1 REGULAR SCHOOL BOARD MEETING Wynne, Arkansas November 13, 2017 Roll Call A regular meeting of the school board was held on Monday, November 13, 2017, at 6 pm. The following were present: Mr. Jackie Clark, Mr. Spencer Parker, Mr. Shannon Hobbs, Mrs. Stacie Schlenker, Dr. Neall Jackson, and Mr. Carl Easley, Superintendent. The following individuals were also present: Mr. Bob Morris, Staff; Mrs. Debbie Heath, Primary School Principal; Mrs. Sandra Hollaway, Intermediate School Principal; Mr. David Stepp, Jr. High School Principal; Mr. Keith Watson, High School Principal; Mr. Kenneth Moore, High School Asst. Principal/District Athletic Director; Mrs. Glenda Vance, Special Services Director; Mr. Jerry Lee, Facilities and Transportation Director; Mrs. Stephanie Lyons, Federal Programs/Testing Coord.; Mrs. Frankie Sullivan, Business Mgr.; and Ms. Sherry Breckenridge, Parent Coordinator. Consent Agenda Minutes Financial Reports Recognitions The minutes of the preceding meetings were presented to the board for approval. Minutes from the two previous meetings required corrections and were not approved. They will be presented again for review at the December meeting of the board. Financial reports on all funds and invoices paid in October were presented to the board for approval. HIGH SCHOOL Our Yellowjacket Band proudly represented the Wynne School District with an exceptional performance at State Competition! The Band received a Superior Rating and placed 4th in Class AAAA. They also placed 3rd in Music. They were the first band to perform that morning and had to leave Wynne at 5 a.m. October 17th, the band performed at the Region 4 Marching Assessment in Searcy and earned a Superior Straight 1 rating and for the second year in a row, qualifying for the Arkansas State Marching Contest, held at War Memorial Stadium on October 31! The band also competed at the Forrest City Marching Invitational on Oct. 21 and earned Superior Ratings, best in Class in Band, Percussion & Color Guard and 3rd place overall. At the ASBOA Class AAAA State Championship, the band earned straight 1's & a Superior Rating, landing them in 4th place overall and 3rd place in the Music Caption. Band student Jade Tilley, in being a good Samaritan at the state band competition, helped an elderly couple in the stadium going up and down the bleachers. Congrats to the football team for finishing with a record of 9-1 in the regular season and earning conference tri-champ status.

2 Tavon Hicks is up for the Landers Award which is presented to the top football player in the state by Channel 7 s Steve Sullivan on Jan 18. Also, Tavon is 174 yds. shy of being the all-time rusher at Wynne. Congratulations to the following Health Science students for being accepted into the UAMS "A day in the life" program: Riley Bethel, Allyson Hicks, Grace Hobbs, Crissy Lawrence, Emmy Futrell, Whitney Taylor and Terry Mickey! The UAMS "A day in the life" program is a very competitive program. Congratulations to these Wynne Band members that auditioned for the Region 4 Honor Jazz Band and made it! Hayden Hirons - Alto Sax - 2nd band 1st chair; Markell Cox- Tenor Sax- 1st alternate Caleb Arnold Trombone - 1st Band 3rd chair Mackenzie Epps Trombone - 2nd Band 2nd chair Catherine Arnold - Baritone Sax - 2nd Chair Charlie Glass Trumpet - 1st Chair These students will go to Region Jazz Band clinic in West Memphis and put on a concert at the West Memphis performing arts Center. Breigh Pardy is one of our 5th grade intramural volleyball players. She has been selected as one of 32 top athletes in the country for her age. She has been invited to train at the Olympic Training Center in Colorado Springs this Christmas Break. She is an outstanding athlete and loves the game. We are proud to have her in our program. INTERMEDIATE A special recognition to Mrs. Sherry Phillians for the 3rd Grade Veterans day program. The third-grade students performed amazingly well!!! Julia Shepherd has read 1.1 million words! WIS students have earned 433 Lexia certificates. Students have completed 33,867 lessons in Dreambox. Dream box is sponsoring a fall Math Challenge across the United States. There are 8,538 classes participating. Five of the 5thgrade classes are in the top 160 out of 8,538 classes. In the Central Region, we have 5 classes in the top 20 and one class is in the top 5. In Arkansas, we have three classes in the top 4. Special recognition to the following staff for volunteering at the Wynne PTA and Wynne Intermediate School of Innovation Booth during the Trick or Trick at Village Creek event: Carl Easley, Cindy Easley, Shirley Hale (Mrs. Hale organizes the event!), Annette Hall, Victoria Morgan, Jennifer Wilson, Kellye Ramsey, Connie Mitchell, Laura Owens, Kelsi Peterson, Joshua Wingo, & Sandra Hollaway. Special thanks to Cindy Easley, Jennifer Robertson, Jennifer Moore, Leah Burton, and Kathy Emerson for assisting with Special Olympics.

3 I would like to give a shout out and a huge thanks to everyone who has helped make the Wynne Basketball Intramural a HUGE SUCCESS so far! We have over 300 children signed up for grades 1st 6th, boys and girls. Coach Parker designs the practice for each age group and then we have wonderful volunteers who help us throughout practice. Dr. Weatherford, Fred Smith, Curtis Scott, Jim Huff, Misty Holbrook, Jeremy Bailey, Rebecca Parker, Alicia Tucker, Virgil Smith, Coach Lambert, Kenneth Sanders, Dana Wilson, Jimmy Craig, and several members of the current basketball team. PRIMARY Wynne Primary School would like to thank WHS cheerleaders and football players for assisting with our family night on Oct 3rd and making it fun and engaging for students. We also appreciate these High School students welcoming Primary students on Friday mornings. Congratulations to Kim Armstrong, Kimberly Peeler, Kelly Nichols, & Kara Souheaver for sharing their presentation, Science Resources for the Elementary Classroom, at the Arkansas Curriculum Conference in Little Rock. Thank you to 363 for reaching out to students, families, and faculty in order to meet student needs for food, clothing, and other necessities. Thank you to Bobby Simpkins from McDonalds for donating student incentives as rewards for positive behavior and achievement. Thank you to Gerald Britton and members of the Wynne Fire Department for providing fire prevention assemblies for WPS students during Fire Prevention Week. Thank you to Joanna Haralson for decorating the parent area in the Primary cafeteria. Thank you to Heather Runyan from Village Creek State Park for providing interesting presentations for Primary students such as Going Batty, Naturally Nocturnal, Eek Spider! and a fur program. Thank you to WPS faculty members who decorated the school for homecoming, resulting in a first place award for Paint the Town Blue and Gold. Student Enrollment A report on the student enrollment as of November 13, 2017, was given. The report indicated the total district enrollment is 2,689. Consent Agenda Approval A motion was made by Dr. Jackson, seconded by Mr. Parker, and passed unanimously to approve all items as presented under the consent agenda. Regular Agenda Special Education Program A report was made by Mrs. Glenda Vance, Special Services Director, on the district s Special Education Program.

4 State Board Waiver A discussion was held on a State Board Waiver request through the Crowley s Ridge Cooperative for the school starting date for the school year. The superintendent presented for approval and signature a resolution to petition the Arkansas Dept. of Education to grant the waiver to allow school to start before August 20th. A motion was made by Dr. Jackson, seconded by Mrs. Schlenker, and passed unanimously to approve the resolution for the waiver. Policy 4.04 School Transfers A discussion was held on amending Policy 4.04 School Transfers. Previously requests for transfer were considered at the July and March meetings of the board. The board will now review transfer requests at the July and December meetings of the board. A motion was made by Mr. Hobbs, seconded by Mr. Parker, and passed unanimously to approve the change in Policy Millage Campaign Executive Session Regular Session Employment; Resignations A discussion was held on a millage campaign. After feedback from the committee set up to discuss millage and millage campaigns, the superintendent advised the board no millage increase will be pursued until sometime in the future. The board went into executive session for the purpose of discussing employment of personnel. After the executive session, the board reconvened in a regular session. The following individuals were recommended to the board for employment, change in responsibility or additional responsibility: CLASSIFIED Glenn Benderman - Athletic Announcer Allison Hays - Library Aide/Office Clerk Primary Pending CBC The above individuals are recommended for employment pending receipt of the results of the nationwide criminal records and Child Maltreatment Central registry checks as required by state law. Upon receipt of clear results from both checks, employment becomes effective. RESIGNATIONS A report was made on the following individuals having submitted letters of resignation: Kacy Jackson - Mechanic Effective 11/21/17

5 A motion was made by Dr. Jackson, seconded by Mr. Parker, and passed unanimously to approve the recommendations for employment, change in duties, or extra duty and resignations as recommended by the superintendent.
