgun during a robbery Wednesday at the Hair Cuttery on Roosevelt Road in Lombard got away with an undisclosed amount of cash. The man, described as a white or Hispanic entered the store at about 10:45 a.m. and showed the gun. The man left on foot after being given cash. Lombard police reviewed security video from nearby businesses to try to get a more specific description of the suspect. Lombard Resident Victim of Home Invasion Friday Afternoon (January 11, 2013) Police responded to the 400 block of South Westmore Avenue at about 1:45 p.m. after receiving a call from a male subject. The 32-year-old man was home alone when his residence allegedly was entered by two male subjects with a gun. The resident sustained injuries to his head and hand reportedly from being hit with the gun. FBI: Man Charged with String of Suburban Bank Robberies (June 18, 2013) A Cary man has been charged with orchestrating a series of bank robberies in the suburbs over a 10 day period earlier this month, FBI officials said. Evan L. Hall, 26, appeared before a U.S. Magistrate where he was formally charged. He remains in federal custody pending his next court appearance. Hall s alleged crime spree began on June 2 when he robbed a TCF bank brand on N. Eola Road in Aurora. Hall allegedly demanded cash and when the teller offered an entire drawer of cash, hall directed the teller to hand him the money instead. A second robbery took place at a TCF bank branch on S. Main Street in Lombard four days later. Hall threatened the teller and gestured to a firearm he carried in a sweatshirt pocket. A third robbery occurred on June 12 when Hall entered a TCF bank branch in Aurora. A short time later, police stopped a blue Audi near the location of the robbery and took Hall, who was the passenger in that car, into custody. Village of Lombard Declared State of Emergency Due to Flooding (April 18, 2013) The Village of Lombard has received approximately five inches of rain during the last 24 hours, which has led to flooded roads, ponds overtopping their banks and hazardous conditions. The weather forecast anticipates rain throughout the morning, which will lead to additional water and flooding conditions. Acting Village President Bill Ware declared the town a disaster area and advised residents not to travel because of the number of cars stalled on flooded streets. Lombard Man Dies in Motorcycle Crash (July 22, 2013) Police were called to investigate a motorcycle crash that left a Lombard man dead early Monday morning. The driver, a 24 year-old Lombard man and his passenger were both transported to an area hospital where the driver was pronounced dead. Police believe the driver lost control of the motorcycle before hitting a curb and a tree at 1:02 a.m. at Collen Drive and South Elizabeth Street. Page 4
5 Sample Highlights from 2013 (continued) Lombard Man Dies in In-line Skating Accident (August 8, 2013) A 22 year-old man from Lombard died following an in-line skating accident in Lombard. The man was crossing Roosevelt Road at Highland Avenue around 9 p.m. when he was struck by a motorist. Alleged Prostitution Continues at Elite Massage in Lombard (June 4, 2013) Two California women have been arrested and charged with prostitution related offenses following an ongoing investigation by the Lombard Police Department. One female was cited with practicing an improper massage and the other was charged with prostitution following their arrest at Elite Massage on S. Main Street. Rollins Accepts Police Chief Position in Sugar Grove (June 12, 2013) Deputy Chief Pat Rollins has accepted a position as police chief for the Sugar Grove Police Department and will end his service in Lombard at the end of this month. Rollins has more than 23 years of experience in law enforcement and has spent the past 12 years working as the department s deputy chief. Former Glenbard East student accused of shooting threat (May 22, 2013) A former Glenbard East student was charged with felony disorderly conduct for planning to commit a mass shooting at the Lombard high school s graduation ceremony. The 19 year old former student wrote very detailed plans for the shooting in a series of journal entries. The plan called for the subject to initially target the school s deans. He was acquiring ammunition and owned a tactical vest that would hold multiple magazines of ammunition. He also had aerial photographs of the school. While he did not own a gun, he had access to weapons from family members. He was hoping to acquire an AR-15 assault rifle. Lombard police remain on task force for Tylenol murder investigation (October 2, 2013) Members of the Lombard Police Department are continuing to serve on a task force for the investigation into the Chicago Tylenol Murders along with several other police departments, despite the FBI's decision to pull out of the investigation, according to a press release from the Arlington Heights Police Department. In 1982, seven people died after taking cyanide-laced Tylenol, which was consumed over three days in Chicago and its suburbs. No one was ever charged for the killings. One of the victims, Mary McFarland, 31, of Elmhurst, died at Yorktown in Lombard shortly after ingesting the cyanide-laced Tylenol while at work. The FBI-led task force was established in 2007, along with the Illinois State Police and police departments in Arlington Heights, Elk Grove Village, Lombard, Schaumburg, Chicago and Winfield. Page 5

8 Training There are many areas in law enforcement that are scrutinized because of the risk and liability associated with the topic or procedure. The training of police officers is one of those areas. With this comes a tremendous responsibility on all police departments to ensure training meets the highest professional standards possible. During each calendar year, all personnel must complete various state mandated in-service training requirements, including but not limited to legal updates, use of lethal and less lethal force, search and seizure updates, dealing with mentally ill, ethics, cultural diversity, control of prisoners, pursuit driving, holding facility operations, preliminary and follow -up investigations, victim witness assistance, juvenile operations, Employee Training Hours property and evidence, records management, gang crime investigations and narcotic investigations. For personnel attending training, all dates of training, attendance logs, certifications received, and test scores are electronically recorded in department records Property and Evidence Management Page 8 The custody and control of evidence is of utmost concern to any police department. The proper handling, accountability, and processing of evidence can mean the difference between the conviction and acquittal of a suspected offender. The Lombard Police Department s evidence room and its policies and procedures are designed for compliance with standards set by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA). In 2013, the evidence room received 2,354 new items which were associated with 865 cases. Upon being received, each item was issued a barcode number and logged into the department s evidence tracking software. The software allows for accurate accounting of all items stored in the evidence room and for detailed reports on those items. After being logged and issued a barcode, the items were moved into storage. General evidence/ property items were stored in numbered bins for quick retrieval. Firearms, other weapons, cash, jewelry and drugs were stored in a separate secured area of the property room. Due to space constraints, the department also utilized 2 other secure remote locations for the storage of items too large for the evidence room, such as bicycles, furniture, and lawn and garden equipment. All evidence storage areas are protected by alarms or cameras, with access limited to only the primary and alternate evidence custodians and those accompanied by them.
9 Click It or Ticket Campaign The Lombard Police Department participated in a statewide Click it or Ticket grant which focused on seat belt compliance and increased safety on our roadways. Prior to and after the enforcement period, traffic surveys were conducted at various enforcement locations in Lombard. During the enforcement period, officers issued 874 citations. Child Safety Seat Inspections The officers of the Traffic Safety Unit are Certified Child Passenger Safety (CPS) Technicians. They provide seats, at a discounted rate, to government assisted families. They also provide child safety seat installation inspections as well as teach you how to properly install and use your child s seat. In 2013, officers conducted 201 car seat checks. National Night Out Lombard once again hosted a successful National Night Out in August. The 3rd National Night Out event was held at the Lombard Commons Park and featured free swimming at the Paradise Bay Water Park, music presented by DJ Rudy K, refreshments, giveaways, contests and raffles. Co-sponsors were the Village of Lombard, the Lombard Park District and Target. The department was assisted by 27 members of the Lombard citizens Police Academy Alumni Association. Shop With A Cop For the 15th year, members of the Lombard Police Department teamed up with members of the Lombard Citizens Police Academy Alumni Association to host the annual Shop with a Cop event. Children from 10 Lombard families were picked up in a squad car by an officer and taken to the Yorktown Target. Following a light breakfast provided by Target, the shoppers hit the aisles to search for items on their families Christmas list. It was great to see members of the department and the LCPAAA along with our co sponsor Target step up and help out those in need within our own community. Senior Citizen Police Academy For the second year in a row, the Lombard Police Department hosted a Senior Citizens Police Academy. More than a dozen classes were presented to residents of Beacon Hill, Lexington Square and Sunrise Senior Living. The purpose of the academy is to have the residents become familiar with the day to day operations of the department. Seniors are some of the most victimized residents of our community and the classes arm them with the knowledge they need to reduce their vulnerability. Page 9
10 2013 Annual Report Administrative Towing Program Processed 467 Administrative Tows Fees associated with administrative tows generated $233,500 Processed and authorized the disposal of 28 unclaimed police initiated tows Processed paperwork for 84 administrative hearings Lombard Police Officers raised $ for the Illinois Special Olympics during this year s Cop on Top at the Dunkin Donuts. Statewide, more than $1.3 million has been raised from this event over the past 10 years. Biased Based Profiling Report In 2013, there were no complaints of biased based profiling lodged against a member of the Lombard Police Department. In the past ten years (2004 to 2013), agency personnel have had no verified or founded complaint of biased based policing. The lack of any founded complaints in ten years is clearly a solid factor in determining the agency is not engaged in biased based policing. Bias based profiling is the selection of individuals based solely on a trait common to a group for enforcement action. This includes, but is not limited to race, ethnic background, gender, sexual orientation, religion, economic status, age, cultural group, or any other identifiable group. It is the policy of the Lombard Police Department to treat every citizen with courtesy and respect. The Police Department is dedicated to protecting the constitutional rights of citizens regardless of race, ethnic background, gender, sexual orientation, religion, economic status, age, or cultural group. Police Officers are required to use skills developed through training, experience and knowledge in order to identify suspicious circumstances, unusual occurrences and violations of the law and act according to the situation. Officers patrol in a proactive manner when a belief a crime was committed, is about to be committed, or is in the process of being committed. This proactive approach aids in the detection and apprehension of criminals, maintains the safety of our streets, and protects our citizens and community from crime. Over the past 10 years, the department has averaged 13,856 traffic stops with the percentage of minority drivers stopped remaining fairly constant at Page 10
11 Traffic Enforcement Warnings Citations Total Stops Use of Force Report for 2013 Whenever a police officer is involved in an incident requiring the use of either deadly force or non-lethal force, beyond the routine act of handcuffing, the department requires a review of each incident. The Department conducts monthly and annual reviews of these incidents to ensure there is no misconduct, need for additional training, or need for policy modification. Offender Watch was created to allow residents to view the addresses of registered sex offenders living in the village, to sign up for alerts if a registered sex offender moves into their neighborhood and to find other safety tips. Overall, the website serves as a community notification tool to manage and monitor the whereabouts of local sex offenders. Residents can also send anonymous letters directly to the police department if they know of a registered sex offender living in their neighborhood who is not listed. 12 2013 Annual Report ACCREDITATION The Lombard Police Department became nationally accredited in 1991 through the Commission on Accreditation of Law Enforcement Agencies, Inc. (CALEA). Following comprehensive on-site inspections of policies, procedures, and operations, the Department was re-accredited six times, the latest in November In 2011, the Department received the Meritorious Award in recognition of 20 years of continuous accreditation. CALEA developed a comprehensive set of 480 written standards covering every aspect of law enforcement policies, procedures, best practices and operations. These standards are designed to: Increase law enforcement agency capabilities to prevent and control crime. Increase agency effectiveness and efficiency in the delivery of law enforcement services. Increase cooperation with other law enforcement agencies. Increase employee and community confidence in the goals, objectives, policies and practices of the accredited agency. As an accredited police agency, the Lombard Police Department has demonstrated practices in line with international standards, assuring the community of the highest quality police services. In doing so, the Police Department has joined a select number of agencies internationally that have achieved this standard of excellence.
