1 STATE OF NORTH CAROLINA STOKES COUNTY DANBURY, NORTH CAROLINA REGULAR SESSION JUNE 15, 2012 The Stokes County Board of Education met in a regular session on Friday, June 15, 2012 at 1:00 p.m., at the Administrative Office in Danbury, North Carolina. Board Members Present: Mr. Jamie Yontz, Chairman; Mr. Mike Rogers, Vice- Chairman; Mr. David L. Smith, member; and Ms. Becky Boles, member. Mrs. Sonya Cox, member, was absent. Administration Present: Mr. Ronnie Mendenhall, Superintendent; Dr. Todd Martin, Assistant Superintendent; and Mrs. Ann Robertson, Administrative Assistant. Public Comments There were no public comments. Chairman Yontz welcomed everyone to the meeting. Ms. Boles gave the invocation and Mr. Rogers led the pledge. Mr. Mendenhall presented the agenda for approval. The following items were added to the Action Agenda: K) Approval of Change Order for South Stokes Waste Water Project; L) Approval of Bus Route Policy; M) Approval of Disposal of Freezer/Cooler on Govdeals.com; and N) Approval of Ten Month Calendar Revision. Mr. Rogers made a motion to approve the agenda as amended. Mr. Smith seconded the motion and motion passed 4-0, Cox absent. Consent Agenda Mr. Mendenhall reviewed the consent agenda items with board members. Mr. Smith made a motion to approve the consent agenda. Ms. Boles seconded the motion and motion was approved 4-0, Cox absent. The following agenda items were approved: work session minutes of May 1, 2012; regular session minutes of May 16, 2012; fund raiser requests; field trip request; Rising Star Drama Camp; school surplus items for disposal on Govdeals.com; and approval of bids for Poplar Springs Elementary School media furniture, telephone system, and smartboards. Board members approved the submission of a Brother digital copier/laser printer from North Stokes High School to Govdeals.com for disposal. Starting bid is $10. The following bids for Poplar Springs Elementary School were approved. These bids were approved by phone poll on May 30, 2012 with a vote of 5-0. Media Furniture Blankenship and Associates $49, Telephone System Windstream $31, Smartboards Smarter Systems $136, Approval of Budget Amendments Action Agenda Mr. Rogers made a motion to approve Capital Outlay Budget Amendment #2; Current Expense Budget Amendment #2; Current Expense Fund 8 Budget Amendment #2; and Federal Budget Amendment #3 as presented by Executive Director of Finance Lanette Moore. Ms. Boles seconded the motion and motion passed 4-0, Cox absent. Approval of the Title I Application Mr. Smith made a motion to approve the Title I Application as presented. Mr. Smith seconded the motion and motion passed 4-0, Cox absent. Approval of the CTE Local Plan Mr. Rogers made a motion to approve the Local Plan Application for Career and Technical Education (CTE) as presented. Mr. Smith seconded the motion and motion passed 4-0, Cox absent. Approval of the Twelve Month Calendar Mr. Smith made a motion to approve the Twelve Month Calendar as presented. Ms. Boles seconded the motion and motion was approved 4-0, Cox absent.

Mr. Rogers seconded the motion and motion was approved 4-0, Cox absent. Approval of the Individual School Schedules Ms. Boles made a motion to approve the Individual School Schedules as presented. Motion was seconded by Mr. Rogers and passed 4-0, Cox absent. Approval of the Early Dismissal Times Mr. Rogers made a motion to approve the Early Dismissal Times. Motion was seconded by Ms. Boles and was approved 4-0, Cox absent. Approval of the Student Handbook Dr. Martin asked for board members to approve proposed revisions to the Student Handbook. He informed board members that additional revisions to the lunch charge section and the bus route section might be necessary. Mr. Rogers made a motion to approve the proposed revisions to the Handbook pending editorial revisions. Motion was seconded by Ms. Boles and passed 3-0, Cox absent. (Mr. Smith was not in the meeting at the time of this motion and vote.) Approval of Bids for Building Projects Mr. David Smith made a motion to approve the following bids for the Poplar Springs Elementary School and Southeastern Stokes School building projects. Ms. Boles seconded the motion and motion passed 4-0, Cox absent. Poplar Springs Elementary Wireless Access Points Bell Tech Logix $22, HP Procurve Switches LSI $27, School Computers Data Networks $110, Library Books Follett Award of Bid based on services offered. Southeastern Stokes Wireless Access Bell Tech Logix $25, HP Procurve Switches LSI $15, School Computers Data Networks $73, School Projectors Smarter Systems $10, Approval of Bid for Athletic Field Restoration and Road Extension Mr. Smith made a motion to approve Neal Grading s low bid of $40, to complete the following work at Pinnacle Elementary School: restore the soccer field to its original condition after the removal of the POD used by Nancy Reynolds Elementary School; extend the gravel drive to come out on Surry Line Road; tear down the house purchased from Mark Badgett and abandon the well that went with the house according to Stokes County guidelines; and to demolish the triple-wide pre-k modular unit. Mr. Rogers seconded the motion and it passed 4-0, Cox absent.

5 Page 5 June 15, 2012 Approval of Change Order for the South Stokes Waste Water Project Mr. Rogers made a motion to approve the $7, change order from B & M Septic Tank for the South Stokes Waste Water Project as presented by Ricky Goins, Maintenance Director. Mr. Smith seconded the motion and motion passed 4-0, Cox absent. Approval of Bus Route Revisions Mr. Brad Lankford, Transportation Director, reminded board members of the new requirements from the North Carolina State Board of Education that state unless safety or other conditions make it inadvisable to do so, bus routes will not deviate from a general path of direction for a distance of less than one-half mile except for: 1) groups of 10 or more pupils; 2) unescorted pupils in grades pre-kindergarten through three; and 3) pupils with special needs as defined by an Individual Education Program (IEP). In addition to this requirement, the North Carolina State Board of Education require bus stops not be closer together than.2 miles, unless safety or other conditions make it inadvisable to do so. After discussion, Mr. Rogers made a motion to approve these guidelines pending review by Attorney Fred Johnson. Mr. Smith seconded the motion and it was approved 4-0, Cox absent. This information will be added to the Student Handbook. Approval of Freezer/Cooler Disposal on Govdeals.com Mr. Ricky Goins, Maintenance Director, requested board approval to submit a freezer/cooler for disposal on Govdeals.com. This unit is located at Southeastern Stokes School and will have a starting bid of $ Child Nutrition Director Cindy Marion stated the unit is in working order and was being replaced due to rusting. Mrs. Marion explained that the cafeteria had been written up in the past due to the rusting condition. Mr. Smith made a motion to approve of disposing of the freezer/cooler. Ms. Boles seconded the motion and motion passed 4-0, Cox absent. Approval of Ten Month Calendar Revisions Stokes County Schools was able to secure the 180 Day Calendar Waiver for the school year. In order to qualify for this waiver, five professional development days need to be added to our calendar. This calendar revision adds the five days to the end of the ten month calendar and does not change the start and end date for students. Mr. Rogers made a motion to approve this calendar revision. Mr. Smith seconded the motion and it passed 4-0, Cox absent. Discussion of Building Projects Discussion Agenda Both Poplar Springs Elementary and Southeastern Stokes Schools are on schedule to open this fall. Board members reviewed the plaque design for the facilities and gave Mr. Burge their okay to release it for order.

6 Page 6 June 15, 2012 Discussion of Open Houses and Ribbon Cuttings The Board of Education scheduled Open Houses and Ribbon Cuttings for both Poplar Springs Elementary and Southeastern Stokes Schools on Sunday, August 5, The Ribbon Cutting for Poplar Springs Elementary is scheduled for 2:00 PM and the Ribbon Cutting for Southeastern Stokes is scheduled for 4:00 PM. Discussion of Proposed Land Sale at Poplar Springs Elementary School Mr. Burge reported that two citizens had approached the County Manager about the possibility of purchasing small parcels of land from the County at the Poplar Springs Elementary location. Both of the parties own buildings that are encroaching on the land purchased by the County for construction of the elementary school. After discussion, board member consensus was to not sale the land to these gentlemen. This decision was based on safety reasons, because one parcel joins the playground area at the school. Information and Announcements Board members received a copy of the 9 th Month Principals Monthly Report for the school year. Total K-12 enrollment was 6,766. There were 147 Pre-K students enrolled for an ending enrollment of 6,913 students. Board members received information on the August 7, 2012 Blood Work Clinic. The clinic will take place at Southeastern Stokes School from 6:00 a.m. until 9:00 a.m. Board members received information on NCSBA professional development opportunities. The Board of Education scheduled a Regular Session Monday, July 16, 2012, at 5:00 p.m., at the Stokes County Schools Administrative Office in Danbury. At 2:00 p.m., Mr. Roger made a motion to enter closed session as allowed by NC General Statute (a)(1)(6). Ms. Boles seconded the motion and motion was approved 4-0. Following a short break the board entered closed session. [Closed Session] At 3:10 p.m., Mr. Rogers made a motion to return to open session. Motion was seconded by Mr. Smith and passed 4-0.
